De Turkse wethouders in Rotterdam hebben toch een mening over de
netelige Armeense kwestie.

Vorige week wilden ze er eigenlijk niet over spreken. Maar de
netelige Armeense kwestie blijft rondzingen; het dreigt de PvdA zelfs
Turkse stemmen te kosten. Gisteren namen de twee Turks-Rotterdamse
wethouders Orhan Kaya en Hamit Karakus dan toch een officieel
standpunt in. Met zichtbare tegenzin weliswaar, ‘want wij zijn gewend
om te praten over zaken die de stad aangaan’, zei Kaya, zelf van
Turks-Koerdische afkomst.

Dan de vraag. Pleegden de Turken in 1915, zoals westerse historici
zeggen, genocide op het Armeense volk?
Nee…of misschien toch wel. De officiële verklaring: ,,Voor ons
staat vast dat in de jaren 1915-1920 honderdduizenden Armeniërs op
een gruwelijke manier zijn omgekomen. Dat sprake is een genocide,
valt geenszins uit te sluiten, maar is nooit formeel door een Hof of
Tribunaal vastgesteld. Wij ondersteunen daarom noch de Armeense claim
dat onomstotelijk vaststaat dat er sprake is geweest van genocide
noch de officiële Turkse visie dat zeker is dat het niet het geval is
geweest.” En daarom , zo stelden Karakus (PvdA) en Kaya
(GroenLinks), is een uitgebreid internationaal onderzoek op zijn
plaats. ,,Onder VN-vlag, zoals het Europees parlement op 27 september
heeft besloten.”
Het was een uitzonderlijke verklaring, gisteren op het stadhuis.
Burgemeester Opstelten benadrukte dat zij niet namens het college
spraken, maar als privepersoon. En toch ook als Rotterdamse
wethouders, ‘want het zijn publieke figuren.’
Enkele partijen, zoals CDA en VVD, maakten bezwaar tegen gang van
zaken. PvdA en GroenLinks wilden het liefst helemaal niet over de
kwestie praten. Volgens PvdA-leider Van Heemst hoort de discussie
thuis in de Tweede Kamer of het Europees parlement. GroenLinks’er
Anneke Verwijs herinnerde de raad aan het feit dat ook Nederland
vroeger vuile handen heeft gemaakt, denk aan de politionele acties in
Indië.
Hierop sprong Ronald Sørensen (Leefbaar Rotterdam) uit zijn vel. ,,U
vergelijkt de politionele acties met genocide? Schande!”

[JURIST] Another Turkish author went on trial Thursday on charges
[AP report] that he "insulted the Turkish identity" in violation of
Article 301 [Amnesty backgrounder] of the country’s penal code. Ipek
Calislar wrote that the founder of modern Turkey, Mustafa Kemal
Ataturk, once left his palace disguised as a woman to evade an
assassination attempt. Calislar faces 4.5 years in prison if convicted.

Turkey [JURIST news archive; CIA backgrounder] is seeking membership
to the European Union (EU) [official website], which has urged that
Article 301 be abolished [JURIST report] because it infringes upon the
freedom of expression. Despite revising portions of the penal code
[JURIST report] last year, Turkish leaders have no immediate plans
to make further changes to the law. Turkish novelists Elif Shafak
[personal website], Hrant Dink and Orhan Pamuk [JURIST news archive]
have all been charged under Article 301 for discussing the alleged
Armenian genocide. Shafak was acquitted and Pamuk’s charges were
dismissed [JURIST reports], while Dink faces a retrial [JURIST report].

In mid-September when the Moslem world was furiously reacting to
Pope Benedict XVI’s offensive statement about Prophet Muhammad and
some extremist organizations were carrying out anti-Christian acts,
Australian finance minister Peter Costello pointed out to modern
Turkey.

In the cartoon that an Australian newspaper published, Ataturk was
holding a paper that read "Armenian genocide." A caption under the
cartoon read, "He [Castello] raiseth up Ataturk… Secular Turkey
that was created by glorious hero of Gallipoli Battle Kemal Ataturk
is a model for the Moslem world. As a model it plays a role of leader
in that world. ", Zaman daily reports.

In the article accompanying the cartoon, the writer asserted Turkey
abolished most of the restrictions imposed by Ataturk. Dennis Altman,
writer of the article, indicated it was ironic of Costello to have
praised Turkey last week.

The article claimed Ataturk saw religion as a barrier against progress;
therefore, he attempted to prevent religion from holding a public
role in modern Turkey.

It was further asserted that Ataturk tried to impose his opinions in
a way that could shock both secular and pious Australians.

[Question] Has the withdrawal of Russian bases been delayed? Is Russia
fulfilling the 2006 agreement?

[Mamuka Kudava, deputy defence minister] No delay can be seen in
this respect. In accordance with the "Agreement between Georgia
and the Russian Federation on the timeframes and rules for the
temporary functioning and withdrawal of the Group of Russian Troops
in the Transcaucasus, the Russian military bases, and other military
facilities on Georgian territory" signed in Sochi on 31 March 2006, 737
units of equipment and more than 2,600 tonnes of materials have been
withdrawn from Georgian territory this year (358 units of equipment
and more than 1,600 tonnes of materials have been withdrawn to the
Russian Federation and the rest went to the Gyumri military base in
Armenia). A total of 25 special trains and 28 convoys of military
vehicles have left Georgia.

Forty-five tanks, 162 armoured vehicles and 52 artillery installations
as well as more than 500 units of military equipment have been
withdrawn from our country.

The Akhalkalaki military base has been completely emptied of military
equipment and weapons. The weapons and equipment restricted according
to the 19 November 1990 Treaty on Conventional Armed Forces in Europe
have also been withdrawn along with other equipment.

We have always emphasized that Russia is conscientiously fulfilling
its obligations linked to the withdrawal. All those conditions
of the agreement that covered the year 2006 have been met (I hope
international inspections will check on the spot and confirm all
this in the future). As regards the statement about suspending the
withdrawal, it was propagandist in nature and far removed from reality.

[Question] According to the plan, when are the remaining equipment
and military personnel to be withdrawn from Georgia?

[Kudava] The withdrawal of the Russian heavy military equipment
remaining at the Batumi military base on Georgian territory should be
completed before 1 October 2007. Military personnel will be withdrawn
from the Akhalkalaki base during 2007. The withdrawal of the Russian
military base in Batumi and the headquarters of the Group of Russian
Troops in the Transcaucasus [in Tbilisi] will end in 2008.

[Question] Is there any real threat in connection with the bases?

[Kudava] In my opinion, rumours about the threats linked to the bases
are exaggerated. There are two explanations: First, two-thirds of
the withdrawn weapons were useless. The same is true of the remaining
equipment and the infrastructure there. A second important aspect is
that Georgia has all necessary means to avert any provocation. The
main thing is that the decision made on the withdrawal of the bases
is political and not only Russia and Georgia have signed it. The
agreement is valid in the framework of the overall European mechanism.

"Threats are growing" in South Ossetia, Abkhazia

[Question] Given Russian-Georgian relations and the political situation
in general, what are the most realistic and dangerous threats among
those faced by our country at this stage?

[Kudava] Even the untrained eye can see that the threats are growing in
comparison to previous years. Provocations in the conflict zones have
become extremely frequent. The OSCE monitoring group (never mind us)
is finding illegal armoured vehicles, antiaircraft installations,
or grenade launchers almost every week. We could also spend quite
a long time discussing shooting incidents, never mind shooting at
helicopters. The same thing is happening in Abkhazia. Someone is
being killed almost every week.

NATO membership, conflict settlement linked

The closer we draw to NATO, the more frequent such provocations will
become. Integration with NATO and the restoration of this country’s
territorial integrity are equally important for us. These two processes
facilitate one another. Our aspiration towards NATO will motivate
foreign partners to become more active and, vice versa, successes in
conflict resolution will facilitate the process of our integration into
NATO. Some Russian political analysts are saying that Georgia should
first resolve these conflicts and join NATO only after that. However,
that is really not correct. Starting with statements by the NATO
secretary-general, an unequivocal position on the recognition of
Georgia’s territorial integrity is outlined at every meeting. It is
being emphasized in NATO that no third factor or country can hinder
Georgia’s accession to the North Atlantic alliance. [Passage omitted]

YEREVAN, Armenia Envoys from the Organization for Security and
Cooperation in Europe on Tuesday brokered a new round of talks between
foreign ministers of Azerbaijan and Armenia over the Nagorno-Karabakh
conflict following a tense impasse.

Yuri Merzlyakov, a Russian diplomat who co-chairs the so-called Minsk
group of the OSCE dealing with the Nagorno-Karabakh conflict, said
the two nations’ foreign ministers were to meet Friday in Moscow. He
said a time and venue for a meeting of presidents of Armenia and
Azerbaijan remain to be negotiated.

The foreign ministers’ meeting would restart bilateral talks which
have been interrupted recently due to the lack of progress.

"We would like to rejuvenate direct contacts between the sides,
and I think we have achieved this goal," said U.S. Deputy Assistant
Secretary of State Matthew J. Bryza, another co-chair.

OSCE envoys held talks in Armenia Tuesday a day after visiting
Azerbaijan.

Nagorno-Karabakh is a region in Azerbaijan that has been under the
control of Armenian and ethnic-Armenian Karabakh forces since a 1994
cease-fire ended a six-year separatist war that killed about 30,000
people and drove about 1 million from their homes. The region’s final
status has not been worked out, and years of talks under the auspices
of OSCE mediators have brought little visible result.

Talks in France in February between Azerbaijani President Ilham Aliev
and Armenian President Robert Kocharian about the enclave broke down,
and the two leaders again failed to agree on principles for settling
the conflict when they met again in Romania in June.

"We aren’t saying that we are on the verge of a grand breakthrough
or that the difficult problems have got any easier, but we do sense
the willingness of the sides to think in a deeper way and look for
a way to move ahead," Bryza said.

He said that lack of trust between the parties continued to hinder
the talks and said that "an effort to rebuild that confidence" was
particularly important.

Earlier this year, OSCE mediators proposed a set of principles for
settling the conflict which included withdrawing Armenian troops
from the Azerbaijani territories surrounding Nagorno-Karabakh but
suggested that a corridor linking Armenia and Nagorno-Karabakh would
remain under Armenian control.

The principles also included deploying international peacekeepers,
resettling displaced people and a referendum – its timing and format
to be worked out later – on the final legal status of Nagorno-Karabakh.

Merzlyakov said Azerbaijan and Armenia were advised to proceed from
the same set of principles. "It’s wrong to say that the things already
done are no longer on the table," he said.

The Republic of Armenia National Day was celebrated in Washington,
D.C. with a traditional reception held at the Embassy on September 29,
2006. More than 150 U.S. government officials, foreign Ambassadors
and high-rank diplomats, U.S. and foreign military officers and
Embassy’s counterparts from Washington-based think tanks and private
organizations, and representatives of the Armenian-American political
organizations joined the Embassy staff to celebrate the fifteenth
anniversary of the independence. CEO of the Millennium Challenge
Corporation John Danilovich also attended the reception, extending
his warm congratulations on the Armenian Independence Day.

A security exercise conducted by the Commonwealth of Independent
States at Armenia’s Metsamor nuclear power plant concluded Sept. 29.

The head of Armenia’s National Security Service said the experienced
gained in the exercise will be used to "protect the population,
nuclear sites and the state as a whole." Representatives from the
United Nations, Shanghai Cooperation Organization and Group of Eight
observed the exercises.

Though Bengalis have the time of their life during the Pujas, Kolkata
being a cosmopolitan city, people from other communities have different
interpretations of the same. our correspondent

Kolkata, September 28: So the time for Maa Durga to be seated on a
gaj and visit her devotees has finally arrived! Meet any Bengali and
he/she is too busy preparing for the big event. After all, who does
not know what importance the Pujas hold for a Bengali.

However, while the city is immersed in festivities, it is interesting
to find out what people with different religious affiliations
indulge in.

Holidays, brightly lit roads, decorated pandals, toy-trains, giant
ferris-wheel rides, toys and a tarry of mouthwatering delicacies to
gorge on, is what brothers Farhan and Furquan Yusuf, aged eight and
six years, respectively, associate the Pujas with. The enthusiastic
duo can hardly think of anything beyond the Park Circus fair they
frequent during the Pujas, it being the closest one to their homes.

"We love the Puja vacation. It is the best time of the year,"
they said.

Their mother, Nahid Yusuf, agrees. "The children enjoy themselves
thoroughly during the Pujas. It’s party time for them," she said.

Though she is not too comfortable with the hustle-bustle around and
the excessive noise, the joy on her children’s face is enough to
overlook the disturbance.

"Pujas for me mean relaxed holidays, discounts and good food,"
said 28-year-old Cecilia Shiu, a Chinese. Though she admits to not
having the patience for pandal hopping, she is perfectly comfortable
braving the crowds to get the best bargain while picking up something
in advance for the Christmas. When asked why she is not too keen
on checking out the pandals, she replies, "It’s nice to see people
dressed colourfully but I’d rather avoid the crowd. The vagabonds
take these opportunities to hit out at you," she said.

One is forced to wonder if the Pujas become less of a festival and more
of a feast for eve-teasers. However, Tanya Ellis, an Anglo-Indian,
begs to differ. She lets herself get engulfed by the revelry and
said that she had never faced such advances during the Pujas. She
emphasises that she cannot even think of spending her Puja holidays
in some place other than Kolkata. "During the Pujas Kolkata is the
best place to be in," she said. At present, she is waiting her turn
at the marathon adda sessions at Maddox Square.

Iftekar Ahsan, 25, too visits the popular Maddox Square pandal to have
a blast with his friends. Asked if his business is affected by the
Pujas, he vehemently nods in agreement. "We have a business of dying
and processing clothes. There is a huge overload even one-and-a-half
months before the Pujas and our employees have to work in double
shifts," she said. That also means doubled profits.

David Nahoum, owner of Nahoum Confectionary at New Market, makes
an important observation. "We do record a 20-30 per cent increase
in sales during Pujas. But unfortunately, because of the failure
of the underground parking system and the unavailability of proper
parking facilities, the sales figures have been affected," said the
80-year-old Jew.

On being asked whether the confectionary has anything special to offer
during the Pujas, his answer is in the negative. However, he said:
"We are concerned about giving our customers the best variety and
are quite happy to serve them with special delicacies like baqlava,
cheese sambasuk, chocolate walnut brownies and rich fruit cake around
the year." At the same time, he said that no discounts are on offer.

Zarine Choudhary, a Parsee from Mumbai, has made Kolkata her home
for 30 years now. She is a freelance teacher who coaches student in
speech and drama. Choudhary never misses out on the discounts that
almost define Puja shopping. In fact, she waits for the special offers
during the Pujas to purchase upholstery, towels, sheets, linens and
clothes for the year. "One can get really good bargains during the
Pujas and I quite enjoy indulging into it," she said.

So are the Pujas only about shopping extravaganzas and pandal-hopping
for the non-Bengalis?

"That’s not true," she said. "I have always loved Puja-time. It has
a very unifying quality and brings people together," she added.

Sonia John, an Armenian has witnessed the Pujas of Kolkata ever since
she came here as a little girl before the Second World War. "For
me, to see a family together, parents and children, hand-in-hand,
is beautiful, something that is gradually getting lost in the modern
world," she said.

She considers the Pujas a very inspiring spectacle because of
its artistry. Pointing out the difference between the Pujas of
yesteryears and the present, she said that the Pujas in the past
were based only on the religious aspect, but nowadays because of the
increasing competition among the various Puja committees, each year
the spectacle becomes more glamorous, decorative and innovative.

However, amid the festivities one tends to dismiss the disruption of
normal life that results from Pujas. Traffic jams and road blockades
increase both in frequency and dimension due to the construction of
pandals and the people thronging the streets. Such problems can be
tolerated said John, adding, "The pujas happen only for a few days
in a year as compared to the protests, processions and strikes that
continue throughout the year. They are the ones that disrupt our
day-to-day lives as they are working days."

So all those who have already started grumbling about the overcrowded
streets, traffic jams, noise pollution take lessons of tolerance from
the lady and this Puja and just enjoy!

Today fifteen oppositional forces issued a statement which says,
"RA citizens are in peril in their homeland. Innocent people became
victims of recent murders and intimidations. The couple Robert
Kocharyan and Serge Sargsyan is the direct stimulant of these crimes
and violence. They do their best to maintain their posts in the
coming elections".

Though the initiators of the anti-criminal act promised not to
mention any names, the names of Robert Kocharyan and Serge Sargsyan
were underlined in the whole text. "Robert Kocharyan sponsors Serge
Sargsyan’s criminal grouping. The latter, under the veil of the Party
"Republican" gave bribes to the state workers, intimidated the public,
Mass Media representatives and political figures and created conditions
for state revolution". The authors of the statement also referred to
Yaponchik’s visit to Armenia. They are convinced that people know the
enumerated criminals rather well but they don’t have enough evidence
in this connection.

By the way, the rumors about the intention of the Party "Prosperous
Armenia" to join anti-criminal action were refuted today.

Mher Shahgeldyan, member of Orinats Yerkir, called Aram Karapetyan,
leader of New Times and expressed the readiness of their party members
to join the statement.
