VIVACELL-MTS’ SERVICE CENTERS OPEN DOORS TO THE HANDICAPPED ARTWORK EXHIBITION

ArmInfo. VivaCell-MTS announces that starting from today in the
Company’s Service Centers located at Amiryan, Saryan and Tigran
Medz streets as well as Nothern Avenue, handicapped artwork is being
displayed.

We all share the same right to have our job well acknowledged. Thus
VivaCell-MTS aims at providing the handicapped people who have
skills in such traditional crafts as pottery, painting, embroidery,
wood carving, stone carving, etc., means to share the outcome of
their efforts and creativity with everyone. For that VivaCell-MTS
joined hands with two organizations for the handicapped – Pyunik and
Prkutyun NGOs.

"Belief, equal treatment and sense of responsibility towards the
Armenian society always guides VivaCell-MTS in such and other
activities. Integration of handicapped people into society is our
responsibility. Corporate responsibility is not about one-time
actions. It’s about creating conditions for harmonious cooperation
between private and public sectors", " VivaCell-MTS Director General
Ralf Yirikyan said.

To recall, in 2007 VivaCell-MTS sponsored creation of arts and crafts
centers for the handicapped in Gyumri and Yerevan, where under the
supervision of professional trainers disabled people are making
their own artwork and handicrafts to sell at different events and
distributed to retail souvenir shops throughout Armenia.

Solely based on media publications, Israel can make no judgment on
somebody’s actual involvement in anti-Israel terrorist acts in Iran –
Israeli Foreign Minister Avigdor Lieberman told Channel-9 commenting
on Corriere della sera’s information on Iran’s influence expansion
in Armenia. The article says Tehran-Yerevan TU-154 aircraft crashed
as arms intended for Hezbollah were transported in cargo compartment.

"Iran is very active and influential in former Soviet republics,
especially in places like Armenia and Tajikistan. This cannot be
disregarded. It is still unclear to what extent it has involved these
countries in its terrorist activity against Israel, and we cannot
base ourselves just on media reports," Lieberman declared.

Corriere della sera published an article that arms (including
detonators) were transported for Hezbollah in the cargo compartment
of Tehran-Yerevan TU-154 aircraft (crashed July 15). According to the
source the cargo was heading to Lebanon via Armenia, Turkey, and Syria.

Armenian Foreign Ministry called the publication "groundless and
ridiculous". "The statement on arms transit through Armenia is nothing
but a mean provocation, it is marasmus," said RA FM Spokesman Tigran
Balayan. He outlined that Armenia’s contribution to struggle against
international terrorism has always been appreciated by international
community.

and a number of universities signed a memorandum of understanding,
VivaCell-MTS Press Secretary Vahe Isahakyan reported.

Specifically, the memorandum was signed by Gyumri Information
Technologies Center, Valery Brusov State Linguistic University,
Yerevan State Economic University, Gavar State University, Goris State
University as well as Cavendish University (official representative
of UK Cavendish College).

VivaCell-MTS President confirmed company’s readiness to accept students
for internship as well as implementation of research programs.

According to Ralph Yirikian, VivaCell-MTS’ collaboration with
universities will help students develop both practical and theoretical
knowledge.

Despite tens of millions of dollars in foreign aid received earlier
this year, the Armenian economy from January through May of 2009
experienced a 15.7 percent decline compared with the same period last
year, according to the National Statistics Service of Armenia.
Armenia’s National Bank had predicted that the economy would dip at a
12-15 percent annual rate, the Tert news service reported on August
4. The National Bank adjusted its forecasts several times throughout
the year as Armenia’s recession deepened. Slow sales in construction
and services are driving the downward trend.
GDP now stands at 839 billion drams, or roughly $2.27 billion, a 15.7
percent drop from the same period in 2008.

Two "Vilis" vehicles of the Artsakh Defense Forces cut through a dusty
field and stopped near the front line in the village of Levonarkh
in the Martakert district. This was the same outpost that the Azeris
overran and held for eight hours some sixteen months ago.

The "Vilis" passengers were two lieutenant-colonels. Accompanied
by battalion commander Artur Petrosyan, who supervises the military
patrols in the area, they made their way through the trenches towards
the contact line.

As they were advancing, the cell phone of regimental commander Karen
Aroustamyan rang.

The commander didn’t say a word to the person on the other end of the
line. After hanging up, he ordered a call-up of all the sharpshooters
and a beefing up of the monitoring. He had learnt that the enemy was
calling in some heavy weaponry to the line.

Those in the front line patrol didn’t appear phased by this news;
even the way they went about their daily routine. Lieutenant-Colonel
Aroustamyan would ask them how they felt and talked about the patrol
duties. There was nothing out of the ordinary except for the fact that
a burst of enemy fire, now commonplace, had pierced the night silence.

The commander had a taut bearing about him. He’s tall and
square-shouldered. His apparently kind countenance hides a streak of
roughness beneath. He speaks in a curt manner that is peppered with
a tone of authority.

March 3, 2008 – The enemy attacks

The taciturn officer had nothing to say about the events of sixteen
months ago at this outpost. He was in charge at the time. In the wee
hours on that day, March 3, 2008, when a state of emergency was in
place in Yerevan, a well-armed special Azeri detachment struck. After
the Armenian troops responded the Azeri fled pell-mell; leaving their
dead behind.

Deputy Division Commander N. Lazarian explains that, "According
to our investigation, on March 3, the formation of their motorized
artillery brigade. It seems that the brigade commander wanted to
present a gift to his superiors and sent his "select" detachment to
capture our position."

The position in question is on a flat piece of land but the Artsakh
forces have artificially elevated it to a superior position in face
of the enemy. Only seventy meters separates the trenches of the
opposing forces. A cement water canal, left over from the Soviet
period connects them. Last year the enemy special unit crawled along
the canal unnoticed to the Armenian position.

Battalion commander Artur Petrosyan recounts, "It was about 11:30
p.m. and I was traveling by car to the command post. There was a
heavy fog and the wind was blowing furiously. The care was veering
on the road. Then I got a call – Sir, the enemy has opened fire. I
thought that maybe the enemy was taking advantage of the confused
situation in Armenia and playing some tricks. I thought it might not
be serious. Then a second call came – the enemy has infiltrated our
trenches. To be honest I didn’t want to believe the news. I felt
sort of ashamed. I consulted with brigade command and took off to
the position with my deputies."

Seven-soldier Armenian squad defends the line

At the command of A. Petrosyan, the seven Artsakh soldier squad at
the position, under the command of the squad sergeant, pulled back
to the second trench and took up defensive positions.

The trench pass connecting the first and second line of trenches is
still strewn with the remnants of sand bags. Upon capturing the first
trench, the enemy used the bags to close off the pass and enter into a
gun battle with our 19-20 year-old seven soldiers. The enemy used heavy
weapons fire from their rear position. A bit later, a few officers
led by Lieutenant-Colonel Petrosyan arrived on the scene. As a result,
during the first few minutes two enemy soldiers had been killed.

"Soon afterwards, the military unit commander arrived with support
troops. After assessing the situation he gave orders that the enemy be
destroyed right in the trenches," recounts A. Petrosyan. "The commander
and his deputy were lobbing some well targeted grenades. We mostly used
grenades while the enemy was using heavier stuff, grenade launchers,
etc. By 3:40 a.m. we received Lieutenant-Colonel Aroustamyan’s order
to enter the trench and retake the position."

Our forces carried out the directive in fine fashion. In a matter of a
few hours, the enemy began to fall back and suffered heavy causalities;
more than 30 wounded and 11 dead, including a senior officer.

Azeri’s flee; leaving their dead behind

"If they were normal people they wouldn’t have left their dead
behind. They even left the dead body of their commander, a captain,
behind," says Petrosyan.

Two of our officers were wounded in the battle. One accidentally
stepped on a mine and the other was hit in the hand by enemy
fire. Artur Petrosyan notes that even though our conscripts didn’t
allow the enemy to advance to the secondary line, it was difficult
to maintain order with some of them.

Due to their bravery under fire, NKR President Bako Sahakyan ordered
commendations for nine Artsakh army conscripts.

‘This military operation once again showed that the mental and
psychological state of our armed forces is at a high level and our
heightened military preparedness allows us to deal with any unforeseen
developments," states Deputy Division Commander N. Lazarian. To prove
his point he refers to anther brilliant operation that certifies our
continued superiority on the battlefield.

In June of last year, Armenian troop detachments in the northern
sector, along the Omar mountain chain, pushed some eleven kilometers
forward towards the enemy who gave up several positions. As a result,
our military footholds that were located at elevations of 2,000
meters were quickly transferred to superior sites at elevations of
3,400-3,600 meters.

During a briefing with reporters, NKR Minister of Defense
Lieutenant-General Movses Hakobyan stated, "The objective of this
operation was to prove to the enemy that what they tried back on March
3-4, 2008, will never work. We, on the other hand, can accomplish
the same if the need arises."

YEREVAN, AUGUST 3, ARMENPRESS: The regular session of the Board of
Trustees of the Armenian National Competitiveness Fund chaired by the
head of the board, Prime Minister Tigran Sargsyan, took place August
1 and 2.

Public relations department of the Armenian government told Armenpress
that the issues of the session agenda included the presentation of
the new project package and its discussion, the specification of the
sub-spheres of the fund’s activity, the initiatives to be implemented
in educational sphere, etc.

The sub-spheres of 4 approaches of the Armenian National
Competitiveness Fund – tourism, health care, education and support
spheres, were specified. A package of project proposals is intended
for each sphere.

In tourism sphere the fund’s works will be focused around 4 Armenian
geographical routs. The 3-year project "Tatev’s Renaissance and
Reconstruction" has been in process since the beginning of the year,
the main objective of which is to develop the tourism in the south
direction of the country.

A nuclear medicine center is planned to set up serving the selected
two directions. The development of sub-spheres of higher educational
establishments, high schools and pedagogical education will be in
the center of the attention of the foundation in education sphere.

The special working discussion was dedicated to education
issues. Armenian Education and Science Minister Armen Ashotyan,
head of the Armenian Office of the World Bank Aristomene Varudakis,
Director of the fund "Luys" Zhaklin Karaaslanyan and partner of the
company "McKinsey&Co" Avetik Chalabyan delivered speeches.

Executive Director of the Armenian National Competitiveness Fund
Bekor Papazyan presented the concept of setting up a science and
education development complex, which received an initial approval. A
decision was made to work out an integral project package to present
and discuss at the next session.

is registered at Armenian consumer market, connected with seasonal
price fluctuations on some consumer goods.
According to National Statistic Service data, a 3% decrease in
consumer price index is registered in June-July 2009, with 2.7% index
slump in July compared with June results.
In July 2009 food products index (including tobacco and alcoholic
beverages) fell by 5.2%, non-food products and services index grew by
0.5% and 0.1% accordingly, compared with June results.
In January-July 2009 average monthly increase of consumer prices
comprised 0.3%, which is 0.3% lower than last years results (0.6%).
In July 2009, compared with December 2008, consumer price index
comprised 2.4%, including food products prices (including tobacco and
alcoholic beverages) -97.7%, non-food products prices -9.6% and
services – 7.4%.
In July 2009, compared with July 2008, consumer price index comprised
3.1%, including food products prices (including tobacco and alcoholic
beverages) -99%, non-food products prices -4.6%, and services –
9.7%. Consumer price index for January-July 2009 compared with
January-July 2008 results was fixed at 2.7%, 99.2% and 10%
accordingly.

Head of the Armenian Center for National and International Studies
Richard Kirakosyan called on Serzh Sargsyan today to develop chess
rather than gambling in the country.

He said it will benefit Armenia.

The expert made the statement commenting on the government’s decision
to return gambling houses to the resort centers and major hotels.

`In contrast to former President Robert Kocharian, who was known as a
fan of winter sports, President Sargsyan is an advocate of the
intellectual game of chess it and would better to contribute to their
development.’

`Many officials played with the state budget. Serzh Sargsyan should
pay more attention to his beloved game of chess and do not listen to
those who most valued gambling,’ Kirakosyan said.

WORLD CHAMPION SUZY KENTIKYAN PUNCHES TO FIGHT HOMELESSNESS IN ARMENIA

30 Lilit Asatryan leading Armenian Young Women Association and the
world boxing WBA WIBF champion Suzy Kentikyan, joined Fuller Center for
Housing Armenia to build with Martirosyan family in Haytagh village,
Armavir region.

This was not the first time when Armenian Young Women Association
led by Lilit Asatryan was joining those in housing need by their
volunteer contribution to help the families and to encourage others
to volunteer. On their initiative Suzy Kentikyan used the strength
of her muscles to fight the homelessness away from her homeland.

"I am very glad that I can be useful somehow to those in housing need
as well…I wish they finish their home as soon as possible and move
in" said Suzy.

Suzy Kentikyan, her sister and her grandfather arrived in Armenia from
Northern Hollywood as well as AYWA group consisted of 15 volunteers
helped Martirosyan family to lay concrete waterproof layer around
the house.

"We will remain strong as long as fragile women like Lilit volunteer
with us from year to year and thus make their contribution to the
brighter future of our families. We do become stronger, when celebrated
sportsmen and sportswomen are standing next to us and build with the
needy in Armenia. We are grateful, as the power of our compatriots is
extremely valuable for our mission to give children an opportunity to
live in safe homes and to have safe future," said Armen Avetisyan,
the Executive Director of Fuller Center for Housing Armenia" I am
sure together we will win in this battle against poverty housing
in Armenia".

Martirosyan family got a chance to build a house many years ago, when
they received their plot of land for building. But it is impossible
to start construction and to finish a house with the earning of a
locksmith. They could only erect the walls and had no means to finish
the house and make their dream of own house come true. "When we learnt
that our family was selected as partner family of Fuller Center for
Housing Armenia, we were so happy, realizing that now we have an
opportunity to complete our home. And now when such people join us
and work with us we are proud and grateful" said Sargis Martirosyan.

The Fuller Center for Housing Armenia is working to eliminate
poverty housing by providing long term, interest free loans and by
assisting with volunteers helping low-income families to build simple,
comfortable, affordable houses and renovate their houses.

YEREVAN, JULY 31, NOYAN TAPAN. To meet the requirements of the RA Law
on Railway Transport, raise the responsibility of the railway staff,
hazardous cargo forwarders and receivers, as well as forwarding
companies providing services to cargo forwarders and receivers, the
Armenian government approved the list of hazardous cargos transported
by railway and their transportation order during the July 30 sitting.

According to the RA Government Information and PR Department, the
government also approved the distribution of programs on the use
of financial resources allocated for technical control and author’s
control of overhaul of motorways of state importance and transport
facilities.
