FOREIGN MINISTERS OF ARMENIA, AZERBAIJAN AND RUSSIA DISCUSS THE KARABAKH ISSUE

The Foreign Ministers of Armenia, Azerbaijan and Russia Edward
Nalbandian, Elmar Mammadyarov and Sergey Lavrov held a meeting in
Bishkek today.

Following the meeting the Foreign Minister of Armenia, Mr. Edward
Nalbandian told reporters that they discussed the details of
negotiations on the settlement of the Karabakh conflict underway on
the basis of the Madrid Proposals of the Minsk Group Co-Chairs. "As for
the statement that the pivotal issues of the Karabakh settlement have
been coordinated, I have already said and I’d like to repeat that the
main issue is the status of Nagorno Karabakh, which should be solved
via the free expression of will of Artsakhi people," he noted.

"As for the opinion of some analysts that Armenia in a non-profitable
position in the current stage of negotiations, the Foreign Minister
noted he does not think those are serious analyses and are more like
unhealthy imagination," Edward Nalbandian said.

Turning to the meeting that took place before the presidential
elections in Azerbaijan and its possible influence on the negotiation
process, Edward Nalbandian noted that the negotiations will enter a
more active phase following

"Currently, there are no prospects for the settlement of the Karabakh
problem", said presidential candidate and chairman of the United
Popular Front Party of Azerbaijan Qudrat Gasanquliyev.

He noted that the military expenses of Azerbaijan must be raised to
25-27% for the resolution of the Karabakh problem.

Moreover, it is necessary to give Armenia a year for the unconditional
liberation of the occupied lands in line with the due resolution of
the UN Security Council.

"We must undertake steps for liberation of all of our occupied lands,
restoration of the sovereign rights of Azerbaijan and raising the
flag of Azerbaijan in Khankendi by no later than 2011.

We consider that today Azerbaijan has all opportunities for building
a professional army.

If we strengthen the state and public control over the army, use 80%
of the Oil Fund for the development of the defense industry, ensure the
most advanced military technique and ammunitions for the Azerbaijani
armed forces and strengthen the defense system of air offensive with
the use of the latest achievements of military technology, we will
be able to return our lands.

These actions will prove to Armenia and international organizations
that we are ready to return our lands by way of force.

In case the occupied lands are not liberated within the established
term, it is necessary to declare the ceasefire treaty invalid and
adopt an official declaration about the start of military actions at
any time.

We should not hope that the Karabakh problem will be settled by its
own. It is necessary to take definite steps", announced he.

Hasanquliyev also said that Azerbaijan must reject the mediation of
the OSCE Minsk Group.

SUBJECT: POLICY FORUM ARMENIA ISSUES ITS REPORT ON "ARMENIA’S 2008
PRESIDENTIAL ELECTION: SELECT ISSUES AND ANALYSIS"

The February 19, 2008 presidential election in Armenia was a highly
controversial event which saw mass mobilization by the whole society to
elect the country’s third president. What ensued were reports of mass
electoral violations followed by demonstrations by opposition parties and
civil society movements, killing of protesters, and eventually a martial law
declared by the government.

Published in English and translated to Armenian, PFA’s report is an attempt
to look at the multifaceted aspects of the election and post-election
developments with an aim of presenting an independent assessment of what
transpired. It documents evidence of misuse of administrative resources,
vote buying, and other examples of abuse of power, as well as offers an
analysis of a number of segments of the civil society and post-election
developments. The chapter devoted to statistical analysis of the official
election data states that "given the consistency and strength of evidence of
fraud offered by the four [statistical] tests, the analysis casts a serious
doubt about the small margin of victory of Serge Sargsyan in Armenia’s
February 2008 presidential elections and the trustworthiness of the final
election outcome."

The Report concludes on a sobering note: "The rhetoric of hate and the
deepening of political polarization that followed March 1-2 continue to
stunt democracy in Armenia and cast a pall over the current reality and
prospects for future development. The reality is that election fraud – in the
various forms it took throughout the modern history of Armenia, and
particularly on February 19, 2008 – is largely to blame for March 1-2. One
important lesson from history is that refusing peoples’ free will and
replacing it with elusive benefits of short-term "stability" or, much worse,
with personal gains for a well-connected few will backfire, as it did on
March 1-2. Failing to understand this and take actions to address the
underlying problems will have grave consequences for the country and the
nation as a whole."

The Chairman of standing committee on financial-credit and budgetary
affairs of National Assembly Gagik Minasyan presented in a press
conference the principles of 2009 state budget.

Note that 2009 state budget has been affirmed by the Government and
presented to National Assembly, where it will be discussed until
the middles of November. The drafting of the project of the law
on budget has been based on 2008-2012 projects of the Government,
the poverty reduction strategy paper, macroeconomic previsions, the
studies made by the experts of the Ministry of Finance and Central
Bank, the assessment of Currency international foundation.

G. Minasyan presented the revenues, expenses and shortage of 2009
budget. "The state budget of 2009 is socially oriented," said
G. Minasyan.

Georgia, Tbilisi, 2 October / corr Trend News N.Kirtzkhalia / The
experts of international human rights organizations and Georgian,
Azerbaijani, Armenian attorneys, engaged in European Court cases, left
for Bakuriani to attend meetings to be held in Where Palace hotel from
3 to 5 October, Article 42 of the Constitution organization informed.

The meeting will be opened by the CEO of Article 42 of the
Constitution, Mari Chokheli, and representatives of Helsinki Committee
of the Netherlands, Kamala Lagate and Kirsten Khavlitchek. One of the
purposes of this forum is to discuss and estimate the human rights
situation in Georgia, Azerbaijan and Armenia. The concrete cases,
which were submitted to European Court from these countries, will be
considered at the meeting.

The meeting will be held within the framework of the Strategic
Justice at the Caucasus Project, implemented by Article 42 of
the Constitution. The International Partners of the project are
the British Iterwrights and Helsinki Committee of the Netherlands,
the regional partners are Bara (Armenia) and The Community of Fair
Education (Azerbaijan).

The project is financed by the Netherlands’ Ministry of Foreign
Affairs and the GOF RE Fund of the British embassy.

Yerevan – APA. Armenia’s President Serzh Sarkisian said Nagorno
Karabakh conflict had not ended yet. APA reports that Sarkisian based
it on armament of the conflicting parties.

"The war in Karabakh has not ended, because the competition in armament
continues and no agreement has been signed on peaceful settlement of
the conflict," he said.

He advised the journalists to put the similar question to the Armenians
living in the villages and cities.

"They will also give you the same answer that the war in Nagorno
Karabakh has not come to an end," he said.

THE Q&A: INTERVIEW: ANNE BEDIAN

Everybody has to start somewhere. For actor Anne Bedian, the journey
from the kinds of beginner roles you don’t see on the front credits –
nameless roles such as "girlfriend," "mother" or, worse yet, simply
"woman" – to feature parts has been a long, strange one. Her life
story alone reads like an indie film script, starting with a stint
in the navy as a teen, then a degree in accountancy, followed by the
big move to Los Angeles from Montreal. Since then, she has become,
seemingly without much overt planning, an in-demand television actress.

If you’re casting a part that calls for both advanced math skills and
shipworthy knot tying – something between a Bond heroine and one of
those nerdy-but-hot cops from a forensics drama – Bedian is your woman.

Then again, if her new dramedy, The Ex List, takes off, she won’t
need to do much auditioning. Playing Marina, the caustic, no-nonsense
fortune-teller with a tongue as sharp as a shard of busted crystal
ball, Bedian, 36, steals every scene from the willowy leads. Her
character is part demon, part tough-love friend, and it’s hardly
accidental that she is almost always eating on screen – psychic Marina
could, it appears, pretty much inhale her pale, neurotic customers.

Chatting with the real Anne Bedian, however, is a casual and unaffected
sort of experience. She’s friendly, talkative and more like an excited
teen than a seen-it-all purveyor of cynical advice, more wide-eyed
than wizened. Once a Montrealer, always a Montrealer.

What a fun role!

It is! I’m kind of like Lorraine Bracco on The Sopranos – I go on for
one or three scenes per episode. For this season, anyway, I don’t get
to move from my tarot shop. And I actually look very different from
life on the show. You probably wouldn’t recognize me from pictures,
and my friends don’t recognize me on the show at all.

You were born Anne Nahabedian. Why are you changing your name?

I’m not changing my name! But since I came to the States at the
end of 2004, we shortened it to Bedian. In Canada, I still work
as Anne Nahabedian. In Canada, it was never a problem, but here,
my manager felt that Nahabedian had a Middle Eastern tone, and the
"Naha" part could have limited me or stereotyped me. But I refused
to take the "ian" out of my name, because that’s how people know that
I’m Armenian. The contraction has made it a little bit easier for me –
they would hear Nahabedian and go, "What?"

That’s kind of sad.

Yeah, yeah. It is.

You’ve been on practically every major crime drama on television. Do
you give off a suspicious air?

Ha! No, no. My work has been very dramatic so far. I’m a
Meisner-trained actor, not to say that Meisner actors can’t be funny,
but my work has gotten so serious, and I went so deep with that,
that that’s the kind of roles I’ve been getting, very truthful,
very real – the woman who has suffered. The network guys for The Ex
List obviously didn’t see my demo reel, and thank God – because if
I saw my demo reel, I wouldn’t bring me in for anything funny. But,
I’m funny. Really, I am funny!

What’s the Meisner technique?

Sanford Meisner invented this technique. He was part of the Group
Theatre in the early 1920s, in New York City, a left-wing theatre
group. And from out of that emerged Stella Adler, Meisner and Lee
Strasberg. They met with Stanislavski and were blown away, went and
studied with him, and out of that emerged new techniques. Strasberg
developed the Method, and Adler and Meisner stayed closer to
Stanislavski’s school. Meisner is known for the repetition exercise –
it’s not what you say, it’s how you say it. Meisner’s definition of
an actor was "a sensitive human being who lives truthfully under a
set of given imaginary circumstances."

Do you feel like you’ve gone through your "dues" period, with all
these guest parts on popular shows?

I feel like it’s always been a ladder for me, one step at a time. I
book a small guest part, then I book a bigger guest part, then I book a
guest part on a bigger show, then I go out for recurring roles, then I
do a pilot, then I do a pilot that actually gets picked up. This year,
I feel really lucky. It’s a blessing.

You have a medal from your time in the navy. Can you kill a man with
your thumbs?

No, ha, ha, no! But with plastic explosives, a C-7 or a C-9 rifle, yes.

Excellent!

I was trained for small arms, so yeah. But not my thumbs.

And you are a follower of Kabbalah. Were you born into this, from a
Jewish heritage?

No, absolutely not! Kabbalah predates Judaism. Actually, it predates
all religions. Judaism came out of Kabbalah. This is ancient,
ancient wisdom. The major works of the Kabbalah are the books of
the Zohar, which are over 4,000 years old. It’s a commentary on the
Old Testament. One of the things I really love about it is, because
I’m such a language buff – I already have five languages down – is
that Aramaic is one of the languages. It’s such a powerful language,
it’s the language Jesus spoke. So, I taught myself to read Aramaic,
so I can read the Zohar out loud.

You could have been in The Passion of the Christ!

I could have! Totally!

SARALANJ HIGHWAY TO EASE TRAFFIC IN DOWNTOWN YEREVAN PUT INTO OPERATION

YEREVAN, SEPTEMBER 29, NOYAN TAPAN. Saralanj Highway was put into
operation in Yerevan on September 29. The highway links Kentron and
Arabkir communities without traffic-light regulating crossroads,
reaching as far as Davitashen Bridge. Saralanj highway’s entrance is
ensured by a 186-meter tunnel that begins at Myasnikian Avenue. The
construction of the highway started 3 years ago with about 6
billion drams allocated by Armenian American Kirk Kirkorian’s Lincy
Foundation. A two-level transport passage, which ensures an entrance
into the highway and links Abovian Grove to Myasnikian Avenue,
was also put into operation. The total length of the passage is
220 meters, including a 44-meter tunnel section. 1.3 billion drams
of state budgetary resources was allocated for its construction. It
will allow to ease traffic congestion at the crossroads of Yerevan’s
Abovian-Myasnikian and Heratsi Streets.

The opening ceremony was attended by the RA president Serzh Sargsyan,
the former president Robert Kocharian, ministers and other high-ranking
officials. In the words of Yerevan mayor Yervand Zakarian, Saralanj
Highway is the first freeway bypassing downtown Yerevan, which is
an alternative to busy Baghramian Avenue, Abovian Street, Khanjian
Street and several other streets full of traffic. "The operation of
Saralanj Road solves the problem of easing traffic in Yerevan because
vehicles moving from the city’s north to its south and in the opposite
direction will no longer pass through the center of Yerevan," the mayor
said. In connection with the elimination of traffic-light regulation,
construction of an overground pedestrian crossing has already began
in Heratsi Street and will finish by late 2008. The road construction
work in Ayrarat Cinema – Heratsi Street section will also finish
by late 2008, ensuring a free movement of traffic along the Getar
River’s bed to Saralanj Highway up to Davitashen Bridge.

During a talk with reporters Serzh Sargsyan attached importance
to the programs on road construction and school construction. He
also spoke about his recent visit to the U.S. which he assessed as
normal. In his words, the warmest and most moving meeting was that
with the Armenian community: "I told them that we must be tolerant and
competitive and that our power is in our diversity." The president
said that the power of the local Dispora is felt: "I was just proud
that we have some compatriots who represent force and power in the
world’s most powerful state."
