Le parti au pouvoir du president Mikheïl Saakachvili a organise
samedi d’importants rassemblements dans plusieurs villes de Georgie,
a l’approche des legislatives durant lesquelles il va devoir affronter
la coalition d’opposition d’un milliardaire.

Des milliers de personnes se sont reunies pour ecouter les discours du
president Saakachvili dans les villes de Zougdidi, Ozourgeti, Batoumi
et Koutaïssi. Nombre d’entre eux agitaient des drapeaux georgiens
et portaient des tee-shirts du parti au pouvoir, où il etait ecrit
“J’aime la Georgie”.

“L’opposition n’a aucune chance de remporter ces elections”, a declare
le president a Koutaïssi.

Les legislatives du 1er octobre vont principalement opposer le
Mouvement national unifie du president et la coalition d’opposition
“Reve georgien” dirigee par le milliardaire Bidzina Ivanichvili.

Il s’agit de la campagne electorale la plus difficile pour le parti
du president depuis son arrivee au pouvoir dans cette ex-republique
sovietique a la faveur de la “Revolution des roses” en 2003.

Durant son discours, M. Saakachvili, qui considère que M. Ivanichvili
veut mettre en place un système corrompu en Georgie comme avant 2003,
a d’ailleurs accuse son adversaire de ne pas etre patriotique.

“Ceux qui veulent que notre pays retourne vers le passe n’aiment pas
la Georgie”, a-t-il lance.

M. Saakachvili etait accompagnee de sa femme neerlandaise, Sandra
Roelofs, qui a egalement pris la parole devant la foule.

“Derrière vos visages souriants se trouvent encore beaucoup de
problèmes. Nous allons de l’avant, a grands pas, mais il faut encore
faire davantage, et il n’y a aucun doute que nous allons le faire”,
a-t-elle declare, s’exprimant en georgien.

Le parti au pouvoir et la coalition d’opposition ont tous deux promis
de reduire le chômage, la pauvrete et de relancer l’agriculture dans
cette pauvre republique du Caucase du Sud.

Les rassemblements de samedi apparaissent comme une demonstration de
force pour le parti au pouvoir après que M. Ivanichvili a organise
des evènements similaires a travers le pays ces derniers mois.

Selon des sondages, le parti du president est actuellement en tete
pour les legislatives.

Les ministères armeniens de l’agriculture et de l’energie et des
ressources naturelles ont signe un memorandum de comprehension
pour aider a la production d’engrais dans l’usine chimique de
Vanadzor-Khimprom.

Parlant aux journalistes après la ceremonie de signature le ministre
de l’agriculture Sergo Karapetian, a dit que tous les deux ministères
soutiendront l’usine.

” Aujourd’hui nous importons tous les engrais employes par nos
fermiers. C’est pourquoi il est très important pour nous d’organiser
une production locale d’engrais chimiques ” a dit Sergo Karapetian.

Le ministre a dit dans la première phase l’usine produira des engrais
nitriques et du sulfate d’ammonium et dans l’avenir elle pourra
commencer a produire aussi des engrais de phosphate.

YEREVAN, SEPTEMBER 11, ARMENPRESS: Armenian Prime Minister Tigran
Sargsyan hosted Philippe Lefort, representative of EU dealing with
issues on crisis in South Caucasus and Georgia on September 11.

Interlocutors referred to Nagorno-Karabakh settlement issue, Armenian
integration and regional issues. As Armenpress was informed by the
Public and Media Relations department of Armenian Republic, Prime
Minister Sargsyan mentioned that Armenia was interested in peaceful
solution of Nagorno-Karabakh settlement issue. ,, OSCE Minsk group
representatives can prove that Armenia works in that direction,
what we can not say about Azerbaijan” said the head of the government.

Referring to the question, how EU can help in solving the settlement
issue Tigran Sargsyan highlighted ,, First of all, EU can note in a
special document that the settlement must be solved only in peaceful
way and in case one of the sides violates that principle the latter
would be punished by international sanctions”.

Prime Minister believes if one of the sides of the settlement thinks
that the issue can be solved with the help of armed forces then it
disrupts the negotiation process and prepare people for a war. ,,
Azerbaijani President Ilham Aliyev prepare his society to a war and
follow fascist policy. And the fact that he has pardoned a man,
who killed a human, just for being Armenian, proves it. European
community has no right to stay silent” declared Tigran Sargsyan.

Philippe Lefort has noted that EU supports the efforts of OSCE Minsk
group to solve Nagorno-Karabakh settlement issue peacefully. He has
also reminded that EU condemns the actions of Azerbaijan. He has also
highlighted that EU evaluates it’s the cooperation with Armenia and
is willing to deepen and strengthen relations in future.

Prime Minister thanked EU for the support of the improvement which
are mad in country.

Un policier a ete tue tue mardi dans un attentat suicide qui a vise
un commissariat de la peripherie d’Istanbul, a rapporte l’agence de
presse Anatolie.

L’attaque, menee par un kamikaze selon les chaînes de television
turques, a eu lieu dans le quartier populaire de Gazi, un bastion
historique des organisations kurdes et d’extreme gauche, et a egalement
fait plusieurs blesses graves, selon les televisions locales.

Au moins cinq blesses se trouvaient dans un etat critique, a precise
la chaîne NTV, precisant qu’un perimètre de securite avait ete etabli
et que de nombreuses ambulances avaient ete depechees sur les lieux.

Les blesses ont ete transportes vers un hôpital proche du lieu de
l’explosion, où des appels ont ete lances a la population pour des
dons de sang, a constate un photographe de l’AFP.

L’attaque n’a pas immediatement ete revendiquee. Elle intervient
cependant dans un contexte d’intensification des combats depuis le
debut de l’ete entre les forces de securite et les rebelles kurdes du
Parti des travailleurs du Kurdistan (PKK) dans le sud-est anatolien
peuple en majorite de Kurdes.

Le PKK, considere comme une organisation terroriste par de nombreux
pays, a souvent eu recours a des attentats suicide dans les metropoles
turques.

Un attentat a la bombe devant un poste de police de Gaziantep
(sud-est) le mois dernier a coûte la vie a dix personnes, dont des
enfants. Les autorites ont accuse le PKK mais celui-ci a rejete
toute responsabilite.

En novembre 2010, un attentat suicide survenu place Taksim, en plein
centre d’Istanbul, avait fait 32 blesses.

PanARMENIAN.Net – A delegation of Armenian officials is touring Kansas
this week to study systems for responding to emergencies and natural
disasters, according to AP.

Kansas and Armenia signed a civilian and military partnership
agreement in 2003. This week’s visit is being hosted by the Kansas
National Guard.

On Wednesday, Sept 12, the delegation will tour the Shawnee County
Emergency Communications Center in Topeka and the police 911 call
center in Kansas City, Kan.

During their visit, the Armenians will also meet with staff of the
Kansas Joint Forces Headquarters to learn more about the National
Guard’s role in responding to emergencies.

YEREVAN. – Armenia’s residents have used 3.2 times more vodka and 40
percent less wine, and brandy consumption level has remained the same
in January-July 2012, as compared with the same time period last year,
Armenian Wine Makers’ Union President Avag Harutyunyan stated during
a press conference on Tuesday.

In his words, this increase in vodka consumption is unprecedented in
Armenia, and, on the one hand, this shows that the quality of vodka
has improved, yet, on the other hand, the quality of life has dropped
and therefore people prefer cheaper drinks.

Harutyunyan also informed that Armenia produced 5.3 million liters of
brandy in the first six months of this year, and this is 54 percent
more than in January-June 2011. Also, this volume surpasses the
pre-economic crisis volume in 2008 by 20 percent.

In addition, 2.2 million liters of wine were produced during the same
time period, and this is approximately 20 percent more than the volume
in 2008, but 33 percent less than the volume in January-June 2011.

YEREVAN. – The murder of ten citizens shot to dead in Armenian capital
during demonstration on March 1, 2008 is still not revealed. It
is obvious that the current authorities are not only interested in
revealing the crime but try to hamper it anyway, opposition Armenian
National Congress (ANC) MP Nikol Pashinyan said in the Parliament.

According to him, the murder disclosure is not only the matter of
those ten families but belongs to the whole Armenian society.

“We will be consistent in disclosing the murder cases and all the
murderers, regardless of their office and social and public status,
will get the proper punishment,” he stated.

The streets of Yerevan thundered with cheers and jubilation Monday
night as throngs of residents flocked to the streets to welcome
Armenia’s National Chess team which had retuned from Istanbul where
it had beat the Hungarian team to win gold and clench the title of
world champion.

Fireworks lit up the Yerevan sky and social media was buzzing with
excitement and pride as our national heroes came home victorious.

Under normal circumstances, the chess victory would still have been
a source of pride and excitement, but would not have had historic
implications. However, under the dark cloud of the Ramil Safarov
incident, Armenia’s victory in Istanbul against Hungary and last
week’s absurd images from Baku, where Azeris celebrated the return
of an axe-murderer as hero turned irony into pathos.

It was indeed ironic that Armenia was left to battle Hungary in the
chess finals. Victory was even sweeter, since Armenia has suspended
all relations with Hungary over its decision to extradite the Azeri
soldier Ramil Safarov who brutally killed Armenian officer Gourgen
Margaryan in 2004. It was also poignant to hear the Armenian national
anthem in Istanbul

The recent developments have, once again, put into perspective the
crux of the Nagorno-Karabakh conflict and highlighted the gains and
losses that have played out during the course of the war and the
ensuing peace process.

What began as a democratic movement under Glasnost and Perestroika
for Armenians demanding their rights, turned violent when Azerbaijan
began a wave of brutal massacres and pogroms in Sumgait, Kirovabad,
Baku, Shahumian and Getashen. When Armenians were under relentless
Grad missile attacks they banded to fight a war imposed on them
and emerged victorious. Modern day heroes were born and hundreds
joined the pantheon that boasts selfless individuals who have put the
survival of the nation first. Azeris retreated without heroes and 20
years later live in squalor as a few in Azerbaijan reap the benefits
of its oil wealth. They were forced to create heroes, namely Haydar
Aliyev, who is the architect of the current regime that thrives on
and perpetuates hatred and brutality.

During the peace negotiations, Azerbaijan has continued to threaten
war, kill innocent civilians, and domestically stifle those who have
advocated change in favor of criminals and bandits. Official Baku,
through its president, has said that every Armenian is the state’s
enemy and must be dealt with accordingly.

While Armenia has not been without its own troubles in the continued
quest to protect human rights and justice, it has never officially
called for the destruction and murder of an entire race.

Decades ago as the world watched the brutal pogrom of Armenians with
the same tacit “concern” as expressed when Safarov was extradited and
then pardoned, the great human rights advocate and activist Andrei
Sakharov said that the Karabakh conflict is “matter of prestige”
for Azerbaijan, while for Armenians it is “a matter of life and death.”

So many deaths, including that of Gurgen Margaryan’s could have been
prevented had the international community, especially the US, Russia
and Europe, did not sit idly by and exert pressures in their absurd
efforts to advance so-called parity in the name of advancing peace.

The Karabakh conflict resolution process is at a crossroads now.

Azerbaijan’s blatant support and glorification of an Armenian killer
should not go unpunished by the stakeholders who claim to have
the region’s best interests at heart. Their “concerns” should have
turned to anger and condemnation when in the days following Safarov’s
extradition, Azerbaijan continued its sub-human policies and elevated
the axe-killer to a hero.

The US continues to say that it is looking for answers from Baku,
and the NATO secretary general last week guardedly asked for an
explanation and instead got the middle finger from Ilham Aliyev.

However late in the game, it is time for the international community to
recalibrate its position and begin to not ignore bellicose statements
and acts by Azerbaijan and view them as a threat to not only to
Armenia and Armenians, but their own efforts at establishing peace
in the region.

Secretary of State Hillary Clinton and Russia’s Foreign Minister Sergei
Lavrov on Monday pledged to work to diffuse tensions between Armenia
and Azerbaijan on the sidelines of the upcoming United National General
Assembly. One way to ensure that their efforts hold any credence is
to use the pulpit of the General Assembly to loudly condemn Azerbaijan
and any other nation that promotes hatred, murder and glorifies those
who commit them as a state policy.

Two neighboring countries welcomed national heroes to their
midst. As the world watched, a definitive picture has emerged that
magnifies-in no uncertain terms-the contrast between civilized
people and barbarians: A nation proudly welcoming a group that for
several weeks has been representing his country in an international
competition and is returning a hero having leveraged sportsmanship,
acumen and conviction and another nation proudly welcoming a person who
wielded an axe, viciously and brutally murdering another human being.

BUDAPEST, Sept 11 (Reuters) – Hungary knew its decision to hand
convicted killer Ramil Safarov over to his native Azerbaijan would
spark a diplomatic backlash from Armenia, Hungarian Prime Minister
Viktor Orban said on Tuesday.

Budapest released Safarov, a soldier, to Azerbaijan last month where
Azeri President Ilham Aliyev pardoned him on arrival. Safarov had
served eight years of a life sentence for killing an Armenian officer
during a NATO-sponsored training session in Hungary in 2004.

Armenia immediately broke diplomatic ties with Hungary and said that
releasing Safarov, who was given a hero’s welcome on his return,
was a “grave mistake”.

Orban was asked at a news conference about a report by news portal
origo.hu, which said the prime minister had taken the decision despite
being warned about the risks of such a move.

“There was coordination within the entire government about this,”
Orban said. “Each ministry presented its opinion, the justice ministry
about the legal side and the foreign ministry about the diplomatic
consequences.”

Orban said he had then announced the decision personally in line with
general procedure.

“The foreign ministry had forecast precisely what types of consequences
this or the other decision may have. Nothing happened after our
decision that we would not have reckoned with in advance,” he added.

Hungary has said its actions were consistent with international law
and that Azerbaijan had promised to uphold Safarov’s sentence.

While the two countries were in talks about developing closer economic
ties, these were in no way linked to the release of the soldier,
the Hungarian government has said.

Armenia and Azerbaijan have been at odds since a war between ethnic
Azeris and Armenians that erupted in 1991 over the mainly Armenian
Nagorno-Karabakh enclave. A ceasefire was signed in 1994 but new
cross-border clashes this year have raised fears of a resumption
of fighting.
