Prime Minister Nikol Pashinyan said he is not concerned that Russia’s new law allowing the use of its military abroad to “protect” arrested Russian citizens could be applied in Armenia.

He stressed that the Russian 102nd military base in Gyumri operates under Armenian law and jurisdiction, regardless of Russian domestic legislation.

Pashinyan was asked at a press briefing whether he was concerned about the law passed by the Russian State Duma, which grants the Russian president the authority to use the Russian military abroad to protect Russian citizens if they are arrested or prosecuted by foreign courts whose jurisdiction Moscow does not recognize.

“There is no concern, because regardless of what laws operate in Russia, the 102nd military base must operate within the framework of Armenian law and under Armenia’s jurisdiction,” Pashinyan said.

The Russian law is aimed at “unfriendly countries” and supplements existing provisions that allow the Russian president to deploy troops in cases where Russia’s interests are threatened.

Armenia and Azerbaijan set to continue border delimitation from north to south

Prime Minister Nikol Pashinyan said on Monday that Armenia and Azerbaijan have an agreement to continue the delimitation of their border from north to south.

Speaking at a press briefing during a campaign event in Yerevan, Pashinyan highlighted that a legal basis for the border delimitation process already exists between the two countries.

He reiterated that, according to the regulation on the joint activities of the delimitation commissions, signed in August 2024 and ratified in October, the Alma-Ata Declaration has been accepted as the fundamental principle for border delimitation between Armenia and Azerbaijan.

“This means that Armenia and Azerbaijan have agreed that the border that existed between Soviet Armenia and Soviet Azerbaijan should be recognized as the state border between the two countries,” the Prime Minister stated.

According to him, based on this framework, the issue of the parts of Armenian territory currently occupied by Azerbaijan should be resolved within the border delimitation process. “This issue, which of course is on the agenda of the Armenian people and government, must be resolved in this way, and it will be resolved in this way,” Pashinyan said.

The Prime Minister also noted that mutually acceptable solutions, as provided for in the regulations, may be part of the delimitation process.

Pashinyan further stated that there is already a publicly announced agreement to continue the process.

“We have an agreement, which has already been made public, that the delimitation will proceed from north to south. It is understood that in the sections where delimitation has already taken place, the border must be officially recorded, and these processes should be carried out transparently within the framework of the delimitation logic,” Pashinyan concluded.

Moscow expects an explanation from Armenia over President Volodymyr Zelensky’s “anti-Russian statements” delivered at a European summit in Yerevan, Kremlin spokesperson Dmitry Peskov said on May 10.

Zelensky visited Armenia for the European Political Summit held on May 4-5, marking his first visit to the South Caucasus country.

The president held bilateral meetings with Armenian Prime Minister Nikol Pashinyan and other leaders, and urged the European community to increase pressure on Russia in order to end its war against Ukraine.

Armenia has the right to hold any summit as part of its multi-vector foreign policy, Peskov told Russian state news outlet Vesti.

However, platforming “anti-Russian” positions is “inconsistent with the spirit of relations” between Moscow and Yerevan, Peskov said, criticizing Pashinyan for not pushing back against such statements.

“The main thing is that Armenia doesn’t take an anti-Russian stance. That’s what’s most important to us,” Peskov added.

Separately, Russian President Vladimir Putin issued veiled threats toward Armenia over its push to join the EU.

The Russian leader said Armenia should hold a referendum on its EU bid and drew parallels between Yerevan’s European aspirations and EuroMaidan events in Ukraine.

“We are witnessing the consequences of developments surrounding Ukraine,” Putin said. “And where did it start? With Ukraine seeking to join the European Union.”

Ukraine’s 2013-2014 EuroMaidan Revolution started as pro-EU protests and led to the ousting of pro-Kremlin President Viktor Yanukovych.

Russia responded by occupying Crimea and starting a war in the Donbas region in 2014, before launching its full-scale invasion eight years later.

The statements underscore a growing rift between Yerevan and Moscow, as Armenia, once a close ally of Russia, pursues closer ties with the West and European integration.

The Russian Foreign Ministry previously lambasted Armenia and summoned its ambassador over Zelensky’s visit.

Pashinyan responded that Armenia is not Russia’s ally when it comes to its war in Ukraine.

The South Caucasus country formally remains a member of the Russian-led Collective Security Treaty Organization (CSTO), but suspended its activities in 2024.

The step came after the military bloc failed to intervene in Armenia-Azerbaijan hostilities in 2022, and Russia did not act when Azerbaijan took Nagorno-Karabakh in the 2023 offensive.

Armenian Foreign Minister Ararat Mirzoyan and Latvian Foreign Minister Baiba Braže discussed the implementation of programmes in the economic and other sectors alongside the developing political dialogue between Armenia and Latvia, the Armenian Foreign Ministry said.

The meeting took place on the sidelines of the “Yerevan Dialogue” forum.

The sides discussed agreements reached following the EPC and Armenia-EU summits, as well as efforts aimed at further advancing the Armenia-EU agenda.

The ministers also discussed cooperation on multilateral platforms and exchanged views on regional developments.

CEC registers 19 political forces for June 7 elections

The Central Electoral Commission (CEC) said on Sunday that it registered 19 political forces that submitted applications to participate in the parliamentary elections scheduled for June 7.

Armenia and Georgia confirmed as hosts of FIFA U-20 World Cup 2029

The FIFA U-20 World Cup 2029 will take place in Armenia and Georgia, the sport’s governing body announced on Wednesday, after the two countries filed a joint bid in 2024 to co-host the tournament.

“Armenia and Georgia set to host the FIFA U-20 World Cup 2029! This will be the first ever FIFA tournament to be held in either country,” FIFA said in a statement on X.

Armenian Prime Minister Nikol Pashinyan hailed the decision as “important news.”

He said on social media that the matches in Armenia will take place in Yerevan, Vanadzor, and Ijevan. “We will soon actively begin preparing to properly host the tournament,” he said.

All necessary infrastructure is being upgraded.

“This is a very important event for all of us. I want to congratulate Georgia, and I want to congratulate all of us in Armenia—football players and fans alike—on this important event and decision,” Pashinyan added.
