IFC, ARMENIA TO JOINTLY ENHANCE GRID AND RENEWABLE ENERGY SOURCES

IFC, a member of the World Bank Group, and the Ministry of Energy and
Natural Resources of Armenia signed a cooperation agreement on May 19
to increase the efficiency of Armenia’s energy system by introducing
new renewable energy sources.

The Armenian government’s forward-looking energy strategy has led
to a significant increase in the number of small hydropower plants
and renewable energy generators in Armenia. However, there is a
need to ensure the reliability and secure operations of the national
power grid. IFC Armenia Sustainable Energy Finance Project will help
Armenia develop reliability indicators based on the best international
practices and adapted to the domestic power system. Reliability
indicators will set basic technical normative requirements to securely
operate the power system in standard and emergency situations.

“IFC is helping the Ministry develop reliability indicators that will
not only significantly enhance the security of the power system,
but also better integrate new renewable energy capacities into the
overall system,” said Tigran Parvanyan, IFC Armenia Sustainable Energy
Finance Project Manager.

IFC Armenia Sustainable Energy Finance Project is designed to
establish a sustainable market for energy efficiency and renewable
energy investments and contribute to the energy self-sufficiency
of Armenia. The project, launched in January 2010, is implemented
with financial support from the Austrian Ministry of Finance. It is
part of a broader IFC initiative in Europe and Central Asia to help
companies and governments become more resource efficient and stimulate
investment into renewable energy.

Most Armenians succeed in business outside Armenia only, IMF Permanent
Representative in Armenia Guillermo Tolosa said when delivering a
lecture in Yerevan.

Armenia is the only place where Armenians cannot conduct business
well. Most Armenians succeed in business outside Armenia only, Tolosa
said. He connects this situation with the unfavorable business climate
in the country. Moreover, neither small and medium business nor large
business representatives can succeed. Small business is not growing,
and large business mostly serve the domestic market, therefore it is
not developing, he said.

He pointed out that the problem is not the high tax rates, but the tax
administration and corruption. He said that the tax rates are not so
high as compared to other countries of the region, except Georgia. IMF
recommends the Armenian government to make the business climate more
favorable and remove the administrative obstacles. He expressed hope
that the latest reforms in economy may improve the situation, he said.

On May 19 Speaker of the National Assembly of Armenia Hovik Abrahamyan
received John Williams, Executive Director of the Global Organization
Against Corruption (GOPAC) and manager of Mobilizing Action Against
Corruption program Francois Vezina, who have arrived in Armenia to
participate in an international conference dedicated to the role of
the National Assembly in fighting corruption.

The NA Speaker welcomed the conduct of such events in Armenia, highly
appreciating GOPAC’s steps targeted at fighting corruption. Hovik
Abrahamyan said the Armenian National Assembly participates in
that fight and stressed the importance of control function of the
legislative body.

GOPAC Executive Director John Williams noted that the organization is
called to involve parliamentarians of the world in the fight against
corruption and attached importance to the creation of the GOPAC Office
in Armenia.

The Armenian Parliament Speaker added he anticipates an effective
cooperation with the Global Organization Against Corruption.

Alpinists To Gather In Armenia For Rock Climbing Festival

On May 21-31, Armenia will host the second international rock
climbing festival organized by Up The Rocks club through the financial
assistance of the National Competitiveness Foundation of Armenia.

Founder of the club Mkhitar Mkhitaryan told journalists that the
festival will contribute to the development of rock climbing in the
country. According to him, the event will bring together over 20
alpinists, including 4 from Armenia, while the others are from the
U.S., Poland, Germany, Switzerland, Ukraine, Austria and Iran.

The event is held in Armenia for the second time. Garni, Arpa and
Noravank gorges will host the festival.

According to Mkhitaryan, efforts are exerted to develop rock climbing
in Armenia. Specifically, materials and short films about rock
climbing in Armenia are placed in 6-7 well-known websites. Besides,
relevant articles are published in foreign magazines.

The first international rock climbing festival was held in Armenia
in 2009 with participation of alpinists from Russia, Iran and the
Czech Republic.

retarde, de creer un Musee du Genocide armenien et Memorial avant le
24 avril 2015 – le 100ème anniversaire du genocide armenien. Un Musee

Il y a un temps pour porter plainte et un temps pour parvenir a
un règlement

Il est malheureux que le concept noble et sacre de creer un Musee
du Genocide armenien et Memorial (AGM&M) a Washington D.C., ait dû
finir devant un tribunal.

Mais contrairement a ce que l’on croit, l’affaire ne relevait pas
simplement d’une querelle entre deux riches individus – Gerard
Cafesjian et Hirair Hovnanian – ou d’un simple desaccord sur
l’importance et la portee du projet. Le litige reel est dû au fait
que les responsables de l’Assemblee armenienne ont tente de prendre le
contrôle des bâtiments du musee, d’une valeur de plusieurs millions de
dollars, don de la Cafesjian Family Foundation (CFF- Fondation de la
Famille Cafesjian) et d’exclure Cafesjian de tout pouvoir decisionnel
en tant qu’administrateur de l’organisation caritative AGM&M.

Après un long procès, la juge federale Colleen Kollar-Kotelly a rendu
sa decision le 26 janvier 2011 : les bâtiments du musee doivent
etre restitues a la CFF. Elle a soutenu la validite “de la clause
de reversion” incluse dans la Convention de subvention signee par
l’Assemblee armenienne d’Amerique le 1er novembre 2003, qui stipulait
que les proprietes dont la CFF avait fait don a l’Assemblee dans
le but de creer un Musee du Genocide armenien et Memorial seraient
restituees a la CFF si l’Assemblee ne parvenait pas a developper le
musee avant le 1er decembre 2010. Cette obligation a ete par la suite
transmise a l’organisation AGM&M.

En reponse a un nouveau procès intente par l’Assemblee armenienne
faisant appel du verdict du 26 janvier 2011, la juge Kollar-Kotelly
a rendu son jugement final le 9 mai 2011 ordonnant a l’Assemblee de
transferer la propriete des biens du musee a la CFF, le 23 mai 2011
au plus tard. Elle a rejete la demande de l’Assemblee d’un nouveau
procès. Elle a egalement demande a un magistrat de la conseiller sur
la somme exacte des frais d’avocat de Cafesjian, que l’AGM&M doit
lui rembourser.

Si la CFF est satisfaite du verdict, l’Assemblee envisage probablement
ses recours legaux. Cependant, etant donne les deux verdicts recents
de la juge en faveur de la CFF, intenter d’autres procès ou faire
appel n’est ni dans l’interet de l’Assemblee ni dans celui de la
communaute armeno-americaine. Le temps est venu de mettre fin a
la dispute juridique et de commencer a se concentrer sur la tâche
importante qui est de construire un musee du genocide.

Le president de la CFF, Gerard Cafesjian, a pris la bonne decision
en annoncant que : “Le verdict final de la cour nous permet a tous
de construire ce musee et memorial si longtemps attendu, musee sur
les realites et les consequences actuelles du genocide armenien.”

L’administrateur de la CFF Ross Vartian a promis que la CFF relancerait
le projet de musee “avec la participation de TOUTES les organisations
interessees et les personnes privees.” Lors d’une interview ulterieure
avec Voice of America, Vartian a precise que la participation de
l’Assemblee armenienne dans un effort communautaire d’une telle
importance serait la bienvenue.

C’est une approche très raisonnable. Comme l’indique la Bible : “Il y
a une saison pour tout. Un temps pour demolir, et un temps pour bâtir.

Un temps de guerre, et un temps de paix.” Dans ce cas, on pourrait
avec a-propos ajouter : il y a un temps pour porter plainte et un
temps pour parvenir a un règlement !

Il y a plus d’une decennie, quand l’idee d’un musee du Genocide
armenien avait ete pour la première fois debattue lors d’une reunion
du Conseil d’administration de l’Assemblee armenienne, bien avant
que des conflits internes ne surgissent, les organisateurs m’avaient
demande mon avis sur leur initiative. J’avais suggere qu’ils invitent
des organisations armeno-americaines majeures a participer au vaste
effort communautaire consistant a superviser la levee des fonds et la
mise en ~uvre de ce projet pan-armenien. Malheureusement, a l’epoque,
mon conseil avait ete unanimement rejete.

La CFF s’oriente dans la bonne direction en invitant des organisations
armeno-americaines importantes, y compris l’Assemblee armenienne et
des personnalites armeniennes et non-armeniennes, a se rassembler
pour realiser le projet louable, mais cependant longtemps retarde,
de creer un Musee du Genocide armenien et Memorial avant le 24 avril
2015 – le 100ème anniversaire du genocide armenien. Pour finaliser un
objectif aussi noble en quatre ans, chacun doit mettre de côte toutes
les autres considerations et se concentrer sur cette tâche monumentale.

Les querelles armeniennes internes ne servent qu’a fournir aux Turcs
de nouvelles munitions pour ridiculiser les Armeniens et leur cause
sacree. Plutôt que de gaspiller davantage de temps et d’argent dans de
nouveaux procès et appels, les fonds et les energies de la communaute
armeno-americaine devraient etre canalises vers la creation de cet
edifice important, que l’on estime a un coût superieur a 100 millions
de dollars.

Un Musee du Genocide armenien situe au c~ur de la capitale du pays,
a deux blocs seulement de la Maison Blanche, sera un memorial durable
pour le million et demi de victimes innocentes et un hommage a l’esprit
indomptable des survivants.

The chairman of Chamber of Advocates Ruben Sahakyan stated that judges
involved in illegal activities are not even afraid of regulatory
responsibility. Ruben Sahakyan mentioned the names of judges:
Danielyan, Khandanyan, Poghosyan, Arghamanyan…

In the joint conference on the right to fair trial held by the office
of the Human Rights Defender of Armenia and the Armenian Branch of
Fridrich-Ebert Fund the chairman of the Chamber of Advocates said
to have facts related to the illegal activities of these judges. He
says cases of corruption decreased in number but instead the size of
bribes increased.

The attorney says the impression is that those judges were told one
of them will be punished to imitate corruption fight to reassure
the society, and the others will be welcome to work in the same
illegal way.

Ruben Sahakyan says perhaps we should find another way to fight such
judges. “Maybe we should send letters to their wives, children and
parents asking them to urge their relatives not to break the law. Or
maybe we could ask their neighbors to ask them every morning why
these judges break the law when their salaries are several times
higher than the salaries of their neighbors”.

The attorney says everyone, the judges, the prosecutors and the
attorneys are afraid of the media so corrupt judges could be fought
with the help of the press.

Yuri Gusev, head of the financial department of the Russian-owned
Bank VTB (Armenia) said today it plans to earn at least 5.2 billion
drams in net profits this year. According to Valery Ovsyanikov, the
chief executive officer of bank, in the first quarter of 2011 Bank VTB
(Armenia) earned 1.3 billion drams in net profits.

Speaking at a news conference Gusev said the bank did a great job
last year and made large infrastructure investments and hopes to get
payback .

According to the bank’s data, its assets as of March 31 stood
at 136.9 billion drams growing by 7.4% from December 2010, the
outstanding credit portfolio grew by 14.8% to 99.4 billion drams,
combined liabilities grew by 8.2% to 106.1 billion drams, the volume
of deposits grew by 10.8% to 64.8 billion drams, the total capital
increased by 5.2% to 30.8 billion drams and charter capital stayed
at previous level of 13.8 billion drams.

Valery Ovsyanikov said the bank has increased lending to individual
clients by 12% as the number of its customers has grown by 40,000 over
the last 5 years to 270,000. The bank also accounts for about 9% of all
individual deposits. The number of card holders has risen five times,
the number of ATMs by 7 times and that of POS terminals by six times.

He said at the end of quarter one the bank accounted for 8.7% of
lending to individuals, for 5.1% of attracted corporate deposits. The
bank handles about 6 000 corporate clients including 150 largest
Armenian companies and 30 companies with Russian capital.

Bank VTB (Armenia) is owned by Russian Bank VTB. It has 68 branches
across Armenia, 24 in Yerevan and 44 outside it. It also operates 59
ATMs and 400 POS terminals.($1 – 373.74 drams).

YEREVAN. – An employee of Armenian Ministry of Labor and Social
Affairs, Suren Pivazyan, left the delegation during the working visit
to Netherlands and refused to return to Armenia.

Pivazyan was the lead specialist of the Department dealing with the
issues of persons with disabilities and aging, Ministry of Labor and
Social Affairs official informed Armenian News-NEWS.am. In Netherlands
Pivazyan passed an envelope to his colleague and asked her to give the
envelope to his boss, head of the department Arthur Kesoyan. In the
letter he wrote that he has health problems and asked to be dismissed.

He was appointed for the job recently.

The delegation of Armenian Ministry of Labor and Social Affairs was in
Netherlands to participate in the workshop “Persons with disabilities
as promising employees.”

YEREVAN. – Austrian citizen, technician-statistician Matias Mayer
traveled from Austria to Armenia by bicycle.

“I like travelling. I knew about Armenian history, and I wanted to
see your country,” he said.

This is his first visit to Armenia. Mayer has a very positive opinion
about Armenians. He was found of the Armenia history, and his friends
wanted to share this interesting initiative. They opened an account
and collected money during all period of time that Mayer needed to
reach Armenia by bicycle. Later Matias Mayer decided to donate money
to Austrian children hospital in Armenian Gyumri city.
