YEREVAN, SEPTEMBER 27, ARMENPRESS: By a vote of 62 to 0 the parliament
has turned down today a government-designed bill on alienation of
private property for the needs of the state and society that was put
on the third and final reading.

The bill was presented yesterday by justice minister David Harutunian
who said the bill has incorporated a set of proposals suggested by
the United Labor Party, the human rights defender’s office and a
parliament committee.

The Republican Party and the United Labor Party have suggested that the
amount of compensation to the owners of private property alienated for
the needs of the state must be 15 percent higher than the property’s
market price.

The bill was supported by lawmakers from the Republican Party, United
Labor Party and the ARF, all making the ruling coalition, but MPs
from the opposition Ardarutyun (Justice) block, Orinats Yerkir and
the National Unity did not participate in the vote.

Under a Constitutional Court ruling the bill must be passed before
October 1. It is likely to be put on the vote again.

"Central Bank’s policy is 100% correct and corresponds to the
economic policy of our country," Vahram Nersisyants, chief adviser on
economy issues to the president, told reporters today. In his words,
consolidation of the local currency is quite natural.

"We should be happy that the national currency is strengthened but
the process should also be regulated so that sharp conditions will
not emerge for local producers and exporters," he said. Nersisyants
said the Central Bank and Ministry of Finance and Economy have set
to issue securities in the amount of $100 million.

Speaking about inflation and the rise in consumer prices, Nersisyants
said the government has forecast 3% of inflation in case of 7%
GDP growth. The adviser said some consumer products do not face
competition created monopolies for certain types of products.

"Under such conditions, it is not possible to regulate inflation,"
Nersisyants said.

The delegation will consist of European Union Commissioner for External
Relations and European Neighborhood Policy Benita Ferrero-Waldner,
EU special envoy to Caucasus Peter Semneby, German State Secretary of
Foreign Affairs Gunter Glosser, the Ambassadors of Finland, Germany
and the European Commission to Armenia and other officials.

The delegation will meet President Robert Kocharyan and Foreign
Minister Vardan Oskanyan.

Azerbaijani President Ilham Aliyev stated to an international Forum
Bertelsmann-2006 in Berlin that integration into the West is one of
major directions of Azerbaijan’s current policy, Trend.

The President stated that Azerbaijan has joined the European
Neighborhood Policy and successfully participates in it. Speaking on
the legal, political and economic reforms carried out in the country
the Azerbaijani leader underlined that at present the South Caucasus
plays an important role for Europe. The delivery of the Caspian
energy resources to the European markets assumes special importance.
Azerbaijan has become a big oil producing country, whereas the energy
security is a matter of time for Europe. In this case Azerbaijan
is ready to play a role of reliable partner in ensuring the energy
security of Europe, he added.

However, the President stated that the Armenian-Azerbaijani conflict
over Nagorno-Karabakh is great hindrance in the relationships between
Europe and the South Caucasus. Europe should play a serious role in
the resolution of the conflict and strive for confirming peace in
the region.

Mr Aliyev underlined that at present Armenian is only country
worldwide, where no national minority exists. "It is a moo-state,’
he stressed. He excluded the establishment of two Armenian countries,
stating that it contradicts the international norms and principle, as
well as the European standards and is poses threat for future Europe.

Renowned Turkish novelist Elif Shafak, who was charged with
"insulting Turkishness" under Article 301 of the Turkish Penal Code,
was acquitted Thursday.

Charges were dropped against Shafak, 34, who gave birth on Saturday,
due to insufficient evidence.

She was brought to trial by the nationalistic Turkish Lawyers
Association because a fictional character in her best-selling novel
"The Bastard of Istanbul" made reference to the purported 1915 Armenian
Genocide, a highly contentious issue in Turkey.

Orhan Pamuk, Turkey’s best-known novelist, had similar charges brought
against him earlier in the year, but he was similarly acquitted in
February. Since Article 301’s inception in June 2005, more than 60
cases have been opened against writers and journalists.

While the trial’s dismissal comes as welcome news to Turks eager for
E.U. accession, others believe that the root problem, Article 301
itself, hasn’t been resolved.

Shafak agrees: "The verdict is very pleasing in terms of Turkey’s
test of democracy and freedom of expression, but incomplete as long
as Article 301 remains as it is, open to manipulation," she said in
a telephone interview with the New York Times.

Mr. GARRETT of New Jersey. Mr. Speaker, today marks the 15th
anniversary of the independence of Armenia. On this day in 1991,
Armenia was finally given the opportunity for self-rule for the first
time in centuries. After suffering under harsh rule of the Turks,
who attempted to slaughter them, and then the Soviets, who imprisoned
them and persecuted them for their Christian beliefs, Armenia is now
heading for a bright future filled with liberty and economic growth.

After decades of stagnation under the failed communist economic system,
Armenia now ranks as the 27th most economically free nation in the
world. A member of the World Trade Organization, Armenia is working
through the World Bank and International Monetary Fund to grow its
economy. I have strong faith that Armenia will continue to grow
despite the harsh embargoes of its neighbors in Georgia and Turkey.

Armenia is justifiably proud of its deep cultural roots that go back
to the dawn of recorded civilization. Ninety-nine percent of Armenians
are literate and they have preserved both a distinct language and
alphabet. Located in the shadow of the famed Mt. Ararat, Armenia’s
growing tourist industry prides itself on the nation’s fascinating
history.

Armenian-Americans are contributing to the development of their
homeland by investing and promoting the nation on the international
stage. Today is a great day for them and their homeland. I congratulate
Armenia on 15 years of freedom and progress and trust that our nations
will grow even closer in the future as we seek to promote liberty
around the world.

the 10th Bertelsmann Forum, held in Berlin, Germany, on September
22-23, reported the RA MFA press office. The one and a half day
conference convened on Saturday afternoon with opening remarks by
Germany’s Chancellor Angela Merkel, French Prime Minister Dominique
de Villepin, EU Commission President Jose Manuel Barroso and Belgian
Prime Minister Guy Verhofstadt. The audience of 100+ political leaders,
which included former German Foreign Minister Hans-Dietrich Genscher
and US Secretary of State Henry Kissinger, heard perspectives on
Europe’s Strategic Responses, as the conference is entitled.

Following the opening session, Minister Oskanian participated in a
panel on The Balkans and the Black Sea – a Litmus Test for Europe. The
panel also included the presidents of Bulgaria, Romania and Azerbaijan,
and the Prime Minister of Montenegro.

Throughout the discussion, Oskanian affirmed that the region’s litmus
test for Europe would be an effective European Neighborhood Policy,
the functionality and integrity of the Black Sea region, and practical
approaches to conflicts.

During a lively discussion on Kosovo, Minister Oskanian cautioned
against denying peoples their right to self-determination, simply
out of political expediency. If the world were guided by a fear of
setting precedents, he said, half the countries in the world today
would not exist. But there has to be strict criteria, he said, and
the chief principle should be whether the state can claim the moral
authority to rule.

At about 07:22, on September 19, we got a signal that the cafe "Love
path" in Oghakadzev (Circular) Park caught fire. A fire brigade
immediately arrived on the scene. The fire was extinguished at 07:35.

The cause of the fire was the kitchen refrigerator.

At about 08:12 we got another signal of fire – this time flat 36,
building 2, Tadevosyan Street, caught fire because of the short
circuit of water heating device of the bathroom.

It is unclear whether the authorities will take further action against a
young Baptist conscript who refuses to swear the military oath and bear
arms on grounds of conscience, Forum 18 News Service has found. Gagik
Mirzoyan was freed from prison at the end of a jail sentence, held by the
Military Police and, after eight days, transferred to a military unit.
"They are still pressuring him to swear the military oath and take up
weapons," Baptist pastor Garnik Abreyan told Forum 18. "He still has three
months to serve of his military service and we just don’t know what they
will do with him." Albert Voskanyan, of the Centre for Civilian
Initiatives – who has regularly visited both Gaglik Mirzoyan and jailed
Jehovah’s Witness conscientious objector Areg Hovhanesyan – told Forum 18
that "the danger is real that Mirzoyan could be imprisoned again." Deputy
Foreign Minister Masis Mailyan told Forum 18 that he does not know what
the military will now do.

Baptists in the unrecognised republic of Nagorno-Karabakh in the South
Caucasus are still unsure whether the authorities will take further action
against a young Baptist conscript who refuses to swear the military oath
and bear arms. Freed from prison in Shusha on 5 September, at the end of
his sentence for refusing to perform military duties, 20-year-old Gagik
Mirzoyan was held by the Military Police and, after eight days,
transferred to a military unit. "No-one is doing anything bad to him in
the unit, but they are still pressuring him to swear the military oath and
take up weapons," Baptist pastor Garnik Abreyan told Forum 18 News Service
on 17 September from Stepanakert, the disputed enclave’s capital. "He
still has three months to serve of his military service and we just don’t
know what they will do with him."

Mirzoyan, who is from Karabakh’s Mardakert district, is a member of a
local congregation of the Council of Churches Baptists, who refuse on
principle to register congregations with the state authorities in
post-Soviet countries. He was called up in December 2004 and immediately
refused to swear the military oath and carry weapons. After initially
allowing him to serve without weapons and without swearing the military
oath, the military authorities then changed their minds.

At the district court of Hadrut in south-eastern Karabakh in July 2005,
Mirzoyan was found guilty under Article 364 part 1 of the Criminal Code,
which punishes "refusal to perform one’s military duties" with detention
of up to 3 months, service in a punishment battalion of up to 2 years or
imprisonment of up to 2 years. Mirzoyan was sentenced to two years’
imprisonment, but this was suspended and he was then sent back to his
military unit. However, in September 2005 Hadrut district court converted
this into a one-year term of imprisonment at the urging of military
leaders. He was beaten several times while in the hands of the army and
while in prison (see F18News 22 March 2006
< e_id=748>).

Nagorno-Karabakh has adopted Armenia’s Criminal Code, which also punishes
conscientious objection – see eg. F18News 23 February 2006
< e_id=733>.

Despite having served his full jail sentence for refusing to perform
military duties, Gagik Mirzoyan’s two-year term of compulsory military
service is not due to be completed until December of this year.

An official at the Defence Ministry, who declined to give his name, told
Forum 18 from Stepanakert on 18 September that he was not familiar with
Mirzoyan’s case and was not prepared to discuss it. He referred all
enquiries to the Foreign Ministry, although it has no jurisdiction over
what happens in the Karabakh armed forces.

Deputy Foreign Minister Masis Mailyan told Forum 18 on 18 September that
he has been following Mirzoyan’s case and described his release from
prison as "good news" – even though the release was at the end of the
young Baptist’s full jail sentence. Mailyan said that after having spoken
to the Defence Ministry about Mirzoyan’s case he thought there was "no
urge to punish him again". But he does not know what the military will now
do, as Mirzoyan still refuses to swear the military oath.

Mailyan insisted that Karabakh needs to be able to defend itself because
of the unresolved conflict with Azerbaijan, but said he believes young men
who cannot serve in the armed forces on grounds of conscience should be
offered alternative, non-military service. "We strive to meet European
standards, and I’m personally in favour of introducing an alternative
service," he told Forum 18. However, he noted that no concrete draft law
on alternative service has yet reached the local parliament.

Pastor Abreyan told Forum 18 that he and fellow Baptists had been able to
meet Mirzoyan on 16 September, at his unit in Nagorno-Karabakh’s
south-eastern Martuni district. "Gagik is being well treated at the
moment, can move freely around the base and has not been made to wear a
uniform," Abreyan reported.

Also imprisoned in Shusha Prison, just south of Stepanakert, for refusing
military service on grounds of religious conscience is a Jehovah’s Witness
from Stepanakert, Areg Hovhanesyan. He was sentenced in February 2005 to
four years’ imprisonment for refusing military service on grounds of
religious conscience (see F18News 22 February 2005
< e_id=517>).

Concerned over both Mirzoyan and Hovhanesyan is Albert Voskanyan, head of
the Centre for Civilian Initiatives, a local human rights group, who has
regularly visited both in Shusha Prison. "The danger is real that Mirzoyan
could be imprisoned again," Voskanyan told Forum 18 on 15 September.

Voskanyan had written on 21 August to the president of the unrecognised
republic, Arkady Gukasyan, explaining that Mirzoyan had rejected the
military oath because of his belief as a Baptist that the Bible forbids
the swearing of oaths and had expressed his willingness to serve in the
armed forces without swearing the oath. "The following, complex situation
has emerged, almost an impasse," Voskanyan told Gukasyan. "The sentenced
man, having served the punishment given to him, will again be called up to
military service, will again refuse to swear the oath although he is ready
to serve the remainder of the term he is due to serve, and will again be
sentenced, this time as a recidivist." Voskanyan called on Gukasyan to
have Mirzoyan treated "leniently".

Pastor Abreyan told Forum 18 that Mirzoyan is the only Baptist in
Nagorno-Karabakh facing such problems. He also reported that Baptist
congregations are not obstructed in meeting for worship. "No-one is
restricting us – we can hold meetings, pray and worship." (END)

Iran not to yield to bullying powers: Speaker

Tehran, Sept 13, IRNA Armenia-Iran-Speaker Visiting Majlis Speaker
Gholam-Ali Haddad-Adel said in Yerevan, Armenia, on Tuesday that the
Iranian government, with a strong mandate from the nation, will never
yield to the will of bullying powers.

Haddad-Adel, who arrived in the Armenian capital, Yerevan, Monday on
the first leg of a two-nation visit, made the remarks during a
meeting with Armenian President Robert Kocharyan.

Referring to the Iran nuclear issue, the speaker said that Iran had
always stressed negotiations to settle the issue.

He praised Armenia’s logical stance on the issue and regretted that
certain big powers were using pretexts to evade a reasonable
solution, but "we have always stressed a logical solution to the
nuclear standoff."

"The United States has never been happy with the victory of the
Islamic Revolution in Iran (in 1979) because it has been an obstacle
to US hegemonic ambitions.

"Twenty-seven years since the victory of the revolution, the US still
speaks of toppling the regime in Iran."

Haddad-Adel said that the US desires to rule the world on the pretext
of defending human rights, fighting terrorism and nuclear
disarmament."

Pointing to the deep-rooted bonds linking the Iranian and Armenian
peoples, he stressed the need to further bolster bilateral ties by
increasing parliamentary interaction.

While in Yerevan, the Iranian speaker held talks with senior Armenian
officials on ways of further bolstering relations as well as recent
regional and international developments.

Tuesday night he wound up his Armenia visit and left for Bishkek,
Kyrgyzstan.
