De hauts responsables gouvernementaux ont declare mardi 3 juillet 2012
qu’une entreprise de produits chimiques armenienne va enfin commencer
a produire des engrais mineraux dans les prochains mois. Sergo
Karapetian, le ministre de l’Agriculture et de l’energie et Armen
Movsisian, le ministre des Ressources naturelles, ont annonce,
après la signature d’un memorandum, qu’ils s’engageaient a aider les
entreprises de Vanadzor-Khimprom pour lancer la fabrication. Aucun
detail supplementaire n’a ete donne a ce sujet. Les ministres ont
declare que 50.000 tonnes d’engrais vont etre produits pour etres
utilises par les agriculteurs armeniens. Près de 300 nouveaux emplois
vont etre crees. L’Armenie importe jusqu’a 35.000 tonnes d’engrais
chaque annee. ” Nous allons organiser des operations de fabrication
dans notre pays et l’argent ne doit pas quitter notre pays “, a

plus tard. Cependant, ils ont ete retardes en raison des dirigeants

une situation très dangereuse au milieu des tirs et des explosions.

Certains d’entre eux ont très envie de revenir en Armenie, mais ont
peur de voyager en bus. Les vols aeriens abordables ne sont plus
disponibles.

YEREVAN. – Whether opposition MP Nikol Pashinyan wants it or not, he
is going to be the Deputy Chairperson of the Parliamentary Committee
on Ethics, MP from the ruling Republican Party (RPA), Chairperson of
the Committee on Ethics Davit Harutyunyan told Armenian News-NEWS.am
commenting on Nikol Pashinyan’s announcement about resignation.

MP from opposition Armenian National Congress (ANC) Nikol Pashinyan
released a statement announcing that it was illegal to appoint him
as the Deputy Chairperson of the Committee on Ethics and he refused
to accept the position.

“It does not depend on the wishes of an individual, it derives from the
law. I am sure Nikol Pashinyan’s explanation of the law is incorrect,”
Davit Harutyunyan said.

According to him, whether Nikol Pashinyan accepts or refuses the
position, he will be the Deputy Chairperson of the Committee on Ethics
until the next session of the Parliament. Pashinyan’s wishes do not
change anything as he is the only representative of ANC.

As Armenian News-NEWS.am had reported earlier the statement of
Pashinyan read:

“I hereby declare that I will not accept the post of deputy chairperson
of the Committee on Ethics. I also intend to participate actively in
the work of the Committee, having as a priority the elimination of
legal barriers for the Committee to consider the issues regarding
behavior of MP-oligarchs who consider themselves above the law,
as well as filling in the gaps.”

Interview with Vali Alibeyov, vice president of the Association of
Development of civil public in Azerbaijan.

Q: How to comment on Uzbekistan’s decision to suspend its participation
in the CSTO?

A: It is difficult to comment on and assess steps of countries such
as Uzbekistan, where by virtue of the established political tradition,
many decisions are not taking into account vital geopolitical realities
but the will of one man who could dislike something that can wound his
pride. However, it is impossible to treat and analyze the versions of
what happened to try to explain them. Analysts have so far made two
main versions – the first is the fact that Uzbekistan has received
security guarantees from the U.S. and prepares to “shelter” American
military forces after they leave Afghanistan.

The second version is that Uzbekistan’s demarche is associated with
the decision of Russia to establish military bases in Kyrgyzstan, with
which Uzbekistan has many unresolved border and ethnic problems. In
my opinion, the second version is more close to truth – Russia openly
strengthens Kyrgyzstan, with which Uzbekistan needs to solve problems,
and the same step can also be taken as a direct challenge to the very
Karimov, a blow to his reputation. As for obtaining guarantees from
the US, I think that Uzbekistan, as many other republics, are well
aware of the fact that the US is far, Russia is close.

How will this decision affect the CSTO itself, will this make it
stronger or weaker?

Uzbekistan yet didn’t play any active role in the Collective Security
Treaty Organization, exactly like other countries. And I agree with
the opinion of CSTO officials which declared that the CSTO will not
weaken without Uzbekistan – how can weaken an amorphous and stillborn
structure?

Q: What do you think about the opinion of some Armenian experts that
this decision only reinforces the CSTO because Tashkent’s support
to position of Baku on Karabakh allegedly prevented the adoption of
coordinated decisions?

A: What decisions did this organization make and how did Tashkent
prevent them? Of course, this type of unprofessional comments is
designed for most poorly educated contingent.

Q: Azerbaijan has other allies in the CSTO, except Uzbekistan. This
is, in particular, Kazakhstan and Belarus. Can we assume that these
countries will prevent a possible anti-Azerbaijani decision of
the CSTO?

A: At present, I would not consider these countries our allies,
because in reality they have themselves a lot of problems with Russia,
the main ideologist of the CSTO, and they will not “ask for trouble”
because of Azerbaijan in the organization , which is dominated by the
principle of “chief is always right”. On the other hand, the CSTO,
as I said earlier, is a stillborn structure. The CSTO as a tool will
do all that is in the interests of Russia, no matter whether other
members of the organization agree with its decisions or not.

Q: Armenians seem to realize that the war over Karabakh cannot be
considered a legal basis for intervention of CSTO in the conflict
on the side of Armenia. Perhaps that is why they are trying to make
noise to the whole world that the Azerbaijani army allegedly fires not
only at positions of the Armenian forces in Nagorno-Karabakh, but also
at the territory of Armenia. What in this case is the probability of
intervention of CSTO in the Karabakh conflict, if Azerbaijan starts
a war for the liberation of Karabakh?

A: This will depend on many factors, primarily on the geopolitical
situation not only in our region. Yes, Russia can and likely will
help Armenia in case of initiation of an anti-terrorist operation
by Azerbaijan, but no matter how strong Russia is, at a certain
geopolitical situation, it simply may not be time for Armenia.

Therefore, our strategists and analysts need to work hard to develop
multiple models of the situation, and at a convenient point to report
them to the government. And then, I think nothing and nobody can stop
us to liberate our land.

PanARMENIAN.Net – The RedHack group this morning disclosed the
identities of hundreds of foreign bureaucrats and diplomats, Hurriyet
Daily News reported

The group had announced earlier that they were about to reveal
“something big,” saying that the hacking had already been done and
that the authorities could do nothing about it.

Today, the group provided a link to a Dropbox file-sharing address,
which contained images of the identity cards the Turkish Foreign
Ministry has issued for foreign diplomats working in Turkey.

“Those who are revealed should get mad at the Foreign Ministry,
not us,” RedHack said on its Twitter account.

The file dump did not include the ID cards given to the children of
foreign personnel. “These are only a part of the IDs we have obtained,”
the group said.

The hacking was apparently a bid to show the vulnerability of sensitive
documents to outside interference, as RedHack also tweeted: “Did
[the Foreign Ministry] issue IDs to foreign personnel for someone to
come and disclose them? They should look at their computers instead
of looking at Syria.”

Socialist group RedHack brought down the Turkish Foreign Ministry
website on July 3 morning, replacing its contents with pictures
showing the Turkish prime minister embracing former Libyan dictator
Muammar Gaddafi and Syrian President Bashar al-Assad.

The group also defaced the web page “”
by replacing the page’s original contents with two large pictures,
one showing Turkish Prime Minister Recep Tayyip Erdogan embracing
killed Libyan dictator Muammar Gaddafi, and another showing him
embracing Syrian President Bashar al-Assad.

A title was placed above the pictures, reading: “Ministry of War
and Slavery, not Foreign Affairs.” A caption for the pictures read:
“Brothers yesterday, enemies today.”

ARS volunteers are honored during a special ceremony

GLENDALE-In an intimate ceremony organized to recognize the generosity
of donors who have contributed to the Armenian Relief Society of
Western USA during the past couple of years, more than 120 ARS members
and guests gathered at the ARS Regional Headquarters on June 21 to
witness the blessing of the ARS Recognition Wall. The Recognition
Wall, which is at the entry of the Regional Headquarters, now proudly
displays 13 additional plaques distinguishing recent contributions
ranging from $1,000 through $25,000.

Western Prelate Archbishop Moushegh Mardirossian praised the support of
donors who have helped advance the humanitarian programs of the ARS and
performed the blessing of the Recognition Wall. The Prelate’s blessing
extended to the ARS Evergreen Tree, which flourished with 24 additional
leaves inscribed with the names of ARS members, acknowledging their
donations. The Evergreen Tree currently has 537 engraved leaves.

This special blessing coincided with the ARS Appreciation Night, which
is held annually to honor chapter executive and regional committee
members for their commitment and accomplishments during the past
fiscal year. Regional Executive Chairperson Dr. Nyree Derderian
delivered remarks praising the volunteers, inviting ARS Central

On June 28, NKR presidential candidate Vitali Balasanyan’s
pre-election headquarters sent a letter to the Central Electoral
Commission which runs about several breaches of the electoral law.

“Notice is hereby given that the news item under the title “Bridge
Artsakh 2012 – 4th Economic Forum Commenced” broadcast during the
Artsakh Public Television news program carried certain elements of
presidential candidate Bako Sahakyan’s electoral campaign. The
candidate for the Presidency and one of the NKR Ministers as well as
the author of the news item presented the achievements of the economic
sphere within the context of the latest 5 years. Broadcasting such a
news item during Public Television news program is a violation of the
requirements of Items 1, 4, Article 21, and Item 3, Article 23.1, of
the NKR Election Code.

We notice concurrently that presidential candidate Bako Sahakyan’s
agitation sections and election programme carry no information of the
organizations and individuals responsible for their publication which
is required by Item 6 of Article 22.

We expect you will take corresponding measures towards the restoration

YEREVAN. – Armenian opposition Heritage Party demands a condemnation
and breakthrough steps regarding the cruel beating in Harsnakar
Restaurant complex.

“Today 35-year-old Vahe Avetyan was buried. His tragic death shocked
the public and reminded about the atmosphere of impunity and victims
of other atrocities.

With skepticism we expect that the assurances given by law enforcement
forces will be confirmed with results.

Armenian MP, the owner of the restaurant Ruben Hayrapetyan bears
responsibility for the tragic event. We hope that Ruben Hayrapetyan’s
statements about the incident are earnest.

We demand condemnation words from the Armenian President and also
breakthrough steps,” the statement of Heritage reads.

As Armenian News-NEWS.am informed earlier, an incident occurred at
capital city Yerevan’s Harsnaqar Restaurant on June 17, where several
military doctors including Edgar Mikoyan, Arkadi Aghajanyan, Garik
Soghomonyan, Artak Bayadyan and Vahe Avetyan were brutally beaten by
the restaurant employees.

High-ranking military doctor Vahe Avetyan died in hospital on June 29.

A criminal case is launched, and the Police have detained six people.

The Restaurant’s owner is ruling party influential MP, head of the
Armenian Football Federation, and businessman Ruben Hayrapetyan.

Candlelight vigil in memory of Vahe Avetyan was held in front of the
restaurant on June 30.

The march that followed the funeral of military surgeon Vahe Avetyan
in Yerevan’s Zeitun community has just finished in front of the
Prosecutor General’s Office of Armenia.

Through a loudspeaker the participants in the action urged the people
to join the struggle against the “authorities-sponsored oligarchic
system.”

Among about 200 people participating in the march were active members
of the opposition Armenian National Congress (ANC), Heritage party,
Sardarapat movement, as well as representatives of Armenia’s civil
society.

The protestors were crying out “Nemets is a murderer!” (Nemets is
the nickname of President of the Football Federation of Armenia, MP
of the ruling Republican Party of Armenia (RPA) Ruben Hairapetyan),
“I am Vahe Avetyan!”

Speaking in front of the Prosecutor General’s Office of Armenia,
Garegin Chukaszyan, a Sardarapat movement member, said that the
march was “just the start.” “Today we are all arranging to continue
our actions until Nemets Rubo and others of his ilk are driven into
financial and moral bankruptcy and come to realize that Armenia is
not their country, but a country of free citizens!”

On June 17, Vahe Avetyan was mercilessly beaten by security guards
of the Harsnakar restaurant, owned by President of the Football
Federation of Armenia, MP of the ruling Republican Party of Armenia
(RAP) Ruben Hairapetyan. Despite doctors’ efforts to save his life,
the 33-year-old surgeon, father of two children died after he was in
a coma for 12 days.

The funeral of military doctor Vahe Avetyan, who died after being
brutally beaten at the Harsnakar restaurant, was held in Yerevan today.

“The tragic death of 33-year-old Vahe Avetyan shocked the public,
awakening grave memories about atrocities and people who fell victim
to this atmosphere of impunity. We have witnessed similar tragedies
many times,” Heritage party said in a statement.

The party conveys its deepest condolences to the family, relatives,
and colleagues of Vahe Avetyan and condemns the brutal beating,
the participants in the brawl and the sinful indifference of the
restaurant administration.

Heritage expects that the assurances of law enforcement agencies
to disclose the crime and strictly punish those guilty of Avetyan’s
death will come true.

“We believe that Ruben Hayrapetyan, owner of the restaurant complex,
MP from the Republican Party of Armenia (HHK), bears the greatest
responsibility for the tragedy. We want to believe that he was sincere
while condemning the crime and seriously contemplates over his moral
duty to refuse his deputy mandate,” reads the statement.

The party says the reason for the tragedy is the atmosphere of
permissiveness and impunity and demands that the country’s president
say his word concerning the incident.
