“Election process is a test for every country. However, elections held
in NKR so far showed that they are always successful in that country.

With democracy further advancing in NKR after every election, there
are preconditions today that allow us to declare that the forthcoming
presidential elections will also produce desirable results, and will
be free and fair,” member of RPA parliamentary faction Karine Achemyan
told Panorama.am, commenting on the election process in NKR in the
context of the international recognition of the republic.

According to the parliamentarian, despite Azerbaijan’s statements
on impermissibility of holding elections in NKR, nevertheless,
holding of exemplary elections is very important for NKR in respect
of both strengthening of statehood and international recognition of
the republic.

“There is no alternative to democracy in NKR, with authorities making
considerable efforts to hold normal elections. Azerbaijan realizes
that elections in Azerbaijan and NKR cannot be compared, therefore
it boils over so quickly,” Achemyan said.

The important thing is that international observers monitor elections
in NKR, fixing everything which is exemplary in the republic,
she concluded.

“The international response could have been stricter, not to allow
Azerbaijan to violate international norms. It would be wrong to say
that the international community stayed indifferent to Azerbaijan’s
recent actions. There were some discussions, with critical remarks
voiced,” Armenian Defense Minister Seyran Ohanyan told Hay Zinvor
newspaper, when asked to comment on the inadequate response from the
international community to Azerbaijan’s recent actions.

“However, it is obvious that we expected a stricter response, because
Azerbaijan moved sabotage actions from Nagorno-Karabakh to Armenia,
creating an intolerable precedent,” he said.

gave an interview to official newspaper of Defense ministry of Armenia
“Armenian Soldier”. Armenpress partially presents the interview.

– Are all Azerbaijani actions controlled by the centre? I mean the
attacks on Armenian positions.

– Not logical, unnecessary and an end in itself armament creates a
situation when some actions of using a weapon become uncontrollable.

Of course, Azerbaijani aggression of last period was planned and
headed by the centre but it is not excluded that in internal circles
many people are acting themselves and organize armed action against
Armenian frontline forces on their own initiative.

– Mister Minister, when Azerbaijani snipers were active you declared
that Armenia would give “not adequate” answer to each Azerbaijani
aggression. The idea “non adequate response” was liked by the nation.

Today what steps are implemented in order to restrain Azerbaijan?

– Until today our response has not been proportionate and Azerbaijan
had 5 times more losses. Unfortunately, there are shots every day. We
explain those shots by the lack of experience of Azerbaijani soldiers
(hearing some voices they try to defend themselves, shoot because of
fear) as those shots are unaddressed, irregular. We do not answer
them. And to planned actions and precise shots we give strict
response making the opponent to have human and material losses in
multiple honors.

The separatist regime cannot be a part in the peace talks.

But Armenia demonstrates an unconstructive position and seeks to
achieve it and, naturally, the Azerbaijani side will never agree
to this.

A member of the Azerbaijani delegation at OSCE PA, chairman of the
Azerbaijani Parliament’s agrarian policy committee Eldar Ibrahimov
has told the statement to the press, Gun.Az reported.

According to the MP, Armenian representatives utter this position
also at meetings of the OSCE PA.

The chairman said that such claims of the aggressor are unacceptable.

“As an integral part of Azerbaijan, Nagorno-Karabakh can never act as
a party. Therefore, now all international efforts should be directed
to prevent Armenia from continuing its aggressive policy and make it
show a constructive position. In other works, more effective pressure
should be exerted on Armenia for the just settlement of the conflict.”

While hundreds of thousands of Armenians, including public and
political figures, are organizing different campaigns, candlelight
vigils and protests to express their pain and sorrow over the death
of military doctor Vahe Avetyan, the country’s president, leader of
the ruling Republican Party of Armenian (HHK) Serzh Sargsyan has not
offered condolences to Avetyan’s family or friends.

According to the president’s website, Serzh Sargsyan left for Ukraine
on Sunday to meet his Ukrainian counterpart Viktor Yanukovych and watch
Football World Cup. Ruben Hayrapteyan, an MP from the HHK and President
of the Armenian Football Federation, is believed to be in Ukraine, too.

Yesterday we tried to know from Armenian President’s Spokesman Armen
Arzumanyan why Serzh Sargsyan had not condoled with the Avetyan family,
but Arzumanyan did not answer our telephone calls. HHK spokesman and
officials were not available either.

On June 17, Vahe Avetyan was beaten in Republican MP Ruben
Hayrapetyan’s Harsnakar Restaurant by a large group of restaurant
employees and Hayrapetyan’s personal bodyguards. he died in hospital
12 days later without regaining consciousness.

Vartan Oskanian’s Facebook post on the current state of play of the
settlement of the Karabakh conflict got an interesting response from
the government. Vigen Sargsyan, chief of staff of the President’s
Office, answered Vartan Oskanian on his Facebook wall. In fact, this
response is not official because Sargsyan posted it on his personal
page, not on behalf of the government. On the other hand, Vigen
Oskanian knows that it will be identified with the response of the
government.

He tries to oppose Oskanian’s opinion, noting that the Armenian side
has good attainments in the negotiations, as well as a highlight that
Vartan Oskanian makes a proposal to Levon Ter-Petrosyan on cooperation
over the settlement of the Karabakh conflict. In addition, Vigen
Sargsyan also reminds that Vartan Oskanian described Ter-Petrosyan’s
option of settlement as “defensive”.

Vigen Sargsyan’s option is interesting. He has been in the
presidential office since Robert Kocharyan’s presidency. Sargsyan was
Kocharyan’s assistant. He kept his status through the presidency of
Serzh Sargsyan. When Karen Karapetyan was dismissed, Vigen Sargsyan
was unexpectedly appointed as chief of staff. Earlier an anonymous
letter was received by the mass media stating that Vigen Sargsyan is
suspected of working for the United States. Interestingly, during the
parliamentary elections the press reported that Vigen Sargsyan’s
foothold is weak because Serzh Sargsyan suspects him of a double game,
on the one hand, supporting him, on the other hand, Robert Kocharyan.

And now Vigen Sargsyan decides to respond to Vartan Oskanian who is
now believed to be part of Robert Kocharyan’s team through whom
Kocharyan is trying to promote certain political schemes. Is Sargsyan
thus trying to end Serzh Sargsyan’s doubts and demonstrate that he
supports Sargsyan, not Kocharyan, and even reveals possible
partnership between Oskanian and Ter-Petrosyan, which is almost
equivalent to cooperation between Ter-Petrosyan and Kocharyan?

On the other hand, Vigen Sargsyan’s response to Oskanian had a
different purpose, a guerilla goal, as some reporters and experts have
been using the term recently. Vigen Sargsyan might be trying to
demonstrate his loyalty to Serzh Sargsyan to remain close to him and
continue his double game as reported by the mass media. After all,
there is a precedent. They applied the same tactics pushing Gagik
Tsarukyan into this guerilla tactics or double game.

However, the important thing is not the motives of initiatives of one
person or another but the level and content of the “dialogue” of ex
and current officials on such an essential matter. In fact, I have
written in my previous article entitled the New Basis for Status Quo
that the Karabakh issue for the ex and present officials remains a
means of servicing one goal or another proceeding from the political
conjuncture.

The dialogue between the ex and current ones is not open and sincere,
which comes to prove the aforementioned. It is not accidental that
during this “dialogue” the sides reverence to the West and Russia
alternately. It means that this is not development of a state and
public viable immunity but a process of settling accounts evidencing
overall state inadequacy of Armenia.

This is a serious issue which has generated a situation where victory
in war became a burden and domestic alibi, not a resource of peace.

Besides, as Vigen Sargsyan is a perceived statesman of the so-called
pro-West vector of the Armenian government, his response may have an
interesting hue. It may be the answer of not only the Armenian
government but, for instance, the answer to the United States, one of
the co-chairs of the OSCE Minsk Group, especially that Oskanian
mentioned in his post Hillary Clinton’s recent regional visit.

Prime Minister Tigran Sargsyan participated in the sitting dedicated to
the Prosecutor’s Day. Congratulating the employees of the Prosecutor’s
Office on the occasion of their professional day, the Prime Minister
said: “The activity of the Prosecutor’s Office has always been in
the focus of attention of the government and the society. The reason
is that the problems facing the Prosecutor’s Office and the state
often overlap. Moreover, very often the state manages to resist the
challenges with the help of the Prosecutor’s Office. It’s no secret
that corruption is one of the most important problems our country
faces.”

The Prime Minister assured that the fight against corruption is
one of the government priorities. Tigran Sargsyan said “the citizen
must not be afraid of the prosecutor, and the society must trust the
prosecutor’s office, being confident that the latter performs its
duties on a proper level.”

A number of employees of the Prosecutor’s Office were awarded with
RA Prime Minister’s memorial medals.

Regional processes will intensify in the fall, Armenian National
Movement (ANM) Board Chair Aram Manukyan told a press conference today,
adding that he means all of the following: the Armeniaan-Turkish
normalization, the Karabakh issue, also as the turmoil in Iran,
Syria and Turkey.

According to him, the tension in the region will escalate, and Armenia
will naturally not manage to escape the processes.

As for the forthcoming presidential elections, Aram Manukyan said
“speaking about a united opposition candidate is still untimely.”

“We have no reason to think in that direction, as we have a leader.

However, the political forces will make their final decision in

Turkish minister defends anti-Armenian remarks as `national response’

Education Minister Ã-mer Dinçer has thrown his support behind a book
accused of hate speech against both Turkey’s Armenians and
non-Armenians who supported a campaign to apologize for the 1915
deportation of Armenians, referring to it as a natural `national
automatic response.’

The District Governor’s Office in İstanbul was involved in a scandal
earlier this year when it distributed a book titled `I Am Closing This
File’ to schools in the Kartal district. The book included
inflammatory remarks targeting artists, intellectuals and writers who
supported a petition offering an apology to Armenians for the 1915
incident, which Armenia and the Armenia diaspora around the world
claim amounts to genocide.

The book referred to the signatories of the petition as of `bad
blood,’ `the devils among us’ and similar phrases. Republican People’s
Party (CHP) İstanbul deputy Gökmen Ã-Ä?üt recently submitted an inquiry
to Parliament regarding the racist statements in the book, demanding a
response from Minister Dinçer. The inquiry demanded to know whether
the distribution of the book itself did not constitute a hate crime.

Dinçer in his response claimed that the contents of the book amounted
to a `humorous’ musing on the Armenian issue arising from an automatic
national response.

However, an earlier statement from the Ministry of Education on the
book admitted that it contained hateful statements targeting certain
groups, and noted that it was likely to have adverse effects on young
readers. The ministry had also launched an investigation into the
claims that the book was being distributed free of charge.

Colonel tried to blow up restaurant in Armenia

YEREVAN – On July 1 early in the morning information has been received
that in Armenian Harsnaqar restaurant explosive materials of unknown
origin were found.

Earlier this week the high-ranking military doctor, who was brutally
beaten in mid-June allegedly by the Harsnaqar restaurant security and
staff employees died after suffering for almost two weeks.

The press-service of the Armenian National Security Service informed
Armenian News-NEWS.am that a rapid response team of emergency
management center, rescue squad and a military squad immediately
headed to the spot. In the restaurant there was found a military bag
with two grenades, arms and an explosive materials of unknown origin.
At 7.25 a.m. sappers moved the bag to a secure place.

According to unofficial information, the explosive materials were
brought to the Harsnaqar restaurant by a Colonel of Armenian MOD
Vardan Samvelyan, who treatened to blow up the restaurant. After the
negotiations, the colonel has been neutralized.

Earlier the agency has informed that the incident has occurred at the
restaurant on June 17, where several military doctors including Edgar
Mikoyan, Arkadi Aghajanyan, Garik Soghomonyan, Artak Bayadyan and Vahe
Avetyan were brutally beaten by the restaurant employees.

Criminal case was instigated. Police detained 8 people. The owner of
Harsnaqar restaurant is high-ranking Armenian ruling party MP, head of
Armenian Football Federation and businessman Ruben Hayrapetyan.
