Armenian Bar Association Condemns the Killing of Dr. Vahe Avetyan

The leadership of the Armenian Bar Association has been closely
following the developments related to the beating-to-death in Yerevan
of Dr. Vahe Avetyan, a military hospital top surgeon and Major of the
Armenian Armed Forces.

We call upon the authorities entrusted with the administration of
criminal justice in the Republic of Armenia to ensure that no one –
with respect to whom there is credible basis or probable cause linking
such a person to a crime, and especially this crime – is above the
law.

All those against whom exists probable cause to suspect they are the
perpetrators of the brutality resulting in Dr. Avetyan’s tragic death,
and all those against whom exists probable cause to suspect that they
are the accomplices, the accessories before or after the fact, or,
that they are the co-conspirators of these acts, must be brought to
justice and made sure to account for and answer to the people of the
Republic of Armenia in a court of competent jurisdiction.

We strongly condemn all prior incidents that disregard human and civil
rights of Armenia’s citizens. Those entrenched in the power structure
of the Republic of Armenia should neither boldly nor brazenly behave
as though the long arm of the law does not or cannot reach them.

Rule of law and respect for the law have been previously ignored by
those who espouse and profit from a culture of lawlessness. Our
collective complacency in the past has, in part, paved the way for the
present tragedy. Armenia and its people are entitled to and deserve a
social, economic, and political culture of dignity and lawfulness.
Anything less is an affront to the sacrifices and integrity of all
those who gave, and give, so much to maintain and enhance our
homeland.

Dr. Vahe Avetyan’s death must be the last straw, both for those who
flout and diminish the law, and for those who adhere to the concept of
fundamental human rights without regard to the title or status that
the offender may enjoy in the hierarchy of the Republic of Armenia.

It is time to resist the usurpation of power by those who wreak havoc
on civilized society. We call for a fair and impartial investigation.
Should such an even-handed inquiry ultimately implicate any member of
the National Assembly in the death of Dr. Avetyan, then we call upon
the National Assembly to act expeditiously in considering the lifting
of protective or legislative immunities. The enemies of Armenia, both
foreign and domestic, including reigning oligarchies that appear to
operate under the notion that they enjoy absolute power and protection
from justice, must be confronted.

Only then would we consider that the senseless death of Major Dr. Vahe
Avetyan, a great servant of the Republic of Armenia, will not have
been in vain.

There must be zero tolerance toward incidents like the one in Yerevan
restaurant – former FM

YEREVAN. – Former FM and Prosperous Armenia Party MP Vartan Oskanian
does not wish to comment on whether or not Ruben Hayrapetyan’s
statement inspires him with confidence. Oskanian himself stated this
to news reporters on Wednesday.

`That was his [Hayrapetyan’s] decision,’ Oskanian added.

And in response to the question as to whether the society will become
a straightjacket against incidents like the one that occurred in
capital city Yerevan’s Harsnaqar Restaurant, Vartan Oskanian said:

`The society truly must have zero tolerance toward such phenomena. And
not only the society. After all, the authorities need to pay a greater
attention, they must serve an example. The real guilty are those
people who are unable to uproot these occurrences from our society.’

To note, Ruben Hayrapetyan issued a statement Tuesday, whereby he
renounced his MP mandate and due to the tragedy that transpired at
Harsnaqar Restaurant.

As Armenian News-NEWS.am informed earlier, an incident had occurred at
Harsnaqar Restaurant on June 17, where several military doctors
including Edgar Mikoyan, Arkadi Aghajanyan, Garik Soghomonyan, Artak
Bayadyan and Vahe Avetyan were brutally beaten by Hayrapetyan’s
security personnel.

And Vahe Avetyan died in hospital on June 29.

A criminal case is launched and the Police have detained six people.

The Restaurant’s owner is senior ruling party MP – who on Tuesday
submitted his resignation from his parliamentary seat – , Football
Federation of Armenia President, and businessman Ruben Hayrapetyan.

Famous actor Mher Lazarian’s 82nd birth anniversary

PanARMENIAN.Net – July 4 marks 82nd birth anniversary of a famous
actor Mher Lazarian, with a memory of him alive in the hearts of many
Armenians.Mher (Frunzik) Lazarian (July 4, 1930 – December 29, 1993)
was a popular Soviet Armenian actor who was named a People’s Artist of
the Soviet Union in 1984.

Lazarian was born in Leninakan, currently Gyumri, Armenia. He studied
in Leninakan Art College and Theatre Studio, and Yerevan Institute of
Fine Arts and Theatre.

Since 1953, he has performed in Yerevan’s Sundukyan Drama Theatre. The
actor directed many successful productions, best of them Maxim Gorky’s
“The Lower Depths”.

His cinema career began in 1955. His famous roles in Rolan Bykov’s
“Aybolit-66” (1966), Leonid Gaidai’s “Kidnapping, Caucasian Style”
(1966), and Georgi Daneliya’s “Mimino” (1977) earned him the
reputation of one of the leading comedy actors in the Soviet Union.

But that reputation sometimes overshadowed his real talent and
emotional depth which he put into his roles in such classics of
Armenian cinema as “Yerankyuni” (“Triangle”) (1967), “Menq enq, mer
sarere” (“We, Our Mountains”) (1969), “Hayrik” (“Father”) (1973),
“Nahapet” (1977), “Hin oreri yerge” (“Old Days’ Song”) (1982), “Mer
mankutyan tangon” (“Tango of Our Childhood”) (1985). Among his many
awards was the USSR State Prize for 1978.

Banning sales of US weapon to Azerbaijan is diplomatic gesture – expert

YEREVAN. – The State Department’s decision on removing Azerbaijan from
the list of eligible states of purchasing American weapon is a
diplomatic gesture, expert Manvel Sargsyan told Armenian News-NEWS.am.

`Azerbaijan, to my mind, does not have so tense relations with the
U.S. weapons. On the other hand, it can purchase the weapon from the
U.S. close allies, including Israel. Washington made a diplomatic move
on drawing itself far from the issue, however, made no real step,’
Sargsyan said.

As for the goals the Department pursues by removing Azerbaijan from
the list of eligible states of purchasing the weapon, the expert said
it is a field for endless prediction.

As the agency informed earlier, in response to Congressional concerns
first raised by House Foreign Affairs Committee Ranking Democrat
Howard Berman, the State Department has removed Azerbaijan from a list
of countries eligible to purchase U.S. military hardware which could
be used by the Aliyev regime in its ongoing attacks against Armenia
and Nagorno-Karabakh.

`This decision by Secretary Clinton is in the best interests of the
Armenian people and for peace in the region,’ said Rep. Berman, upon
receiving the modified formal notification from the State Department
late on June 27.

Armenian security service prohibits former FM from speaking about

YEREVAN. – The Civilitas Foundation’s founder, former FM, and
Prosperous Armenia Party MP Vartan Oskanian wishes to provide certain
details on the `money laundering’ lawsuit opened with respect to the
Foundation, Yerkir daily writes.

`In this connection, Oskanian had asked permission from the National
Security Service, but, as Oskanian’s attorney Tigran Atanesyan
informed, there is nothing new so far.

`They said `come, let us question you to know what you want to make
public.’ [But] We do not have any response after that,’ he said.

By the way, the attorney also noted that contrary to the publications
that Oskanian is not testifying, he gave a thorough testimony for the
first time, and the last time he reaffirmed what he said,’ Yerkir

Rompuy calls Turkey to regulate relations with Armenia without preconditions

YEREVAN, JULY, ARMENPRESS: For having results from Eastern Partnership
stability is needed and the implementation of goals will not move
forward if the threat of conflict is continuous in the region. About
this mentioned President of European Council Herman Van Rompuy during
the meeting with the deputies of Armenian National Assembly on July 4.

`EU will continue to insist that Armenia and Azerbaijan make efforts.
Madrid proposals continue becoming basis for peace. We will continue
to ask that the relations are regulated without any preconditions’

concerned about serious border incidents. Those events have already
taken place and it is already impossible to do anything. `We need to
speak about it publicly in order they do not develop, get negative
developments’ said the President of European Council.

Reverberating to the relations between Turkey and Armenia he noticed
that they have great history. `We call both sides to make efforts in
the process of regulation without preconditions. The normalization of
relations will be favorable for developing stability and cooperation.

In his words confidence is needed without which there will not be
peace and the confidence will depend on readiness of ability coming to
consensus. `I am sure that your determination can be a basis for more
bright future’ mentioned Rompuy.

I warmly recommend Sergey Minasyan’s, Caucasus Institute, Yerevan,
insightful analysis “Die Iran-Krise und der Karabach-Konflikt” (“The
Iran Crisis and the Karabakh Conflict”).

The second article I want to recommend is Dr. Martin Stupperich’s “Der
Völkermord an den Armeniern und die Rolle Deutschlands ` Ein Vorschlag
für den Schulunterricht” (“The Genocide of the Armenians and Germany’s
Role – A Proposal for Use in Schools”. A short recap: The German
Bundestag recommended in his famous resolution of June 2005 that the
“task of education policy is to help ensure that the process of the
expulsion and extermination of the Armenians as part of the history of
ethnic conflicts in the 20th Century takes place in Germany.”

Since then, the states (Bundeslaender) were reluctant to implement the
resolution.

This was also addressed at the international conference “The Genocide
of the Armenians and the German public” organized by the Heinrich
Boell Foundation which is affiliated with the German Green Party on
September 22, 2011.

La Turquie et l’Ã~Itat chypriote turc vont tenter d’utiliser la
présidence de Chypre grec pour présenter le problème de Chypre
aux institutions de l’Union européenne appropriées et informer les
politiciens européens ignorants sur Chypre du nord.

Selon un plan concu par Ankara et Nicosie, l’effort porte sur la
nécessité d’ajouter Chypre du Nord a l’itinéraire des bureaucrates
et des politiciens européens qui se rendront dans la partie sud de
l’île, qui a pris la présidence de l’UE pour 6 mois.

” La Turquie et les Chypriotes turcs ont convenu d’un plan d’action
”, a déclaré Irsen Kucuk, le Premier ministre de l’Ã~Itat chypriote
turc, a un groupe de journalistes pendant le week-end. Le plan suggère
que les Chypriotes turcs mènent des campagnes de protestation massives
a Bruxelles et ailleurs. La première protestation a déja eu lieu
la semaine dernière dans la capitale belge.

Les activités et les déclarations politiques de Chypre grec seront
suivies de très près et toute action menée contre les droits des
Chypriotes turcs, pendant cette présidence, sera portée a l’ordre
du jour international. Ceci inclut également les explorations de
pétrole et de gaz des Chypriotes grecs en Méditerranée orientale,
qui sont considérées comme une violation des droits de la Turquie
et des Chypriotes turcs.

” Les Chypriotes turcs inviteront les hommes politiques et les membres
de la société civile qui viennent sur l’île pour participer aux
réunions de l’Union européenne a Chypre du sud ”, a déclaré
Kucuk. La raison étant que de nombreux politiciens européens ont
peu d’informations, ou celle-ci sont partisanes, sur le problème de
Chypre, a dit Kucuk, fait qu’il a observé lors d’un récent voyage
a Strasbourg, siège du Parlement européen.

On estime qu’environ 700 réunions se dérouleront a Chypre grec
pendant sa présidence de six mois, mais on prévoit aussi que de
nombreuses rencontres se dérouleront dans le pays de la présidence
sortante, le Danemark, en raison des restrictions financières.

” Nous ne nous attendons pas a une présidence de haut niveau de
la part des Chypriotes grecs en raison de leur crise financière ”,
a déclaré le ministre des Affaires étrangères Huseyin Ozgurgun a
des journalistes pendant le week-end. ” Les Chypriotes grecs devront
présider plus de 700 réunions pendant leur présidence. Cependant,
ils ont déclaré a l’UE qu’ils ne pourront pas accueillir les
réunions sur l’agriculture, l’environnement et la sylviculture. Ils
essayent de les déléguer au Danemark (présidence précédente) et au
pays qui assurera la prochaine présidence, l’Irlande ”, a-t-il dit.

Ankara n’ira pas aux réunions pendant la présidence

La présidence de Chypre grec aura certaines conséquences pour la
Turquie en ce qui concerne ses pourparlers d’adhésion avec l’UE,
car Ankara a déja annoncé que la Turquie ne participerait pas aux
réunions organisée pendant la présidence de Chypre grec.

Cependant, Ankara a dit que les relations se maintiendront avec les
autres corps de l’UE, en particulier avec la Commission européenne.

LE PRESIDENT TURC RESTERA AU POUVOIR JUSQU’EN 2014

La Cour constitutionnelle turque a rejete un recours de l’opposition
aux termes duquel le mandat du president Abdullah Gul devrait se
terminer en août, precisant qu’il resterait dans ses fonctions
jusqu’en 2014.

La decision de la cour precise que M. Gul aura le droit de se
representer, mais seulement pour un mandat de cinq ans.

M. Gul etait le bras droit du Premier ministre Recep Tayyip Erdogan
au Parti de la justice et du developpement (AKP) avant d’etre elu
president par le parlement en août 2007.

Mais son accession a la presidence n’avait pas ete facile : une
campagne du camp laïque appuyee par les militaires avait permis
de bloquer son election au parlement, poussant le gouvernement a
organiser des elections generales.

La large victoire de l’AKP avait permis de confirmer son election.

La controverse sur la duree du mandat vient des revisions
constitutionnelles appuyees par l’AKP, approuvees au cours d’un
referendum en 2007, peu après l’election de M. Gul.

En vertu de ces modifications, le president est elu au suffrage
universel, et pour cinq ans, mandat renouvelable une fois.

Pour le principal parti d’opposition, le CHP (Parti republicain
du peuple), les changements introduits par le referendum de 2007
devraient s’appliquer a M. Gul, dont le mandat ne devrait donc pas
exceder cinq ans.

En janvier, le parlement, domine par l’AKP, avait vote une loi
stipulant que le mandat specifique de M. Gul ne prendrait fin qu’en
2014.

DES CENTAINES D’ARMENIENS AUX OBSEQUES D’UN MEDECIN DE L’ARMEE

Des centaines de gens ont suivi les obsèques d’un medecin militaire
tue alors qu’il dinaît dans un restaurant appartenant a un riche
homme d’affaires proche du gouvernement.

La foule comprenant les principaux generaux de l’armee d’Armenie, des
politiciens de l’opposition et des militants des droits de l’homme a
silencieusement marche derrière le corps de Vahe Avetian transporte
dans dans un cercueil ouvert par ses voisins d’Erevan où il a vecu
avec sa famille. Le cortège etait mene par un orchestre militaire et
des soldats tenant quatre couronnes de fleurs. Une lettre du prenom
du militaire decorait chacune des couronnes.

Naira Zohrabian, depute du parti Armenie Prospère (BHK) a qualifie le
meurtre d’acte de ” sauvagerie inhumaine “. ” Comment une personne
peut-elle devenir un animal stupide pour faire une telle chose dans
notre pays ? ” a-t-elle dit aux journalistes. ” Nous nous sommes
reunis ici pour faire comprendre a certaines personnes qu’elles ne
sont pas privilegiees, cette sauvagerie et le meurtre ne doivent pas
avoir de sponsors “.

Cependant, a la difference de beaucoup d’autres armeniens outrages
par la violence, Naira Zohrabian etait prudente quand a blamer
Ruben Hayrapetian, un homme d’affaires influent qui possède le
restaurant Harsnakar. Elle a dit que la police doit determiner s’il
est responsable de la mort d’Avetian.

Zaruhi Postanjian une autre parlementaire representant le parti
d’opposition Zharangutyun (Heritage), a dit qu’Hayrapetian doit
demissionner a la fois du Parlement et comme president de la Federation
Armenienne de Football. Mme Postanjian a aussi mis en doute la capacite
des enqueteurs et leur empressement a resoudre l’affaire.

Bagrat Yesayan, membre en vue du parti d’opposition la Federation
Revolutionnaire Armenienne (Dashnaktsutyun), a dit qu’Hayrapetian
doit au moins etre interroge dans l’enquete criminelle en cours sur
l’incident. ” Grâce aux journalistes, il a apparu que son garde
du corps personnel, plutôt que le garde charge de la securite du
restaurant, etait la ” a-t-il dit. ” Un garde du corps personnel
doit toujours accompagner son patron. Donc il doit etre clarifie si
vraiment Ruben Hayrapetian etait present dans le restaurant et si
cet incident honteux est arrive en sa presence “.

Pour sa part, le Colonel-General Yuri Khachaturov, chef de l’Etat Major
de l’armee armenienne, a publie un avertissement complet a Hayrapetian
et d’autres ” oligarques ” qui ont longtemps ete lies avec une conduite
violente. ” Je veux conseiller a chacun de ne pas toucher a l’armee ”
a dit Yuri Khachaturov au service armenien de RFE/RL (Azatutyun.am)
pendant les obsèques. ” Je le dis pour la dernière fois. Ceux qui
ont des gardes du corps, des hommes armes doivent se comporter avec
dignite “.

Le ministre de la Defense Nationale Seyran Ohanian a ete plus prudent
dans des remarques au service armenien de RFE/RL. ” Je pense que nous
devons creer une atmosphère de tolerance mutuelle dans notre patrie
et les gens doivent comprendre qu’ils doivent resoudre les questions
au moyen de la parole plutôt que par les poings ” a-t-il dit.

Seyran Ohanian a aussi desapprouve les demonstrations de la rue
accusant Hayrapetian de complicite dans la mort du docteur et
exigeant une punition. ” Je crois que nous ne devons pas organiser
des evenements publics inutiles ” a-t-il dit.

Le ministre a continue a critiquer un autre officier de l’armee,
le lieutenant Colonel Vartan Samvelian, qui a ete arrete dimanche
après avoir menace de faire sauter le restaurant Harsnakar.

” Je ne pense pas qu’il ait vraiment voulu faire sauter [le restaurant]
” a declare Vladimir Gasparian, le chef de la police. Je pense qu’il
avait bu et a pris une initiative. Je pense que l’enquete evaluera tout
“.

Vladimir Gasparian a reconnu que l’attaque violente au restaurant
Harsnakar a accentue le besoin de maîtriser les gardes du corps
notoirement violents travaillant pour de riches entrepreneurs. Il
a dit que le Parlement armenien debattra bientôt d’un projet de loi
du gouvernement visant a reguler strictement la protection armee de
tels individus.
