Serbia: French president plans new genocide law

French president plans new genocide law

PARIS — French President Francois Hollande has said he plans a new
law to punish denial that the 1915-16 killing of Armenians was
genocide.

A previous law approved by the French parliament was struck down in
February by the Constitutional Council, which said it infringed
freedom of speech.

Turkey rejects the term “genocide” for the deaths of Armenians during
their deportation by the Ottoman Empire.

The issue has strained Franco-Turkish relations in recent years.

Hollande’s predecessor Nicolas Sarkozy had also ordered his government
to draft a new law after the old one was struck down.

“Francois Hollande has again expressed his willingness to propose a
bill designed to curb the denial of the Armenian genocide, as he had
said during his campaign and even before,” the Coordinating Council of
Armenian Organisations of France (CCAF) told the AFP news agency.

A delegation from the CCAF will meet Hollande before the end of the
month to discuss what form the new law would take, French media
reports say.

On Thursday, remarks by French Foreign Minister Laurent Fabius during
a meeting with his Turkish counterpart appeared to indicate that the
Constitutional Council’s ruling would make it impossible to take up
the issue again.

However, Hollande’s office said on Saturday: “The president expressed
his commitments during the campaign. He will keep them.’

“We must find a path, a road that allows for a text that is consistent
with the constitution,” the French president said.

Topouzian Credits Parents with Top Music Prize

Topouzian Credits Parents with Top Music Prize

by Tom Vartabedian

July 8, 2012

FARMINGTON HILLS, Mich. – What does it take to win a $25,000 Kresge
Artist Fellowship Award for musical excellence?

For Ara Topouzian, it’s the support he received from his parents,
Armenag and Norma, both of whom dedicated their efforts to the
advancement of the Armenian community, here and abroad.

Kanun virtuoso Ara Topouzian will use his $25,000 prize as a Kresge
Artist Fellow to promote world music to wider audiences.
`I was always encouraged by my parents to strive for more, and owe so
much to them,’ said the kanun virtuoso and noted recording artist.
`Musically, I have many mentors and role models. I got my start in
Armenian music as a child sitting with the Vosbikian Band at the old
Atlantic City kef weekends. I am truly honored by this award.’

Topouzian was among two dozen Metro Detroit literary and performing
artists to receive this award. Each of the 24 fellowships included an
unrestricted prize of $25,000 rewarding creative vision and a
commitment to excellence within a wide range of artistic disciplines.

Topouzian was selected for his accomplishments as a world music artist
specializing in the kanun, an instrument he has played for decades. He
was part of a 19-piece world music group that premiered to a sold-out
audience at the Detroit Orchestra Hall.

He enjoys sharing his heritage and talent teaching workshops for
children and adults, and demonstrating various Armenian and Middle
Eastern instruments, as well as folk music.

The money will be used to promote world music to a wider audience. A
question-and-answer session with the artist follows.

Q: Relate a couple of highlights from your career.

A: In 1995, I was commissioned by the Armenian Relief Society to
produce an album that benefited a pre-natal clinic located amidst
Armenia’s earthquake devastation. The album, `For the Children of
Armenia,’ raised over $20,000 for that clinic in memory of my late
mother. In 2002, I produced another album that was dedicated to the
thousands of children saved by the Nork Marash Medical Center in
Yerevan.

Q: Your impressions of the kanun?

A: It’s one of the most important traditional instruments used in
Armenian and Middle Eastern music. The instrument is the granddaddy of
the piano-75 strings tuned in 3-string unison.

Q: Your outside work, family, and personal life?

A: By day, I work as an economic development director for the City of
Novi, one of the biggest and growing cities in Oakland County, Mich.
I’m married to Della Cassia Topouzian and we have two children, Aline
Norma, 3, and Alexan Peter, 11 months.

Q: Something about you that may surprise others?

A: A lot of non-Armenians do not know about my musical background. I
once performed for over 1,800 patrons at Detroit Orchestra Hall. At a
reception that followed, people I interact with at my day job came up
to me in utter shock. They were there for the concert and had no idea
that would be me on stage. I’ve been playing Armenian music for 25
years.

Q: Impact of Armenian music on our society?

A: The younger generation isn’t as interested as my generation and
that troubles me. I feel that as musicians, we have an obligation to
teach and preserve our music so that it continues to live. Music is
part of our rich history and tells an important story. We should never
forget our story.

Q: Your favorite recording?

A: I have a record label – American Recording Productions – which I
founded in 1991. To date, I have recorded 30 albums. Among my
favorites is `Whispers of Ellis Island,’ which features Joe Zeytoonian
on oud. This was dedicated to the millions of Armenians who arrived in
America through Ellis Island. Another is `Eastern Winds,’ featuring a
number of local non-Armenian musicians performing Middle Eastern
music. Both have been very popular.

Q: What does this award mean to you?

A: Very humbling. The Kresge Artist Fellowship is a prestigious honor
that I don’t take lightly. It isn’t just about the money. The
fellowship will allow me to show an even wider audience my
capabilities as a musician, and gives me the motivation to learn more
music with different genres. I plan to utilize the money in ways that
will help advance my career as a musician while promoting world music
to wider audiences.

Q: How did you qualify to receive this? Were you nominated?

A: I applied for it as you would a grant. It was a very competitive
process with over 450 applicants. I was judged by a panel of
professionals within the music and performing arts industry. They
reviewed my music, watched concert videos, and ultimately made their
decision.

Q: What impact does this make in the world of Armenian American music?

A: A huge impression. It gives us the recognition within the
non-Armenian sector that we deserve. Hopefully, it will also show
other Armenian American musicians that our talents are not just
limited to picnics, dances, and weddings. The joke to some is that we
are all `picnic band musicians’ and I don’t agree with that. Many of
us are exceptionally talented musicians. I look at others like Ara
Dinkjian and Mal Barsamian. We’ve successfully branched out to play
with a variety of musicians and genres. More of us can be doing this.

Q: What projects do you have in the fire now?

A: I perform quite a bit in Michigan. With two small children, it’s
hard to execute projects. I recently completed original music for an
upcoming Armenian documentary with Mark Gavoor, another good musician
friend.

Q: Who is your role model?

A: I have several. Aside from my parents, there are others like Mark
Gavoor and Jack Chalikian, a kanun player associated with the Kef Time
Band. Jack took the time to give me mini-lessons at Kef Time Hartford.
I won’t forget that. I’ve had the good fortune to play with a variety
of musicians over the years and learned something special from each of
them.

Q: How do you feel about commemorating the 100th anniversary of the
Armenian Genocide?

A: We have an obligation to commemorate it to the outside world.
Whenever I talk about my music, I always mention the genocide. It has
an impact upon the musicians and what we play. I’ve always felt our
annual commemorations were being directed toward the wrong audience.
We should be educating non-Armenians. The number of misinformed people
I speak to about the genocide is staggering. We have an opportunity to
commemorate an event to a nation that may never have heard about the
Armenian Genocide.

Iran Talk show focuses on Azeri ties with USA, Russia, NATO

Talk show on Iran’s Sahar TV focuses on Azeri ties with USA, Russia, NATO

Excerpt from report by state-run Iranian international service Sahar 1
TV on 18 June

[Correspondent] Reports are available nowadays that the number of
Russian armed forces [military jets] flying towards Armenia has gone
up. Some political analysts link this to the frequent violation of the
cease-fire regime on the contact line between [the Armenian and
Azerbaijani] troops. However, some political analysts believe this is
linked to the increase in Russia’s sensitivity as it cannot accept
NATO and the US military presence in the countries described as near
abroad.

And therefore, Russia is signalling that if issues unfold this way, it
will not remain calm. Actually if Americans continue to use the
Azerbaijani Republic as a transit corridor, it may cause problems
between Azerbaijan and Russia, as well as between Azerbaijan and Iran.
We invited journalist Malik Kaya to the studio to discuss this topic.
Welcome, Mr Kaya. I expressed my attitude towards the topic. Please,
you also express your opinion on the issue in question.

[Malik Kaya, journalist speaking in Turkish] In the name of God, the
Compassionate, the Merciful. First, I want to congratulate Muslims and
TV viewers on Mab’ath (Prophet Muhammad’s appointment as a prophet)
holiday. As you know, the USA is not idle. In order to protect own
interests, the USA is trying to implement its policy in our region.
One of these policies is that the USA, under the pretext of
withdrawing its troops from Afghanistan by 2014, is influencing
regional countries and using Azerbaijan as a transit corridor. Of
course, the US activities in the regional countries, especially in
Azerbaijan are not only connected with this. We can divide it into
several aspects. First, [the USA] wants to possess Azerbaijan’s large
energy resources as the future of the world depends on energy. The USA
and Europe are suffering from economic crises due to the shortage of
energy resources. Second, by strengthening its position in Azerbaijan,
the USA is trying to tease Russia and implement its terrorist plots
against Iran using the territory of the Azerbaijani Republic. There
are other aspects as well that we will touch on them during another
conversations. But now the USA is trying to reach the Black Sea
through Azerbaijan and Georgia under the pretext of withdrawing its
troops [from Afghanistan]. And the USA wants to do this without the
signing of an agreement with Azerbaijan when it has already signed
agreements with Kazakhstan, Kyrgyzstan and Uzbekistan to this effect.
It means that Azerbaijan is under the control of the USA.

[Passage omitted: Kaya on human rights violations in Azerbaijan]

[Correspondent] The USA is mainly interested in the opening of borders
between Turkey and Armenia rather than in the solution of the Karabakh
conflict. Because they believe Armenia is in a blockade and want to
rescue Armenians. On the other hand, under Amendment 907 to the
Freedom Support Act, the USA has deprived Azerbaijan of the government
aid since October of 1992 during the presidency of Bill Clinton.

[Kaya] The USA is currently pursuing a policy of ensuring NATO’s
regional presence. As you know, some Turkish high-ranking military
officers, including Gendarmerie General Commander Gen [Bekir Kalyoncu]
paid visits to Azerbaijan 10-15 days ago and these visits were not
widely covered by the media.

[Correspondent] The Azerbaijani media has covered reports that the
visits by Turkish generals are linked to the [possible] resumption of
the Karabakh war and Turkey will give support [to Azerbaijan].

[Kaya] No, their visits have nothing to do with the Karabakh
[conflict]. And Turkey has no intention of involvement in any military
operations in the region. The visits by Turkish generals to Azerbaijan
and following this a [trilateral] meeting between the foreign
ministers of Azerbaijan, Turkey and Georgia are aimed at preparing the
grounds for these countries’ membership of NATO. According to media
reports, Turkey is going to head the general secretariat of NATO and
so Turkey is preparing the grounds for Azerbaijan and Georgia’s
membership of NATO.

Pope to bring message of peace on Lebanon visit

Rome, July 3 2012

Pope Benedict XVI will bring a message of peace for the Middle East on
a three-day trip to Lebanon in September, the Vatican said Tuesday,
amid rising tensions due to the conflict in neighbouring Syria.

The 85-year-old German pontiff will meet with a variety of religious
leaders during his visit to multi-faith Lebanon, which will be his
24th foreign trip since he was elected pope in 2005 and is one of his
most sensitive missions.

There had been reports last month that the pope’s visit was in doubt
because of the unrest in Syria, which has had a knock-on effect on
northern Lebanon.

The pope is expected to emphasise the need for peaceful coexistence
between Christian and Muslim communities in the Middle East, as well
as caution against the growing exodus of Christian minorities from the
birthplace of Christianity.

The pope will begin his visit on September 14 with a trip to the
Basilica of Saint Paul in Harissa around 20 kilometres (12 miles)
north of Beirut.

On September 15 he will meet with President Michel Suleiman and Prime
Minister Najib Mikati and then go on to meet Muslim religious leaders.

He will then visit the Armenian Catholic patriarchate in Bzommar and
meet with young people in front of the Maronite patriarchate in
Bkerke.

The centrepoint of the visit is expected to be the pope’s message of
peace at an open-air mass on September 16 at the City Centre
Waterfront in Beirut, which will be followed by a visit to the Syrian
Catholic patriarchate.
