A citizen of Azerbaijan was detained in Armenia after he crossed
the Azeri-Armenian border, Armenia’s Defense Ministry told Interfax
on Tuesday.

“A forty-one year old resident of the village of Mazamli in
Azerbaijan’s Gazakh district, crossed into Armenia on the stretch of
border in the Tavush region in eastern Armenia. He was detained. An
inquiry is on,” the Armenian Defense Ministry has reported.

International organizations have been informed of the incident,
the Defense Ministry said.

Representatives said.

As Jorge Orrico noted at a meeting between Uruguayan and Artsakh MPs,
Uruguay has always been a supporter of freedom.

“Though our country holds no official position on the issue, we accept
the reality,” the official said, adding that his country stands ready
to back Nagorno Karabakh Republic, despite its small size.

“We advocate peaceful settlement of conflicts and stand ready to
assist in the process,” he said.

Upon completion of the meeting, Speaker of NKR National Assembly
Ashot Ghulyan noted that the day symbolizes a new process that will

to kill Azerbaijani citizens. I think pressure on Armenia should be
increased. Minsk Group co-chairs should exert pressure on Armenia.

Gazprom, Slovenia Sign Deal To Stretch South Stream Pipeline

GAZPROM, SLOVENIA SIGN DEAL TO STRETCH SOUTH STREAM PIPELINE

PanARMENIAN.Net – Russian energy giant Gazprom and Slovenia have
signed a final deal to build the Slovenian stretch of the South
Stream gas pipeline, Gazprom said in a statement on Tuesday, Nov 13,
according to RIA Novosti.

The deal was signed by Gazprom CEO Alexei Miller and Slovenia’s
Plinovodi d.o.o. General Director Marjan Eberlinc in the presence of
Russian Prime Minister Dmitry Medvedev.

Gazprom has previously signed similar deals with Hungary and Serbia.

The South Stream pipeline will transport up to 63 billion cubic meters
of natural gas to central and southern Europe along the Black Sea
seabed, diversifying Russian gas routes away from transit countries
such as Ukraine.

Following Russian President Vladimir Putin’s instruction, Gazprom
has accelerated the South Stream pipeline’s construction schedule,
with work now to begin before the end of 2012.

The pipeline’s commercial deliveries of natural gas to Europe are
expected to start in the first quarter of 2016 and the project is
set to reach its designed capacity of 63 billion cu m in 2018. The
project’s cost, including the pipeline’s overland sections, is
estimated at $16 billion.

of the Republic of Armenia addressed their questions to the Minister
of Finance of the Republic of Armenia during November 13 session

Avetisyan stated that he highly appreciates the program of construction
of the North-South Highway, notwithstanding he cannot understand why
the construction of the highway did not start from Ashtarak-Talin,
Talin-Gyumri section, which is the most urgent.

The Minister of Finance answered that there have been questions
regarding the realization. The Minister said: “There had been problems
regarding to the arable lands in that section. They referred to
the property and compensation. Financially the problem is solved,
but there are still several issues regarding the inventory.”

The Minister of Finance of the Republic of Armenia noted that the
construction will be resumed as soon as these problems find appropriate
solution and Talin section will be in the centre of their attention.

SOS CULTURE TRAINING OF TRAINERS AND STEERING COMMITTEE FORMATION IN BERDAVAN

On 16th -18th of November, 2012 in Berdavan, Tavush region a Training
of Trainers (ToT), and the official inauguration of a newly renovated
room for the local SOS Culture Youth Club will take place.

Additionally the SOS Culture Steering Committee will be formed. SOS
Culture is an EU funded project, implemented by the Foundation for the
Preservation of Wildlife and Cultural Assets (FPWC) in cooperation
with dvv international – Georgia Country office and Research on
Armenian Architecture Foundation (RAA).

The SOS Culture ToT will cover the content and training skills required
to effectively accomplish the objectives of the EU funded SOS Culture
Project. The aim of this training is to provide instruction that
enables the trainers and youth club coordinators to conduct training
courses in the SOS Culture Youth Clubs basing on innovative teaching
methods.

On November 18th, important stakeholders as for example representatives
of local municipalities as well as of local and regional cultural
organizations will be invited to join in a SOS Culture Steering
Committee. The formation of a SOS Culture Steering Committee will
ensure that the local stakeholders are aware of the relevance of the
project for cross border cultural dialogue as well as for community
development. The committee will contribute to create local ownership
and sustainability for the SOS Culture Project.

The event will finalize with the official inauguration of the new
SOS Culture room in the Berdavan Municipality. The renovation of the
room was sponsored by VivaCell-MTS. The 60 members of the SOS Culture
Youth Club in Berdavan will continue their trainings in the renovated,
comfortable and spacious room.

With an overall duration of 24 months, the SOS Culture project is
funded by the European Union within the framework of the Eastern
Partnership Culture Programme. SOS Culture relies on the active
involvement of youth (age 14 -23) from different national and ethnic
origins living in the target areas of Armenia and Georgia. The young
people participate in protection and research activities, implemented
in the vicinity of their villages. The overall objective of the project
is to register and preserve endangered cultural assets in the remote
border regions of Armenia and Georgia with the involvement of local
citizenry. Involvement of local communities will in its turn promote
economic, social and cultural development in the areas, covered by
the project. The EU is supporting this project with 492,754 Euro.

VivaCell-MTS is the general partner of FPWC. The company highly
appreciates the SOS Culture project for its approach to support the
preservation of cultural monuments in remote regions of Armenia. The
municipality of Berdavan contributed to the SOS Culture project by
providing the room in the town hall for free.

On November 18th media representatives will also have the opportunity
to meet the stakeholders and all project partners in order to receive
an insight in the SOS Culture Project.

ArmInfo’s Interview with Artsvik Minasyan, MP from ARF Dashnaktsutyun,
member of the Standing Parliamentary Commission for Financial and
Budgetary Affairs

Mr.Minasyan, do you think Armenia’s draft budget for 2013 meets the
urgent problems and goals faced by the leadership of the country?

The approaches laid in the basis of the draft state budget of Armenia
for 2013 cannot help settle the country’s serious domestic and foreign
problems. We deal with colossal unemployment, and relevant budget
allocations would be one of the most important instruments to overcome
it. However, the draft budget envisages no relevant allocations. The
budget was not drafted on the given logic. It contains no item of
financing of a specific project aimed at development of the real sector
of economy, and creation of jobs. The second important factor is the
improvement of the living standards. If we fail to direct even the
public funds to improvement of the living standards in the country,
it means that those funds are not used for the people who generate
them. It is an absolutely inadmissible approach to the expenditure
policy. As for the revenue policy, the government has failed to
diversify revenues in order to ensure sustainable development of
economy and economic restructuring.

In his speech in Parliament, the Armenian Prime Minister pointed
out that given the economic troubles in the EU and possible risks
in the Russian economy, the Government of Armenia should display
some prudence in its actions. Do you think such prudence may damage
important projects and endeavors?

Well, I am not quite sure what the Prime Minister meant. But it is
clear that the country should apply a multi-vector approach in its
economic policy. Though Russia is our strategic partner, we should not
forget about Iran we have close economic ties with. It is necessary
to deepen these relations to reduce the possible risks and to expand
our possibilities. Within the frames of cooperation with the EU,
we have also assumed quite serious obligations. However, they are
sometimes so controversial and mutually exclusive that we simply have
to choose between them.

But, unfortunately, the government is not independent, which is
necessary for the independent economic policy. There is certain
dualism. In particular, the Prime Minister says it is necessary to
sign an agreement on deep and comprehensive free trade zone with the
EU. At the same time, he says about continuation of cooperation within
EurAsEC. I agree that, indeed, we must be able to conduct a competent
and balanced policy meeting Armenia’s interests. Nevertheless, we
must not take actions that limit our choice.

In what specific steps of the Government do you see the danger of
limiting out choice?

Some international organizations instruct the Armenian Government
during adoption of decisions. Actually, the IMF and the WB should
promote development of the economy of Armenia, but today thanks
to their advice the country has found itself in an extremely hard
situation. We are in such a circulation that we are forced to run into
debt, but these resources do not absorb and make the life of citizens
better. $4 bln foreign debt of Armenia did not promote development
of the economy of Armenia, as credit providers allow themselves to
point at how to spend these funds, and their recommendations promote
only development of the service sphere but not the real sector of
the economy or industry.

What would you say about the recent media reports on possible sale of
20% of ArmRusgazprom’s shares to Russia? Is such a scenario possible
and how will it affect the further situation in the energy field?

No matter whether such a deal was made or not, the situation
in the field is unacceptable. It is commonly known that 80% of
ArmRusgazprom’s shares belong to Gazprom (Russia) and the latter
actually has a subsidiary in Armenia. Consequently, Gazprom should
conduct in Armenia the policy it conducts in the Russian domestic
market. In other words, the price formation in the Armenian market
should meet the same scheme and logic as inside Russia, otherwise,
it is not clear why the Russian company owns 80% of ArmRusgazprom’s
shares. One should not give such an important field as energy to a
foreign company, even if Moscow itself demands selling the other 20%.

Moreover, it is necessary to make Moscow revise its price policy.

Otherwise, the impression is that we are unable to conduct an
independent policy meeting our own interests. All the spheres of
life experience a mess: 90% of the economy is monopolized, 80% of
the consumer markets are monopolized, and so on and so forth.

What destiny will the Armenian Nuclear Power Plant (ANPP) have given
the memorandum on mutual understanding recently signed between
the Governments of Armenia and the United States? According to
the memorandum, the lifespan of the ANPP is to be prolonged for 10
more years.

Signing a contract with some country in order to prolong the
lifespan of such a strategic facility as the Nuclear Power Plant
is unacceptable. It is also a matter of sovereignty. If the matter
concerns the energy security of the country and the welfare of
the country’s population, it is for the authorities, not other
countries, to take the relevant decisions in this direction, unless the
authorities need these countries’ help to carry out their tasks. On the
whole, we should realize that the existence of the ANPP is important
for the independent energy system and for the status of a player in
the international arena.

YEREVAN. – No change should be expected by the year’s end in the
settlement process of the Nagorno-Karabakh conflict, Caucasus
Institute Deputy Director, political analyst Sergey Minasyan said
during a press conference on Tuesday.

In his view, the year’s greatest achievement in this process was the
preservation of the peace talks, which could have been suspended due
to the actions by Azerbaijan. “Despite the story in connection with
Ramil Safarov [the Azerbaijani army officer who had killed with an
axe Armenian soldier Gurgen Margaryan in Budapest back in 2004 and who
was released in Azerbaijan], the Armenian party was able to preserve
the negotiation process,” the analyst noted.

Reflecting on Turkey’s efforts to become an OSCE Minsk Group Co-Chair,
Minasyan stressed that the current co-chairing countries do not intend
and are not prepared to give up their places in the peace talks.

In response to the query as to what could result in serious regional
changes, the political scientist stated that the resumption of the
railway operation via Abkhazia would become a signal for changes. “But
to settle this matter, Russia and Georgia need to resolve the existing
problems between one another,” Sergey Minasyan maintained.

Iran is ready to make efforts in the Karabakh conflict settlement,
Iranian ambassador to Azerbaijan Mohsen Pak Ayeen told Azerbaijan’s
Trend news agency in an interview.

Referring to the strained relationship between Nagorno-Karabakh and
Azerbaijan, the Iranian ambassador said: “The Nagorno-Karabakh conflict
has been continuing for 20 years. Azerbaijan and Armenia have chosen
the mechanism of the Minsk Group to resolve this conflict. They
do not use other mechanisms. I think that the Minsk Group is
biased in the conflict. For this reason, the efforts of resolving
the Nagorno-Karabakh conflict failed. As the country chairing the
Non-Aligned Movement, as well as an active member of the Organization
of Islamic Cooperation, Iran is ready to mediate in the conflict.

Nagorno-Karabakh conflict occurs near the Iranian borders. Of course,
the tension in the region worries us. If we can assist in resolving
the conflict, we will not spare our efforts.”

We should mention that the fragment of Iranian ambassador’s interview

The modern phase of the Artsakh (Nagorno-Karabakh) conflict
broke out in 1988, when, as a response to the peaceful demand for
self-determination of the people of Artsakh (Nagorno-Karabakh),
annexed to Soviet Azerbaijan in 1921, the Azerbaijani authorities
carried out ethnic cleansing of Armenians – at first in the big cities
of Azerbaijan, and then in Artsakh.

In September 1991 Artsakh declared independence, and, as a result,
Azerbaijan exacerbated the violences and started large-scale military
actions against Artsakh. After number of defeats on the frontlines,
in May 1994 Azerbaijan was forced ask for a cease-fire from the
Republic of Artsakh (Nagorno-Karabakh Republic).

Currently, the negotiations on the settlement of the conflict are
being conducted under the mediation of the OSCE Minsk Group Co-Chairs
(Russia, USA and France), based on the Madrid proposals, presented
in November 2007.

message: “I just wanted to share something that’s very important to
me, and it’s something than many of you may not be aware of. Syria
is now home to over 100,000 Armenians, most of whom fled during the
Armenian Genocide. But in recent years, fighting between the Syrian
army and rebels started and thousands of Armenians in Syria have
been affected. Armenian churches have been destroyed, homes have
been burned down or looted and thousands of Armenians are unemployed
and in need. Thousands of Armenians have evacuated their homes,
dozens of innocent civilians have been killed and tens of thousands
are struggling just to eat or find shelter. The Syrian Armenian Relief
Fund was set up to raise money to distribute food and water and provide
medicine, medical care, housing and even classes for children whose
schools have been closed. My Armenian heritage is incredibly important
to me and I think it’s important to raise awareness of this.”
