The convict of the `Nubarashen’ penitentiary institution Artak
Hakobyan sewed his eyes today in the morning demanding for relevant
medical assistance, since he has problems with health.

`Pastinfo.am’ was informed about it by the temporary interim of the
Public Relations Unit of the Penitentiary Department of the RA
Ministry of Justice Gor Ghlechyan, who added that Artak Hakobyan was
subjected to multisided medical examination, however no pathologies
were detected. The latter is under the supervision of the doctors and
the psychologist.

To the question whether it’s possible that Artak Hakobyan has serious
mental issues, Gor Ghlechyan noted that `he can’t say whether he has
mental issues or not, since the psychologist hasn’t yet given the
conclusion’.

Let us note that Artak Hakobyan was sentenced on March 29, 2011 on the
grounds of the Article 176, Clause 1, Article 178, Clause 2, Points 1
and 3, Article 179, Clause 1, Article 182, Clause 1 and Article 258,
Clause 2 of the RA Criminal Code

MOSCOW, December 27 (RIA Novosti) – Russia will start building two new
radar stations in east Siberia’s Krasnoyarsk Territory and in the
south Siberian Altai Republic in 2013, Russia’s deputy defense
minister said on Thursday.
`New stations will be constructed across Russia, including in
Yeniseysk [Krasnoyarsk] and Barnaul [Altai],’ Gen.-Col.Oleg Ostapenko
told journalists.
Ostapenko said a feasibility study has been performed for the planned
construction, which will start on schedule.
Earlier this month, Russia’s Foreign Ministry confirmed that the
Russian army will no longer rent the Gabala radar station in
Azerbaijan. The lease, signed in 2002, was valid until December 24,
2012.
Russia is replacing the Gabala radar station, which has played a
crucial role in its missile defense system, with a new system based at
Armavir in Russia’s southern Krasnodar Territory.
Ostapenko said the Armavir radar station is in the final stage of
testing. `For today, the station is ready to fulfill tasks,’ he said
adding that the station is due to be put on full combat alert soon.

Mary, Jesus Christ, herald of justice, messenger of love and peace, as
well as on the coming year of 2013.’

Serzh Sargsyan has signed a decree to grant Armenian citizenship to
Varderes Samurgashev, the Olympic champion in Greco-Roman wrestling in
2012.

“I was born and raised in Rostov-on-Don, but I am Armenian, and that
says everything,” Varderes Samurghashev said during an official
ceremony organized by Armenia’s Consulate in Rostov-on-Don, where he
received an Armenian passport.

Armenia’s foreign policy and its relations with its neighbors remained
within the status quo in 2012, political scientist Levon Shirinyan
told reporters in Yerevan.

The expert attached importance to progress in Armenia’s relations with
the European Union, Armenia’s participation in the Eurasian
integration process, Armenia’s balanced policy on Iran, Georgia and
Syria.

Referring to Karabakh issue, Shirinyan said that as a result of the
activities and strong self-defense of Armenian army, `Azerbaijani
dragon’s head is pressed against the ground and it is hardly
breathing.’

Azerbaijan takes no military action because it is unable to fight
against the Armenian army, said the expert.

The normalization of Armenian-Turkish relations has no prospect,
Shirinyan concluded, with Ankara linking this process to Karabakh
issue.

The Ukrainian Komanda newspaper conducted a survey among coaches and
players of fifteen clubs to choose the best footballer of the 2012
Premiere League.

Midfielder of the Armenian National Team and FC Shakhtar Henrikh
Mkhitaryan was chosen as the bets player with an overwhelming majority
of the votes, Terrikon.com reports.

The coaches and players from all Ukrainian Premier League clubs – except
for reigning champion Shakhtar – took part in the survey, Terrikon.com
reports.

Mkhitaryan, 23, was earlier selected as the best foreign player of the
Ukrainian Premier League.

Kalender Bayramli, who set off from Turkish capital city Ankara on
November 16 on a march toward Armeian capital city Yerevan, got angry
at the Azerbaijani officials and suspended his march in Kars, Turkey.

Bayramli, who is of Azerbaijani descent, wanted to draw attention to
the `Khojaly Massacre,’ and he had reached Kars on December 22. After
having walked for approximately 1,100 kilometers and reaching the
city, he expressed a wish to meet with Ayhan Suleymanov, Azerbaijan’s
Consul General in Kars, but Suleymanov did not meet with him.

Since he felt neglected by the Azerbaijani Embassy in Ankara and the
Azerbaijani Consulate General in Kars alike, Bayramli suspended his
march and decided to return to Ankara.

`I will protest the [Azerbaijani] ambassador and the [Azerbaijani]
consul at the press conference I will hold in Ankara on [Friday,]
December 28, and then I will continue my march from where I left it in
Kars. I will cross from Kars into Georgia, and, from there, I want to
go to Armenia, if they accept [me]. [But] If they would not let me
enter Armenia, I will speak at the Georgia-Armenia border,’ Kalender
Bayramli stated.

By the results of voting in 2012 article “The Armenian
Genocide”[]
was recognized the best in the category of “Society” in Russian
segment of online encyclopedia “Wikipedia”. According to the results
of the vote article on the Armenian Genocide in the Ottoman Empire won
the largest number of votes with “51 for” and only two votes
“against”. Moreover, gaining the maximum difference between the “for”
and “against” votes article became the informal leader of the rating
among all categories.

The main author of the article is Divot, a participant of “Wikipedia”
from Russia. He is an author of a number of selected and good articles
on the historical, musical and geographical topics. The article “The
Armenian Genocide” gives a detailed and structured chronology of
events, it provides the readers with accurate information about the
premises and the extermination process of the Armenian ethnic group in
the Ottoman Empire, as well as about consequences of the Armenian
Genocide.

“Participants of Wikipedia Hayk and BBC journalist Mark Grigorian who
lives in London, showed an invaluable assistance in writing this
article. Besides, while writing the material, I consulted with
historians Ronald Siuni, George Burnutyan and Peter Golden,” said the

`We have never allowed ourselves to make assumptions whether the
Armenian Revolutionary Federation (ARF) made one-man or team
decisions, have we?’ an Armenian National Congress (ANC) MP Says to
ARF MPs

The ANC discussed the ways of its participation in the presidential
election during a political council meeting yesterday. They didn’t
reach any agreement; discussions are still in progress. However, an
ANC parliamentary group member, Lyudmilla Sargsyan, assured during a
conversation with Aravot, `All the forces that have remained in the
ANC unequivocally support the Congress, and the ANC will always be
viable, although the situation has changed.’ In response to an
observation that another member of the ANC, Mikayel Hayrapetyan’s
Conservative Party, had withdrawn from the ANC, Ms. Sargsyan said:
`That party had just been registered in the ANC, but you know quite
well yourself that it hadn’t been engaged in any activity in the ANC
for a long time. Therefore, the loss will not be great. As for Hrant
Bagratyan, I have already expressed my opinion; I am sorry that he had
made that decision before the president’s decision.’ However, we have
what we have. According to our interlocutor, `We are very decisive.
The ANC should be refreshed with new thoughts, put forward new ideas.
Realizing what a great role the ANC plays in Armenian political life,
we will do whatever it takes to make the ANC stronger, more powerful
and not only maintain its role, but also make it greater. I saw that
decisiveness in all the parties that are members of the political
council, and I am more than convinced that we will carry all that out.
If there is no ANC, our political stage and thought will be poorer.’
Moreover, according to Ms. Sargsyan, the fact that Levon
Ter-Petrossian, the first president and the leader of the ANC, stated
about not announcing his candidacy for the upcoming presidential
election doesn’t mean at all that he will not be the ANC leader from
now on, and it doesn’t mean that he is going to leave politics, `I am
more than convinced that his presence will be visible every day,
because Levon Ter-Petrossian’s sense of responsibility for our country
and our people will never disappear.’

A political unit that consolidated a big part of the political stage
and society only five years ago cannot clarify its further actions
today, in the run-up to the presidential election. In response to our
question what role should the ANC and the first president play in the
future political developments, in her opinion, Ms. Sargsyan said that
it was too early to talk about it, since the programs were still being
devised and discussed. `The reason why we don’t participate in the
presidential election is that there are no real mechanisms to win a
victory as a result of that participation. The reason is not a lack of
supporters, but the fact that the Electoral Code is much distorted,
and the administrative, financial and criminal oligarchic leverage is
in the government’s hands; it makes impossible for any serious force
to participate in the election. As you have seen, the Prosperous
Armenia Party (PAP), as well as the ANC and the ARF, refused to
participate in the presidential election. Basically the second, third
and fourth biggest parliamentary groups refused,’ our interlocutor
affirms, adding that if the government had been inclined to conduct a
really fair and transparent election, it wouldn’t have disrupted the
reform of the Electoral Code initiated by the ANC and joined by
non-coalition forces. `We became convinced once again that the
government was not ready for fair elections, therefore it leaves us
with no other choice than to wish good luck to Serzh Sargsyan in his
lonely activities in the uncompetitive presidential election,’ L.
Sargsyan says, predicting that a rather passive presidential election,
which the government will try to compensate by moving people from one
place to another and ensuring their voting, is expected. According to
her, our people, who may not get the expected bribes in yet another
election, have `suffered’ from all this.

We noted that the ANC leader hadn’t talked about other reasons for his
decision, except for stressing the age qualification. Ms. Sargsyan
said that if the president had made such an emphasis, probably, he had
had reasons to do so.

In response to our question whether the fact that two opposition
forces in the parliament and the second biggest force in the
parliament that had declared itself an alternative refused to
participate in such an important event as a presidential election
didn’t imply backstage agreements, the ANC MP said: `I can say with
regard to us that there could have been no agreement. It is not
logical that Levon Ter-Petrossian cut a deal with someone not to
announce his candidacy. I don’t rule out anything with regard to other
forces. The ANC never cuts such deals, especially, with the
government, particularly given the fact that we had our competitive
candidate, who really could have challenged the regime, if there had
been a respective situation in the country, the people had overcome
that difficult moral and psychological condition and had been ready to
fight to the finish. There were no prerequisites; therefore, it was
obvious that the regime would ensure Sargsyan’s reproduction. A
serious political force has no right to participate in such a farce.’
Ms. Sargsyan thinks that on the one hand, this situation is `very
good’ for the incumbent president, he has great chances to be
`reelected,’ but on the other hand, he is in a rather difficult
situation, since he has no rival, `The fact that electoral mechanisms
are destroyed will be visible also to the international community, and
Sargsyan’s position will weaken.’

Yesterday ARF representatives described the ANC leader’s decision as a
`one-man’ decision and didn’t deem it normal. Lyudmila Sargsyan said
that in the ANC, they weren’t guided by the principle whether the ARF
would like it or not. `Making a decision on his nomination was first
of all Levon Ter-Petrossian’s right, because he was the one who would
enter that struggle. And it is normal. So what? If Armen Rustamyan,
for one, decided that he didn’t want to participate in the
presidential election, would the Bureau force him? I think not. It was
a personal decision, which the party might or might not like. Yes, we
wanted Levon Ter-Petrossian to announce his candidacy, but none of us
gave himself a moral right to force Ter-Petrossian. Regardless of our
wishes, I am convinced that Ter-Petrossian made the right decision. We
have never allowed ourselves to make assumptions whether the ARF made
one-man or team decisions, have we? It is their internal issue in the
same way as this is our internal issue.’ Ms. Sargsyan doesn’t agree
that the ANC leader’s decision will confuse the parents of the March 1
victims. She is sure that they will get the ANC leader right too, `All
of us took that decision hard at first, but then we realized that he
had calculated everything. I am sure that the parents of the March 1
victims will get him right and understand all that. The events of
March 1 will always be on the ANC agenda, and we will try to uncover
those events as soon as possible.’ L. Sargsyan hopes that the
government will keep its promise after the presidential election, and
it will be possible to shed light on those events within the framework
of a parliamentary commission to be formed.

Greta, 65, was a mother of ten children when the Karabakh war broke
out. Their family lived in the village Talish, in the Martakert
region. During the first days of the war in May 1992, her 17 year-old
son was killed by artillery fire in the house courtyard.

Learning about an expected attack on the village,Greta and her family
evacuated Talish a mere forty days after her son’s death. They joined
other residents on the road of exile. The Azeris attacked and occupied
Talish.2 years it was taken back by Armenian forces. Seven years later
Greta returned toTalish with one of her ten children – the youngest
son Armen. Their home had been burnt and destroyed.

They built a new house to replace the old one and created a small
farm. Greta’s son married and the couple have a daughter.
