International organizations and some leading countries don’t approach
the Karabakh problem of Azerbaijan seriously.

The statement came from deputy Prime Minister, Chairman of the State
Committee for Refugees and Internally Displaced Persons Ali Hasanov
during a workshop ‘Presentation and implementation of food security
monitoring system’ in Baku.

Hasanov said there were double standards and unfair policy towards
some countries in the world:

‘Palestinian conflict, as well as recent development in Arab counties
can be an obvious case for that’.

Deputy Prime Minister strongly criticized the policy of international
organizations and some leading countries towards Azerbaijan:

‘As if they want to solve the Nagorno Karabakh conflict and try to
give law lessons to Azerbaijan. Nevertheless resolutions on Nagorno
Karabakh problem adopted by UN, Council of Europe and OSCE have not
been fulfilled yet. This is very regrettable case’.

Hasanov noted that in this situation, Azerbaijan must rely only on
its own forces to solve main problems, including food security:

‘While Nagorno Karabakh conflict is not solved, our lands are not
liberated from the occupation and we have more than one million
refugees and IDPs, the food security must always be in the focus
of attention’.

The OSCE’s role in resolving the Nagorno-Karabakh conflict will be
discussed at the OSCE Parliamentary Assembly’s autumn meetings.

Bahar Muradova, deputy speaker of the Milli Majlis, said the hearings
would take place on 8 October, ANS PRESS reported.

The special debate on “The Role of the OSCE in Conflict Resolution:
Nagorno-Karabakh” will be moderated by the newly appointed special
representative on the South Caucasus, OSCE Parliamentary Assembly
President Emeritus Joao Soares.

Keynote speakers for the debate include the co-chairs of the OSCE
Minsk Group (Robert Bradtke of the USA, Igor Popov of Russia and
Bernard Fassier of France) and the personal representative of the
OSCE chairperson-in-office, Andrzej Kasprzyk.

Azerbaijan’s view of the local elections held in separatist Karabakh
will also be voiced during the session, Muradova said.

The OSCE Parliamentary Assembly’s Autumn Meetings are to be held in
Dubrovnik, Croatia, on 7-10 October.

YEREVAN. – The greatest achievement for 20 years of independence is the
liberation of Nagorno-Karabakh, member of ARF Dashnaktsutyun bureau,
former Armenian Minister of Social Security Aghvan Vardanyan told
Armenian News-NEWS.am.

“The greatest achievement for 20 years of independence is the
liberation of Nagorno-Karabakh and hope that it will eventually be
strengthened legally,” Vardanyan stated.

According to ARF figure, the most serious error was incapacity
to form the moral-psychological environment for people living in
Armenia to look at the future with confidence and awareness of the
state. Armenia currently has no citizen of political consciousness,
the politician said.

Vardanyan sees the solution in hard work. People should be realists
and react adequately to the reality and live in accordance with the
modern challenges.

The politician believes that Armenia will have a better state and
generation while celebrating its 30th anniversary of independence.

The dream of Armenian people to be independent has become true 20
years ago. September 21st is the day of national pride – independent
Armenia is 20 years old today.

Armenian Declaration of Independence, passed on August 23, 1990,
declares:

“Expressing the united will of the Armenian people, aware of its
historic responsibility for the destiny of the Armenian people
engaged in the realization of the aspirations of all Armenians and the
restoration of historical justice; proceeding from the principles of
the Universal Declaration on Human Rights and the generally recognized
norms of international law; exercising the right of nations to free
self-determination; based on the December 1, 1989, joint decision
of the Armenian SSR Supreme Council and the Artsakh National Council
on the “Reunification of the Armenian SSR and the Mountainous Region
of Karabakh”; developing the democratic traditions of the independent
Republic of Armenia established on May 28, 1918; Declares the beginning
of the process of establishing of independent statehood.”

Based on the provisions of the Declaration, the Parliament passed
a decision to hold a referendum on September 21, 1991, which would
define end of USSR rule and beginning of independence. The vast
majority of the population said “yes” to independence. Based on the
voting results the Supreme Council of Armenia declared independence
state on September 23, 1991.

President of Armenia has received numerous congratulatory messages
from different parts of the world.

Today, on the occasion of the 20th anniversary of Armenia’s
Independence, a military parade will be held in the Republic Square.

Different festive events are scheduled to take place in the capital
city of Yerevan.

YEREVAN. – The important thing for the Armenian side is qualitative,
and not quantitative, advantage, Armenian Minister of Defense Seyran
Ohanyan said to news reporters, on Wednesday, after the military
parade celebrating the 20th anniversary of Armenia’s independence.

Reflecting on the ratio between Armenian and Azerbaijani armed forces,
Ohanyan noted that current balance between the two sides is maintained
without the intervention of a third side.

“For us the important thing is qualitative, and not quantitative,
advantage,” the Minister underscored, reminding that the very same
principle also prevailed during years of the Artsakh war.

“For us the important thing is the qualitative indicator, starting
from the preparedness of every soldier until coordination of the
subdivisions, and also having a military spirit. That is what the
soldiers defending our borders are showing today,” Seyran Ohanyan
highlighted.

“Also, one of the major achievements of independent Armenia is
Karabakh’s independence and formation of the Armenian army, consisting
of Armenia’s armed forces and NKR defense army,” Sergey Minasyan told
a PanARMENIAN.Net reporter.

Among the failures of independence, Minasyan lists the emigration flow
from the country, downfall of social-economic welfare. According to
the expert, it is the price for independence.

As to the activity of Armenia’s three presidents, Levon Ter-Petrossian,
Robert Kocharian and Serzh Sargsyan, the expert noted that they all
adequately reacted to the existing reality.

“On the 20th anniversary of Armenia’s independence, I wish the Armenian
people to be patient, with the existing problems requiring time to

today at a briefing with reporters after the military parade in the
Republic Square. “We value not the quantitative privilege but the
qualitative standards, just as we have shown it at Artsakh liberation
war”, Ohanyan said.

As such qualitative standards the minister stressed the readiness of
an individual soldier, harmony of divisions and regiments, “as well
as our military spirit thanks to which today our soldier is fully
implementing the defense of the borders of the country”.

U.S. citizen at a special naturalized ceremony at the National Radio
Astronomy Observatory in Magdelena, New Mexico, AP reports.

Emmanuel Momjian and his wife Mari Jananian are scheduled Wednesday,
September 21, to be naturalized. Both are from Syria and are of
Armenian descent.

Momjian studies at observatory radio astronomy and various types of
celestial objects, from star forming regions in the Milky Way Galaxy
to distant galaxies and quasars. He also supervises students and
early career astronomers, and collaborates with astronomers worldwide.

The National Radio Astronomy Observatory Very Large Array is located
50 miles west of Socorro.
