YEREVAN, October 17. / ARKA /. France, which is the second largest
foreign investor in Armenia, will seek to strengthen its positions
here, French ambassador to Armenia, Henry Renaud, said today.

“Economic relations between Armenia and France are at quite high level
with many French companies operating here, small and large, like France
Telecom~Rs subsidiary Orange Armenia, representing different areas,
from manufacturing to services,” he said.

According to Renaud, Paris is particularly interested in increasing
its presence in trade, since Armenia has great potential. He also
stressed that the strengthening of ties between Armenia and France
is closely linked with the development of Armenia-EU partnership
and added that the negotiations on the association agreement between
Yerevan and EU move ahead rapidly.

“Successful implementation of the commitments undertaken in the
negotiations, the approximation to EU standards, institutional reform
give new impetus to the economic development of Armenia and allow it
to enter the European market”, said ambassador.

According to the National Statistical Service of Armenia, foreign
investments into Armenia~Rs real economy sector n January-June 2011
increased by 28.8% year-on-year to $421.9 million. The largest foreign
investor was the Russian Federation with $206.6 million, France was
second with $ 68.1 million and USA was third with $35.2 million.

Together these countries accounted for 49%, 16.1% and 8.3% of all
foreign investments respectively.

Relatives of the late Zaruhi Petrosyan, 20, are not preparing to
protest Friday’s Court of General Jurisdiction of Ararat and Vayots
Dzor Marzes’ ruling which sentenced Zaruhi’s husband, Yanis Sarkisov,
to 10 years’ imprisonment for the murder of his wife (who died on Oct.

1, 2010). As it stands, 10 years is the maximum penalty for such
crimes in Armenia. This news was conveyed to Epress.am on Saturday
by Coalition to Stop Violence Against Women in Armenia coordinator
Gayane Harutyunyan.

Yanis Sarkisov was arrested and charged in accordance with Article
112 Section 2 Point 14 of Armenia’s Criminal Code (“infliction of
willful heavy damage to health which caused the death of the aggrieved
by negligence”).

As for custody of Zaruhi’s two-year-old daughter, guardianship
was transferred to Sarkisov’s mother, who, incidentally, was also a
perpetrator of violence and abuse against Zaruhi, according to claims
by Zaruhi’s family and human rights campaigners.

“Zaruhi’s sister and her [i.e. the sister’s] mother-in-law appealed
in the city of Masis with a request for custody of the child when
Zaruhi’s husband, Yanis Sarkisov, had not yet acknowledged paternity.

In Masis, they were both refused on grounds of a lack of adequate
living conditions. However, later, Yanis decided to acknowledge
paternity and presented a trust deed for his mother to become guardian
of the child. During this time, the child was in Yerevan’s Nork-Marash
administrative district children’s home. And suddenly Yanis’ father,
Alexander Sarkisov, appears, goes home in the city of Yerevan and
they appeal to the Nork-Marash administrative district custody and
guardianship commission with a request for custody, which was granted,”
she said.

Harutyunyan informed Epress.am that only after meeting with the
Coalition to Stop Violence Against Women in Armenia did the commission
find out that Yanis Sarkisov is being accused in the murder of
his wife.

“They told us that they didn’t know anything about this case; they
didn’t know,” she said, adding that they sent letters to the custody
and guardianship commission to keep an eye on the child, her living
conditions and health issues.

“We also contacted the child protection network [a national network
of NGOs to protect children’s rights] in Armenia so they [too] keep an
eye on the child. But we have not yet received a response,” she said.

(RPA) commented on Oct 14 meeting of RPA executive body chaired by
President Serzh Sargsyan.

“The meeting focused on the domestic situation in Armenia,” Hovhannes
Sahakyan noted, refusing to reveal further details. “It will be
continued on Thursday, Oct 20, with a final statement to be made
based on meeting results,” he said.

According to Hraparak newspaper, RPA executive body gathering focused
on further cooperation with Prosperous Armenia party. The newspaper
said that some RPA members considered Prosperous Armenia leader Gagik
Tsarukyan’s refusal to publicly announce support for Serzh Sargsyan’s
candidacy at next presidential race to be unacceptable. Despite
coalition memorandum signed, Tsarukyan spoke of the party’s intention
to initiate a separate presidential campaign. RPA executive body gave
Prosperous Armenia till next week to specify its position, expressing
support for Sargsyan’s nomination.

Following the meeting, RPA members refused to reveal any detail, with
the party spokesman Eduard Sharmazanov noting domestic situation as
the theme of discussion held.

The unemployment rate in Samtskhe- Javakheti is disastrously high.

Agriculture is deteriorating. Loan rates are skyscraping. The Georgian
authorities do nothing to help the local population even though they
have resources for that, the Javakheti Armenian Community of Russia
says in its address to Prime Minister of Georgia Nikoloz Gilauri.

The message says that the emigration rate in the region is very high.

“The local authorities are dependent on the center and can do nothing
for their people. Prices are constantly growing while people are
mostly jobless. Old people are forgotten and doomed to hunger and
death while young people have no jobs and are degrading or emigrating.”

“Georgia is signatory to the International Covenant on Economic,
Social and Cultural Rights and the Universal Declaration of Human
Rights, which say that each person has the right to labor, free
choice of job and fair labor conditions. Georgia’s Constitution also
propagates free labor and obliges the Georgian authorities to foster
free business and competition and to help their citizens to find jobs.”

“The situation in Samtskhe-Javakheti is contrary to what Georgia’s
Constitution and the international law say. So, if you, Mr. Gilauri,
are unable to take care of your jobless citizens and to solve the
social-economic problems of Samtskhe-Javakheti, please, help the
region to obtain wide autonomy powers so that the local population can
elect efficient authorities, who will be able to develop effective
social-economic programs, to find investors, to cooperate with the
Diaspora and to create jobs in compliance with Georgia’s laws.”

“We hope that you will hear us and are looking forward to specific
steps to implement our proposals,” the message says.

Head of the Armenian delegation in the Black Sea Economic Cooperation
organization Gagik Minasyan has been elected chairman of the BSEC PA’s
economic, nature protection, trade and technology affairs committee.

The sitting of the committee was held October 12-13 in Tbilisi.

Speaking to reporters today, Gagik Minasyan noted that it is an
unprecedented fact. Member of the delegation, parliamentarian of the
Republican party’s faction Areg Ghukasyan noted that there was no
such case in the history of the BSEC PA.

He said there was one issue: the Secretary General of the BSEC PA
addressed a letter to the Armenian delegation saying that it has never
happened that the same person is elected for the third time and this
issue would be taken into consideration during voting. “We responded
that the regulation does not ban such a thing,” Ghukasyan said.

According to him, after the elections even Turks and Azerbaijanis
had to congratulate the chairman of the committee and the Georgians,
after getting known that Gagik Minasyan had been nominated, withdrew
the candidacy of their representative.

Nevertheless, at the BSEC PA session in Tirana the Armenian delegation
will offer restrictions so that one person is not elected thrice in
the office and Gagik Minasyan will be the only one who became head
of the committee for the third time.

As society learns of three deaths last week in the Armenian Army,
calls for reformed are again raised. Already, families worry whether
their sons might survive two years of conscription in the present
poor conditions in which death at the hands of a comrade is more a
risk than death from an enemy. Three incidents last week have caused
concerns to amplify.

On October 13, a private died at an Ijevan military unit after
reportedly mishandling his own weapon. A day before that a soldier
at another military unit in Armenia was said to have shot himself,
while three days earlier a conscript committed suicide in Karabakh,
as was reported officially.

Incidents in the army in most cases are qualified as suicides, although
relatives of soldiers who die in peacetime believe that their sons are
killed or driven to committing suicide. These beliefs are confirmed by
the presence of traces of violence on the bodies of many dead soldiers.

A number of groups have been set up on online social networks
to demand the resignation of the army leadership, in particular
the defense minister and the chief of general staff. However, army
chiefs avoid talking about it with the public, refusing to give even
the statistics of what the dynamics of incidents is, whether it is
increasing or decreasing as years pass.

Military Prosecutor Gevorg Kostanyan says the number is decreasing,
simply the level of awareness of the population is increasing. Human
rights activists argue that the manners in the army are becoming more
violent and the number of deaths grows.

In order to ward off accusations army chiefs often launch
counterattacks, accusing those who talk about problems in the army
of complicity in a “conspiracy” against Armenia funded from abroad.

As the press service of Armenia’s Ministry of Defense reported,
Deputy Minister, Lieutenant-General Vladimir Gasparyan together with
the leadership of the Military Police and Investigation Service on
October 14 received relatives of soldiers who died while serving
in the armed forces. Earlier that day the relatives demonstrated in
front of the president’s palace.

Then, in an interview with the Zinuzh (Armed Forces) TV program
Gasparyan said: “Those who are engaged in it [speaking about
shortcomings in the army] are people without a homeland, without
morals, without dignity.” In fact, the senior military blamed the
entire society, the parents whose sons serve in the army, of spying
for other states.

“A couple of days ago I read a demand of one of these groups about
providing some information about the army. My dear, your customers
have given you the task to find out information about our military?

Maybe I should read out the whole list?” said Gasparyan, in a sarcastic
response to the concerned citizen.

Earlier, an initiative group called “Real Army” requested that Minister
of Defense Seyran Ohanyan should provide the following information for
the period from May 12, 1994 to September 30, 2011: lists of deceased,
missing and abused military personnel, lists of servicemen made liable
for violations of the charter, murders, other crimes, the number of
demobilized due to health condition, data on the military service
of the sons of high-ranking officials, lists of organizations that
supply the armed forces with foodstuffs, medicines, clothing, etc.

It is unlikely that the minister will answer these questions, because
despite the existence of salutatory public control, the army continues
to remain one of the most closed spheres in Armenia.

On October 10, Armenian Defense Minister Ohanyan met with Military
Prosecutor Kostanyan and Ombudsman Karen Andreasyan. An agreement was
reached to set up a working group to encourage discipline in the army,
reduce and prevent crime. The group is supposed to propose legislative
amendments to this effect. The need for a stricter punishment for a
number of crimes was emphasized.

Francois Hollande has been elected the French Socialist Party’s
candidate for the 2012 presidential vote when he is expected to
challenge Nicolas Sarkozy, BBC news reportedd.

His rival, Martine Aubry, conceded victory in Sunday’s primary run-off
before final results were known.

In his victory speech, Hollande said he would champion those who could
“no longer bear” Mr Sarkozy’s policies.

Opinion polls suggest he could beat President Nicolas Sarkozy, who
has not formally declared his own bid.

Mr Hollande had a lead of 56% to 44% over his rival in the count.

It is the first time voters have taken part in a US-style primary race,
and some 2.7 million voters took part in the run-off.

One of Mr Sarkozy’s top allies dismissed Mr Hollande’s election result
as weak.

Francois Hollande has been lucky. He was lucky because the man tipped
to win the Socialist primary – Dominique Strauss-Kahn – disqualified
himself in a sexual escapade in a Manhattan hotel. And he was lucky
because his eventual rival – former minister Martine Aubry – is hardly
the most charismatic of politicians.

But Francois Hollande also worked hard for this victory. More
than a year ago he started planning for the leadership race. He has
criss-crossed the country building up networks of support. And he has
staked out a careful position that manages to look both left-wards
(to the party’s official programme and its commitments to the public
sector) and centre-wards (with promises of fiscal responsibility to
get France through the debt crisis).

Now comes the hard part. Francois Hollande has shown that he is a
consensual figure, with a genial character that makes him hard to
dislike. But does he really have what it takes to go through months
of brutal campaigning against Nicolas Sarkozy – and then lead France
through the difficult years that surely lie ahead?

Remember: this is a man who has never once in his life held ministerial
office, even at a junior level. But then, as his supporters say,
nor had Barack Obama.

Speaking at Socialist headquarters in Paris, Mr Hollande said:
“I have heard the anger and concerns of a great number of people,
unemployment, job insecurity, high rents, healthcare which is becoming
more and more inaccessible.

“I have noticed the concerns about our common future, the failures
of globalisation, the failings of Europe, the environment.”

“France must find a plan again which will give it back all of its
meaning,” Mr Hollande said, adding that he would “show a different
vision of the presidency”.

He would, he said, be “the candidate of respect and dialogue”.

“I want to offer France’s youth a better life than ours: I want to
put the magic back in the French dream,” he said.

In her concession speech, Ms Aubry, who leads the Socialist Party,
said she welcomed Mr Hollande’s victory and would invest all her
“strength and energy to ensure that he is the president of France
seven months from now”.

The government of Iran, in an act of enriching its defense made a
surprising announcement of building 10 new uranium nuclear plants in
the country, Shiny Bulletin reported.

The announcement came through the state broadcaster and is believed to
a clear cut act of defiance against the UN, after the UN nuclear
overseers strictly criticized Tehran for its secret nuclear work.

It is believed that these 10 new nuclear plants are going to be of as
much size as that of the main enrichment plant at Natanz. The
broadcaster also mentioned that the work on these plants will commence
within a short duration of two months.

Mahmoud Ahmadinejad, the president of Iran stated that the country
should aim to produce a bulky amount of 250-300 tones of nuclear fuel
every single year. Adding to this, the semi-official Mehr News Agency
also quoted the Head of Iran’s Atomic Energy Organization, Ali Akbar
Salehi saying, `Ten new enrichment plants will be built’.

Adding more information to the news, the State Broadcaster IRIB said
that the location for five of these plants were already decided and
work on them will start within the two months, as decided by the
officials. In the same time, the locations for the other five plants
will be decided, and work on them as well shall be commenced with.

The creation of these new nuclear enrichment plants will exaggerate
the tensions between the other major powers and Islamic republic. The
matter is nearly shocking for the other major powers who have been
trying to seek a very diplomatic answer to this long disputed matter
of the Iran nuclear plant.

The major fear of all the western Supremes is that Iran is perhaps on
the way to developing its very own disastrous nuclear bomb. And under
this fear, all the major countries supported strongly the UN drafted
nuclear deal which was designed specially with the main concern of
relieving the worries related to the Iran’s nuclear activities.

However, in an answer to these criticisms of the UN, the government
said that Iran is the world’s fifth largest producer and exporter of
crude oil, and wishes to only generate electricity through this atomic
program. But even details that the Iranian lawmakers forced the
government to sketch out a plan to decrease the cooperation of the
country with the International Atomic Energy Agency (IAEA). The MP’s
were stated saying, `Because of world powers’ hasty behavior, the
government should submit its plan over reducing Iran’s cooperation
level with the agency,’ in the parliament.

Le 2200ème anniversaire d’Ardachad, l’ancienne capitale de l’Arménie

Hier samedi 15 octobre, le président Serge Sarkissian a participé aux
cérémonies marquant le 2200ème anniversaire de la ville d’Ardachad,
ancienne capitale de l’Arménie. Lors de cette manifestation le
président arménien a pris connaissance d’un certain nombre d’activités
économiques de la ville. Il a également visité le chantier des travaux
de réaménagement du lac près d’Ardachad. Ce lac artificiel réalisé en
1971 était à l’état d’abandon. Le 6 juillet dernier, en visite dans la
région d’Ararat, Serge Sarkissian avait promis que l’Etat arménien
réaménagerait le lac d’Ardachad. Selon l’institut hydraulique arménien
« Haydkranakhakidz », les travaux de rénovation du lac règleront un
certain nombre de problèmes de la région d’Ardachad, liés à
l’environnement. Le coût du projet est de 235 millions de drams.
