Baku, Fineko/abc.az. In spite of almost 1 million refuges and IDPs
from Nagorno Garabagh territory occupied by Armenia, Azerbaijan
expects to return 420.000 people to these territories.

Today the book ” Conceptual bases of post-conflict restoration of
Azerbaijani territories ” by Eldar Ismaylov (head of Azerbaijani
banks association) and Nazim Muzaffarli (Doctor of Economic Sciences,
professor , editor in chief of ” Caucasus. Globalization” journal)
has been presented in Baku. According to the authors’ calculations
investments in post-conflict rehabilitation of territories will total
AZN 22.743 bn or $28,429 bn. At that the figure is taken given the
inflation and without taking the inflation into consideration the
investments will make AZN 15.483 bn or $19,483 bn.

Experts have calculated that expenditures for life support will
make AZN 12.830 bn including AZN 6.953 bn for restoration of housing
space, AZN 2.750 bn for energy saving, AZN 1.38 bn for water supply
and sewerage system, AZN 662 million on gas supply, AZN 9.392 bn for
infrastructure. Expenditures for economy restoration will total AZN 730
million , including AZN 85 million for overall economic investments,
AZN 516 million for agriculture and AZN 128 million for industry.

56,4% of expenditures will be directed for reconstruction of life
support systems at the territories , 41% – for infrastructure and 2,6%-
for economy.

Experts think that in the first year 60-80.000 people will go back
to occupied territories , 80-100.000 people – in the second and third
years , 90-110.000 people – in the fourth year and 100-130.000 people-
in the fifth year.

The maintenance of the status quo in the situation surrounding the
Nagorno-Karabakh conflict could be a reason for a new war in the
region, Azeri presidential spokesman Ali Hasanov said.

“Azerbaijan is trying to use the negotiating process as much as
possible so as not to resort to military actions. However, if the
status quo is not changed, Azerbaijan will definitely exercise
its right and will not make concessions to anyone,” Hasanov told
journalists on Thursday.

The international community is applying all possible efforts
to keep Azerbaijan from starting war to resolve the problem of
Nagorno-Karabakh, Hasanov said. “However, the Azeri president has said
repeatedly that Azerbaijan’s patience is not unlimited. Azerbaijan
cannot wait for the status quo in the conflict to be maintained
endlessly. Azerbaijan will use legal and other means to ensure its
territorial integrity,” he said.

“Attempts are being made to keep Azerbaijan from applying other means.

Azerbaijan is not a militaristic state, and we do not claim anyone’s
land. Azerbaijan’s main goal is to protect its sovereignty, restore
its territorial integrity and its citizens’ violated rights, and
establish peace in the region,” he said.

Anti-Sarkozy Demonstration In Istanbul

Demonstrations against President Nicolas Sarkozy, have occurred Friday
in front of the consulate of France in Istanbul, following the call
a few days ago by this latter, for the recognition by Turkey of the
Armenian genocide.

The protesters carried portraits of Sarkozy with Adolph Hitler’s
moustache and others denouncing the massacres committed by France
in Algeria during the period of colonialism. Some demonstrators wore
masks representing Algerian children, referring to the colonial past
of France in North Africa.

The head of the Turkish government Recep Tayyip Erdogan and several
government ministers, have denounced statements by Sarkozy during
his visit to Armenia and the Minister for EU Affairs Egemen Bagis,
advised the French president to address the problems of the French
people instead of giving lessons to Turkey. France, whose colonial
past is known, does not have to give lessons to Turkey, said some
Turkish ministers.

During his visit to Armenia, President Sarkozy has asked Turkey to
immediately recognize the Armenian genocide, referring to the massacres
in 1915 and 1916 in Turkey, of hundreds of thousands of Armenians.

For Turkey, 300,000 to 500,000 Armenians died during this period.

These deaths were not victims of an extermination campaign but because
of the chaos of the last years of the Ottoman Empire.

Russia does not agree with the statement of Azerbaijani Foreign
Affairs Ministry’s official representative Echin Husseinly, according
to which the relations between Russia and Armenia become a reason for
instability in the region, Russian Foreign Affairs Ministry’s official
representative Alexander Lukashevich told today a news conference,
adding that Russia is deeply interested in preservation of stability
and peace in South Caucasus Region. “It is with this approach that
we build our relations both with Armenia and Azerbaijan. This very
motivation is also laid in the basis of our efforts directed toward
assistance in settlement of Nagorno Karabakh conflict.

GLENDALE-“This Consulate is our home, just as the Church and Armenia
are our homes,” stated His Holiness Catholicos Aram I during a visit
to the new headquarters of the Armenian Consulate General on Wednesday,
October 12.

The Catholicos arrived at the Consulate General accompanied by
Western Prelate Archbishop Moushegh Mardirossian and clergy and
councils members. Upon their arrival, the Catholicos and his entourage
were welcomed by Consul General of Armenia Grigor Hovhannisyan and
consular staff.

The Consulate General had organized a reception in honor of the
Catholicos, with the participation of acting Consul General of Lebanon
the Honorable Madonna Aoun Ghazal, representatives from the “House
of Lebanon,” Rev. Joe Matossian, Minister of the Armenian Evangelical
Union of North America, Very Rev. Fr. Krikor Chahinian, Rector of the
Armenian Catholic Church, former ARF Bureau member Dr. Viken Hovsepian,
ARF Central Committee members, Central Executive and Executive Council
members, community leaders, sponsors, and friends.

At the entrance of the Consulate General, His Holiness conducted the
Blessing of the Home ceremony and the traditional blessing of salt
and bread.

In his welcoming remarks, Consul General Hovhannissian stated that
His Holiness is an important figure not just for Armenians but also in
the international arena, and presented His Holiness with a painting of
the historic St. Mary’s Church of Ani. He then invited the Prelate to
deliver his remarks and to introduce His Holiness. The Prelate first
thanked the Consulate General and Consular staff for their warm welcome
and reception. He stated that his first visit to the new headquarters
was just recently at the official opening, and expressed joy that this
second visit took place during the Pontifical Visit of His Holiness
to our Prelacy. His Holiness was then invited to deliver his message.

His Holiness commended the Consul General and Consular staff for their
service to our homeland and spoke of the role of the Consulate General
as the home of Armenians. Stating that Armenia is our history, our
past, our present, and our future, His Holiness added that Armenia
has sustained us and it is our responsibility to sustain it. The
Diaspora and Artsakh is an extension of Armenia, and every Armenian
has an obligations to serve for the splendor of these nations and
communities. His Holiness also reflected on the Armenian Cause,
saying that we will commemorate the 100th anniversary of the Genocide
not just with prayers but by demanding the rights of our people,
and that the Catholicosate of Cilicia has been and will remain on
the forefront of pursuing the Armenian Cause.

His Holiness presented the Consul General with a beautiful painting,
and the Prelate also presented him with a carpet on behalf of the
Prelacy.

The reception came to a close with the benediction by His Holiness.

“I am horrified of the incidents taking place in the army – three
deaths in five days,” opposition Pan-Armenian National Movement (HHSh)
party leader Aram Manukyan told journalists today, immediately adding
that in no way does he want to use that to strengthen the opposition’s
playing cards.

“This is a catastrophe for Armenia – no matter who’s in power. In this
state, during this time,190 people were killed in a time of peace in
three years. This means that it becomes dangerous for a person to serve
in Armenia; this means that the army’s combat readiness is dropping;
this means that during serious cases, during military action, the
people, citizens, and parents will do everything for their child not
to serve in the army. This has a direct impact on Armenia’s national
security. It’s the loss of serious merit. This government is doing
nothing in the face of these losses. In doing nothing, this government
has only one way to go and that’s to resign,” he said.

Referring to speeches he’s made in the past 4-5 months, Manukyan
said he considers the country’s number one problem to be emigration
– a real national tragedy – “but the phenomenon of victims of army
perversions in the past month even surpassed this. It came and secured
the dominant place in our problems.”

The Court of First Instance of Ararat and Vayots Dzor provinces has
sentenced Yanis Sarkisov to ten years in prison.

Sarkisov was found guilty of murdering his own wife, Zaruhi Petrosyan.

Petrosyan, 20, was beaten to death in September in 2010.

Both Sarkisov and his mother, who is also accused of having taken
part in regular beatings of Zaruhi Petrosyan, deny accusations.

School of Conflict Analysis and Resolution at George Mason University
is organizing a symposium on Nagorno-Karabakh conflict on October
15 2011.

According to the website of the school, the symposium is titled
“Assessing the Deadlock in the Nagorno-Karabakh Peace Process,
Breaking the Impasse Series Symposium”.

The symposium will address issues such as assessing the deadlock in the
Nagorno-Karabakh peace process, track II approaches to the conflict,
perceptions, identity and multi-track diplomacy, as well as improving
the effectiveness of track II approaches.

The event will be attended by Varuzhan Nersessian, Deputy Chief of
Mission, Embassy of Armenia in Washington and Elman Abdullayev from
Ministry of Foreign Affairs of Azerbaijan.

Also attending the symposium will be Thomas De Waal from Carnegie
Endowment for International Peace, Richard Giragosian, Regional Studies
Center from Yerevan and Gulshan Pashayeva, Center for Strategic Studies
from Baku, Tabib Huseynov, a regional analyst, and Phil Gamaghelyan
from S-CAR, GMU/Imagine Center for Conflict Transformation.

Among discussants are Tigran Lazarian from Armenia’s Ministry of
Foreign Affairs and Taleh Ziyadov from Azerbaijani Diplomatic Academy.

The official representative of the Russian MFA Alexander Lukashevich
commented on the statement of the spokesman for the Azerbaijani
foreign ministry Ekcin Husseinli that the relations between Armenia
and Russia are causing instability in the region.

Lukashevich announced that he disagrees with this statement. Russia
is deeply interested in regional peace and stability. Stemming from
this approach, we have the priority to build our relations with both
Armenia and Azerbaijan. This is the motive lying under our efforts
of supporting the settlement of the Karabakh conflict, he said.

The world renowned Georgian stage director, Robert Sturua, who was
dismissed from the Tbilisi National Theater in August, was appointed
a main guest director at Moscow’s Et Cetera Theater, art director
Alexander Kalyagin said on Friday.

Sturua, an outspoken critic of Georgian President Mikheil Saakashvili,
was dismissed from the Tbilisi National Theater for his “xenophobic”
comments about the president.

“Saakashvili doesn’t know what Georgian people need because he is
Armenian. I do not want Georgia to be governed by a representative
of a different ethnicity,” Sturua said in an interview with a local
news agency in May.

The director, who received several invitations from Russian and
international theaters after his dismissal, accepted proposals from
a British theater and Moscow’s Et Cetera.

“I’ve got three plays in mind, two of them are modern Georgian and
Russian performances and a classic one,” Sturua said, adding that he
had accepted the invitation since he had already staged three plays
in Moscow and was honored to return to his “family.”

Sturua, 73, has gained international fame for his original
interpretation of plays by Anton Chekhov, William Shakespeare and
Georgian classics.

His Hamlet, staged in 1992 at London’s Riverside Studios, has long
been a theatrical legend.
