In reference to the controversial death cases in the armed forces
of Armenia and civic society’s response, Deputy Minister of Defense
Vladimir Gasparyan said during a news program on H1 Public TV that
some human rights organizations are trying to politicize and have
made a daily habit of criticizing the army “aptly-inaptly”.

“I suggest refraining from personal attitude, inaccurate information,
because you are affecting the army’s combat capacity,” said Gasparyan.

The deputy minister went on to threaten punitive measures against
such criticism, though he did not specify what such measure might be.

Commenting on the activities of the same human watch NGOs earlier in
his interview to Zinush (“armed force”) TV Program, Gasparyan said:
“How can a person’s heart ache for his country when s/he receives
funding and salary from other countries. How can a person’s heart
ache when s/he thinks: the louder and the more controversial the case,
the better, because in that case we can make even more money.”

Gasparyan defines human rights activists fighting along with the
parents of deceased soldiers as having no motherland, no decency and
no dignity. (His comments came in response to outcry over general
conditions in the army, and specifically to public reaction over
three deaths in the ranks last week that were ruled “suicides”,
even though at least one body appeared bruised.)

Human rights activist Artur Sakunts, head of Helsinki Citizens’
Assembly Vanadzor office, says that such threats by officials are
meant to divert public attention.

“The same Vova Gasparyan has serious problems in the very legislative
field he is making reference to. People like him have no place in
the system. He’d better lower his head and start working on all those
cases that our office has submitted to the Defense Ministry warning
of the morals and manners in the army. We have received numerous
messages about (such cases). He bears direct responsibility for those.”

Gasparyan stressed that human rights organizations are merely trying
to appease their funders.

(Sakunts’ organization, which is based in Armenia’s third largest
town of Vanadzor, is a non-political, non-religious, non-profit NGO.

Therefore, for most of its projects it relies on funding, including
grants, from different local and international foundations.)

“My beloved ones, what other orders have you received from your
clients, what information about our army do they want? Maybe you
could publicize the whole list and then go line up in front of motley
foreign foundations,” Gasparyan said.

Sakunts says the deputy minister has no idea what civic watch means.

He also points out that the threats voiced by Gasparyan are not just
against him.

“All this is not just against me, but the ‘The Real Face of the Army’
initiative. We are not going to retreat. This assault means that our
struggle is yielding some results. Quite soon we will make another
statement. Our soldiers’ lives and their rights have to be protected in
the Armed Forces, those abusing our soldiers and officers – physically
or in any other way – have to be identified and held accountable… I
will continue this fight along with my friends; human rights defense
is going in the right and effective way,” Sakunts told ArmeniaNow.

Mikael Danielyan heading Helsinki Association for Human Rights says
the army has long been politicized despite the deputy minister’s
claim that it’s not.

“The army takes part in elections and offers big service to the
authorities, and the results are falsified. And when they bring in the
army in order to disperse crowds, it speaks volumes how politicized
the army is. And this is what leads to impunity,” says Danielyan.

YEREVAN, October 17. /ARKA/. To the gas network of Armenia as of
October 1, 2011 are connected 620 241 subscribers, press-service of
ArmRosgazprom informed ARKA News Agency.

During the first 9 months of 2011 the number of actual gas consumers
of ArmRosgazprom cjsc increased by 7384, of which 1064 subscribers
got connected to the network in September. “On monthly basis this
indicator was the highest in nine months”, states the press-release.

Armenia is within the group of first three by gasification level.

“ArmRosGazprom” is a monopolist in the delivery and distribution
of Russian natural gas in the Armenian market delivered by transit
through Georgia. The company was founded in 1997, its shareholders are
“Gazprom” and the Armenian government.

YEREVAN, OCTOBER 17, ARMENPRESS: French President Nicolas Sarkozy has
addressed a letter to Armenian President Serzh Sargsyan. Presidential
press service told Armenpress that in the letter Nicolas Sarkozy
expresses gratitude to Serzh Sargsyan for exclusive reception given
during his state visit to Armenia.

The French President points out the deep excitement he felt at the
Genocide Memorial Complex, which has still remained in his heart. “Be
sure, France will not stop its commitment as long as those pogroms
have not been properly recognized by the inheritors of those who
committed,” the letter reads.

In the letter the French President assures that France will also assist
us confronting the challenges our country faces, and first of all,
in NK conflict settlement through negotiations.

“Now we should assess the prospects indicated during our meetings
for implementation of programs, which will promote enhancement of
the friendship between our countries,” the letter reads.

Wrapping up the letter President Sarkozy wished a peaceful and
prosperous future to Armenia.

Owner Of Aray LLC Might Have Been Driven To Commit Suicide

Armen Petrosyan, owner of Aray LLC, might have been driven to commit
suicide, according to the criminal case launched in relation to
his death.

The criminal case was launched under Section 1 of Article 235 (when
someone else’s actions drive a person to suicide) and Section 1 of
Article 110 (illegal possession of weapons) of Armenia’s Criminal Code.

Armen Petrosyan, 31, was found dead in his BMW-5 at the road to
Getamej village in Kotaik province on Monday morning.

Petrosyan was holding a TT pistol in his right hand with six bullets
in the cartridge.

The police found the capsule of the bullet fired from the TT pistol.

They found also a Browning pistol in the car with 53 bullets in
the cartridge.

Aray LLC is one of Armenia’s largest enterprises selling consumer
electronics in Armenia. The company was founded in 1988 by Armen
Petrosyan’s father, Ara Petrosyan.

of Denmark.

Her Majesty Queen Margrethe II congratulated the Armenian diplomat

Denmark will facilitate the development of bilateral relations. Queen

Russia Develops New Long-Range Mobile Radar

Russian scientists have developed and tested a new mobile radar
which will soon become part of the country’s aerospace defense,
RIA Novosti reported.

The new radar, dubbed 55Zh6ME, is capable of detecting targets at the
distance of up to 1,800 kilometers and an altitude of up to 1,200 km.

“The radar has been developed forÕ¡ the Russian Armed Forces,
especially for aerospace defense,” a spokesman for the Nizhniy Novgorod
Research Institute of Radio Engineering (NNIIRT) said on Monday.

“The deliveries of the first batch of new radars to the [Russian]
military are expected soon,” the official said, adding that the
product has strong export potential.

Russia is planning to set up a unified strategic aerospace defense
command that would integrate existing air defense and missile defense
networks, early warning systems and aerospace monitoring systems.

At a press conference held today in Yerevan, Hovhannes Sahakyan,
who heads the Republican Party parliamentary faction, said that his
party would take up the matter regarding the future of the current
ruling coalition at its executive session on Thursday.

Sahakyan said that the party would make a public statement afterwards.

The press in Armenia has been consistently reporting that the
Prosperous Armenia Party (PAP), a junior coalition member, will be
pulling out.

Nayira Zohrabyan, who heads the PAP’s parliamentary faction, told
Hetq that she would only respond to statements made by authorized
representatives of the Republican Party.

The delegation headed by Prime Minister Tigran Sargsyan will leave for
Saint Petersburg on October 18 to participate in the sitting of the
Heads of Government of the Commonwealth of Independent States and the
31st inter-state sitting of the Eurasian Economic Community (EurAzEC).

Within the framework of the visit Tigran Sargsyan will have a meeting
with his Russian counterpart Vladimir Putin. Mr. Sargsyan will give
a lecture at the Saint Petersburg State University of Economics
and Finance.

The delegation headed by PM Tigran Sargsyan comprises the head of
Government Staff David Sargsyan, Minister of Economy Tigran Davtyan,
Deputy Foreign Minister Shavarsh Kocharyan, other officials.

YEREVAN, October 17. / ARKA /. Armenia’s State Commission for
Protection of Economic Competition (SCPEC) has ruled today to penalize
Gavarеrans transportation company in the amount of 10 million drams
for abuse of its dominance in the market.

The company is engaged in transportation of passengers between Yerevan
and Gavar, the administrative center of Gegharkunik province, between
Yerevan and Sarukhan, a village near Gavar and from Gavar to Yerevan.

Gavartrans had won the license in a tender announced for transportation
of passengers from Yerevan to Gavar promising to charge a 500 dram
fare, but later it breached this term raising the fare to 1,000 drams,
according to SCPEC expert Hayk Vardanyan. It turned out also that
the company operated only two of three routes.

SCPEC chairman Artak Shaboyan said GavarTrans should pay the fine
within five days and eliminate the breaches, warning that otherwise
its license would be revoked.

Over the first nine months of 2011 SCPEC made 86 ruling to impose 230
million drams penalties for different violations. Amendments passed
to the relating law in May of 2011 vested SCPEC with broader powers
allowing it to toughen sanctions and penalties against companies for
breaches of the law.
