GEORGIA AND ARMENIA TO SET UP CONSORTIUM ON CONSTRUCTION OF HIGHWAY BETWEEN THE TWO STATES

ArmInfo. Georgia and Armenia have adopted a decision to set up
consortium on construction of highway between the two states which will
run via Ajarian region of Georgia, Armenian and Georgian presidents
Serzh Sargsyan and Mikheil Sahakashvili said at the joint briefing
in Tbilisi, as Hayastani Hanrapetutyun daily says.

Georgian president hopes the consortium will find the needed sums
for construction of this highway in 2 months. He also added that the
Georgian party has already started its construction to which foreign
financial means will be directed.

‘I am happy for the arrangements made, in particular, for the agreement
about setting up the consortium. This is a very important circumstance
for us. We have arranged not to create obstacles to our peoples,
promote their welfare, develop economic cooperation. stability in
Georgia is so much important for us that we can compare it only with
stability of our country.

About 70% of Armenian foreign trade is implemented via Georgia. Many
our brothers and sisters live in Georgia for many centuries. And we
should take this into consideration’, – Armenian president said.

Khachaturian, long considered a lighter-weight participant among 20th
century composers, may be ripe for reconsideration.

Although Thursday night’s Hollywood Bowl performance by the Los
Angeles Philharmonic had a mostly Russian feeling, its program was
more complicated than that.

Sure, the pioneering Glinka and the reliable crowd-pleaser Tchaikovsky
run down the middle of Russian musical culture, and the Hungarian
Zoltan Kodaly qualifies as compatible kin from the former Eastern Bloc.

But Aram Khachaturian, whose Piano Concerto was the concert’s
centerpiece, was both Moscow-trained and proudly from and of
Armenia. And it was Khachaturian — who worked in the shadows of
Glinka, Armenian traditional music and, to a lesser extent, Stravinsky
— who dominated the concert.

Indeed, Khachaturian, long considered a
lighter-weight participant among 20th century composers, may be ripe
for reconsideration, or at least that was a notion strengthened by
Thursday’s controlled and passion-powered reading of the concerto by
pianist Jean-Yves Thibaudet.

A three-movement piece written in 1936, the work is a solid example of
the composer’s personalized mix of blustery sentimentality, folkish
colors and teasing Modernist spice. Thibaudet mastered the score
handily, deftly working the extremes of flashy dynamism and feathery
ruminations, which he somehow projected into the Bowl’s expanse.

Like Khachaturian, Kodaly has sometimes been cast as an also-ran among
20th century masters, overshadowed by fellow Hungarian Bartok. His
"Dances of Galanta," the concert’s closer, suggests a softer-edged
Bartok, its indigenous folk themes intact and plushly padded.

Standard-brand orchestral taste treats, which can sound better
when consumed in the Bowl’s great outdoorsy setting, served as
supportive pillars on the program. Glinka’s "Russlan and Ludmilla"
started things off with all the gleaming, boisterous energy expected
of it. Tchaikovsky’s "Romeo and Juliet," for its part, retained its
charms and loveliness.

On the podium, Lionel Bringuier, all of 21 and about to begin his
second season as the Phil’s assistant conductor, acquitted himself and
marshaled the ensemble forces beautifully. It appears that this mighty
orchestra — on the verge of Venezuelan wunderkind Gustavo Dudamel’s
tenure at the helm — is in the assured clutches of ultra-talented
twentysomethings.

Associations Hidayat Orucov has met with the Turkey’s Ambassador to
Azerbaijan Hulusi Kilic. The State Committee told APA Orucov informed his
guest about the religious situation in the country and underlined the
tolerance between the national and religious minorities in Azerbaijan.
`Every citizen’s freedom of faith and other rights are protected. The
religion is separate from the state in Azerbaijan, but all religious
confessions have been provided with the conditions for free activity’.

Ambassador Hulusi Kilic expressed his satisfaction with the development of
relations between Turkey and Azerbaijan. `Turkey will develop its
cooperation with Azerbaijan in all spheres henceforth’.

Touching upon the Armenia-Azerbaijan conflict, the ambassador said the
Turkey’s position in this issue was clear. `Despite pressures from Europe
and all the West, Turkey will not open its borders with Armenia as long as
Azerbaijan’s territorial integrity is not restored. We are always together
with Azerbaijan in this issue’.

Noursoultan Nazarbaïev et Kourmanbek Bakiev, ont salue mercredi l’arret
des hostilites dans la zone des conflits abkhazo- et osseto-georgiens
lors d’une rencontre a Tcholpon-Ata (Kirghizstan), a annonce jeudi
le site internet du president kazakh.

"Le principe de l’integrite territoriale est universellement reconnu
par la communaute internationale. Les documents que nous avons adoptes
dans le cadre de la Communaute des Etats Independants (CEI) condamnent
le separatisme. Il faut regler les conflits interethniques par la voie
negociee. Ces problèmes n’ont pas de solutions militaires. Nous saluons
la declaration des presidents russe et georgien sur le cessez-le-feu
et le debut des negociations. Nous esperons que les negociations seront
un succès et permettront d’eviter une effusion de sang dans l’avenir",
a declare M.Nazarbaïev sur son site.

"Nous avons vu a la television que la ville de Tskhinvali (capitale de
la republique autoproclamee d’Ossetie du Sud) etait rasee. C’est une

Le president kazakh a charge le gouvernement d’envoyer une aide
humanitaire dans la zone du conflit en Georgie.

Les deux presidents ont estime que la CEI devait prendre des mesures
conjointes pour stabiliser la situation dans la zone du conflit
pour eviter une crise au sein de la Communaute. "Malheureusement,
les efforts de certains membres de la CEI ont rendu notre Communaute
amorphe, nous n’avons pas de mecanismes d’ingerence dans ces conflits",
a note M.Nazarbaïev. Les deux chefs d’Etat ont juge necessaire de
convoquer une reunion des ministres des Affaires etrangères de la
CEI pour evaluer la situation et trouver des moyens de regler tous
les conflits geles dans l’espace de la CEI – au Haut Karabakh, en
Transnistrie, en Abkhazie et en Ossetie du Sud.

Le Kirghizstan, qui assure la presidence de la CEI, mène des
consultations avec ses partenaires de la CEI, selon M.Bakiev. "Tout
le monde condamne ce qui s’est passe. Mais il faut des mecanismes
pour regler ces questions complexes. Il faut que le Conseil des chefs
d’Etat de la CEI trouve des methodes de règlement de ces problèmes
qui n’entraînent pas de victimes", a dit M.Bakiev.

During its regular session, Democratic Party of Azerbaijan has adopted
a statement on the situation in the country on the threshold of
presidential election, Day.az reports quoting the party’s press office.

The latest PACE resolution that mentions disrespect for human rights
and pressure on media is the evidence that Azerbaijan’s national
interests are "infringed", the party says.

The party members also referred to the Nagorno Karabakh conflict
resolution. "The mediators’ recent regional visit proved their support
to the Armenian side. To establish balance, Turkey should be elected
as a co-chair of the OSCE Minsk Group," they said

Mahbuba Gasimbayli-APA. Representatives of International Committee of
the Red Cross (ICRC) in Azerbaijan met with Armenian citizens detained
in Nakhchivan Vanik Zmboyan, Artyom Zohrabyan, Karen Torosyan and
Agasi Enokyan.

Press Service of ICRC Office in Azerbaijan told APA that this was the
second meeting with Armenian citizens. Their detention conditions and
state were monitored. The Armenians wrote letter to their families
and the letters of the families were given to them.

Vanik Zmboyan, Artyom Zohrabyan, Karen Torosyan and Agasi Enokyan
were detained in Nakhchivan on Azerbaijan-Armenian border. They are
members of the military group composed of special officers of Armenian
armed forces. The Armenian citizens confessed that they had planned
subversion in Azerbaijan. They are at the disposal of Defense Ministry,
their actions are being investigated.

The U.K. government has strongly condemned the desecration of the
Armenian Genocide Monument in Cardiff, Wales which occurred on
Holocaust Memorial Day on January 27, 2008.

In a reply to Mr. David Burrowes, MP who had taken up a complaint by
B. Nazarian of Armenia Solidarity about the desecration of the Armenian
Genocide Monument, the Secretary of State for Wales, the Rt Hon. Paul
Murphy, replying for the UK government specifically referred to "the
desecration of The Armenian Genocide Memorial in Cardiff in January
2008," independent French correspondent Jean Eckian informed Radiolur.

He continued: "I wholeheartedly condemn this violent act of
desecration. It is distressing that this is yet another example of
how we must all continue to be vigilant against such acts of racism,
violence and hatred; and that we all need to stand united against
them. This attack, like many similar crimes, is often unprovoked and
undertaken under the cover of darkness. I hope that when the persons
are caught and prosecuted for this crime, this will go some way to
easing the pain and distress that has been caused by this terrible
act," he said.

"This is a most significant development," said a spokesman for Armenia
Solidarity. "In the past government ministers have made strenuous
efforts to avoid using the phrase Armenian Genocide."

YEREVAN, February 25. /ARKA/. RA President Robert Kocharyan stated his
readiness to take measures to ensure law and order in the country. "The
President bears responsibility and is ready to properly perform his
duty," Kocharyan stated at a meeting with the High Command of the RA
Armed Forces.

The participants in the meeting discussed the current situation in
the country, reports the RA presidential press service.

President Kocharyan pointed out that stability is one of the major
achievements of the last few years and is the basis of the state’s
progress. He said that he will not allow anyone to endanger the
domestic political stability.

The RA President said that the authorities are elected in a legal
way. It is not through violence and impudent that one is supposed to
come to power.

President Kocharyan pointed out that he will never allow anyone to
have shadow power or anyone’s "whims" affect the domestic political
stability and political processes.

"No structure can place itself superior to law and carry out illegal
activities," he said.

The representatives of the High Command of the RA Armed Forces pointed
out that army has always been one of the guarantors of stability
and, if necessary, will take steps to maintain the constitutional
order. They said that the army is ready to carry out all the orders
of the Supreme Commander-in-Chief.

Attending the meeting was RA Prime Minister Serge Sargsyan.

Since February 20, Armenia’s political opposition has been holding
demonstrations and sit-ins in the center of Yerevan. The organizers
disagree with the official results of the presidential elections
published by the Central Electoral Commission (CEC).-0–

Holt Plays it Safe in Vegas; Martirosyan Shines

It’s become painfully obvious that the term "win today, look good the
next time" is no longer in Kendall Holt’s repertoire, simply because
he’s not capable of doing both in the same fight.

Such was painfully evident in Thursday’s VERSUS-televised main event
in Las Vegas, as a spirited undercard loaded with knockouts was
dampened by Holt’s methodical 10-round decision win over Ben Tackie.

The bout was Holt’s first since his controversial loss against
Ricardo Torres last summer in Barranquilla, Colombia. In that fight,
he effectively mixed boxing and brawling through ten rounds,
including a hard knockdown midway through, but ran into trouble late
in the fight before serving as the victim of a highly questionable
stoppage.

Against Tackie, Holt made certain to not allow history to repeat
itself. The Patterson, NJ product came into the ring sporting a
replica jersey of close friend and New York Giants running back
Brandon Jacobs, who is known for his explosive power and ability to
move a pile the moment he lowers his head and takes a handoff.
However, Holt’s homage to his Super Bowl winning friend did not spill
over into the ring.

It was the same pattern throughout the fight. Holt was effective his
jab and mixed in an occasional power shot, but for the most part
played keep away against a plodding and badly faded version of
Tackie. Holt was never in danger of getting chin-checked, but refused
to deviate from the script, settling for a steady, if excessively
monotonous pace.

Tackie tried his damnest to make a fight out of it in the fifth
round, charging forward and letting his hands go (by his standards,
anyway) after offering very little through the first four rounds.
Holt responded by spending the entire round circling the ring, a
tactic which drew excessive boos from the ballroom crowd.

The jeering must’ve struck a chord with Holt, who came out purposeful
in the sixth. With his own corner pleading to pick up the pace, Holt
landed his first combination of the fight, a 1-2 that momentarily
rocked the iron-chinned Tackie. Holt remained on the offensive but
lost his own mouthpiece somewhere along the way, leading to a brief
timeout after a lull in the action.

That would be the end of Kendall the entertainer, as the junior
welterweight contender reverted to fighting in reverse for the
remainder of the fight. Tackie followed him around the ring, looking
for openings that never presented itself. The closest to any drama
occurring came in the ninth round, when Tackie flopped to the floor
following a brief clinch. Tackie sold referee Robert Byrd on the idea
that he was hit with a low blow, causing Byrd to call time-out and
issue a warning to Holt.

No problem, said Holt, who spent the rest of the fight playing keep
away on the outside, and clinching anytime Tackie came within
punching range.

One of the four points of scoring criteria is defense, of which Holt
did a sensational job. Tackie landed a mere 58 punches throughout the
fight, very few of them doing any damage. But this being Vegas, the
fact that the Ghana native kept coming forward throughout was enough
to sell judge CJ Ross on the idea of an even fight, with his inept
scorecard reading 95-95 by night’s end. Dick Houck and Paul Smith
saved a boring fight from also becoming a controversial one, with
their identical cards of 98-92 for Holt a lot closer to reality.

With the win, Holt advances to 23-2 (12KO) but does little to rally
the troops behind his cause for a rematch with Torres or a shot at
any other alphabet titlist. The talented junior welterweight should
manage to stay busy after recently signing a promotional deal with
Top Rank, but is at a point where he’ll have to find a way to
simultaneously win and look good.

Tackie falls to 29-9-1 (17KO) with the loss, his third straight. Now
5-6-1 in his last 12 bouts and no longer able to let his hands go,
the 34-year old is clearly at the end of his career.

No such problems in the career of 21-year old Vanes "Nightmare"
Martirosyan, as things are just getting started for the undefeated
junior middleweight prospect and 2004 US Olympian. While the main
event left the crowd booing throughout, Martirosyan gave ’em plenty
of reason to cheer with a three-round beatdown of Michi Munoz in the
televised co-feature.

The brash Armenian, now residing in Glendale, California, was on the
attack early and often throughout, scoring three knockdowns in the
brief yet punishing affair. A counter left hand put Munoz on the deck
early in the opening round, drawing chants of "Va-Nes" from the
crowd, which came alive anytime Martirosyan had his Mexican foe in
any trouble.

Martirosyan remained on the attack in round two, landing several
1-2’s upstairs while keeping Munoz within punching range throughout.
Munoz managed to stay on his feet throughout the round, but was
forced to take a knee midway through the third after taking one right
hand too many. He beat referee Kenny Bayliss’ mandatory eight count,
but would’ve been better served to remain on the canvas. Martirosyan
teed off on the Mexican before forcing him to a knee for the round’s
second knockdown, this time with Bayliss immediately waving off the
bout.

The official time was 2:20 of round three.

Martirosyan improves to 19-0 (13KO), already registering his second
win of 2008 and scheduled to return in late March. Munoz won’t fight
for a while, suffering a broken nose in addition to the first
stoppage loss of his career, both of which earns him a trip to the
medical suspension list. He falls to 20-2 (13KO) with the loss,
snapping a three-fight win streak.

A pair of Vegas-based prospects looked impressive in separate
knockout wins.

Alex Mercado made it 4 KO’s in as many fights, systematically
breaking down Jose Manuel Garcia (3-3, 1KO) in the third round of
their bantamweight swing bout. Mercardo scored knockdowns in each of
the first two rounds before referee Robert Byrd mercifully halted the
bout early in the third round.

The walkout bout barely provided enough time for the crowd to get up
from their chairs, never mind file out of the arena. Angel Flores
(9-2, 3KO) took out Walberto Gaxiola (4-5, 3KO) a mere 35 seconds
into their scheduled four round junior welterweight bout. A single
left hook to the liver caused Gaxiola to collapse to the canvas,
rolling around in agony as the bout was waved off without a count.

Abgar Yeghoyan, chairman of "Consumers’ Rights Protection" NGO
announced today that one would hardly meet scales that weighted
correctly in the trade centers in Armenia. Majority of consumers are
deceived about 200-300 grams in each kilo. According to him, this is
one of the spread violations in the trade centers. "It has a widely
expended phenomenon and negatively influences on the establishment
of fair economic competition in the country", noted Abgar Yeghoyan.

Chairman of "Consumers’ Rights Protection" NGO mentioned that according
to the RA Law on "Securing unity measurements" once a year scales in
the trade enters should be checked in the Republic, while according
to "2007 facts of the RA National Institute of Metrology, about 6000
scales of 25 000 have been checked in the Republic". Those who use
unchecked scales, should be fined with 50000-100 000 drams.

Abgar Yeghoyan ensures that if scales worked correctly, New Year rise
in prices would be 15-20 percent. According to him, index of checked
scales could be violated when the conditions and rules of the usage
of scales were altered.

Reflecting on the hand scales used in the street trade, Mr Yeghoyan
mentioned that might deceive for 300-500 grams. "Scales used in the
streets are not checked and they show lower weight than other scales
do. Those hand scales are the property of physical individuals, who are
not registered as enterprisers, thus, the law does not refer to them".

"Consumers’ Rights Protection" NGO has made a number of proposals
to the RA Ministry of Trade and Economic Development to settle these
problems. "We offer to use checking scales in the trade centers, to
take stricter measures of punishment in case violations", informed
Abgar Yeghoyan.
