With all eyes turned to the Black Sea city of Trabzon, following the
discovery that Hrant Dink’s killer had originated from there, along
with a group of other people arrested in connection with the incident,
tension in Trabzon was apparent last night at a football match between
local Trabzonsport and Kayserispor.

The stands at the football match were filled with fans, some of whom
were holding banners in clear response to the banners that had been
carried at Hrant Dink’s funeral in Istanbul last week, which had said
"We are all Armenian," and "We are all Hrant Dink." In Trabzon last
night, some of the banners seen in the stadium read "We are Turkish,
We are from Trabzon, We are all Mustafa Kemal Ataturk," and "I am
Turkish, I am right, I am from Trabzon."

Despite the cold weather in Trabzon last night, the match stadium was
filled with an estimated 15 thousand fans holding around 3 thousand
banners, many in reference to the now controversial banners seen at
the Dink funeral in Istanbul. Crowds were also heard chanting slogans
in support of the Trabzon Police Chief Resat Altay, who was removed
from his posting by Ankara officials following the discovery that Ogun
Samast, the 17 year old held in the murder of Hrant Dink, was from
Trabzon.

THE ARMENIAN CHURCH PARTICIPATES IN THEOLOGICAL DIALOGUE WITH THE CATHOLIC
CHURCH

The fourth meeting of the bilateral theological dialogue between the
Oriental Orthodox Churches and the Catholic Church started yesterday in
Rome.

The Armenian Church in its entirety takes part in this formal theological
dialogue. The Catholicosate of All Armenians, Echmiadzine, Armenia, is
represented by Archbishop Mesrob Krikorian, the Primate of Austria and North
Europe, and Archbishop Khajag Barsamian, the Primate of Eastern Diocese of
the United States. The Catholicosate of the Great House of Cilicia,
Antelias, Lebanon, is represented by Archbishop Oshagan Choloyan, the
Prelate of the Eastern Prelacy of the United States, and Bishop Nareg
Alemezian, the Ecumenical Officer of the Catholicosate.

Police says they had information ahead of Dink’s murder

The number of detainees being questioned in connection to the murder
of Dink has risen to five.

Turkish police sources confirmed on Tuesday that they had been
provided information about plans to murder Turkish-Armenian
journalist Hrant Dink, who was gunned down in Istanbul on January 19.

Erhan Tuncel, who was detained after throwing a bomb at a Mcdonalds
restaurant in Trabzon, had offered to work as a police informant and
charges against him were later dropped.

Early last year, Tuncel informed the Trabzon police that Hayal Yasin,
currently under arrest, was going to murder Dink.

This lead was passed on to the Istanbul police force in February last
year including addresses where Yasin would be staying. However, the
research conducted by the Istanbul police at the time was not found
confirmable.

However, it appears Tuncel had logged three more communications to
the Trabzon police claiming that Dink was going to be murdered which
were never passed on the Istanbul police force.

church continues.

ISTANBUL, January 30 (Compass Direct News) – Assailants on Turkey’s
Black Sea coast vandalized a Protestant church this weekend, days
after nationalists from the region murdered a well-known Armenian
journalist.

Attackers shattered the Agape Protestant Church ‘s windows and
spray-painted its street sign early Sunday morning (January 28) in
the city of Samsun , Pastor Orhan Picaklar told Compass.

Located in a region infamous for producing the nationalist killers of
Armenian journalist Hrant Dink 11 days ago and an Italian Catholic
priest last year, the congregation has suffered a dozen stoning
attacks and weekly e-mail threats during the past two years.

`I was shocked, because, though we’ve been stoned before, it was
never this big of an attack,’ Picaklar said. `When I arrived at 5
a.m., there were about 20 police on the premises, including Samsun ‘s
deputy police chief.’

According to Picaklar, approximately 30 heavy rocks had been thrown
through church windows, some of them smashing interior windows and
denting walls.

The pastor said a note was left inside the church but that police
refused to show him what was written on it, claiming that it `wasn’t
important.’

Samsun ‘s police chief later refused to include the note in the
official investigation, stating that it had `nothing to do with this
case,’ Picaklar said.

`How could a paper thrown into our building not have anything to do
with our case?’ the pastor commented.

Samsun ‘s chief of security, present at the initial investigation,
refused to comment on the incident when contacted by Compass.

Several Turkish national dailies mentioned the attack yesterday after
The Associated Press covered the incident, but local papers that
previously had published negative articles against the church failed
to report the vandalism.

`I Will Kill You, Orhan’

Picaklar received two death threats by e-mail on the day of the
attack, one signed by the Turkish Vengeance Brigade.

`I will kill you Orhan, you have very little time left,’ read one
e-mail, which cursed the congregation as `Christian pigs’ who would
`burn in Hell.’

`I’ve received so many of these in the last three years that I don’t
even pay attention to them, I just delete them,’ Picaklar told
Compass. `But in recent days I’ve started to take them seriously.’

The murder of Armenian writer and thinker Hrant Dink, gunned down by
a young nationalist from the Black Sea city of Trabzon on January 19,
has created concern over growing militant nationalism in Turkey .

The event has also fueled debate over the responsibility of the state
to protect individuals targeted by violent elements in society.

`After these events, both Dink’s death and this church attack, the
police are planning to provide us with security,’ Picaklar said.

`In Samsun ,’ a legal advisor from Turkey ‘s Alliance of Protestant
Churches (APC) told Compass, `the church may not have asked for
protection, but it was threatened and stoned 10 times, so the police
had the responsibility to protect it.’

In a similar case in the city of Odemis , a Protestant church opened
a case against the Ministry of Interior in December for failing to
protect its building during repeated attacks.

The Samsun congregation’s biggest problem may now be finding a place
to meet.

Sunday’s attack has convinced the church’s landlord that the
congregation must leave, the pastor said. The church only moved into
the building from its former location three weeks ago.

`I think people don’t want to work with us because of the rock
throwing attacks,’ Picaklar said. `Where are we supposed to worship
this winter, on the street?’

`Legally, the government doesn’t have to provide its citizens with a
place of worship,’ an APC legal adviser told Compass. `But as a
social state, it’s something it should provide [for churches].
Mosques are built by the Religious Affairs Directorate.’

Turkey ‘s officially secular government funds and constructs most of
the country’s mosques. The state pays the salaries of Muslim clerics
and provides mosques with free water and utilities.

History of Harassment

Regular vandalism, negative media and e-mail threats against the
Agape church increased soon after the mayor of the city’s Atakum
municipality, Adem Bektas, stated in November 2004 that he would
never allow a church to be built there.

A revision of Turkey ‘s laws allowed the Samsun congregation to
register officially as an association in November 2005 but did little
to diminish social stigma attached to the church.

Four days before the church attack, the Black Sea online site
Kuzeyhaber published a column praising efforts to stop the spread of
Christianity in Samsun .

`I am aware of the struggle you have been waging against the churches
and priests [in Samsun ],’ stated a letter allegedly from one
`prophet Jesus’ addressed to columnist Kenan Erzurumlu on January 24.
`Blessed are you for being on His path,’ the column said in praise of
Erzurumlu.

The last previous attack on the church came last October, when police
managed to catch one rock thrower whose confession led to the arrest
of 11 young men. But after taking their statements, officials
released the culprits on grounds that they were underage, Picaklar
said.

A date for the first court hearing against the young men has yet to
be set.

Justice and Development (AK) Party deputies yesterday accused the
main opposition party of failing to support them on changes to
controversial Article 301 of the Turkish Penal Code (TCK).

Over the weekend Justice Minister Cemil Cicek said that the AK Party
government had made changes to the article twice and added that if
another change is necessary the government will not shirk its
responsibility. Cicek also asked judges to adopt new insights into
the article’s interpretation and implementation.

Ruling AK Party deputies lambasted the Republican People’s Party
(CHP), saying they had not given support for changes to the article.
The CHP was quick to respond, saying, in the words of one, "They have
the power to change or annul the article all by themselves, but lack
the will to take this step."

"The AK Party’s thoughts regarding the article haven’t changed a
bit," said party spokesperson Eyup Fatsa. "But some parties are
playing politics over the issue. CHP leader Deniz Baykal warned us
not to ring their doorbell and now since Hrant Dink was murdered they
feel shame and are crying crocodile tears."

Justice Commission head Burhan Kuzu instead laid the blame on the
judiciary, saying that prosecutors should pay the utmost care and
leave behind old habits. He said that prosecutors should file
complaints only in exceptional cases and that is why the commission
added about Article 301, "Declaring an opinion with the aim of
criticizing cannot constitute a crime."

Expressing a view in line with Kuzu’s, Justice Commission member
Ayhan Sefer Ustun, also from the AK Party, defended the article,
saying, "There is no bad law, there are only bad implementations.
Some circles are putting Turkey into a difficult position by stirring
up the judicial system."

Article 301 was also among the major topics of a Turkish
Industrialists’ and Businessmen’s Association (TUSIAD) report issued
on Jan. 19, the very same day journalist Hrant Dink was murdered. The
report called for major changes or annulment of the article.
Meanwhile the European Union has maintained pressure for a change to
the article as well.

A group of academics from Bogazici University recently said that no
good has come from Article 301 and that it should be annulled
immediately. On Monday, Baskin Oran, a political scientist from
Ankara University, who also claims the article must be annulled,
applied to the Ankara Chief Public Prosecutor’s Office regarding a
threatening letter, asking for protection.

However Prime Minister Recep Tayyip Erdogan, at a press conference
prior to his departure for Sudan on Sunday, said that there is no way
that the article can be annulled, but that the government is open to
any suggestions for change.

Speaking to the Anka news agency, former Justice Minister Oltan
Sungurlu criticized the debates regarding the article, arguing that
such discussions will harm Turkey. Sungurlu said, "The problems will
not be solved by annulling an article. Just remember the Necmettin
Erbakan case. When we were talking about a change to the TCK’s
Article 312, the prosecutor found another article to charge Erbakan
that included tougher penalties. Issues regarding insulting
Turkishness must be evaluated with utmost care."

Meanwhile lawyers claim the article sets up a wall against insults
aimed at the Turkish state and its institutions, as well as securing
the key values protected by the Constitution, including so-called
Armenian genocide claims. Furthermore, lawyers argue that annulling
the article would cause a national reaction as people would freely
insult the state and nation.

Ultranationalist lawyer Kemal Kerincsiz, in an interview with Turk
Solu (Turkish Left) magazine, said, "Regarding the Armenian genocide
claims, Turkey can stand against the EU and the rest of the world,
based on this article. Instead of annulling the article, Turkey
should seek a way to overcome the pressure caused by other
countries."

Arman Babajanyan Has Turned to Court of Cassation

ARMAN BABAJANYAN HAS TURNED TO COURT OF CASSATION

Editor-in-chief of newspaper `Zhamanak Yerevan’ Arman
Babajanyan could be the 2058th citizen of Armenia the
trial of which would be ceased after making
corresponding payment.

According to the press secretary of the RA Public
Prosecutor, By December 30, 2006, the RA Law on
«People who have not served in the army violating the
law» has been applied for 2057 people. Arman
Babajanyan had applied to the interdepartmental
committee last October asking to apply this law in his
case too. He was accused to avoiding military service
my means of document fabrication. Arman Babajanyan has
not received an answer from the interdepartmental
committee.

On January 22 his advocates turned to the Court of
Cassation. Tomorrow they will learn whether a case has
been initiated or no. On January 12 RA Court of Appeal
on Criminal Affairs sentenced Arman Babajanyan to 3.5
years imprisonment.

CORRUPTION HAS BECOME MORE WIDESPREAD WITHIN THE PAST THREE YEARS

January 31, 2007, Yerevan – The corruption perception survey was
implemented by Center for Regional Development/ Transparency
International Armenia (CRD/TI Armenia) with the support of UNDP
Armenia Office from July-December 2006. The results of the survey
revealed that nine out of ten citizens consider corruption as a
problem or a major problem in Armenia. In addition, nine out of ten
respondents stressed that free and fair elections is one of the
solutions to improve the anti-corruption situation in Armenia.

The results of the 2006 survey indicated that the citizens of Armenia
are still very much concerned about corruption. 89.0% of the surveyed
citizens see corruption as a problem or a major problem in Armenia.
40.1% of the respondents considered corruption as crime and 11.81% as
an immoral behavior. In 2006, nearly five times more interviewees
(67.7%) than in 2002 (14%) stated that corruption has always existed
in Armenia. The majority of interviewees (64.0%) believe that the
level of corruption has increased during the last three years.

Most people both in 2002 and 2006 still think that bribery and abuse
of public office for personal gain are the main manifestations of
corruption. They still believe that the state authorities are those
who mainly initiate corruption and that more corruption occurs in the
high level of the Armenian government system.

However, the responses concerning the most corrupt institutions
(structures) have changed since 2002. While the prosecution system
was mentioned again in 2006, the Prime Minister’s Office and the
courts that were mentioned in 2002 were replaced by the Prime Minister
and the Ministers in 2006.

As to the most corrupt sectors and services, the traffic police are
still perceived by the public as very corrupt (68.2%). In addition,
the majority of respondents selected the electoral system (73.9%) and
the tax service (63.3%) as most corrupt, while in 2002 the military
and health sector were given similar marks.

The 2006 survey revealed new sectors to which unofficial payments were
made, as reported by interviewees. These are the State Registrar, the
Office of Enforcement of Court Decisions, foreign embassies,
environment-related services, condominiums, as well as the Register of
Civil Acts, in addition to healthcare, education, traffic police, tax,
customs, cadastre, military, local self-government bodies, notary
offices, which were also mentioned in 2002.

Whereas the majority of the 2002 respondents thought that the main
causes of corruption are poor law enforcement, imperfect legislation
and inefficient control and punishment mechanisms, in 2006 an
increased number of interviewees were inclined to see public tolerance
as one of the major causes of corruption in Armenia.

According to the findings of the 2006 survey, 69.4% of the public is
not aware about the Anti-Corruption Strategy, 84.4% about the
Anti-Corruption Council and 91.4% about its Monitoring Commission, as
well as about Armenia’s international obligations in the fight against
corruption (84.3%).

While prioritizing the solutions to improve the current situation,
89.0% of the respondents pointed to a necessity of ensuring free and
fair elections. They also referred to strengthening law enforcement
(93.9%) and punishment of those involved in corruption (91.9%) as a
key to the success of reducing corruption in the country. Both in 2002
and 2006, the majority of interviewees continue to believe that the
President of the country could play a determining role in reducing
corruption in Armenia. More than half of the respondents felt that
people themselves cannot do anything.

In 2006, 39.0% of the respondents said they could not justify
corruption at all. In 2006, 50.7% of respondents answered that they
would not take bribes since it is unacceptable for them, whereas in
2002 only 17% of the respondents were of the same opinion.

The above data was presented today at the presentation of `2006
Corruption Perception Survey in Armenia’ publication, which took place
in the Congress Hotel. The survey results were presented by the
Chairwoman of the CRD/TI Armenia Ms. Amalya Kostanyan. The event
brought together public figures, representatives of NGOs and
international organizations, as well as mass media. Ms. Consuelo
Vidal, UN Resident Coordinator and UNDP Resident Representative,
Ambassador Vladimir Pryakhin, Head of OSCE Office in Armenia,
Ms. Bojana Urumova, Special Representative of Secretary General of CoE
to Armenia, and Ms. Anna Aghadjanian, Head of the Human Rights
Division of the International Organizations’ Department, Ministry of
Foreign Affairs of Armenia were key speakers of the event.

The survey was implemented by CRD/TI Armenia with the support of UNDP
Armenia Office. The organization carried on a similar survey in 2002,
and analogous survey questionnaire was developed in 2006 to ensure a
comparison with the previous data.

ANKARA: Rep Wexler promises efforts to improve US-Turkey relations

Robert Wexler promises efforts to improve US-Turkey relations

US Democratic Member of Congress Robert Wexler said that he would do
everything to improve US-Turkey relations.

A reception was held in New York for the congressman, a senior Member
of the International Relations Committee and co-founder of the Caucus
on US-Turkish Relations. Wexler spoke at the reception saying that
Americans see Turkey as a part of Europe, and as the new chairman of
the sub-committee on Europe, he will emphasize the most positive
aspects of US-Turkey relations.
Wexler said: `To be honest, I am going to address the Cyprus
issue while emphasizing the injustices, especially the economic
boycott, taking place in Northern Cyprus. Americans have to play a
role in encouraging Europeans to start economic relations with
Northern Cyprus.’
When asked about the proposed Armenian genocide bill, Wexler
responded by saying that proposed laws are brought forth to Congress
every year. Emphasizing the most important item on the US’s agenda
was Iraq, he added the İncirlik airbase–in Southern Turkey–
was used for planes carrying non perishable food items and materials,
so in this context the US should maintain good relations with Turkey
otherwise US national interests and safety may suffer. Congressman
Wexler added this was the most essential message that would be
relayed to US Congress Members.

Modernized Foil Plant Rusal-Armenal CJSC Plans Full Capacity in May

MODERNIZED FOIL PLANT "RUSAL-ARMENAL" CJSC PLANS TO WORK AT FULL
CAPACITY IN MAY 2007

Yerevan, January 31. ArmInfo. The foil plant "Rusal-Armenal" CJSC plns
to work at full capacity in May, 2007, and to monthly produce about
2,1-2,3 thsd tons of foil per month, the Director General of the
Company, Georgy Avetikyan, said at a press-conference today.

According to him, the plant’s full capacity makes up 25,000 tons of
foil per year, including 18,000 tons of hyperfine foil below 9-6,35
microns. The Director informed that the Company has produced 510 tons
of foil in January, it schedule s to produce 600-650 tons of foil in
February and 1,000 tons in March.

He noted that in 2006 the plant had produced 949,7 tons of foil. In
December, the production sale volume exceeded the similar indicator of
the previous months, 2006. The Armenian foil is exported to Europe,
USA, Iran. It is also realized in the internal market in a small
quantity. According to the Director General, the Company has no
problems with the product realization. According to estimations of
specialists, the "Rusal-Armenal" CJSC meets 2,5% of the world demand
of foil.

To note, the complex modernization of the whole foil production at
"Rusal-Armenal" CJSC was carried out by the German Achenbach
Buschhutten Company. The amount of investments of "Rusal" made up
about $80 mln. The "Armenal" CJSC has been created in May, 2000, on
the basis of the Kanaker aluminum plant (KanAz) as a joint venture
with participation of the "Russian Aluminum" Company and "KanAz". The
"Armenal" has joined the "Rusal" in 2000.

CONSTRUCTION

Yerevan, January 31. ArmInfo. About 40% of the Yerevan housing does
not meet the new standards of seismic construction, the Director of
the Center of Earthquake-proof Construction, Zaven Khlgatyan, told
ArmInfo.

According to him, despite the fact that the official level of seismic
hazard of Armenia is 8-9 numbers, several buildings, which have a
status of emergency ones, are under a threat of destruction at an
earthquake of force 6. As Khlgatyan noted, the new standards of
earthquake-proof construction had been accepted after 1988 Spitak
earthquake, when the analysis of the Armenian and foreign specialists
has revealed the main omissions in the work of geophysicists, builders
and designers. According to Khlgatyan, after the Spitak earthquake,
the construction of all the Republic’s objects is carried out with
consideration of seismic zoning.
