RA Minister of Finance and Economy Vardan Khachatryan and Chief of the
State Acquisition Agency of the Republic of South Korea Yong Min Kim
signed a Memorandum of understanding on `Cooperation in the field of
state acquisitions,’ which sets the framework and mechanisms of
cooperation between Armenia and the Republic of Korea in the sphere of
state acquisitions.

During the meeting reference was made to the process of reforms in the
system of state acquisitions and Korea’s assistance to these reforms.

Armenia to Take Part as Observer in Sea Breeze-2007 Sea Exercises

ARMENIA TO TAKE PART AS OBSERVER IN SEA BREEZE-2007 SEA EXERCISES

YEREVAN, JANUARY 31, NOYAN TAPAN. Armenia willl join the
Ukrainian-American "Sea Breeze-2007" sea exercises started in Odessa
on January 30 at the main stage of planning, on March 13-15, during
what the participants will discuss and agree the goal and theme of the
future manoeuvres, structure and organization of the forces and
detachments being involved in the exercises. And during the final
planning to take place on May 15-17, the conference participants
envisage to hold observation of the "Shirokiy Lan" experimental
battlefield of the region (oblast) of Nikolayev and moorage front of
the Odessa port.

It is envisaged to work out joint actions of multinational detachments
and raise the forces’ level of mutual compatibility directed to
keeping peace and anti-terrorism actions. By the way, the role of the
Black Sea and Caspian Sea states during joint actions of securing sea
safety and keeping peace is attached importance.

According to the information of the RA Defence Ministry’s Press
Service, the Armenian side will participate in all the stages of the
Sea Breeze-2007 sea exercises in an observer’s status.

Netherlands FM Hopes Armenia Elections Will meet Int’l Standards

FOREIGN MINISTER OF NETHERLANDS HOPES THAT COMING ELECTIONS IN ARMENIA
TO CORRESPOND TO INTERNATIONAL STANDARDS

AMSTERDAM, JANUARY 31, NOYAN TAPAN. RA Forein Minister Vartan Oskanian
who is on a working visit to Netherlands had a meeting on January 30
with Bernard Bot, the Minister of Foreign Affairs of
Netherlans. Touching upon the already rather extensive agenda of the
two country’s political and economic relations, Bernard Bot stated
that the coming elections in Armenia will correspond to the
international standards what will give possibilities to widen the
bilateral cooperation.

V.Oskanian emphasized that Armenia is grateful to Netherlans for the
assistance shown to Armenia during years, particularly, with the help
of international financial structures and bilateral programs. Those
programs (PSOM, ORET, MATRA) being implemented by Netherlands were
separated from the latters, which are called to assist formation and
economic development of the civil society. V.Oskanian mentioned that
Armenia is interested in deepening bilateral relations and cooperation
with Netherlands in all the spheres and expressed intension of
official Yerevan to open the Consulate to Holland soon.

Issues of the Eurointegration of Armenia were discussed during the
meeting, considering important the involvement of Netherlands in the
process of implementation of the actions plan signed within the
framework of the EU Neighbourhood Policy, especially in the sphere of
economy and within the framework of the regional
cooperation. V.Oskanian emphasized that the European direction is one
of the priorities of the foreign policy of Armenia and Armenia is
decisive to make use of all the possibilities given by the actions
plan to more deepen the reforms.

The sides exchanged opinions concerning the regional problems,
particularly stopping on the recent developments of the
Armenian-Turkish relations. The necessity of fixing a progress in the
Armenian-Turkish dialogue was emphasized, in what the Government of
Netherlands intends to make its contributio. An exchange of opinion
took place concerning the recent developments of the negotiation
process on the Nagorno Karabakh conflict as well.

According to the information submitted to Noyan Tapan by the RA
Foreign Ministry’s Press and Information Department, V.Oskanian’s
meeting with heads of Armenian organizations of Holland took place in
the second half of the day. The Minister presented in his speech the
process of reforms of Armenia, the process of negotiations on the NKR
process, issues relating to implementation of rural programs being the
pivot of the 2006 Armenia-Diaspora conference.

Anti-Corruption Struggle in ROA Does Not Give Desirable Result Yet

ANTI-CORRUPTION STRUGGLE IN ARMENIA DOES NOT GIVE DESIRABLE RESULT
YET, CE AND OSCE REPRESENTATIVES IN RA RESPOND

YEREVAN, JANUARY 31, NOYAN TAPAN. The most corrupted sphere in Armenia
is health care which is followed by the educational, electoral,
defence systems, the duty, tax services, the state motor vehicle
inspectorate, police, social security and, finally,
agriculture. Representatives of the Regional Development
Center/Transparency International-Armenia (RDC/TI) public organization
stated about it at the January 31 presentation of the publication
entitled "Understanding of Corruption in Armenia," based on results of
own social surveys.

According to the mentioned results, 9 from 10 citizens of Armenia
consider that the corruption is a problem or a great problem in the
country. At the same time, 9 from 10 surveyed people pointed out the
necessity of securing free and just elections as a solution aimed to
improvement of the situation.

Bojana Urumova, the Council of Europe Representative to Armenia
mentioned that the legislative field, political will and public
education are necessary conditions for efficiency of the
anti-corruption struggle in any country. In her words, "stagnation,
sometimes retreat as well is noticed" in the anti-corruption struggle
in Armenia, but it does not mean in any case that this struggle is an
unnecessary and useless affair." In B.Urumova’s opinion, the RA
authorities must themselves take the whole responsibility for the
anti-corruption struggle.

In the words of Vladimir Pryakhin, the OSCE Armenian Office head,
though the Armenian authorities strive for uprooting corruption from
the public life, however, "that evil is still causing anxiety."

Yeghishe Melikian to Perform in Staff of "Banants"

YEGHISHE MELIKIAN TO PERFORM IN STAFF OF "BANANTS"

YEREVAN, JANUARY 31, NOYAN TAPAN. The Yerevan "Banants" left Yerevan
for Cyprus for the teaching and training gathering on January 31. The
"Banants" football players will hold 4 control games in parallel to
trainings. 3 foreign football players will hold a probation period in
the team staff. It was mentioned that Yeghishe Melikian, a member of
the national team of Armenia decided to return from Ukraine and play
within the "Banants" staff.

The Yerevan "Ararat" team as well which trains in Dzoraghbyur
continues preparation for the new competition period. The team will
leave for a teaching and training gathering abroad on February 7. It
is still only known that the last gathering will take place in March
in Cyprus. 2 Brazilians (1 is supporter, the other is half supporter)
pass the probation period in "Ararat".

Survey Finds Society’s Tolerance as Major Reason of Corruption

SURVEY FINDS SOCIETY’S TOLERANCE AS MAJOR REASON OF
CORRUPTION

YEREVAN, JANUARY 31, ARMENPRESS: A recent public
opinion survey designed and conducted to learn the
public’s perception of corruption has revealed that
nearly 70 percent of respondents are unaware of an
anti-corruption strategy designed by the government to
crackdown on this crime, 85 percent have no idea that
there is a prime minister-affiliated anti-corruption
council and 92 percent do not known that there is a
council-affiliated corruption monitoring commission.
The survey was conducted by Armenia Office of the
Berlin-based Regional Development Center/Transparency
International organization. Its chairwoman Amalia
Kostanian said today that almost half of respondents
believe that corruption volumes can be reduced and
restricted, while some 20 percent believe it can be
cut drastically.
Another finding of the massive study is that 9 of
10 Armenians regard corruption as a major problem.
Simultaneously 9 of 10 respondents pointed out fair
elections as a way to crackdown on it. Interestingly,
41 percent describe corruption as ‘crime,’ while
almost 12 percent as ‘immoral deed."
In a sharp contrast to a 2002 survey, the number of
people who believe that corruption is an integral part
of Armenian realities has surged five times to 68
percent. According to 70 percent of respondents, the
already former road police service was the most
corrupted body, while a 2002 study found that along
with road police most corrupted were the armed forces
and health sector.
Unlike the 2002 study, according to which the
majority of respondents mentioned ineffective
application of laws as the major reason of corruption,
the latest study has found that it is the society’s
tolerance towards such crimes.

ARMENAL TO ACHIEVE FULL CAPACITY BY MAY 2007

YEREVAN, JANUARY 31, ARMENPRESS: ArmenAl foil mill
facility in Yerevan, owned by Russian RusAl,
manufactured last year 950 tons of products, Georgy
Avetikian, the chief manager of ArmenAl, told today.
He said the modernization program that has provided
for a major upgrade in foil rolling equipment and also
the establishment of a full production cycle is to
lift the plant capacity by 25,000 tons of foil per
year, including 18,000 tons of highly profitable thin
foil in 6-9 micron gauge.
The modernization of the plant was started in 2004
and was aimed both at improving the quality of its
foil products and boosting the plant’s profitability
to make the mill one of the world leading foil
producers. A German engineering firm Achenbach was
selected to execute the program at an investment cost
of US $80 million.
Avetikian said under the plant’s business plan, it
has to achieve its full capacity by 2007 May. ArmenAl
sells its products to Europe, USA and Iran, but
domestic consumption is only about 500 kg monthly,
bought by dairies, tobacco and other companies,
nevertheless it is twice more than several years ago.

PRELATE MET WITH THE REGIONAL EXECUTIVE OF HOMENETMEN AT THE NEW PRELACY
BUILDING

On the evening of Tuesday, January 30, H.E. Archbishop Moushegh
Mardirossian, Prelate, met with the Regional Executive of Homenetmen at the
new Prelacy building. Also in attendance was Executive Council Chair
Dr.Garo Agopian.
During the meeting, the Prelate was officially introduced to and
congratulated the new members who were elected during the previous meeting
of the Regional Executive. Those present agreed that the new Executive
would faithfully continue the endeavors of the previous council. The
Prelate also expressed gratitude that the meeting was taking place at the
new Prelacy building immediately following the completion of renovation and
during the relocation process.
The Homenetmen representatives in turn presented an outline of their future
projects, and expressed thanks to the Prelate and Prelacy clergy members for
their continuous support and encouragement of the organization and
participation in spiritual education programs. The meeting came to a close
with the members conveying their best wishes to the Prelate and to all those
serving under the Prelacy.

State policy is a catalyst for hate

Turkish Prime Minister Recep Tayyip Erdogan recently denounced the
murder of Turkish-Armenian journalist Hrant Dink.

Dink was the editor of the Armenian/ Turkish-language weekly newspaper
Agos. He was known for speaking out against the Armenian genocide by
the Turkish Ottoman Empire early in the last century and for being in
trouble with the law because of his remarks about that topic.

Dink was murdered at the door of his newspaper. Just over a year ago,
he was convicted under Turkey’s notorious law 301 of
"anti-Turkishness," a charge he denied even after he received a
six-month suspended sentence from a Turkish court.

Dink’s murder brings to light a problem that many so-called modern
states suffer from. This illness can be described as a zero-tolerance
policy for diversity.

It is ironic that in an effort to mimic the European model of
nation-state, the founders of Republic of Turkey have actually chosen a
path that now seems archaic and outdated. Whereas the European
nation-states were born out of centuries of evolution, Turkey was
established on a land that still contained a variety of ethnic groups
who probably had more historic claims to the territory than Turks
themselves. And instead of opting for a multi-ethic state with a
democratic structure, the founders of modern Turkey chose the path of
distorting their reality to fit their narrow nationalist ideology.

Within this framework, it is not difficult to see why the slogan of
"Turkey for Turks" still has strong resonance in Turkish society.

The denial of the Armenian genocide also fits this model well. If
Turkey is a natural nation-state for Turks, then it makes sense to
argue that Armenians never existed on those lands. And the only logical
way this argument can be advanced is by defending the theory that the
Armenian genocide never occurred.

In the same vein, it is not difficult to see why for decades the
Turkish state apparatus has denied the existence of millions of Kurds
on its territory, referring to them as just "Mountain Turks."

With the defeat of Nazism and the collapse of the Soviet Union, Turkey
remains one of the few states with a distinct state ideology. Where
there is ideology, there is always justification to commit crimes
against citizens.

Dink told reporters in 2005 that his case had arisen from how he felt
when at primary school he had to take a traditional Turkish oath: "I am
a Turk, I am honest, I am hard-working." During his defense Dink had
said: "I was a Turkish citizen but an Armenian and that even though I
was honest and hard-working, I was not a Turk, I was an Armenian." He
also did not like a line in the Turkish national anthem that refers to
"my heroic race." He did not like singing that line and said, "Because
I was against using the word ‘race,’ which leads to discrimination."

The condemnation of Dink’s murder has been unanimous.

Turkish Prime Minister Erdogan recently said, "The dark hands that
killed him will be found and punished."

Two suspects have been arrested for the murder of the journalist. As an
Armenian-American I should applaud the swift arrests.

But despite all the Armenian nationalist propaganda fed to us from a
young age as a reaction to the horrendous crimes committed against our
grandparents, I cannot believe Turkish people are any more prone to
violence than any other. Yet, the existence of a nationalist state
policy is always a constant catalyst for hate. Feed young people with
the right ideology, they will do ugly things.

I have no doubt that the two suspects will be given a harsh sentence,
especially at a time when Turkey is trying to improve its image in
Europe. And I will not be surprised if the two are to become scapegoats
for the policies that have created the atmosphere for murder.

"The dark hands" that killed Dink are attached to the Turkish state
ideology. As long as Turkey remains a state with a nationalist
ideology, we should not be surprised by the existence of people who
actually believe they are doing their nation a favor by spreading hate
and violence.

Erdogan and his friends should take some responsibly for this tragedy.

Dink’s murder is a sad reminder to all of us that in a society where
there is no tolerance of diversity, in a state where differences
between citizens are not appreciated, in a nation where there is only
one narrow definition of being a patriot, in a place where being a
member of a certain race is a precondition for acceptance, ugly things
happen.
