Azerbaijan not to agree to NKarabakh independence – Aliyev

Azerbaijan will never agree to the independence of Nagorno-Karabakh,
Azerbaijani President Ilkham Aliyev, who is beginning a visit to
Paris on Monday, said in an interview with Le Figaro newspaper.
France, together with Russia and the United States, is a mediator in
the settlement of the Nagorno-Karabakh conflict.

The Azerbaijani leader blamed Armenia for the absence of progress in
the negotiations. According to Aliyev, “the so-called referendum on
the constitution, held in Nagorno-Karabakh last December, was
absolutely illegal.” “Armenia should realise that we shall never
agree to the independence of that territory,” he said.

Aliyev assured that Baku would grant Nagorno-Karabakh “the broadest
possible autonomy within the framework of Azerbaijan.”

Responding to the question about whether or not he regarded as real
the prospect of an armed settlement of the conflict, Aliyev said:
“Obviously, our economic might and political prestige will make it
possible for us some day to take steps for the liberation of our
land. We prefer to settle the problem by peaceful means, however,
without starting a war.”

«Can we say that when a maniac treats his victim with an ice-cream
just before the murder, this is a step ahead?’ Vazgen Manoukyan,
leader of National Democratic Union, asked Mettew Bryza when the
latter expressed his positive opinion on the amendments to the
Electoral Code. In Vazgen Manoukyan’s words the situation is just the
reverse, we don’t keep abreast the times, just taking the fact that
`the ballot boxes are painted black’ as an illustration.

`The authorities will not only fabricate the election, but they will
attempt to make the whole process unnoticeable. Besides, they urge
people to keep it in silence’, says Vazgen Manoukyan in connection
with the upcoming parliamentary elections. He gets surprised when he
hears NA Speaker Tigran Torosyan and ARF Dashnaktsutyun saying that
the elections must be free and transparent. `What has changed in our
reality?’ wonders Mr. Manoukyan and adds that our high-ranking
officials making such announcements are `either idiots or dregs of
society’.

The leader of the National Democratic Union maintains that the
Armenians have acquired immunity over the election frauds so as not
`to have heart troubles or go mad’. He assumes that the oppositional
forces must ally in one union to combat against the election frauds
with joint measures. But it doesn’t mean that the Opposition will
participate in the forthcoming elections only in one alliance. The
bases of the union will be ideological programs as well as the factor
of human compatibility. For instance, Vazgen Manoukyan is compatible
with Stepan Demirchyan and Samvel Babayan.

Vazgen Manoukyan preferred not to name the incompatible political
figures. Mr. Manoukyan doesn’t see the 2007 elections `the last blow’
but they `will arouse a movement which will later on lead to a normal
state’.

On the whole, Vazgen Manoukyan feels ashamed of the fact that Armenia
resembles a 15th century provincial state whereas the neighboring
Turkey `is a step ahead though it is far from being Europe’. The
reaction of the Turkish society to Hrant Dink’s assassination, when
thousands of people organized a march without any fear, testifies to
this phenomenon.

ARMENIAN GENOCIDE RESOLUTION INTRODUCED IN HOUSE OF REPRESENTATIVES

Press Conference to Launch Anti-Genocide Measure

WASHINGTON, DC – Speaking today at a Capitol Hill press conference,
Congressmen Adam Schiff (D-CA), George Radanovich (R-CA) and
Congressional Armenian Caucus Co-Chairs Frank Pallone (D-NJ) and
Joe Knollenberg (R-MI) joined together in announcing the support of
more than 160 of their House colleagues for the introduction of the
Armenian Genocide Resolution, reported the Armenian National
Committee of America (ANCA).

Joining with the four legislators as original cosponsors of the
Armenian Genocide Resolution (H.Res.106) are Congressmen Brad
Sherman (D-CA) and Thaddeus McCotter (R-MI), both strong supporters
of Armenian Genocide recognition as well as senior members of the
House Foreign Affairs Committee, the influential panel which will
first consider this legislation prior to a vote on the House floor.

The resolution is similar to legislation introduced in the previous
session of Congress, which was overwhelmingly approved in the
International Relations Committee (now called the Foreign Affairs
Committee), only to be blocked from final passage by former House
Speaker Dennis Hastert (R-IL). With the change in House
leadership, the lead sponsors noted during the press conference
that this legislation now has the best chance for passage in recent
memory.

During his opening remarks at the press conference, Congressional
Armenian Caucus Co-chair Frank Pallone underscored the importance
of introducing and passing Armenian Genocide legislation: "We, as
the House of Representatives, have an obligation to send a message
to the world that we affirm the [Armenian] Genocide and to send a
message to the Turkish government, which is ultimately behind all
of the genocide denial on the part of the [U.S.] Administration."

Citing the presence of Armenian Genocide survivors Yeretzgeen
Sirarpi Khoyan and Mrs. Rose Baboyan, Rep Adam Schiff explained
that "there aren’t many survivors left and while there are still
survivors among us we have, I think, the highest ethical obligation
to recognize the losses of their families, the losses of their
entire community, and in many respects beyond that, the loss of
almost an entire people."

Touching on the U.S. responsibility to end the ongoing genocide in
Darfur, Rep. Schiff argued, "How can we demonstrate the kind of
moral leadership we need to condemn the genocide in Darfur if we do
not have the courage to recognize the murder of a million and half
people in the first genocide of the last century?"

Congressional Armenian Caucus Co-Chair Joe Knollenberg (R-MI)
stressed that, "It is up to the House to bring this important
resolution to vote." He went on to explain that, "38 U.S. states
have recognized the Armenian Genocide" and that the time had come
for the U.S. Congress to enact the Armenian Genocide Resolution.

Armenian Genocide Resolution lead sponsor in the 109th Congress,
Rep. George Radanovich, argued: "I think it is not even in Turkey’s
interest to successfully keep this [Genocide resolution passage]
from happening because it is in their best interest as a growing
country to recognize what happened in their country many, many
years ago."

"We appreciate the leadership of the Armenian Genocide Resolution’s
authors – Adam Schiff, George Radanovich, Frank Pallone, Joe
Knollenberg, Brad Sherman, and Thaddeus McCotter – and are, of
course, very encouraged by the broad, bipartisan support for their
introduction of this anti-genocide legislation," said Aram
Hamparian, Executive Director of the ANCA. "The immoral firing of
Ambassador Evans for recognizing the Armenian Genocide, the intense
controversy over the Richard Hoagland nomination due to his denial
of this crime, and – of course – the brutal assassination of Hrant
Dink, all serve as a stark wake up call for Congress to pass the
Armenian Genocide Resolution."

"Armenian Americans across the country look forward, in the coming
weeks, to working with all our Congressional friends in support of
the early adoption of this legislation in the U.S. House of
Representatives," added Hamparian.

The introduction of the resolution comes in the wake of the January
19th murder of Armenian journalist Hrant Dink in Istanbul, Turkey,
for his lifelong commitment to Armenian Genocide recognition. The
Turkish government had long persecuted Dink for his principled
stand on the Genocide, prosecuting him under the repressive Article
301 penal statute for "insulting Turkishness." Dink, who was
convicted but given a suspended sentence, had appealed the
decision.

The resolution also follows the firing of U.S. Ambassador to
Armenia John Marshall Evans last year, for properly characterizing
the Armenian Genocide as ‘genocide.’ The Administration
subsequently nominated Richard Hoagland for the position of
Armenian Ambassador – a move blocked by Sen. Bob Menendez (D-NJ)
following widespread bipartisan concerns by Senate Foreign
Relations Committee members about the Evans firing and statements
by Hoagland denying the Armenian Genocide.

As Members of Congress prepared to introduce the Armenian Genocide
resolution, thousands of Armenian American activists contacted
their legislators through phone, mail and the ANCA WebFax system
urging them to become early cosponsors of the legislation. ANCA
regional offices and local chapters held community briefings, press
conferences and events in support of the measure, leading to a
groundswell of early support.

The Armenian Genocide legislation is expected to the referred to
the House Foreign Affairs Committee. A Senate version of the
resolution is set to be introduced in the coming weeks.

THE CAR OF THE SPORTS REPORTER BURNT

On January 30, unknown people burnt the car belonging
to Suren Baghdasaryan, a sports reporter and founder
of `Football +’ weekly. The event occurred at about
4.00-5.00 a.m. The criminals unnoticeably blew the
doors of Suren Baghdasaryan’s garage as a result of
which the car «Prado» Jeep parked in the garage burnt
down. < p> The residents of the neighborhood learnt
about the event only after hearing the sound of
explosion. The police immediately arrived on the
scene. The burning car couldn’t be taken out of the
garage that’s why it burnt to ashes.

Reminder; it is already the second time the cars
belonging to Suren Baghdasaryan have been burnt. After
the first attempt the car burnt partially and Suren
Baghdasaryan was able to have it repaired.

Suren Baghdaryan doesn’t want to comment on the event
whereas his son-in-law, Ashot Martirosyan, the
editor-in-chief of «Football+», informed A1+ that only
the investigation can reveal the facts. He doubted
whether the event had anything to do with Suren
Baghdasaryna’s professional activity. «Suren
Baghdasaryan has got only one profession – football.
He is not engaged in politics or in any other sphere»,
says Mr. Martirosyan.

Armenia to have professional army in future – deputy defence minister

[Presenter] A new platoon of peacekeepers left Yerevan for Iraq
today. The Armenian group is comprised of over 40 servicemen –
doctors, mine cleaners and drivers. Those peacekeepers who have
served their six-month terms in Iraq will return in early February.
Deputy Defence Minister Artur Aghabekyan saw the peacekeepers off
today. He said that in the future Armenia will have more
peacekeepers.

[Correspondent over video of soldiers marching] The Armenian
peacekeeping battalion achieves new frontiers year after year. Over
the three years, this is the fifth group leaving for Iraq on a
peacekeeping mission. The first group consisted of only mine cleaners
and drivers. Then doctors were also included, and now, officers
joined them. Over these years, the Armenian peacekeepers acquired
enough experience to send officers to Iraq from the [peacekeeping]
battalion. These officers will hold posts in the staffs of both the
multinational division and the centre-south corps.

[Deputy Defence Minister Artur Aghabekyan] This is an honour because
the demand has forced us to make changes, and I have to proudly
mention today that our servicemen will continue to contribute [to
peacekeeping operations in Iraq] through their mission.

[Correspondent] Very soon, Armenia’s peacekeeping battalion will be
reorganized into a brigade, the deputy defence minister said, while
the task was to set up a battalion by 2010.

[Artur Aghabekyan] We will have a peacekeeping brigade by the time
when we were supposed to have a battalion. It may not be complete,
but at least two of the battalions [of the brigade] and the
administration will be complete.

[Correspondent] Based on this core, we will have a professional army
in the future. The legislation is already being improved for that.
The defence minister has already passed a decision to have
professional sergeants in the army.

[Artur Aghabekyan] There will be a person between the officers and
privates – a professional sergeant, who understands well the officers
and understands well the privates conscripted to the army for a
mandatory service. That bond will strengthen our units to make them
more capable.

[Correspondent] Aghabekyan said that Senior Lieutenant Georgiy
Nalbandyan, who was wounded in Iraq, is in good health. He is now
being treated in a military hospital in Ramstein, Germany. The head
of the ministry’s medical service department will learn about his
treatment and the conditions for making a prosthesis for him.

Armenian Genocide issue is not excluded from agenda, stated Armenian
Ambassador to Great Britain Vahe Gabrielyan during an interview to
English edition of "Al Jazeera" TV company. In his words, the Armenian
Genocide in the Ottoman Empire is not subject to discussions and
doubts and was proved by many documentary materials, including by
evidences of Turkish historians.

`Instead of discussing if it happened or not, it is necessary to
discuss the problem of recognizing the Armenian Genocide and improving
the Armenian-Turkish relations. After all, the Turkish special
tribunal in 1919-1920ies sentenced some of the organizers of the
Genocide to death penalty or other punishments, but today this fact is
being forgotten,’ Gabrielyan said.

Alongside he underlined Armenia is not EU member and cannot put
forward preconditions for recognizing the Armenian Genocide in front
of Turkey to enter the European Union. `But the Copenhagen standards
demand from the EU member states to establish good neighboring
relations with all neighbors, solution of existing problems,
improvement of the situation with national minorities. All this
supposes recognition of the Armenian Genocide. A number of EU states
have already raised this question and Armenia hopes on EU’s principled
stance over this issue,’ underscored the Armenian diplomat, the RA MFA
Press Office reports.

`There are no minorities in Armenia,’ Rima Varjapetyan, head of Jewish
community in Armenia told Panorama.am. In her words, all issues
connected with national minorities are tackled in Armenia. `If there
are acute problems, they are solved in time and objectively,’ she
said. `Single cases may step out but they are based not on national
identification but on daily life,’ the Jewish community head said
referring to the murder of K. Avdalyan, yezdi by national, saying the
murder was committed not because of nationality.

To remind, the air communication was breached the day before because

Cattle Tracks Lead to Azerbaijan

CATTLE TRACKS LEAD TO AZERBAIJAN

On January 29, Ivan S., a citizen of Aygehovit village, informed the
Ijevan Department of Police Forces that he had found the door of his
cattle shed broken and six of his cattle stolen the previous night.

The drastic measures of the operative group revealed that the cattle
tracks lead to Azerbaijan.

The investigation is under way.
