According to Shavarsh Kocharian, the Chairman of the National
Democratic Party (NDP), several facts alarming for Armenia have been
recorded over the Nagorno Karabakh problem lately. The first of them
as the NDP Chairman stated at the July 22 press conference, is the
declaration signed between Russia and Azerbaijan lately, which mentions
that the Nagorno Karabakh conflict should be solved by respecting the
principle of Azerbaijan’s territorial integrity. That formulation,
according to S.

Kocharian’s observation, is alarming in the very respect that Russia
had not come up with such a concrete proposal until the recent time.

The NDP Chairman said that there are also dangerous formulations
in the Council of Europe resolutions, where Armenia is named an
"occupant," an "aggressor." "After the appointment of the new Foreign
Minister our foreign policy has become more initiating, but we fail
to make the world understand the essence of the Artsakh conflict so
far," S. Kocharian said. He affirmed that Armenian diplomacy’s main
shortcoming is that the fact that Karabakh had already come out of
Azerbaijan before the latter’s coming out of the USSR has not been
proved to the international community yet.

He affirmed that it would be right if a strategic cooperation agreement
were signed between Armenia and NKR. By one of that agreement’s
provisions, according to him, it would be stipulated that Armenia
conducts the negotiations on behalf of Artsakh until the latter is
internationally recognized.

Books open our minds to the Middle East

They stare at me accusingly each time I walk into the basement, with
their straight spines and serious covers: Vali Nasr’s The Shia
Revival, William Roe Polk’s Understanding Iraq, Akbar Ahmed’s Journey
Into Islam. Excellent books. Highly recommended.

For several months they lay impressively on my bedside table, but then
I piled the books I was actually reading on top of them and one day ‘
in a fit of tidying ‘ I moved them to the basement bookshelf.

I pulled them off the shelves several times, but I find it tough to
read about places in books where I read daily about dead mothers,
sons, soldiers and children in the newspaper. And yet I feel an
obligation to learn something about these far-away places that are now
such an intricate part of our lives. Not just Iraq, but Iran, Turkey,
Afghanistan and Pakistan. The places capable of raising people who are
willing to kill themselves to kill thousands of others; the places
where some of our deepest prejudices are now aimed.

So I started searching for books that could help me understand the
culture and context of these lands without needing to work my way
through thousands of years of history.

I started with a book given to me as a gift: The Bastard of Istanbul
(Viking, $24.95) by Elif Shafak. It tells the story of a family of
women in Istanbul: two grandmothers, four sisters and one daughter who
live in relatively chaotic harmony. One of the sisters, the beautiful
and unorthodox Zeliah Kazanet, is the mother to 19-year-old Asya, a
devotee of Johnny Cash and existentialism who does not know the
identity of her father.

Asya is also raised by her three aunts: Banu, a devout Muslim and
soothsayer; Cevriye, a widowed high school teacher and Feride, a
mentally unstable paranoid. The aunts’ brother, Mustafa, left Turkey
as a young man and has never returned, but his stepdaughter,
Armanoush, is obsessed with her Armenian heritage and makes a secret
trip to visit Mustafa’s family.

The fate of the Armenian people in Turkey after WW I is woven into the
book from several points of view. But this isn’t just about the
conflict between Armenians and Turks. It’s about controversies between
mothers and daughter, sisters, lovers and friends. It’s about a
modern-day family in Istanbul where one sister wears the scarf out of
respect for her religion and three think it’s disrespectful to women
to do so. In other words, it’s about life ‘ the same sort of messy,
complicated lives that most of us have.

And in reading Shafak’s book, I think I understand more about Turkish
society and the Armenian mind-set. Yes, a scholarly work might have
given me a more objective point of view, but I wouldn’t have grasped
the culture and conflicts of the people with the same depth.

Shafak, who divides her time between Istanbul and Tucson, Ariz., was
put on trial for this book for "denigrating Turkishness" under Article
301 of the Turkish Penal Code. I wonder if those who judged her really
read the book. Besides the obvious fact that it’s ridiculous to put
someone on trial for anything they’ve written, this work, if anything,
celebrates Turkey in many ways.

Iran and the revolution

In the shadow of disturbing news about possible U.S. conflict with
Iran over nuclear issues, I next picked up The Septembers of Shiraz by
Dalia Sofer, which is about a Jewish family during the Iranian
revolution in 1979. Alcohol became illegal, along with singing,
listening to music and women appearing in public with uncovered
hair. Although Jews were fairly well accepted under the Shah of Iran,
they were now suspect.

Isaac Amin is a jewel dealer who is arrested and imprisoned in 1981’
in the midst of Iran’s war with Iraq ‘ and accused of being a Zionist
spy. Amin’s wife is overwhelmed with fear while searching for him as
his 9-year-old daughter decides to fight back in her own dangerous
way. The family’s son, who is studying in New York, feels trapped and
helpless waiting to hear news of his family.

Sofer was born in Iran and fled the country at the age of 10 to live
in the United States with her family. Sofer’s debut novel is largely
autobiographical. She tells the story from her father’s point of view
and draws on her memories of the land that exiled her.

Like all of us, the characters are complex in their desires,
prejudices and beliefs, in the wrongs and heroics they commit.

In a country where nearly two-thirds of Americans ages 18-24 can’t
find Iraq on a map of the Middle East, even after thousands of
U.S. soldiers have died there, reading books about cultures we are so
ignorant of but that have such a great impact on our lives is a way of
rising above our prejudices and fears.

Turkish Foreign Minister Ali Babacan today confirmed the fact of
holding direct consultations with Armenian counterparts.

Turkish Hurriyet daily wrote today that on July 8 "secret talks"
took place between Armenian and Turkish diplomats in the capital
of Switzerland.

According to Mediamax, during today’s joint press conference with his
Iranian counterpart Ali Babacan confirmed the information. The Turkish
Foreign Minister said: "Turkey recognizes Armenia. From time to time
we hold meetings and consultations with our Armenian counterparts."

Armenia needs to work out a good policy of how to use the inbound
transfers from individuals, Chief of the Migration Agency of Armenian
Labour and Social Affairs Ministry Gagik Yeganyan believes.

"We should bear in mind that mismanagement of money inflows may lead
to some undesired outcome. The government can apply certain methods
to use these sums for the development of various economic sectors,"
Yeganyan said in a seminar dedicated to the findings of a research
on the effective management of labour migration.

The research was to reveal the possible ways to enhance the positive
influence and reduce the negative outcome of migration to be included
in state policy in the future.

According to him, money transfers arriving in Armenia from abroad,
reaching $1bln in the recent years (19% of GDP), have contributed
largely to the two-digit GDP growth of the past four years.

Meanwhile, the migration agency chief said migration is important
both for Armenia and the receiving country. In Russia, for example,
migrants created one million jobs in the recent years.

The proposals and strategies developed during the seminar will
be submitted to the government. The seminar was organized by the
International Labour Organization.

Chief of the Caucasus Department of the CIS states Institute Mikhail
Alexandrov considers that the soonest resolution of Nagorno Karabakh
conflict is impossible.

"The situation will remain frozen for a long time. As the succession of
Armenian external political course continues, no principal concessions
on the issues of Nagorno Karabakh conflict are expected", said he at
the Novosti International press center in Yerevan.

On the other side, the expert noted that possibility of Azerbaijan’s
military victory over Armenia is absent both for external and internal
reasons, therefore, the conflict will remain unsettled for long.

According to the expert, Armenian society should accept it and live
in this situation calmly. "It is impossible to get everything you want
including annul blockade and get Nagorno Karabakh", said Alexandrov.

The expert said it is necessary to wait when global geopolitical
processes, for example, economic crisis in the West and possible
undermining of world hegemony of the United States in the result of
this crisis, will lead to global geopolitical progress, US withdrawal
from Eurasia and collapse of the NATO bloc.

"The geopolitical situation in the region will change after it and
it will be possible to settle Nagorno Karabakh issue on the basis of
the right of nations for self-determination", said Alexandrov.

US Secretary of State Condoleezza Rice and her Armenian counterpart
Edward Nalbandian signed a deal Monday to fight the smuggling of
nuclear and radioactive materials, the State Department said.

The deal significantly boosts joint US-Armenian "efforts to combat
the threat that nuclear or highly radioactive materials could be
acquired by terrorists or others who would use them to harm us,"
it said in a statement.

The agreement spells out the US-Armenian intention to cooperate
to boost Armenia’s capabilities "to prevent, detect, and respond
effectively to attempts to smuggle nuclear or radioactive materials,"
the department added.

"It specifies twenty-eight agreed steps that the two governments
intend to be taken for this purpose."

The statement said Armenia will be able to take some of the steps on
its own, but would receive either US or international assistance in
implementing other measures, it said.

"This assistance would complement and be carefully coordinated with
the aid the Republic of Armenia is already receiving from various US
and international assistance programs," it added.

The State Department said the agreement is the fifth of its kind
concluded by the US government’s Nuclear Smuggling Outreach Initiative,
with previous ones completed with Ukraine, Kazakhstan, Georgia,
and the Kyrgyz Republic.

"The US government intends to conclude similar agreements with
approximately twenty additional countries where the risk of nuclear
smuggling is of particular concern."

A cooperation agreement was concluded between RA and NKR Control
Chambers in Stepanakert on July 10. The document was signed by
I. Zakharian, head of RA Control Chamber, and A. Mosian, head of NKR
Control Chamber.

According to DE FACTO own correspondent in Stepanakert, in the
course of a joint press conference A. Mosian, head of NKR Control
Chamber, noted that the issues referring to joint activity had been
discussed in the course of a meeting with the delegation of RA Control
Chamber. Answering journalists’ questions concerning agreement’s
content and joint plans, I. Zakharian noted, "Due to the agreement
the work will be subject. Several directions have been included in
the document. The first one is joint check-ups over certain issues,
the second one – rendering methodic assistance (of expert and technical
nature) to Karabakh colleagues".

Underscoring the role of the Control Chamber in the struggle against
corruption in the country, I. Zakharian said, "we should not be
considered a punitive organ. Specific proposals will be presented to
correct shortcomings and omissions; in case reasonable approach is
applied to problems, corruption risks, which are evil for any state,
will be reduced year after year".

During the press conference the head of NKR Control Chamber A. Mosian
said that check-ups in the sphere of NKR health care had been
finished. "A report will be made in the course of the coming 1-2
weeks. After the NKR Control Chamber Council approves the report the
work’s results will be presented to appropriate organs and public",
A. Mosian noted. He also added that verifications had been planned
in the sphere of agriculture and urban development. "Currently,
according to the NKR Control Chamber’s program, checking is being
held in regional administrations of Martuni and Askeran and Shoushi

Council of Europe Human Rights Commissioner Thomas Hammarberg will
pay a three-day visit to Yerevan to assess the progress of the inquiry
of the post-electoral developments.

Public officer of the Human Rights Commissioner Stefano Montanari
told Armenpress that during the visit Hammarberg will meet with the
Armenian President Serzh Sargsian, members of parliament, governmental
officials, chief prosecutor and members of the parliamentary ad hoc
commission set up to investigate March 1 events.

He will also meet with the arrested people and their lawyers, human
rights defender, as well as representatives of international and
non-governmental organizations. Together with two members of his office
and international expert Yohan Hirschfeldadt he will visit jails.

"This visit is a part of dialogue with the Armenian authorities,"
the commissioner said. "In my last report on Armenia I called on
conducting a comprehensive inquiry on March 1 events. The aim of this
visit is to assess the progress and get a clear information over the
number of the arrested people and their legal status," Hammarberg said.
