Azerbaijan is not ready for mutual concessions, Armenian Deputy
Foreign Minister Shavarsh Kocharyan said in an interview with
"Interfax" agency.

Commenting on Azerbaijani President’s statement that the Karabakh
settlement has entered a decisive stage, Kocharyan said: "Baku proceeds
from the illusions that its perverted approaches are perceived as a
decisive stage of negotiations. In order to enter a decisive stage, the
parties need to demonstrate willingness to make mutual concessions."

The Deputy Foreign Minister reminded that the negotiations proceed
on the basis of one document – the Madrid Principles accepted by
Armenia and Azerbaijan in 2007. If Azerbaijan wants progress, it
should negotiate on arguable questions instead of distorting the
essence of the document or reject it," Shavarsh Kocharyan said.

According to the Deputy Foreign Minister, an agreement will be reached
when Azerbaijan stops leading the process to a deadlock. He noted that
"Armenia and Azerbaijan are UN members and should act in accordance
with the statute of that organization, which demand that disputes are
solved in a peaceful way without use of force and without threats of
use of force."

Ankara’s ongoing efforts to normalize its relations with Yerevan are
not limited to a state-to-state framework, Foreign Minister Ahmet
Davutoglu has said, adding that Turkey wants a reconciliation process
that also involves the Armenian diaspora living in Europe and the
United States.

Davutoglu said Turks and Armenians "in Paris and Boston" should
sit together and attempt to reconcile their memories of the tragic
events that took place in 1915, which Armenians consider a systematic
extermination campaign but which Turks insist were merely terrible
deaths resulting from the collapse of an empire, The Boston Globe
reported on Wednesday.

The minister’s remarks came as he was delivering a speech and
responding to questions from reporters at the Washington office of
the Council on Foreign Relations on Wednesday.

"We are ready to listen to our Armenian friends concerning our
history," Davutoglu was quoted as saying by the Anatolia news agency.

He said no one should unilaterally impose his/her own memory on the
other side, recalling that 2 million Turks were forced to migrate
from the Balkans and the Caucasus to Anatolia as those territories
became independent from the Ottoman Empire at the beginning of the
last century.

Turkey rejects Armenian claims of genocide at the hands of the
Ottoman Empire and says Turks and Armenians were both killed as
Armenians revolted against the Ottoman Empire in collaboration with
the Russian army with the aim of establishing an Armenian state in
eastern Anatolia.

Davutoglu’s remarks in Washington echoed his concept of "just memory."

In the past, he has said that procedures envisioned by protocols signed
in October between Armenia and Turkey for establishing diplomatic
ties and reopening their border will eventually help achieve "a just
memory" concerning the tragedy in Anatolia during World War I.

One of the two protocols signed by Ankara and Yerevan in October
says the two countries have agreed to "implement a dialogue on the
historical dimension with the aim of restoring mutual confidence
between the two nations, including an impartial scientific examination
of historical records and archives to define existing problems and
formulate recommendations."

"1915 is the year of the so-called genocide for them," Davutoglu was
quoted as saying by The Boston Globe. "For us, we say ‘pain.’ We are
ready to discuss. The same year, we had Gallipoli," he said.

The 1915 Battle of Gallipoli was won by the defending Ottoman army
against a joint British and French campaign and laid the groundwork
for the Turkish War of Independence and the foundation of the Turkish
Republic eight years later under Mustafa Kemal Ataturk.

Davutoglu said one of his grandfathers died at Gallipoli, underscoring
the emotion that many Turks feel about that campaign, The Boston
Globe reported.

Also Wednesday, Davutoglu held a meeting in Washington with Turkey’s
ambassadors to Washington and Ottawa and consul-generals in Chicago,
Houston, Los Angeles and Toronto. Davutoglu ordered the diplomats
to engage in dialogue with the Armenian diaspora and strengthen
this dialogue, the agency said. It is not possible to finalize the
normalization of bilateral relations with Armenia without having
the Armenian diaspora involved in this process, diplomatic sources,
speaking on condition of anonymity, told Anatolia. The same sources
highlighted that Turkey would prioritize contact with Armenian groups
who are open to dialogue, indicating that dialogue with hard-line
groups was not a priority for Turkey, at least at the moment.

Two men of 22 and 29 years old were detained in Armenia suspected
of stealing 200m telephone cable from the territory of one of Border
Guard Service of RF Federal Security Service (FSB) post in Armenia.

According to RA Police, investigative actions were initiated together
with Russian frontier guards.

The grabbed cable linking the frontier station with watchpost was
seized.

Mr. Richard Giragosian Director of the Armenian Center for National and
International Studies (ACNIS) stated that following the recent meeting
in Washington between Turkish Prime Minister Recep Tayyip Erdogan
and Armenian President Serzh Sargsyan, there are renewed expectations
of hope that the process of Turkish-Armenian "normalization" is back
on track.

"The meeting represented the ‘last chance’ for Turkey to meet
expectations, new obstacles are coming, including the April 24th
anniversary of the Armenian genocide, which affirms that the real test
for this latest round of Turkish-Armenian diplomacy is only beginning,"
he told reporters in Yerevan on April 15.

Washington will use the dialogue between the two countries to achieve
its goals in Karabakh process, according to Mr. Giragosian.

Yerevan (Yerkir) – On the sidelines of the Washington summit, Armenian
President Serzh Sargsyan met with U.S. Secretary of State Hillary
Clinton on Tuesday.

As reported by the Armenian president’s press office, the parties
discussed prospects of the Armenian-Turkish relations. Clinton
reportedly reaffirmed U.S. President Barack Obama’s position
urging Armenia and Turkey to continue the normalization process
without preconditions. Sargsyan and Clinton also discussed bilateral
Armenian-American relations, as well as issues related to the process
of settlement of the Nagorno-Karabakh problem being conducted within
the framework of the OSCE Minsk Group.

On the same day, President Sargsyan met with U.S. Congressman Adam
Schiff. In the course of the conversation, Sargsyan thanked the
congressman for his efforts aimed at the recognition of the Armenian
Genocide in U.S. Congress, as well as for his support to Armenia
and Karabakh.

The Armenia-Turkey rapprochement is not limited to the ratification of
the Armenian-Turkey Protocols, Head of the Republican Party of Armenia
parliamentary faction Galust Sahakyan said at a press conference today.

"The border may open before the ratification of the Protocols," said
Sahakyan, adding that it is his own version of political developments.

Sahakyan highlighted the importance of Sargsyan’s meetings in
Washington, saying they were "exclusively efficient."

He also said he was sure that under these circumstances the
international community may respond to the Armenia-Turkey normalization
positively and that those responses may be of a new quality.

will be told on the scene of Vladimir Vysotsky Theater Center by
Moscow’s Armenian Theater, reported the press service of the Union
of Armenians of Russia.

Luys Marie. Ode to Joy play is set in 20th century to portray the
fate of a little Armenian girl, who moved to her rich U.S. aunt,
having lost her parents during the Genocide.

The play will be performed in Russian.

Vikram Sampath’s "My Name is Gauhar Jaan" captures the life of
feisty and eminent Hindustani classical vocalist Gauhar Jaan. India’s
first vocalist to record on the gramophone. The book was launched by
Pandit Jasraj

"My name is Gauhar Jaan!" The earliest recordings of Indian music are
distinguished by this high-pitched and flirtatious announcement, made
towards the end of the rendition. This declaration would then epitomize
a milestone in the history of Indian classical music, one that would
change forever its content, structure and style of presentation.

Author Vikram Sampath in his second book "My Name is Gauhar Jaan: The
Life and Times of a Musician, captures the life and times of feisty,
colourful and eminent Hindustani classical vocalist Gauhar Jaan who
was India’s first vocalist and musician to record on the gramophone.

Sangeet Martand, Padmavibhushan Pandit Jasraj, to launch the book in
Bangalore on April 12, 2010 at Alliance Francaise.

Speaking about the book, Pandit Jasraj said, " It is so interesting
that I feel that any music lover who gets his or her hands on the book
will read it through in one sitting." He reminisced that many thumris
composed by Gauhar Jaan like Kaise Yeh Dhoom Machayi Arrey Kanhaiya
Re as well as thumris sung by her like Jiyaa Mein Laagi Aaan Baan,
are still sung today by many across India. However, in most cases
the singers aren’t even aware that they are singing her compositions.

Vikram is doing just that, for people to reconise the thumris as
those that originally came from Gauhar Jaan.

The musical scene in India at the turn of the 20th century witnessed
tumultuous changes. The traditional custodians of the art form-the
devadasis down South and the nautch girls/tawaifs up North, had for
generations nurtured the art form. But successive laws passed against
their ilk, ensured that many of them died in abject poverty or were
faced with the abominations of the flesh trade. But, Gauhar Jaan
emerged on the sheer strength of their art and personalities.

Gauhar Jaan’s was the first Indian voice to be recorded in 1902. In
her illustrious career she cut close to 600 records. Gramophone
Company’s India agent Frederick William Gaisberg decided that she
would be the first Indian voice that he would record. He writes
glowing details about her flamboyance and appearance, as well as of
the wonder with which he heard her sing like a dream on his 3.5 min
long gramophone discs. Most of these discs end with a high-pitched
flirtatious announcement by the singer herself – "My name is Gauhar
Jaan" she screams out in most of these early records!

This book traces the story of her life with all its attendant myths,
legends and folklore, some of which are recorded, some apocryphal; as
well as the times during which she lived and created exquisite music.

According to Vikram, who says’s he could have well been possessed by
the ghost of Gauhar Jaan as he put together her life over two years
with intensive research.

"I discovered Gauhar Jaan originally during the research of my first
book, "Splendours of Royal Mysore: The Untold Story of the Wodeyars",
where I discovered she spent the last years of her life. It was
fascinating to see the life she lived and the contribution she made to
Hindustani Classical Music, "according to Vikram, the male singers at
the time were superstitious of recording their voice. Harbouring fears
that they might lose their voice once it was recorded. Gauhar Jaan,
with her flamboyant irreverence for these beliefs, paved the way, with
many women singers following her. This shift to technology ensured that
women performing artists could emerge from the clutches of their often
abusive rich patrons. Born in Azamgarh as Eileen Angelina Yeoward,
an Armenian Christian who later converted to Islam, Gauhar Jaan was
a nationwide celebrity in her times. Gauhar’s life is replete with
numerous such anecdotes. She is touted to be among the few people in
Calcutta in those days that flouted Government regulations and went
around the city in a four horse-driven buggy, for which she even paid
a penalty of Rs.1000 a day to the Viceroy! She was even known to have
thrown a lavish party worth Rs.20,000 when her cat produced a litter
of kittens! Her photograph is supposed to have (even) appeared on
match boxes (of those days) which were manufactured in Austria!

But as everything that goes up also comes down, Gauhar had her fall
too. She was duped by her near and dear ones, had cases filed against
her in the courts and she lost most of her property and wealth in
Calcutta. At this point, the Maharaja of the princely state of Mysore
in South India decided to invite her as a state guest to Mysore in
1928 and she was given a mansion and an annual pension there. An
emotionally broken Gauhar, whose personal life and love life were in
ruins, sought her final refuge in Mysore. But the tragedies of her
life ensured she didn’t live long and the first Empress of Indian
music breathed her last in Mysore in 1930.

Bangalore based author Vikram Sampath is an Engineer/mathematician
and MBA by educational background is currently a Financial Analyst
with Hewlett Packard. "This allows me to go off on my numerous
research travels, to different parts of the country." His first book,
"Splendours of Royal Mysore: The Untold Story of the Wodeyars" has
won critical acclaim. The interest for this book was piqued with the
popular series "the Sword of Tipu Sultan", when he was all of 12-13
years old. He was perplexed that the Wodeyar’s were shown in very
poor light, which he would much later prove wrong, with his book. .

With messages from eminent classical musicians of India like Pandit
Jasraj, Ustad Amjad Ali Khan and Pandit. Arvind Parikh, the book
includes a CD of select original sound tracks of Gauhar Jaan’s music.

RA NA Speaker Hovik Abrahamyan To Leave on an Official Visit to Lebanon

At the invitation of the Speaker of the National Assembly of Lebanon
on the evening of April 11 the parliamentary delegation led by RA NA
Speaker Hovik Abrahamyan is to leave for Lebanon to pay a three-day
official visit. The delegation is comprised of the RA NA Chief of
Staff Gegham Gharibjanyan, deputies Vhana Hovhannisyan, Hovhannes
Margaryan, Armen Martirosyan, Martin Sargsyan, Vahe Enfiajyan, Araik
Grigoryan.

In Beiru RA NA Speaker Hovik Abrahamyan will have meetings with the
President of Lebanon General Michel Sleiman, the Speaker of the
National Assembly Nabih Berri, the Prime Minister Saad Hariri, the
Minister of Foreign Affairs Ali Shami, as well as the members of the
Inter-Parliamentary Friendship Group.

Meetings are schedules with the Catholicos-Patriarch of the Armenian
Catholic Church Nerses Petros XX, the Chairman of the Armenian
Evangelical Church Union Mkrtich Karagyozian of Near East and the
representatives of the Armenian traditional parties and Armenian
community of Lebanon. RA NA Speaker will also meet with the
representatives of the Armenian community in Aynjar.

On April 14 the official delegation led RA NA Speaker Hovik Abrahamyan
will return to Yerevan.

La Fédération Euro-Arménienne pour la Justice et la Démocratie a
enregistré avec satisfaction que, par la voix de sa Haute
Représentante des Affaires Etrangères, Mme Catherine Ashton, l’Union
européenne demeure attachée à la normalisation sans pré-conditions des
relations entre l’Arménie et la Turquie.

La Fédération constate la prise en considération au plus haut niveau
de l’Union européenne du déséquilibre entre l’attitude de l’Arménie
qui a soumis les protocoles au parlement, et celle de la Turquie, qui
n’a pas renoncé à imposer des pré-conditions pour la ratification de
ces derniers, tout en faisant des déclarations de bonne volonté.

Elle prend acte avec intérêt de la phase actuelle de renforcement des
relations, dans le cadre du partenariat oriental, avec en perspective
l’association politique et l’intégration économique de l’Arménie avec
l’Union européenne.

« Nous déplorons que les récentes menaces du premier ministre Erdogan
de déporter les Arméniens de Turquie n’aient pas provoqué une
condamnation ferme et unanime de la part des instances européennes »,
a déclaré Hilda Tchoboian, Présidente de la Fédération
Euro-Arménienne.

« Le blocus de l’Arménie et la politique négationniste de la Turquie
devraient inciter l’Union européenne à prendre toute la mesure de la
politique agressive de la Turquie » a poursuivi Hilda Tchoboian.

Les Arméniens d’Europe attendent des dirigeants européens de rester
fermes dans leur refus de toute condition préalable ; et de
s’impliquer clairement dans la levée du blocus de l’Arménie.
