pour le Vice-Premier ministre de Turquie, Bulent Arinc, qui vient en
France “vendre” l’idée d’une Turquie démocratique et européenne,
d’abord a l’UNESCO le samedi 13 avril, puis au CERI. Dans le cadre
du Groupe de recherches sur la Turquie contemporaine, le CERI convie
en effet a une rencontre avec Bulent Arinc qui se déroulera le 15
avril 2013 sur le thème “La question des droits de l’homme dans le
processus de transformation de la Turquie”. Bravo ! Qui mieux que le
Vice-Premier ministre d’un pays qui “garde au chaud” a l’heure actuelle
10 000 prisonniers politiques, qui mène des procès-fleuves de type
“stalinien” pour “terrorisme” a l’encontre de journalistes, éditeurs,
avocats, chercheurs, syndicalistes et étudiants, qui permet que
soient poursuivis – au titre de l’Article 301 du Code pénal turc –
des intellectuels “coupables” d’insulte a l’identité turque (le plus
souvent s’ils sont Arméniens ou en rapport avec un média arménien),
qui a déclaré lors d’une rencontre avec des députés suédois que ”
la Turquie ne reconnaîtra jamais le prétendu génocide arménien ”,
qui menace et tonne a chaque fois qu’il est question de pénaliser
la négation du génocide arménien en France, oui, qui mieux que
Bulent Arinc pouvait venir parler a Paris de la question des droits
de l’homme en Turquie ? Toute relation entre le choix de la date
et la proximité des commémorations du génocide arménien qui se
dérouleront le 24 avril en France, comme partout dans le monde,
est bien sÔr a mettre sur le fait du hasard.

Le projet de Francois Hollande contre le negationnisme

Le president francais Francois Hollande a promis de presenter un
nouveau projet de loi penalisant la negation du Genocide armenien ;
il n’y est pas parvenu jusqu’a present a cause de la position que le
Conseil Constitutionnel avait exprime.

Citant ses propres sources, Turkish Hurriyet ecrit que Hollande a
trouve, pour cette resolution, une formulation de compromis adaptant
la legislation de l’Union Europeenne a celle de la France.

L’expression ” Genocide armenien ” ne figurera pas dans le texte de
la loi francaise, mais sa negation sera consideree comme un crime.

Le nouveau projet de loi sera base sur la decision-cadre adoptee par
l’UE le 28 novembre 2008, declarant punissable sur le territoire de
l’UE la negation de crimes contre l’humanite.

La loi sera formulee de la facon suivante : ” Toute personne qui niera
un genocide, repandra la haine, poussera a la vengeance, offensera
la religion, l’appartenance ethnique, la nationalite, encourra une
peine d’emprisonnement de 1 a 3 ans.

Exprimer un point de vue sur le genocide ou faire etat de travaux
scientifiques ne sera pas puni mais quiconque tient un discours
injurieux sera puni.

Le nouveau projet sera finalise et mis sur l’agenda du Parlement
a l’automne.

Au cours de ses voyages en Lettonie et en Lituanie, Gul a declare aux
journalistes turcs que, parfois, des parlements prennent des decisions
sur les evenements de 1915 a rapporte l’agence de presse turque Cihan.

” Une telle decision a ete prise par le parlement [de la Lituanie] en
2005, mais le gouvernement s’y est oppose “, a dit M. Gul, notant que
les gouvernements de ces pays attachent de l’importance aux relations
amicales avec la Turquie.

The number of Armenians wishing to leave the country for ever was 40%.

The main factor in Armenians’ intention to leave their country is the
acute socio-economic situation, which is deteriorating day by day, said
political scientist Rovshan Ibrahimov commenting to 1news.az on reports
in media about the plans of 40% of Armenians to leave the country.

Gallup questioned about 41,072 residents older than 15 in 12 countries
of the former Soviet Union on the extent of their desire to leave
the country and causes.

The number of Armenians wishing to leave the country for ever was 40%,
which is the highest indicator among the countries studied.

According to the analyst, the next generation of Armenians will live
worse than the previous.

“If the expectations of the population are negative, it leads to
migration flows”, he said.

According to the expert, in addition, we should not forget a big
Armenian diaspora abroad

“Armenians have relatives who live abroad, so they move around the
world pretty easy”, he said.

Ibrahimov noted that migration will eventually result in acute
demographic problem in Armenia in 15-20 years.

“It will be linked to the pension problems, labor shortages, as well
as abnormal reproductive process in the country”, he said.

Baku. Rashad Suleymanov – APA. Russia has supplied the personnel
of military base #102 in Armenia with new navigation equipments,
APA reports quoting the website of Russian Defense Ministry.

“Perunit”, “Qrot” and “Briz” navigation systems have been included
in the armament of the military base in 2013.

QLONASS and GPS navigation systems are available in the aforementioned
equipments. These navigation tools with a wide frequency range are
very accurate in determining coordinates and have increased resource
of food supplies. The navigators are able to work in active mode in
harsh temperatures up to 12 hours.

Victoria Dementeva; Deputy Foreign Minister of Azerbaijan Mahmoud
Mammadguliyev met with Commissioner for Enlargement and European
Neighbourhood Policy Å tefan Fule in Brussels today.

Commissioner stressed that domestic developments in Azerbaijan do
have an impact on EU-Azerbaijani relations, APA reports quoting the EU
press centre. He appreciated that the climate in bilateral relations
improved but added that concerns remain about a number of issues on
the domestic political scene in Azerbaijan, especially freedoms of
assembly, expression and media.

The Azerbaijani side voiced an expectation for the partnership between
the EU and Azerbaijan to assume a strategic dimension.

Commissioner Fule stressed that negotiations on visa facilitation
and readmission agreements have advanced very well and negotiations
on an aviation agreement have seen progress since January 2013.

Commissioner Fule also emphasized the need for progress in the Nagorno
Karabakh conflict resolution process, stressing as crucial the sides’
restraint on actions and statements that could lead to an escalation.

Mahmoud Mammadguliyev is the head of Azerbaijani delegation in the
negotiations on the Association Agreement between Azerbaijan and EU.

The next round of negotiations will be held today in Brussels.

ARMENIAN SUBSIDIARY OF RUSSIAN RAILWAYS TO FOCUS ON ROLLING STOCK MAINTENANCE, REPAIR

CJSC South Caucasus Railway, the Armenian subsidiary of OJSC Russian
Railways (RTS: RZHD) (RZD), is going to focus on developing a rolling
stock maintenance and repair complex.

“We aren’t going to build forever. Today we are focusing our efforts on
creating a material base for maintaining and repairing rolling stock,
and investments will be gradually reduced. That’s justified.

We’ve created reliability at infrastructure objects,” South Caucasus
Railway chief Victor Rebets told Interfax.

As per the concession contract signed in 2008, the largest investments
were allocated in the first four years, the lion’s share of which
were spent on infrastructure modernization, he said.

This year, South Caucasus Railway’s budget is 540 million rubles, to
be spent on raising the safety of train traffic and increasing speed.

Last year investments totaled 1.15 billion rubles, which were used
to commission the Zamanlinsky railway bridge and to build bridges on
the Shagali-Kober and Kober-Tumanyan spans.

South Caucasus Railway manages Armenian railroads under a 30-year
concession contract signed in 2008, with the right to a ten-year
extension. Last year the RZD subsidiary increased freight transport
by 5.8% to 3.46 million tonnes.

ARMENIAN LEADER PROMISES IMPROVED DEMOCRACY, SECURITY AT SECOND INAUGURAL

Armenian President Serzh Sargsyan promised to improve democracy and
ensure the country’s security at his second inaugural address on
9 April.

His remarks were broadcast live by Armenian Public TV.

“I am thankful to all those who voted for other candidates. In so doing
they have expressed their discontent over the problems existing in our
country. In so doing they have sent a clear message to the authorities,
an exhortation to work more efficiently,” Sargsyan said.

Among the most urgent problems faced by the society Sargsyan named
emigration from the country, poverty and unemployment. He also spoke
on the need for “ensuring the primacy of law,” and “strengthening
democracy” noting that some improvements have been made in this regard
since the start of his first term in 2008.

“Five years from now we will enjoy a new, significantly higher level
of democracy,” he promised, adding that the rejected claims that he
and his government were using the prospect of armed conflict with
Azerbaijan “as a pretext to silence the voices of opponents.”

Concerning foreign policy he promised to “work steadily on boosting
the level of security” of the country.

“We have offered an honourable peace to our neighbours,” he said. “But
the experience of the past years has shown that they were not ready
to accept that offer.”

Turkish Journalist Demands To Deport Azerbaijani Diplomat Of The Cou

TURKISH JOURNALIST DEMANDS TO DEPORT AZERBAIJANI DIPLOMAT OF THE COUNTRY

The employee of the Azerbaijani embassy to Ankara, the capital city
of Turkey, diplomat Elsever Salamanov has made statements of racist
nature addressing it to the newspaper, the employees of the newspaper
and the Armenians in particular. The Turkish “Radical” newspaper has
referred to the insolent behavior of Elsever Salamanov.

The thing is that Salmanov did not like the fact that the song “Sari
Gelin” is titled as Armenian in the brochures of the musical festival
to be held in Ankara. The Azerbaijani diplomat could not resist himself
from making hateful statements. “Radical” newspaper has presented
the note made by the Azerbaijani diplomat on his Facebook page.

“On April 3 and 4 Ankara music festival was scheduled to be held. I
looked through the booklets with information about the musical works.

While looking through I came across to an extremely outrageous record
which said that the song “Sari Gelin” was allegedly Armenian, moreover,
it was written with capital letters. This issue will be interpreted
in different ways. Question arises, why should the newspaper expose
itself to such a test?”

The Azerbaijani diplomat comes to conclusion that either there are
Armenians among the employees of the newspaper who, by betraying the
principles of the newspaper, have been guided by patriotic feelings, or
the newspaper Radical devotedly serves the Armenians. The Azerbaijani
diplomat has called on his supporters to insult the Armenians and
the newspaper “Radical.”

In this concern columnist of “Radical” newspaper Denise Dzheyker has
accused Salmanov of violating diplomatic ethics and inciting ethnic
hatred. He has appealed to the Turkish Foreign Ministry and has asked
to give an adequate assessment to the behavior of the Azerbaijani
diplomat and to deport him from the country.

Yesterday Raffi Hovannisian with a group marchers went to
Tsitsernakaberd Memorial Complex , while a crowd of people was still
on Baghramyan avenue and was not moving.

ANC MP Nikol Pashinyan at briefing with reporters, said that he could
not answer the question , why people were divided into two wings.

“I can not answer that question because all the issues relating to
the meeting decides the organizer. Yesterday after midnight Raffi
Hovhannisyan in Liberty Square acknowledged that there was an
organizational shortcoming”, Pashinian said.

According to him, if the meeting is dedicated to the overthrow of the
government and formation of legal authority, he usually attends such
meetings. “With my presence I registered that RA has not had, does not
have and will not have President named Serzh Sargsyan and I am pleased
that on April 9 we had a crowded square, which means that there is
no legitimate authority in RA. Overcrowded Liberty Square means that
the citizens have enough will to restore their constitutional rights
to confirm their constitutional power”, ANC MP said.
