PanARMENIAN.Net – Military expert Davit Jamalyan stressed the need for
sustainable development of Artsakh to counter Azerbaijan’s
provocations.

He noted the development of border-areas of Shahumyan, Qashatagh and
Hadrut as guarantees of peace for future generations.

Editor-in-chief of Qashatagh-based newspaper Zohrap Erkoyan, in turn
said that people residing in the province live a normal life.

He further attached importance to the cultural monuments, with over 30
standing and ruined churches located there.

`New churches are built in Armenia, with no steps taken to restore our
historical buildings,’ he said.

planting and cleaning activities day Artsakh Republic President Bako
Sahakyan participated in tree planting activities held in the
vicinities of capital Stepanakert and the Shoshkavank monastery in the
Askeran region.

As Armenpress was informed from NKR presidential press service,
President Sahakyan emphasized the necessity of holding such
activities, highlighting in particular the beautification of the
territories adjacent to historical-architectural monuments,
considering it important from the viewpoint of their maintenance and
patriotic upbringing of the younger generation.

Another citizen of Azerbaijan is included in the wanted list of
Interpol. The Azerbaijani news agency “Trend” reports it, referring to
the official website of Interpol.

Mushvig Bayramov wanted by the police is 38-year-old and is born on 29
August 1974 in the village of Eyvazli, in Fizuli region. Bayramov is
accused of terrorism, in creation of illegal armed groups and
participation in their activities, in supplying them by arms,
ammunition and explosives.

In recent years a number of people from Azerbaijan were killed in
Syria while fighting against government forces. According to Turkish
sites about 30 Azerbaijani terrorists have been killed in Syria.

In general, the links between international terrorist groups and
Azerbaijan originated in the early 1990s. Then the Azerbaijani army,
having failed in the aggression against Nagorno-Karabakh Republic
(NKR), retreated, suffering losses. Trying to salvage the situation,
the Azerbaijani leadership, headed by Heydar Aliyev attracted to the
war against the Armenians of Nagorno-Karabakh international terrorists
and members of radical groups of Afghanistan (Gulbuddin Hekmatyar
group), Turkey (“Grey Wolves”, etc.), Chechnya (groupings Basayev and
Raduev etc.) and of some other regions.

Despite the involvement in the war in Azerbaijani army of thousands of
foreign mercenaries and terrorists, the Azerbaijani aggression against
Nagorno-Karabakh Republic failed and authorities of Baku were forced
to sign an armistice with the representatives of the NKR and Armenia.
However, the international terrorists found necessary links in
Azerbaijan and used them in the future. Recruitment was conducted
among the Azerbaijanis, who then were sent to Afghanistan and the
North Caucasus, where they participated in battles against the forces
of the international coalition and the Russian structures.

In recent years, the citizens of Azerbaijan are actively involved in
terrorist and extremist activities in Russia, Afghanistan and Syria.
In Azerbaijan the citizens of this Republic, are attracted to criminal
liability for participating in “illegal armed formations” in
Afghanistan and are sentenced to negligible terms of imprisonment.

There are currently 80-100 thousand fake users of Facebook,
information security expert Tigran Kocharian said at the meeting with
journalists, adding that the total number of Facebook users in Armenia
has reached approximately 400 thousand.

`The last presidential elections showed that political parties also
use Facebook and are quite active there,’ Tigran Kocharian said.
The expert said that Republican Party of Armenia and Heritage Party
are active Faceboook users, followed by Prosperous Armenia Party and
ARFD. In his words, Orinats Yerkir Party has also become active ahead
of the May 5 elections to Yerevan Council of Elders.

According to T. Kocharian, our society is becoming increasingly digitalized.

`For example, about 15 thousand people attended the April 9 rally of
Raffi Hovannisian. At the same time some 18 thousand watched the rally
online. This proves that people today prefer watching and reading
events and commenting on them to participating in those events,’
Tigran Kocharian said, noting that a FB index should not be taken
seriously.

`Facebook does not reflect opinions of the whole population of
Armenia: there are villages whose residents never used Facebook’.

The Prime Minister of Armenia is already known, as expected, Tigran
Sargsyan remained at his post. Foreign Minister Edward Nalbandian and
Defense Minister Seyran Ohanian remained at their post as well.

With slow but firm steps the Republican Party of Armenia, headed by
Serzh Sargsyan forms wing of power, which in turn will try to be
faithful to the responsibility. Regarding the rest of the Ministers
Serzh Sargsyan has still time to make a decision, that is, on the

The US Department of State has released Country Reports on Human
Rights Practices for 2012.

The Armenian National Committee of America welcome progress by the
Administration – insufficient but still encouraging – confirming that
the final status of Nagorno Karabakh remains the subject of OSCE
talks.

Unfortunately, this progress, made despite aggressive lobbying by
Baku, is packaged as part of a broader report that includes a number
of serious shortcomings, among them:

– The report ignores President Aliyev’s pardon of unrepentant Armenian
hating axe-murderer Ramil Safarov.

– The report ignores again (for the 8th year in a row) Azerbaijan’s
desecration of the Armenian cemetery in Djulfa.

– The report ignores anti-Armenian discrimination in Azerbaijan
despite an official US travel warning to ethnic Armenians.

– The report ignores President Aliyev’s racist rant that all the
Armenians of the world are enemies of Azerbaijan.

In the section devoted to Armenia the report says `the most
significant human rights problems during the year were limitations on
the right of citizens to change their government, corruption and lack
of transparency in government, and the limited independence of the
judiciary.’

La maison d’édition arménienne Nork a traduit et publié, à Erevan, le
roman Rêves de pierre de l’écrivain azéri Akram Aïlisli. Or, ce
dernier est, depuis des mois, victime d’une campagne de persécution
orchestré par le président Aliev en Azerbaïdjan, pour les prétendues
positions pro-arméniennes et antipatriotiques qu’il expose dans ce
livre, écrit en russe et publié à Moscou.

Akram Aïlisli, qui n’avait pas été consulté par les éditeurs, a
regretté le caractère politique de cette initiative, `la volonté de
faire de l’argent sur ce roman`, tout en réitérant ses `positions
humanistes`, et en exhortant à `percevoir l’ouvrage, qui ne contient
rien d’humiliant pour le peuple azéri, du point de vue des valeurs
universelles`, rapporte le quotidien en ligne Armenia Today.

Une forme lumineuse au dessus de Van…et si c’était le spectre des
Arméniens victimes du génocide ?

Mourad Cacim un habitant de Van (Turquie) travaillant au service de
presse de l’Université centenaire de Van est encore surpris. Il la
raconté les faits sur le site turc de Sondakika. L’information est
reprise sur le site arménien News.am. Un soir M. Cacim était sorti sur
son balcon pour y « respirer de l’air pur ». Face à lui la ville de
Van illuminé avait attiré son attention. Il a alors pris son appareil
photo et réalisé une photo. Mais lorsqu’il a regardé la photo su son
appareil, il a été surpris de l’image d’une forme lumineuse
ressemblant à un oiseau géant qui apparaissait au dessus de la ville.
Il a pris aussitôt d’autres photos, mais la forme lumineuse avait
disparu. M. Cacim a montré la photo à de nombreuses personnes sans
toutefois avoir une explication convainquante. « Certains me disent
qu’il s’agit d’un orage magnétique, mais cette explication ne me
convainc pas » dit-il.

Et si c’était le sceptre des dizaines de milliers d’Arméniens de Van
victimes du génocide dans cette ville qui fut la première capitale de
l’Arménie ?

Edward Nalbandian, the acting Armenian foreign minister, will sign an
agreement with the European Union (EU) concerning illegal immigrants
on Friday in Brussels, the Foreign Ministry said Thursday.

Nalbandian was expected to sign the readmission agreement with the
EU commissioner of home affairs and the representative of Ireland,
currently holding the presidency of the EU Council.

The readmission agreement establishes clear obligations and procedures
for EU member states and concerned third countries as to when and
how to repatriate illegal residents.

The International Monetary Fund (IMF) forecasts a slowdown in Armenia’s
real GDP growth from 7.2% last year to 4.3% this year and 4.1% in 2014,
the IMF reported in its April version of the World Economic Outlook.

Armenia will have 4.2% inflation in 2013 and 4% inflation in 2014,
compared to 3.2% in 2012, according to the IMF’s predictions.

The current account deficit will decline from 10.6% of GDP last year
to 9.6% of GDP this year and 8.2% of GDP in 2014. Unemployment will
edge down from 19% in 2012 to 18.5% in 2013, then 18% in 2014, the
IMF reported.

The IMF attributed Armenia’s future economic growth for this year and
next year to “a return to more normal weather conditions, a slowdown
in credit expansion, and a continuation of fiscal consolidation bring
the economy back toward trend growth.”

The Asian Development Bank (ADB) has forecast Armenian GDP growth
at 4.5% this year and 4.6% next year, and it predicts 3.6% and 3.2%
inflation, respectively.
