The Sardarapat Movement supported Raffi Hovannisian during the
post-election rallies. What did you expect from the BaRevolution?

Our statement was voiced at the first rally at the Liberty Square
after the so-called presidential election, and in two months after the
election we still go on insisting on what we said in the statement. We
did not join Raffi Hovannisian but the revolt the culmination of
which happened on 18 February – the election day. That day we again
saw just the same way as in 1996, 2003 and 2008 that presidential
election in Armenia is an obvious reason for the citizens to express
their disagreement with political, economic and ideological course of
the authorities of the republic which replace each other for the last
15 years. As a token of solidarity, we, members of the “Sardarapat”
movement and Pre-parliament came to the Square to participate in the
rally organized by a regular leader of the opposition in the person of
Raffi Hovannisian. However, the points of no return are clear to us,
after which we shall not stand next to him. But this does not at all
mean that we are not going to refuse cooperation with him.

Could you specify those points of no return?

In the person of the authorities of Armenia the society has got a well
organized system, fighting which is impossible from inside. In this
context, “Sardarapat” offered Raffi Hovannisian a systemized fight
on the basis of the relevant drawn out road map, which we are going
to offer to the society. The situation in Armenia should be assessed
and analyzed in the context of events taking place in the post-Soviet
territory in general, and in the Middle East, in particular, as
well as in the context of global changes in the world. Only if we
understand the place of Armenia in these processes, we shall be able
to understand what is taking place within the republic.

You said that Raffi Hovannisian accepted you suggestions but none of
them was realized. Why?

In word, Raffi Hovannisian agreed to our suggestions, but actually
he did not accept them. This happened as a result of changing of the
landmarks in the movement. At Serzh Sargsyan’s inauguration day I
called Raffi Hovannisian’s actions like a political suicide. But in
a day or two I understood that Raffi Hovannisian did not try to make
a political suicide, he sacrificed himself for quite certain goals,
for his own party. If we look at what happened in the last months,
we will see that Armenia’s party system has been in ruins since late
2012, when a number of parties refused to run for presidency.

Why did this happen?

This happened because our parties do not meet their purpose – they
do not represent the society,

Can we say that now the influence of external forces has grown?

I am sure it has. But it was not they who wanted to leave Armenia
without parties. It was the wish of all the three Armenian presidents
since 1995, when Levon Ter-Petrosyan put a ban on Dashnaktsutyun and
began creating pocket parties. And his cause was continued by his
two successors. Ter- Petrosyan’s motive was fear of the traditional
parties, while Robert Kocharyan and Serzh Sargsyan, who were both from
the province, just needed support. The initial mission of parties like
the RPA and Prosperous Armenia was to protect the economic interests
of one or another oligarch. But when it was time to protect the people
from the regime, they proved to be unprepared. In fact, there were
no parties left after Mar 1 2008. All we had was just signboards,
which fell in the autumn 2012.

But it was exactly the refusal of the ANC, the ARFD and Prosperous
Armenia to run in the presidential race that gave Raffi Hovannisian
the votes he got, wasn’t it. Who was interested in this?

Since ANC, ARFD and PAP have refused to take part in the presidential
election, the vacuum was not at all filled by the Heritage party but
by the civil society. Just at that moment public movements in Armenia
became sharply active. I mean those which protected Mashtots park,
ecologists, people fighting for justice in the army, court, etc. That
is to say, the politicized society started quickly filling this niche.

Just this process seemed to be especially dangerous for external
controllers. The point is that everything happening in Armenia is
a very much important precedent for the post-Soviet countries, the
countries of Eastern Europe, and finally for the whole world. Few
people in the world are aware what happened in Iceland in autumn 2012.

Meanwhile, Iceland’s residents simply refused external management and
the political and economic model built for several decades. The power
change took place, but not by the will of this or that party, but of
the civil society. This precedent was perceived in the whole world
like extremely dangerous. That’s why, it is kept secret. This is the
reason, why an attempt of the Armenian society to start resolving its
own problems was so nervously taken by the power centers in abroad,
which have been leading Armenia to neocolonialism. Aat present
they are trying to replace the mauser regime and junta in Armenia
by neocolonialism. Levon Ter-Petrosyan has recently said the newly
set up Armenian National Congress party has come to make a bourgeois
and democratic revolution in Armenia. I said the same to journalists
a month ago, but not because we like it, but because the last stage
of break-down of the military and feudal system inherited from the
USSR and its unavoidable transition to the bourgeois and democratic
system is taking place in Armenia as well as in the entire post-Soviet
territory.

And what is the role of Raffi Hovannisian in all this?

To lead mass protests. But after two month of his leadership, those
monitoring the situation in the country from outside realized that
things might go out of control and brought it home to Hovannisian on
Apr 9 that his movement was getting dangerous. They realized that
it would be much easier for them to control separate parties than
a nationwide movement. So, we can say that from 2:00 PM till 6:00
PM on Apr 9 Raffi Hovannisian underwent the same evolution Levon
Ter-Petrossian was going through for long two years from 2008 till
2010, that is, from the leader of a nationwide movement back to the
leader of a party. There is no other explanation for the rambling
speech Hovannisian delivered and all the other strange actions he
took on that day. Apr 9 might have become the best day of his life,
but instead he appeared with the worst speech he had ever made. The
only explanation for this is that he was offered to stop being the
leader of the people in exchange of a stronger role in his party. It
was an offer he could not decline. It was almost the same thing that
happened to Levon Ter- Petrosyan in 2008, when Serzh Sargsyan managed
to convince the West that he would do better the thing they meant
for Ter-Petrosyan. The only difference is that this time it was not
Sargsyan who made the offer.

And what is Russia’s role in all these processes?

Unfortunately, Russia is continuously losing its powers, traditional
spheres of control and influence. Russian lost its influence in Georgia
at once. In Azerbaijan it is happening slowly but consistently, and
the Gabala radar station is the best evidence of that. In Armenia it
is happening especially slowly due to the instincts of our people that
have chosen the right course. However, for the first time over the
last 200 years we have a generation in Armenia for which the Russian
orientation is not a priority. By means of some financial investments
of the last years, the Western embassies have managed to create a
situation when Russia is no longer unique in the eyes of the Armenian
public. Due to some subjective and objective reasons, for instance,
the wrong policy of the Russian Foreign Ministry, Russia is yielding
its positions. Today’s sharp withdrawal of Russia is disastrous for
Armenia, because Armenians had already felt the consequences of such
withdrawal 100 years ago during the World War I. I think that like
in 1988 the national movement is assistance and not an obstacle to
Russia. It seems to me that the recent attempt to give Armenia orange
colors was doomed to failure.

Armenia will be the last country to face ‘orange’ revolution. It’s
alien to our thoughts.

You mean that today the interests of the West and Serzh Sargsyan no
longer coincide?

Already not. In the last years Serzh Sargsyan has evolved
from a Soviet-type politician into a person with pro-Western,
bourgeois-democratic values. It was a maneuver that saved him as a
political figure and put him in the place initially meant for Levon
Ter-Petrossyan. He is still trying to play this role and the last
thing he did was weaken Raffi Hovannisian. But he has done all he could
and can do no more. He cannot get rid of the military feudal heritage
left by his predecessors Robert Kocharyan and Levon Ter-Petrosyan.

In this light, Raffi Hovannisian was a more respectable figure in the
eyes of the Western community. As a matter of fact, Armenia will not
be able to avoid the bourgeois- democratic phase. This will certainly
bring more welfare, legality and transparency in our life. But the
question is what will be prevalent in that model – bourgeois or
democratic. We insist on a national democratic system because the
bourgeois model imposed on our country is nothing but a neo-colonial
regime. What we need is the model applied in Iceland or Switzerland –
a model implying the rule of the people. Only civil society can save us
from becoming an appendage of the neo- colonial, imperialistic system.

And if Raffi Hovannisian is more respectable in the eyes of the West
than Serzh Sargsyan, why don’t they use the popular movement to change
the regime in Armenia?

They in the West cannot afford using a popular movement to change
the regime in Armenia as was the case in 2009-2010, when Levon
Ter-Petrosyan abstained from doing it. In the modern world no single
bourgeois leader must be put into power by the his people or he will
always depend on them. Consequently, he must take the rule through
some backstage intrigue orchestrated by certain centers of force.

Hovannisian’s visit to Moscow was part of this logic. Having received
a tough offer from the one side, he had nothing left to do but to
appeal to the other, but all they told him was ‘try and go, they have
already decided everything.’ And he went.

Few professionals dealing with a problem of the Armenian genocide
recognition, are aware of the fact how closely are linked with each
other the events of 1915 in Ottoman Turkey and those in Azerbaijan
in 1918-20, political expert Levon Melik-Shakhazarov said at today’s
press-conference.

In this context, he criticized the work of Armenia’s Foreign Ministry
and said that it does not take the needed efforts for development of
this issue and does not use its potential. “Mainly, our compatriots
living in abroad have been dealing with a problem of international
recognition of the Armenian genocide, thanks to their enthusiasm. And
they are not even supported from Armenia. However, one should take
into account that such a situation cannot last long”, – he said.

“Our country has been taking no efforts to study materials in archives
and to reveal all the facts that prove genocide. Moreover, scientists
do not study the problem at the needed level, as unfortunately, they
do not get the needed financing…This will undoubtedly negatively
affect Armenia’s positions in this issue”, – the expert said.

He also added that historical facts are evidence of the fact that in
1918-20 250-270 thsd Armenians were killed in Azerbaijan. “There is
little information about the genocide of that period, as immediately
after those events, in 1920 all the archives were closed and we
managed to open them in the 90-s”, – he said.

Clashes Occur Between Policemen And Activists In Front Of Yerevan Ci

CLASHES OCCUR BETWEEN POLICEMEN AND ACTIVISTS IN FRONT OF YEREVAN CITY HALL (VIDEO)

Clashes have occurred between a group of policemen and Armenian
National Congress advocates today in front of Yerevan City Hall.

The activists conducting protests every Friday in front of the
building of Armenia’s Chief Prosecutor’s office demanding release
of political prisoners marched to the Yerevan Municipality calling
the incumbent mayor a criminal. The policemen were not allowing the
activists approach the building, nevertheless they succeeded to do it.

As a result of the clashes the activists cracked the wall of the
policemen and managed to stand in front of the building with posters.

Yerevan deputy police chief Valery Osipyan arrived on the scene
claiming that their noise disturbs the normal working process of
the municipality.

ANC member Vladimir Kaparetyan explained that the protesters demand
explanations about the 6 million drams Taron Margaryan has registered
in his application and with what sums he has purchased the mansions.

Karapetyan said it is a good example of corruption and kickbacks
Armenia’s president is fighting against but does not do any steps to
reveal where from the mayor has such means.

The ANC activists stated that they are marching to the Liberty Square.

NUMBER OF FOREIGNERS INTERESTED IN ARMENIAN MASSACRES INCREASED: DEMOYAN

YEREVAN, APRIL 19, ARMENPRESS. The number of applicants writing
scientific theses or researches and turning to the Genocide
Museum-Institute increases each year. This is conditioned by the
regular references of the international media to the Armenian
Genocide and increase of interest towards the phenomenon advancing
the 100th anniversary of the Armenian Genocide. In a conversation with
“Armenpress” the Director of the Genocide Museum-Institute Hayk Demoyan
stated that among the applicants are a lot of young men from various
parts of the world. Demoyan underscored: “We were very surprised,
when people from Mexico, Switzerland, Australia, Finland, and many
other countries applied to us. Notwithstanding it is also surprising
that there are no applicants from Russia. The Russian young men
never submit application, while having at their disposal such a large
Armenian Community, recourses, and opportunities.” He also emphasized
that the vast majority of the applicants come from foreign countries.

Among other things Hayk Demoyan noted that if not the financial
difficulties, they could receive much more applications, because the
interest of the foreigners is really overwhelming. Demoyan highlighted
that they do not spend a single day without receiving new material
from the foreign countries.

Le directeur de l’Institut Gomidas va commémorer le génocide
arménien a Diyarbekir et Istanbul

L’Institut Gomidas participera activement a la commémoration du
génocide arménien de 1915 en Turquie. Cet engagement reflète le
travail continu que mène l’Institut en Turquie depuis 1991.

Le 23 avril 2013, Ara Sarafian* se rendra a Diyarbakir, où il rendra
hommage aux victimes de 1915 dans les églises Sourp Giragos, de la
Vierge Marie et Mar Petyun. Il rencontrera les autorités locales
de la ville, y compris le maire Osman Baydemir et participera a
une cérémonie commémorative a l’Ongözlu Köprusu de Diyarbakir,
l’ancien pont de la ville, sur le Tigre. C’était l’endroit d’où
plus de 630 leaders de la communauté arménienne ont été envoyés
a la mort en 1915, mort suivie de la destruction de leurs communautés.

Le 24 avril 2013 a 11h du matin, Sarafian, accompagné de
représentants de l’Association des Droits de l’Homme de Turquie, se
rendra sur la tombe d’Ali Faik Ozansoy au cimetière de Zincirlikuyu,
Esentepe Mh., 34394, Å~^iÅ~_li, Istanbul.

Ali Faik Ozansoy était le mutassarif de Kutahya qui a refusé de
déporter la population arménienne de sa province en 1915. Sarafian
rendra hommage a Ozansoy et aux autres Justes fonctionnaires ottomans
qui s’étaient opposés a la persécution des Arméniens.

A 12h30, Sarafian participera a la cérémonie commémorative
principale organisée par l’Association turque des Droits de l’Homme
(IHD) a Istanbul.

La commémoration aura lieu au Musée des Arts turcs et islamiques,
Atmeydani Caddesi 46 Sultanahmet/Istanbul.

C’était la prison centrale de la ville en 1915 et des intellectuels
arméniens qui ont été arrêtés le 24 avril 1915 ont été
retenus la avant d’être envoyés vers l’intérieur de l’Empire. La
commémoration de cette année est particulièrement importante
parce qu’elle donnera la voix au Seyfo – la destruction, en 1915 des
communautés assyriennes en Haute Mésopotamie.

Après cet événement commémoratif, Sarafian se joindra a la
délégation de l’IHD en visitant le cimetière arménien de Å~^iÅ~_li,
pour rendre hommage a la mémoire de Sevag Sahin Balıkcı, jeune
Arménien abattu d’une balle le 24 avril 2011 durant son service
militaire a Diyarbakir. Sarafian visitera ensuite l’exposition
de photos “Avant 1915: la vie assyrienne dans l’Empire ottoman,”
au siège principal de l’IHD, Cukurlu Cesme Sokak, Bayman Ap No:
10 /. 1, Taksim/Istanbul.

Lors d’une conference de presse le 18 avril a Erevan, Amadouni
Vihrabian, le directeur des Archives nationales d’Armenie a affirme
que son institution recelait le plus grand nombre d’archives de
temoignages et documents lies au genocide armenien.

” Naturellement nous allons commemore le 24 avril le 98e anniversaire
du genocide armenien et nous allons nous preparer pour le 100e
anniversaire ” dit-il en confiant qu’il disposait 12 000 documents
regroupes en trois categories, les archives gouvernementales, les
temoignages des survivants du genocide armenien qui sont les plus
precieux et les images et documents rapportes de l’etranger. Amadouni
Vihrabian nota que la commemoration du genocide armenien debuta
seulement a partir de 1965 et de très nombreux documents et livres
furent alors publies depuis cette date ” essentiellement des documents
officiels gouvernementaux et des documents diplomatiques “. ”
Actuellement nous nous occupons de publier les temoignages des
survivants du genocide (…) mais nous avons beaucoup tarde car la
generation survivante du genocide n’existe plus, on peut trouver leurs
enfants, mais ils se souviendront difficilement des recits de leurs
parents qui ont vecu le genocide ” dit Amadouni Vihrabian. ” Nous
avons toutefois des milliers documents d’archives non publies et dans
les dix prochaines annees ils seront publies ” dit-il.

sur les conflits d’interets qui traversent l’EuFoA (cf “Derrière les
sondages neutres, les obliges du pouvoir”P.32) M. Michael Kambek,
president de cette association, publie certaines contre-verites.

Notamment lorsqu’il indique que nous aurions choisi de ne plus
communiquer avec lui. Ce qui est faux. En fait nous serions curieux
d’avoir ses reponses aux questions suivantes qui reprennent en
partie les precedentes envoyees par NAM, et auxquelles il n’avait

1. Lorsque NAM vous a contacte au mois de mars, vous nous avez propose,
le 19 mars 2013, un entretien ” off-the record “. Pourquoi ” off-the
record ” et non ” on-the record ” ?

2. Pourquoi n’avez vous pas dit lors de l’interview a HETQ, le 9
fevrier 2013 que vous aviez travaille a Burson-Marsteller de 2006 a
2009 avant de rejoindre EuFoA ? Pourquoi ne le mentionnez-vous pas
non plus sur le site d’EuFoA ?

3. D’après l’acte fondateur d’EuFoA depose au greffe de Belgique,

encore a Burson-Marsteller. Y-avait-il un lien entre vos activites

la vaste majorite de notre temps et de nos ressources.”

Alors qu’il etait en voyage, Michael Kambeck a emis la suivante
declaration initiale le 11 avril, en reponse a un article publie
par Nouvelles d’Armenie Magazine dans leur numero d’avril (No 195)
et CivilNet (10 avril) :

“Alors que je suis en vacances avec ma famille, on m’a annonce au
telephone la parution d’un article par Nouvelles d’Armenie Magazine.

Les extraits qui m’ont ete lus etaient fortement trompeurs et
etaient apparemment motives politiquement. Deja les questions qui
nous avaient ete envoyees en mars revelaient une tentative de creer
un buzz politique plutôt que de chercher a comprendre la verite sur
les sondages d’opinion de TNS que nous avions commandes. Pas une
seule question n’etait a propos de ces sondages. En janvier, EuFoA a
invite Nouvelles d’Armenie Magazine en Armenie, dans le cadre de notre
travail politiquement neutre de convier des medias europeens a couvrir
les elections. A ce moment-la, nous n’avions aucune information sur le
nouveau style et nouvelle mission politique du journal, qui, selon ce
qui m’a ete dit, sont apparus avec la recente nomination d’un nouvel
editeur en chef. Nous sommes tristes de voir le declin de cette voix
armenienne traditionnellement importante en Europe. Nous reagirons
de manière plus appropriee lors de mon retour la semaine prochaine.

Tous ceux qui ont travaille avec nous sur un projet ont pu constater
notre neutralite politique. Les sondages de TNS etaient entièrement
independants et pas un seul chiffre n’a ete influence par EuFoA.

Chaque etape a ete transparente sans pareil parmi les autres sondages
effectues, et nous invitons toujours quiconque serait interesse
a verifier avec TNS et nous meme tout ce qu’ils desirent. Pour la
première fois en Armenie, le public a eu accès a de vraies donnees a
propos de la situation politique dans le pays a l’aube des elections,
comme il se doit dans une democratie. Nous sommes fiers de cette
contribution. Les activistes politiques de tous bords ont critique ces
sondages dès lors que les donnees ne leur convenaient pas – et dans
les quatre derniers sondages, cela s’est avere vrai pour chaque parti
politique au moins une fois. Cela fait partie du jeu politique, mais
les journalistes et les ONGS se doivent de rester en dehors de cela.”

Samad Seyidov: “PACE President Jean-Claude Mignon takes an active
part in the organization of the meeting”

Baku. Victoria Dementeva – APA. The next meeting of Azerbaijani and
Armenian delegations to PACE will be held within the spring session,
head of Azerbaijani delegation to PACE Samad Seyidov told journalists,
APA reports.

He confirmed that the Azerbaijani delegation intends to hold such a
meeting at the PACE Sub-committee on Nagorno Karabakh. The meeting
will be likely held with the participation of the delegations, not
on the level of the heads of delegations.

“PACE President Jean-Claude Mignon takes an active part in the
organization of the meeting. I hope the meeting will be held. If the
meeting is not held, this will confirm once more that the Armenian
side is not interested in organizing such meetings,” he said.

PACE spring session will be held next week.

Actor Nora Armani and Cellist David Bakamjian will bring “Evocations
of Armenia” to the Puffin Cultural Forum Saturday, April 20 at 8 p.m.

With solo cello and spoken word, “Evocations of Armenia” weaves
together music and poetry to form a rich tapestry of Armenian life and
culture. Actor Nora Armani brings alive Armenian poetry from pagan
times to the modern era, including the gripping “Birth of Vahakn,”
Armenia’s God of Fire and conqueror of dragons; the ancient legend
of the doomed lovers at Akhtamar; and the story of the enchanted Dove
Abbey, by national poet Hovhannes Toumanyan.

Cellist David Bakamjian performs poignant folk songs collected by
Komitas, beautiful sacred chants from the Middle Ages and evocative
music by 20th century composer Alan Hovhaness. The texts selected
by Nora and the music arranged by David combines and juxtaposes in
a rich, flowing and cogent program.

Development Of Ten Economic Clusters Will Result In $16 Billion GDP

DEVELOPMENT OF TEN ECONOMIC CLUSTERS WILL RESULT IN $16 BILLION GDP GROWTH

YEREVAN, April 18. / ARKA /. If Armenian authorities focus on
development of ten economic sectors the country’s GDP will surge in
ten years by $16.3 billion and some 230,000 new jobs will be created,
head of the department of economic theory and policy at the Russian
Academy of National Economy and Public Administration, who was a key
speaker today at Yegor Gaidar Readings at Russian-Armenian (Slavonic)
University.

Yegor Gaidar was Russia’s acting prime minister from 15 June 1992 to 14
December 1992. He is best known as the architect of the controversial
shock therapy reforms administered in Russia after the disintegration
of the Soviet Union.

“It is much easier to advance a small country as in a small country
the government may focus on a few key clusters, each of which may
significantly boost the GDP,” he said.

According to Aganbegian, in Armenia these 10 clusters are information
technology, chemical industry, energy, copper and molybdenum
production, agro-industrial complex, the jewelry industry, housing
and social construction, transport, tourism and small businesses.

According to his calculations, $12.5 billion worth investments will
be enough to boost these sectors, which he said, should be deployed
outside the capital city. -0-
