USA NOT AGAINST CRIMINAL PERSECUTION AGAINST VARTAN OSKANIAN, EX MEMBER OF KARABAKH COMMITTEE SAYS

tert.am

Former member of Karabakh committee Ashot Manucharyan thinks US
Ambassador to Armenia is able to solve any political issue, including
quitting or not quitting criminal persecution against this or that
person.

Speaking to reporters on Thursday, Manucharyan said the USA is not
against the criminal persecutions against Prosperous Armenia party
MP Vartan Oskanian.

To see the difference between words and actions, Manucharyan offered
not to view the statements of Armenian political figures as they are
just ‘weak executers’, but the statements and actions of world powers
which have registered a great gap.

Speaking about the conflict of interests between Russia and
the USA, Manucharyan said currently it is being elaborated over
Eurasian-Caucasian corridor.

“Why is Vartan Oskanian being persecuted? As we know Russia’s opened
tool is Prosperous Armenia. Let’s put aside how much does it correspond
to reality and imagine that the party’s second figure, which seems to
be protected by the USA, is being charged by Armenia’s administration
while the first figure of the party vanishes at the very moment,”
Manucharyan said.

The other members of the party are pragmatic people who either made
money or committed crime and perceive each small signal.

Manucharyan said currently Russia’s beloved instrument is being
eliminated in Armenia, adding that Russia should have thought earlier
on what basis it creates the tool.

Manucharyan said the USA threatens Russia with Vartan Oskanian and
it is for them to decide whether to make a presidential candidate or
suffering prisoner of him [Oskanian].

The Resolution Of The European Parliament Was Complemented By Severa

THE RESOLUTION OF THE EUROPEAN PARLIAMENT WAS COMPLEMENTED BY SEVERAL OTHER DECLARATIONS ON A HIGH EUROPEAN POLICY LEVEL: BARBARA LOCHBIHLER

ARMENPRESS
11 October, 2012
YEREVAN

YEREVAN, OCTOBER 11, ARMENPRESS: Azeri axe-murderer Ramil Safarov’s
extradition lead to concern and criticism by various international
organizations. Armenpress had an exclusive interview with Barbara
Lochbihler-Chair of Subcommittee on Human Rights in the European
Parliament on Safarov’s scandal and the resolution adopted by European
Parliament.

Armenpress: Ms Lochbihler, after the resolution on Safarov’s case, what
are the next steps to be taken by the EU as a whole and the European
Parliament (EP) in particular? Or do you believe the resolution was
a final say of the EP?

The Resolution of the European Parliament was complemented by several
other declarations on a high European policy level. The President of
the European Parliament, as well as the High Representative of the
Union for Foreign Affairs and Security Policy, Catherine Ashton,
and Commissioner tefan Fule issued statements condemning the
actions taken by Azerbaijan. Moreover the Council of Europe has also
looked into the problem and issued a statement on to the subject. The
European Parliament instructed its President to forward the passed
resolution to the EEAS, the European Council, the Commission, the
respective governments and parliaments of the Republic of Azerbaijan
and the Republic of Armenia, the Council of Europe, the OSCE and
the UN Special Rapporteur on human rights and counter-terrorism. The
Parliament and especially the related committees and delegations will
of course continue monitoring the developments in the area.

Armenpress: The lobby groups are very active in the EP and bring
“polarization” to the institution. There is also a growing Azerbaijani
lobby. Do you see a possibility of reaching and showing a more balanced
approach within the EP?

All lobbies have the possibility to be heard within the European
policy making. I can only speak for myself and I can assure you
that my voting behavior was not influenced by Azerbaijani lobbyists
whatsoever. Furthermore I and my political group call for more
transparency as regards lobbying activities in the EP.

Armenpress: Could you please elaborate on ALDE’s last minute
decision to vote against the Safarov resolution? They were one of the
initiators of the resolution – weren’t there questions raised within
the Parliament as to why it happened?

I frankly cannot answer you why the ALDE group after all voted against
a resolution which they co-initiated. The exact circumstances or
influences on the voting pattern of MEPs of the ALDE Group are
incomprehensible for me. The joint motion for a resolution was
ultimately no longer submitted by members of the ALDE Group. Since
the adoption of the text only required a simple majority and the text
has already been supported by other parties, the withdrawal of the
votes of the ALDE Group did not influence the outcome of the vote.

Protocols Aren’t Dead, Says Arf’s Manoyan

PROTOCOLS AREN’T DEAD, SAYS ARF’S MANOYAN
Giro Manoyan

asbarez
Thursday, October 11th, 2012

YEREVAN (Yerkir Media)-Claims that the dangerous Turkey-Armenia
Protocols are dead are not true, said Armenian Revolutionary
Federation Political Affairs Director Giro Manoyan Wednesday during
a press conference marking the third anniversary of the signing of
the Protocols in Zurich.

“They are alive legally and are legal documents,” said Manoyan
warning of the possibility that Turkey may ratify the protocols and
force Armenia to do so on the eve of the 100th anniversary of the
Armenian Genocide.

Calling the protocols pro-Turkish, Manoyan reminded the audience
that President Serzh Sarkisian had declared that if Turkey did not
ratify the documents in “within a rational timeframe” Armenia, using
avenues guaranteed by international law, “would revisit its approach”
to the protocols.

Manoyan said Turkey continues to announce that the Protocols are not
dead and that the Turkish government is working on them. In reality,
however, they are not doing anything on that front. He said that
the only positive aspect in the past three years in Armenia was the
Constitutional Court’s ruling, which expressed concerns about some
of the provisions of the protocols.

Manoyan explained that the Constitutional Court’s opinion gives cause
for concern that certain protocol elements do pose a national security
threat for Armenia, saying this fact has not prompted “the authors
of the ‘football diplomacy’ to resign from them.”

“Armenia has distinct reasons for to pull back its signature and
it must to do so in the shortest amount of time as possible,” said
Manoyan. He explained that the current Armenian regime strives to look
good in the eyes of certain countries and as a result will not pull its
signature from the protocols until next year’s presidential elections.

“The stability of the region is not contingent of the Protocols
and our stability will not be affected if Armenia were to withdraw
its signature. On the contrary, that will demonstrate that we are
a self-sufficient state and we are guided by our interests,” added
Manoyan.

Life, Love And Destiny: A Glance At The Beginnings Of The Hamazkayin

LIFE, LOVE AND DESTINY: A GLANCE AT THE BEGINNINGS OF THE HAMAZKAYIN SAYAT NOVA CHOIR
BY VICKEN SOSIKIAN

Thursday, October 11th, 2012

The Hamazkayin Sayat Nova Choir

Stepan Bairamian arrived in the United States when he was 23 years
old. Shortly after, he joined the US Armed forces and was stationed in
Georgia and later continued training in Maryland. Friends and family
were not surprised to learn that Stepan had joined the army – after
all he was the son of Col. Joseph Bairamian, a well-known leader in
the Syrian-Armenian community.

A tall and well-built gentleman Stepan was an asset to his group.

However, after being diagnosed with kidney failure he was discharged
from the army as a veteran and returned to Los Angeles to begin
dialysis at the age of 26.

The optimist that he was, Stepan did not let his health problems
change his lifestyle; he continued to pursue higher education. His
passion for singing, music and Armenian culture remained top priority.

He enlisted in singing classes with renowned vocalist Arpineh
Pehlivanian and enrolled at California State University Northridge
pursuing a degree in geological engineering. Upon graduation he
embarked on a career with the Internal Revenue Service.

Destiny begins Just about this time, in 1985, Nora Roumian’s sister,
husband and kids were moving to the United States, she decided to
join them to help out with the move, to take a break from her busy
life in Beirut and simply to see what “America” was all about.

It didn’t take long for Nora to realize that she did not enjoy America
one bit, she missed Lebanon. She did not want to stay and was eager
to return home. However, her parents soon informed her that they too
would relocate to Los Angeles and as such she should stay put.

It was difficult for her.

Back home Nora was a public figure of sorts. She was a graduate of the
Lebanese National Conservatory of Music, a recipient of a scholarship
from Geneve’ Musicale Du Liban where she attended master classes in
piano and chamber music. She was chosen to perform for the Belgium
National Radio and Television and studied at the International Music
Academy of Nice, France. Nora was chosen to be the soloist for the
Touring Chamber Music Orchestra of Tubingen Germany. She taught music
at Nshan Palanjian Jemaran and was active in the local Hamazkayin as
an executive member working with youth.

She even taught a blind student to play piano at Tekelian Music School
where she was the head of the piano department.

She had to start all over in America.

Just about this time, the Glendale Hamazkayin Anoush choir was looking
for a pianist. While of course this was a voluntary position it was
still close to Nora’s heart as she was able to work with her beloved
Hamzkayin.

Shortly after accepting the pianist position, the choir was invited to
perform at a community event being held at the Glendale High School
auditorium, where Karnig Sarkissian was scheduled to sing the ARF
anthem. Last minute, word was received that Karnig would be unable
to attend due to unforeseen circumstances. Quickly, a replacement
was assigned the responsibility of singing the ARF anthem. Nora was
reluctant to accompany a singer with whom she had not practiced,
but as she was mulling over how to address the situation, a tall,
dark and handsome gentleman approached her and handed the notes to
the song. Turns out that Stepan was also a student of Ms. Arpineh
Pehlivanian and this would be the precursor to a special relationship.

Destiny grows Before they got any more serious, Stepan informed Nora
of his health condition. She didn’t care. Stepan was kind, polite,
caring, loving and generous. Nora loved him and he loved her.

They got married in November of 1986 despite discouragement from
friends and family who urged Nora to reconsider given that those
with Stepan’s health condition are usually given a 10-15 year life
expectancy.

Stepan and Nora’s relationship was truly special and remarkable.

They loved one another endlessly. Nora showed her love by standing
beside and caring for her husband throughout the many surgeries,
extended hospital stays, failed kidney transplants and life threatening
emergencies. As for Stepan, he was always happy, grateful and
optimistic. He always had hope that he would be healed. He never
complained and was always content. He never fell short on finding
ways to show Nora how much he loved her.

Destiny plays its course As with all kidney failure patients, the
illness takes a toll on the body. Fortunately, Stepan had already
surpassed double his life expectancy, but had started experiencing
vision problems and difficulty walking.

It was right at this time in 2009 that the Valley “Baruyr Sevag”
Hamazkayin chapter approached Nora to help launch a choir. She was
reluctant due to her husband’s advanced illness, but discussed the
proposition with Stepan, who loved the concept, encouraged Nora to
accept and was eager to be one of the first members of the new choir.

Nora felt that by accepting and helping launch the choir, she would
boost Stepan’s morale. It would be a tough challenge for Nora.

Between teaching music at Chamlian, piano lessons to her private
students and tending to Stepan’s increasing dependency on her; it would
not be easy. But it was not in her nature to turn down an opportunity
to volunteer for Hamazkayin; especially if it would make Stepan happy.

And as such in May of 2009 the Sayat Nova choir was formed with 27
members, led by Nora who was not only the choir’s pianist but also
the conductor – an unusual combination by all accounts.

Nora Roumian-Bairamian with her late husband Stepan

Initially, the newly-formed choir met and conducted practice sessions
at various members’ houses, but as Stepan’s condition worsened the
group took up Stepan and Nora’s home as the primary practice venue.

The gatherings began taking place more frequently to prepare for the
group’s inaugural performance.

Destiny has its own plan Just days after celebrating New Year’s Eve
with family and just before Armenian Christmas Stepan passed away
in his sleep at the age of 58. It was truly a difficult time for
Stepan’s entire family, but especially for Nora who had literally
dedicated her life to Stepan.

“The choir members proved to be my second family,” said Nora.

“They were always visiting, supporting, helping and encouraging; they
motivated me and gave me strength – for which I am always thankful.”

The Hamazkayin “Baruyr Sevag” chapter executive decided to dedicate
the choir’s first performance to the memory of Stepan. With every
song they sang, they out-did the previous. It seemed as though the
choir had a new strength; an additional mission.

“We sing because we love music,” says one choir member. “We sing
because we want to promote our rich culture,” says another. “We
sing because we love Hamazkayin.” “We sing to encourage the next
generation.”

While each choir member may have her or his own reason for joining
and diligently attending practice sessions; the fact is they are all
collectively, serving the Hamazkayin mission, promoting Armenian
culture and enthusing the audience that follows them.    Practice
sessions are anything but regular. A group of nearly 40 women
and men, from all walks of life gather Tuesday and Friday nights
converting Nora’s living room and dining area into a makeshift music
hall. Foldable chairs are set in semi-circle rows, the AC runs full
blast and several fans work at full speed to keep a room full of
beautiful voices semi-ventilated.

None but one of the choir members are professional singers; most began
singing when they first joined the choir. Realtors, accountants,
attorneys, business owners, teachers, therapists, designers and
government workers – who otherwise don’t have much in common; seem
like lifelong friends when they come together at practice sessions.

They all put in several hours each time to perfect some fifteen songs
they will perform at their next performance on October 13th.

“While some of the pieces are traditional Armenian songs, most are
unique interpretations of popular pieces including English, Arabic,
French and even Russian songs, which I have arranged for choir,
” explains  Nora. “Our aim is to please the audience with exciting
selections and a unique flavor.”

“From the Middle East, to Europe, to the United States and Russia;
Armenian’s have lived in and contributed to various societies, while
acquiring hints of cultural influence. Our selection of pieces is
a reflection of the evolutionary Armenian culture, which in turn
is a direct result of a people who were forced from their homeland
during genocide.”

While attending a performance is quite an experience, witnessing a
practice session is uplifting to say the least. The fact that average
people dedicate several hours a week for the pleasure and enjoyment
of their audience; is impressive in of itself. The choreographic
exchange of versus and lines between various voice types within the
choir and the pursuit of perfecting a single verse through multiple
repetitions is just a couple testaments to what it takes to prepare
for a major performance.

However, most impressive of all is the passion and emotion that is
spurned out in the voices of each choir member. Team work is defined
here and it is here that you see the peace in Nora’s eyes and you
feel the smile in Stepan’s soul.

The choir members are passionate and dedicated people. Stepan was an
exemplary human being. Nora is a strong and committed Armenian woman,
whom I am proud to call my aunt.

I look forward to seeing it all come together at the upcoming
performance where destiny will dance to the beautiful sounds it so
quietly composed many years ago.

Postanjyan: "Oligarchic" Party Can’t Have "Opposition" Candidate For

POSTANJYAN: “OLIGARCHIC” PARTY CAN’T HAVE “OPPOSITION” CANDIDATE FOR PRESIDENT

Politics | 11.10.12 | 12:25

Zaruhi Postanjyan, an outspoken opposition lawmaker with the
Heritage faction, does not see the Prosperous Armenia Party (PAP)
as an opposition, nor thinks this force can field an ‘opposition’
candidate in next year’s presidential election.

The lawmaker expressed this opinion in an interview with a local daily.

The talk about the PAP nominating its own candidate was fueled this
week after a statement by the party’s lawmaker and former Minister of
Foreign Affairs Vartan Oskanian, who said he’d be willing to stand for
president. Oskanian is now under investigation on money laundering
charges that are widely believed to be a retribution for his and
PAP’s increasingly opposition stance ahead of the February polls.

In an interview with Aravot, Postanjyan said on the matter: “Today the
PAP cannot represent the opposition with a joint candidate or even
with a separate candidate. They, as a party, certainly have their
separate candidate, but I am convinced that this candidate cannot
be the opposition candidate. A party whose members are oligarchs
cannot oppose the government. The oligarchy emerged during the rule
of today’s government and it is part of this government. Therefore,
there can be no nomination of an opposition candidate in this format.”

Founder and leader of the Heritage party Raffi Hovannisian is a likely
candidate in the 2013 presidential election.

Fighting Over Football: Tsarukyan, Hayrapetyan At Center Of Dispute

FIGHTING OVER FOOTBALL: TSARUKYAN, HAYRAPETYAN AT CENTER OF DISPUTE OVER TV COMPANY ACCREDITATION

News | 11.10.12 | 16:22

The Football Federation of Armenia and Kentron TV have had a “strong
disagreement” because of the Armenia-Italy FIFA World Cup European
Qualifying match to take place on Friday, October 12.

While soccer fans are looking forward to the crucial match, FFA and
Kentron TV company belonging to Prosperous Armenia Party leader Gagik
Tsarukyan, who also chairs the Armenian National Olympic Committee
(ANOC), are arguing over FFA’s refusal to register Kentron’s regional
reporter and cameraman to cover the widely-anticipated event.

Wednesday evening newswire of Kentron made a reference to that issue;
the channel’s political commentator Petros Ghazaryan wrote on his
Facebook page, saying: “To our request for clarification on the reasons
why they refused to accredit, they replied: because we don’t want to.”

This gives ground for many to assume that this way FFA president,
republican Ruben Hayrapetyan is boycotting the PAP leader who is the
one coordinating the entire sphere of sports in Armenia, except for
football. Hayrapetyan and Tsarukyan have had disagreements before. In
particular, in March there was a nasty dispute over the choice of
uniform design for the national football team, following ANOC’s
accusations against FFA president of breaching the charter. In this
connection they exchanged “biting” statements. And recently, a number
of Armenian athletes have been outraged by Republican party-list MP
Levon Martirosyan’s statement criticizing them for lack of progress.

Kentron’s Ghazaryan today (Thursday) refused to comment on the
situation. “Frankly, I don’t want to make any interpretations,
but there are also other events we are not allowed to shoot; and
they don’t require accreditation, for example we were not called to
[UEFA president] Michel Platini’s press conference.” Ghazaryan told
ArmeniaNow that they know the accreditation procedure very well and
had applied in time.

Meanwhile, FFA claims that the Kentron representative did not submit
the required documents.

“If somebody at Kentron had cared to read the accreditation procedure,
he/she would know that it is done by order of priority and the list
of priorities is in accord with UEFA and FIFA respective documents,”
said FFA president’s adviser Arayik Manukyan.

Russia Demands Turkish Explanation For Syria Plane Interception

RUSSIA DEMANDS TURKISH EXPLANATION FOR SYRIA PLANE INTERCEPTION

armradio.am

Moscow accused Ankara of endangering Russian lives on Thursday after
Turkey forced a Syrian passenger plane to land and seized what it
suspected was military equipment being ferried from Russia to Syrian
President Bashar al-Assad.

Damascus said the interception of the Syrian Air plane was an act
of piracy, further heightening tensions between the neighbors after
Turkey’s chief of staff warned his troops would respond with greater
force if shells from Syria continued to hit Turkish territory.

Military jets escorted the Damascus-bound Airbus A-320, which was
carrying around 30 passengers from Moscow, into Ankara airport late
on Wednesday after Turkey received intelligence that it was carrying
“non-civilian cargo.”Russia angrily demanded an explanation.

“The lives and safety of the passengers were placed under threat”,
the Russian Foreign Ministry said in a statement, adding that 17 of
its nationals on board were refused access to Russian diplomatic staff.

The plane and its passengers were allowed to continue after parts
of the cargo were seized. Officials gave no details of what was
confiscated, saying investigations were underway, Reuters reported.
