evenements soient enseignes a l’ecole.

De janvier a octobre 2012 le gouvernement de la republique du
Nagorno-Karabagh a collecte 20,8 milliards de drams d’impôts, de
taxes et de prelèvements obligatoires selon des donnees preliminaires
publiees par le Service des Impôts du NKR, qui a indique que ce chiffre
est en hausse de 0,7 pour cent par rappor a la projection initiale. Ce
chiffre est egalement en hausse de 10,1 % ou 1,914 milliard de drams
compare aux dix premiers mois de 2011.

Selon le Service des Impôts du NKR, 15,09 milliards de drams ont
ete collectes.

La compagnie aerienne nationale de la Syrie reprend progressivement
ses vols hebdomadaires vers l’Armenie, qu’elle avait suspendus depuis
un mois. Neanmoins, les avions decollent depuis la ville syrienne de
Latakia, moins touchee par le conflit syrien qu’Alep.

Des milliers de ressortissants syriens, la quasi-totalite d’entre eux
d’origine armenienne, ont fui la Syrie depuis le conflit et sont venus
se refugier en Armenie. La compagnie armenienne, Armavia, a suspendu
ses vols vers Alep en septembre dernier pour des raisons de securite.

President Serzh Sargsyan Explains Why He Failed To Keep His Promise

Within the framework of his electoral campaign, Republican party’s
candidate Serzh Sargsyan met today with the residents of Kajaran.

One of the pensioners asked the incumbent president why he is not
sacking the Prime Minister. “Why don’t you remove Tigran Sargsyan,
he is our enemy,” the pensioner woman said, explaining that in 2008
while visiting them Serzh Sargsyan promised to double the pensions,
but it was not done. “The PM Tigran Sargsyan is not working well. He
is not doing anything for us. You have told us several times that
you love your homeland and people. He has never said so,” she said.

The president noted that many are complaining of his and PM’s work but
convinced that the PM is a professional and knows all the economic
processes. “He loves our homeland. Not all can state about it from
different platforms. Each person has his peculiarities,” he explained.

The president then explained why he failed to keep his promise. Serzh
Sargsyan said there are many issues but during these years positive
results have also been registered.

“I have really promised to essentially raise the pensions, but
unfortunately not always we manage to implement what we want as the
economy’s development depends not on us only. Please, go back and
remember what was going on in our country in early 2008. What happened
on March 1 divided our people to several parts and the atmosphere of
hostility was dominating. That time the talks about crisis started
and the whole world felt its impact. For the first time our economy
went down by 14%, a war started in our neighboring country and we were
to act in a way not to harm our future. Huge efforts and works were
necessary to be able to move forward in the Karabakh conflict talks,”
he said.

The president stressed that already in 2012, 7% growth has been
registered in Armenia’s economy, in case when the global economy went
up only by 2%.

Serzh Sargsyan said that was the reason why it became impossible
to raise pensions. “In many countries the pensions were cut, social
programs were suspended while in our country they were not,” he said,
adding that all does not depend on one person only.

BURBANK-The Los Angeles County Democratic Party’s Friday endorsement
of Armond Aghakhanian for Burbank School Board in the 2013 elections
became the latest in an slew of high profile endorsement for the
candidate, his campaign announced.

“Armond’s love of education, his work as a teacher and professor, and
his active participation in our community will make him an invaluable
addition to the Burbank School Board. He will hit the ground running
as a newly elected board member to support our excellent schools
and improve them with the most modern reforms for local education.,”
said Thomas O’Shaughnessy, Vice Chair, Los Angeles County Democratic
Party and Burbank Resident.

The Los Angeles County Democratic Party is the highest level endorsing
body for the Democratic Party in the Burbank School Board race.

“I am deeply committed to improving public education. The Democratic
Party shares that goal and I am proud to have their endorsement.,”
said Aghakhanian.

The Burbank Teachers Association already endorsed Aghakhanian in
December, making him the only candidate to receive this group’s
endorsement.

“As a new parent and a university professor, Armond can see the
perspective of all parents in the community and has a vested interest
in the quality of education that we provide for our students,” said
Lori Adams, President of the Burbank Teachers Association.

“Armond brings many new ideas to the table as well as the perspective
of newcomers to our community and various political representatives.”

Adams continued. “We look forward to working with Armond on many new
projects that will enhance our curriculum as well as the finances of
the District in the future.”

Last week, the Aghakhanian campaign announced that it also received
the endorsement by the Stonewall Democrats.

Armond Aghakhanian is a professor at Burbank’s Woodbury University.

For the past five years, he has taught courses in business, management,
organizational leadership and government. Armond also serves the
community on the Burbank and Greater East Valley Boys and Girls Club
Board of Directors, the City of Burbank’s Community Development Goals
Committee and the Burbank Kiwanis Club. In 2010, Armond was honored
with the President’s Volunteer Service Award.

Armond earned his bachelor’s degree in Political Science from
California State University Northridge and a Master of Business
Administration from Burbank’s Woodbury University. He is currently
a doctoral candidate at Pepperdine University’s Graduate School of
Education and Psychology.

Armond Aghakhanian and his wife, Dr. Gayane Gasamanyan, are residents
of Burbank. Their son recently celebrated his first birthday.

Armenian Deputy Foreign Minister Zohrab Mnatsakanyan visited Lithuania
January 21-22 for political consultations.

Zohrab Mnatsakanyan had a meeting with Lithuania’s Deputy Foreign
Minister Vytauto LeÅ¡keviÄ~Miaus.

Issues related to Armenia-EU cooperation, the positive process of
signing of the Armenia-EU Association Agreement and creation of a
free trade area.

Next, Armenia’s deputy FM met with Director of Political Affairs
Department of the Lithuanian Ministry of Foreign Affairs, Ambassador
Dalius Ä~Lekuolis; Director of Eastern Neighbourhood Policy Department,
Ambassador Edminas Bagdonas; and other Lithuanian MFA representatives.

The interlocutors reflected on bilateral, multilateral and regional
matters, and on the Nagorno-Karabakh conflict.

On the same day, discussions were held at the European Club of the
Lithuanian Seimas (Parliament), where Deputy FM Mnatsakanyan spoke
about Armenia’s foreign policy priorities, cooperation with EU, and
the country’s outlook on regional security issues and on a variety
of international matters.

Subsequently, Zohrab Mnatsakanyan met with Lithuanian Seimas
Deputy Speaker and European Affairs Committee Chairman, Gediminas
Kirkilas, during which they discussed the avenues for deepening
interparliamentary cooperation.

Yerevan/Mediamax/. The situation with youth unemployment in Armenia
is the worst among CIS states.

The report drafted by the experts of the International Labor
Organization (ILO) reads this, Mediamax reports.

According to ILO estimates, by 2017 the unemployment level in CIS
among young men will make 17,3%, among girls – 17,7%.

The youth unemployment level in Armenia makes 39,1%. In Russia the
figure makes 15,8%.

As for the unemployment data on the whole, in CIS it fell to record
level of 10,1% in 2009 and to 8,2% in 2012. In 2017, the unemployment
level is expected to make 7,9%.

Armenian Ombudsman Karen Andreasyan received Wednesday Heidi
Tagliavini, Head of the Election Observation Mission of the OSCE
Office for Democratic Institutions and Human Rights (OSCE/ODIHR)
and Elissavet Karagiannidou, a legal analyst of the mission.

During the meeting, the parties discussed the shortcomings of
the previous parliamentary elections and the preparation for the
forthcoming presidential elections.

Members of the OSCE/ODIHR mission attached importance to the
Ombudsman’s involvement in electoral processes and showed great
interest in the Ombudsman’s report on the parliamentary elections.

Also, they raised a number of issues, including the insufficient
number of local and international observers, the mistrust of the
public in electoral processes, the involvement of the Ombudsman in
the election-related working group, etc.

Heidi Tagliavini voiced hope that the cooperation with the RA
Ombudsman’s Office would be continuous, underlining again that the
OSCE/ODIHR observation mission attaches importance to the work done
by the Ombudsman.

Karen Andreasyan, in his turn, expressed willingness to contribute
to any initiative related to the issues raised during the meeting,
the RA Ombudsman’s Office reports.

The President Got Acquainted With The Building And Working Conditions
Of The Institution. Bako Sahakyan Rated As Important The Existence
Of Working Conditions Corresponding To Modern Standards Underlining
That It Has A Positive Impact On The System’s Activities.

Thereafter Bako Sahakyan Attended The Reporting Meeting Of The State
Tax Service.

Head Of The Structure Artak Balayan And Responsible Workers Of Its
different departments delivered corresponding reports.

In his remarks, Bako Sahakyan rated as satisfactory the work of
the State Tax Service, adding that within the reporting period
high indicators have been registered in nearly all fields of the
structure’s activities.

At the same time President Sahakyan emphasized that along with the
positive changes, there is still much work to be done in the field.

The President stressed that the most important strategic goal is to
promote natural development of their own potential in economy.

According to the President, everything must be done in order to prevent
the taxation process from hindering the entrepreneurial activity,
especially the development of small and medium businesses, which is of
utmost significance for the formation of middle class in the republic.

The President gave concrete instructions to the leadership of the
structure for the proper implementation of the activities, noting
that the authorities will continue to provide constant support to
the system, focusing their attention on its issues and the process
of their solution.

Minister of Finance and Economy Spartak Tevosyan and other officials
attended the meeting, Central Information Department at Artsakh
President’s Office reported.

ANOTHER ELDERLY ARMENIAN WOMAN IS SEVERELY BEATEN IN ISTANBUL

Another elderly Armenian woman is severely beaten in Istanbul January

Another elderly Armenian woman was assaulted, on Tuesday evening,
in Istanbul’s densely-Armenian-populated Samatya district.

The woman was attacked nearby a local police precinct. The assailant
was around 35 years old and he was wearing black clothes.

It is noted that the Armenian woman was severely beaten. As a result,
her glasses were broken and its glass caused damage to the woman’s eye;
she underwent a surgery on Wednesday morning.

Istanbul Office of the Human Rights Association of Turkey called for
a demonstration, on Wednesday at 4pm, against violence taking place
on xenophobic grounds.

To note, this is the third such attack against elderly Armenian women
in Samatya.
