Trois soldats ont trouve la mort et quatre soldats ont ete blesses
après un accident de leur vehicule de l’armee qui s’est produit près
de la frontière de la Turquie avec l’Armenie, a rapporte l’agence de
presse Dogan.

Omer Yerer est mort a l’hôpital après qu’un camion ait frappe le
vehicule de la patrouille. Le conducteur du camion, Nazim Gulum,
a ete arrete.

L’ambasadeur turc a crie a l’injustice a la suite de la designation
de ces evenements comme un genocide et a averti que cela pourrait
deteriorer les relations commerciales.

First Deputy Chairman of Azerbaijan’s Parliament, Ziyafat Asgarov, said
that the mediating OSCE Minsk Group must increase pressure on Armenia.

“Unfortunately, the current visit if the Minsk Group representatives
to the region has not been marked by any innovations,” he said on
Tuesday. “So, this cannot continue. We have always said and now we
insist on strengthening their pressure on Armenia.”

Azerbaijan and Armenia fought a brutal war in the early 1990s that
concluded with the signing of a fragile cease-fire. Since the war,
Armenian armed forces have occupied 20 percent of Azerbaijan’s
territory, including Nagorno-Karabakh and seven surrounding regions.

Mediators from Russia, France and the U.S. — co-chairs of the
OSCE Minsk Group — have been brokering peace talks over the
Nagorno-Karabakh conflict since the 1994 ceasefire, but their efforts
have not produced any result yet.

Asgarov went on saying that surely, the delay in this issue in
particular, poses a threat to the activity of the Minsk Group.

The society has such an impression that they only make visits and
are unable to commit any action, he stressed.

“We have repeatedly stated that the opportunity of resolving this
conflict peacefully has not been exhausted. But if we see that Armenia
is engaged in imitating the negotiations or avoiding them, then of
course, Azerbaijan has the opportunity to liberate its occupied lands.

We have sufficient military power,” Asgarov said.

Baku. Ali Ahmedov – APA. “The attempts made for recognition of the
so-called “Armenian genocide” in the world show Armenian disease,”
said first vice-speaker of the Azerbaijani Parliament Ziyafat Asgarov,
APA reports.

According to him, it is difficult to treat “Armenian disease”:
“Unless this disease is not treated, its complications gradually
become more serious and it will harm only Armenians. The so-called
genocide is groundless from historical, legal or spiritual point
of view. Simply, Armenians live with this fantasy and disease. The
reason for this is their territorial claims against the neighboring
countries – Azerbaijan, Georgia, Turkey and even Russia, though it
is Russia that is supporting Armenia.”

Asgarov noted that history has proved a long time ago that Armenians
moved to the South Caucasus: “They were resettled here in order
to create such problems. Such shows are groundless. Simply, their
smart people must think about establishment of relations with the
neighboring countries. How long will they live with the help of
Armenian Diaspora? Armenia has no economic or human recourses to
achieve development. This country is among unpromising countries.

Armenian people know this. The Armenian leadership violates ceasefire
on the front and commits various provocations to distract their
people’s attention. I consider that it has no end.”

Like North Korea’s, Azerbaijan’s warmongering should not be
ignored since a new war in the South Caucasus could also turn quite
catastrophic. Taking into consideration the arms build-up launched by
Azerbaijan and its continuing weapons accumulation, a new war could
devastate a whole region and cause dire humanitarian consequences
for all sides of the conflict, says a Tuesday article in Foreign
Policy Journal.

“The irresponsible and unpredictable North Korean totalitarian regime
continuously uses escalating rhetoric as a political instrument
blackmailing the world. The aggressive rhetoric and threats of new
war have become more pronounced since the young dictator of North
Korea, Kim Jong Un, came to power after the death of his father in
2012. At the other side of Asia, in Azerbaijan, another dictator
who also inherited power from his father, Ilham Aliev, continuously
uses bellicose rhetoric and threatening to restart a war against its
neighboring Armenia and Nagorno Karabakh. Aliyev and his regime are
known as one of the most corrupted in the world. Fueled by revenues
from oil production, Aliyev and family have stashed their cash in
the offshore zones,” says the article.

IOM Conducted An Analysis Of Armenian Migration Legislation

IOM CONDUCTED AN ANALYSIS OF ARMENIAN MIGRATION LEGISLATION

Experts of the International Migration Organisation (IOM) conducted an
“Analysis of Armenian Migration Legislation and Practice as Compared
to EU Standards” to study if and how the national legislation
on migration is aligned with the EU legislation. The gap analysis
identified legislative and institutional practices concerning migration
and ascertained to what extent the Armenian legal and institutional
framework meet the requirements of the EU-Armenia Association Agreement
as well as the requirements of the EU-Armenia Mobility Partnership
Agreement, EU-Armenia Visa Facilitation Agreement and EU-Armenia
Readmission Agreement.

The analysis was conducted under the auspices of the Armenian Ministry
of Justice. Deputy Minister of Justice of RA Yeghishe Kirakosyan,
acknowledged the work done on strengthening the capacities of national
institutions engaged in migration management in aligning national
laws with EU legislation.

IOM Head of Office, Ilona Ter-Minasyan, appreciated the opportunity to
provide technical assistance in migration management and international
migration law. “The study addressed both immigration and emigration,
in addition to legislation and policy also the related administrative
and judicial practices were reviewed,” Ms Ter-Minasyan said.

The report is divided into 17 chapters, each examining a different
migration- or asylum-related topic. The topics encompass the whole
cycle of migration starting with entry (including travel documents,
visas), residence (employment, study, family migration) to exit,
return, readmission and removal. Irregular migration and human
trafficking are also tackled on as well as integration and data
protection and data collection. The analysis is made through the
prism of protection of migrants’ rights and non-discrimination. For
each of the areas the EU legal framework is presented followed by the
relevant Armenian legislation on the same topic. The gap analysis is
structured in two levels: the gaps between the Armenian legislation
and implementation in practice; and the gaps between the Armenian
and the EU legislation 150 concrete recommendations are suggested to
address the gaps. The study is a technical support to the “2012-2016
Action Plan for Implementation of the Concept for the Policy of State
Regulation of Migration in the Republic of Armenia.”

Today the main findings of the report were discussed with the
representatives of the Armenian Government. It is expected that the
analysis report will serve as a Roadmap for approximation of national
regulations and procedures with the European standards.

The study was prepared in the framework of the project “Strengthening
Evidence-Based Management of Labour Migration in Armenia” which
was funded by the European Union and the IOM Development Fund and
implemented by IOM and ICHD. One of the objectives of the project
is to raise awareness about possible approximation of legislation
on migration management with EU legislation. The total budget for
the “Strengthening Evidence-Based Management of Labour Migration in
Armenia” Project is 2,450,000 Euros out of which 1,950,000 Euros is
funded by the EU.

problem, ARF Dashnaktsutyun member Aghvan Vardanuan told reporters
on Tuesday.

He said the Armenian authorities must realize there is nothing more
important than holding of legitimate and normal elections.

“Every time they promise, but the electoral process is getting worse.

All state and administrative resources have been used to depoliticize
elections on the one hand, and ensure votes on the other,” Vardanyan
noted.

YEREVAN, APRIL 16, ARMENPRESS: The Armenian acrobatic athletes
returned with medals from the annually held international tournament
taking place in Belarus. As Armenpress was reported by the Ministry
of Sports and Youth Affairs of the Republic of Armenia, Armenia was
presented in the tournament by the athletes of the Gyumri Gymnasts
sports school: Gayane Kocharyan, Hasmik Simonyan, Christine Shimalyan,
Armen Simonyan, Gohar Karapetyan, Gohar Grigoryan and Anahit Ginosyan.

The delegation of the gymnasts left for Belarus was headed by the
trainer Armine Hovsepyan.

All the gymnasts in their types of sports placed the second and were
rewarded with medals, certificates and souvenirs. The tournament was
attended by 200 gymnasts from six countries: Armenia, Russia, Belarus,
Ukraine, Moldova and Transdniestrian Republic.

Armenia Asks Eu For Reserving Right To Use "Cognac", Not "Brandy"

ARMENIA ASKS EU FOR RESERVING RIGHT TO USE “COGNAC”, NOT “BRANDY”

YEREVAN, April 16. /ARKA/. Armenia is negotiating with the European
Union on Armenian producers to reserve the right to use “cognac”
instead of “brandy”, Armenian deputy minister of economy Garegin
Melkonyan said. These negotiations are part of the free trade zone
agreement talks, the minister added.

The delimited region for production of cognac was established in 1909.

Under the legislation, strong alcoholic drinks distilled from wines
in other French regions or elsewhere should be given other names, i.e.

cannot be named “cognac”. Yet, wine distillates produced from local
grapes and with no French technology used, are named “cognacs” in
many countries, for instance, “Californian cognac”, “Greek cognac”.

“Cognac” word is registered in the EU as a place of origin. But
we’ve presented the issue to our European partners saying that
cognac is perceived as a type of product among our population, and
that cognac production has had long years’ history in Armenia. And
these nuances and specific aspects should be taken into account”,
the deputy minister told journalists before the opening of the fifth
round talks on Armenia-EU free trade agreement in Yerevan.

Melkonyan said the issue is still on the agenda and will be discussed
again in the firth round of the talks.

“I hope with the European party, we will find a solution that complies
with the respective international legislation, yet does not affect
the domestic producer,” he said.

The deputy minister said the local producers are being informed on
the status of the talks so they can make changes if required.

Armenia is negotiating with the EU also on “champagne” appellation,
which is not very sensitive like the “cognac” issue, Melkonyan said.

Armenia’s cognac production hiked 20.2% to 18,481,400 liters over 2012,
as compared to the year before. -0-

YEREVAN. – Armenia’s Deputy Prime Minister, Acting Territorial
Administration Minister Armen Gevorgyan on Tuesday received India’s
Ambassador to Armenia, Suresh Babu.

Gevorgyan wished the newly appointed ambassador success in his
accountable mission, and expressed confidence that he will contribute
to the development of relations between the two countries, the
Territorial Administration Ministry press service informed Armenian
News-NEWS.am.

The interlocutors discussed the ongoing Indian-government-assisted
programs in Armenia. Gevorgyan expressed a delight that attention
is paid also to the implementation of projects in Armenia’s regions
and communities.

They specifically explored the avenues for continuing certain programs
in the regions, and starting small investment projects aimed at
community development.

Reflecting on the project to set up computer classes, the deputy PM
noted that the Armenian government underscores the development of
Information Technology in the country’s regions.

Armen Gevorgyan likewise drew attention to the programs aimed at
establishing small industries that operate on local raw materials,
and noted that the Armenian party is interested in the implementation
of similar projects.
