Russian President Dmitry Medvedev met his Azerbaijani counterpart
Ilham Aliyev on Friday to discuss a deal on natural gas sales which
could undermine the EU-backed Nabucco pipeline.

"In my opinion we have a very high chance of entering a full-blown
agreement," Medvedev told reporters after meeting Aliyev at the
Russian leader’s residence outside Moscow.

The meeting came after Russia and Azerbaijan’s state-run energy
companies last month signed a preliminary deal on natural gas sales
from 2010, which could remove a potential source of gas for Nabucco.

Aliyev said that Azerbaijan — a former Soviet republic in the
energy-rich Caspian Sea region — hoped to diversify its gas
exports. The country currently exports gas westwards through Turkey.

"For us… diversification of deliveries and the opportunity to enter
new markets is of significant interest… because today Azerbaijani
gas is transported in the Western direction," Aliyev said.

He said Russia was a natural partner for Azerbaijan because the
countries were neighbours and gas export infrastracture was already
in place.

"There are no transit countries between our countries. There is no
need for additional investment to build a gas pipeline," Aliyev said.

But both presidents stressed that it would be up to the two state
companies involved, Russian gas giant Gazprom and Azerbaijani national
energy firm Socar, to make the final agreement.

"I am hoping that the talks being conducted between our companies will
be successfully completed," Aliyev said. "There are no, and cannot be,
any limits to cooperation in the gas sphere on our part."

If the Gazprom-Socar deal is finalized, that would cast doubt on
Nabucco, a project that the European Union has supported in a bid to
lessen its dependency on Russian gas.

Nabucco would pipe gas from the energy-rich Caspian Sea region via
Turkey and Austria to western Europe, bypassing Russia.

The Kremlin has regularly criticized Nabucco and instead backed the
rival South Stream pipeline.

Azerbaijan, along with Turkmenistan, would be a possible supplier of
gas for Nabucco.

Aliyev and Medvedev also touted progress in Russian-mediated talks
on the longstanding conflict over Nagorny Karabakh, an enclave at
the centre of a fierce war between Azerbaijan and Armenia in the
early 1990s.

"It is this progress that keeps alive our hope that the conflict will
be settled rather soon," Aliyev said.

"The positions of the sides recently became closer to a certain
degree. Some questions that previously seemed hard to solve have
been agreed," Aliyev said, though he added that the lack of results
so far was "disappointing."

Moscow in recent months has stepped up its efforts to reconcile Armenia
and Azerbaijan in what analysts say is a bid to increase its influence
in the Caucasus region.

Last November, Russia hosted rare peace talks between the two bitter
ex-Soviet foes.

The Kommersant daily reported Friday that Russia had convinced
Armenian President Serzh Sarkisian to take part in another summit
with Azerbaijan’s Aliyev mediated by Medvedev in the Russian city of
Saint Petersburg in June.

The newspaper, not citing any sources, said that Russia was offering
hefty financial support to Armenia and weapons sales to Azerbaijan
as rewards for taking part in the Russian-led peace talks.

Nagorny Karabakh, an enclave of Azerbaijan with a largely ethnic
Armenian population, broke free of Baku’s control in the early 1990s
in a war that killed nearly 30,000 people and forced two million to
flee their homes.

Shootings between Armenian and Azerbaijani forces in the region remain
common despite a 1994 ceasefire.

official visit and I can say that our close relations have historical
roots and are based on a mutual respect and cooperation, Foreign
Minister of Iran Manouchehr Mottaki said at today’s press-conference in
Yerevan.

He said Iran and Armenia cooperate in different spheres. ‘An emphasis
is laid on implementation of projects in the transport-economic sphere
where we see bright prospects. Moreover, we cooperate with Armenia in
other spheres as well, in particular, in the cultural, social and sport
areas’, the minister said and added he is satisfied with the level of
bilateral cooperation, however, taking into account the opportunities
of Armenia and Iran, he does not think it s sufficient. Moreover, M.
Mottaki confirmed the invitation to the Armenian president to visit
Iran.

For his part, Foreign Minister of Iran Edward Nalbandyan said the
meeting with M. Mottaki was warm and constructive. ‘We discussed the
bilateral, regional and global issues, as well as touched on the
results of the summit of the Economic Cooperation Organization held in
Tehran several days ago. We also discussed the current process of
Nagorno Karabakh conflict settlement and the process of
normalization of the Armenian- Turkish relations’, E. Nalbandyan said
and emphasized that normalization of relations between Armenia and
Turkey will much affect establishment of peace and security in the
region.

ISTANBUL – The normalization of relations between Armenia and Turkey
means the establishment of diplomatic relations and opening a common
border without any precondition, says Armenian Foreign Minister
Nalbandian, who adds, ‘None of us does a favor to the other by
establishing diplomatic relations. Both countries need this’

Turkey and Armenia should establish formal diplomatic ties, not as a
"favor" from one side to the other, but as recognition that it is very
much in both countries interests, says the Armenian foreign minister
who is visiting Istanbul today.

Not only that, but the two countries can also cooperate regionally
as part a regional stability initiative for the Caucasus as proposed
by Turkey, said Armenian Foreign Minister Edward Nalbandian, here
to visit the Black Sea Economic Cooperation, or BSEC, headquartered
in Istanbul. Armenia is assuming the rotating presidency of that
organization for the next six months, duties that prompted Nalbandian’s
visit. On the occasion of his visit he agreed to answer questions
put to him by the Hurriyet Daily News & Economic Review on relations
between Turkey and Armenia and his country’s relations with the United
States and Iran.

Speaking about Turkish President Abdullah Gul’s visit to Armenia and
subsequent discussions with Turkish Foreign Minister Ali Babacan,
Nalbandian seemed optimistic but also quite realistic. "During the
visit of Turkish President Abdullah Gul to Yerevan on the invitation
of President Serge Sargsyan and negotiations, an appropriate mood
was created to speak on normalization of our relations. When we are
speaking about normalization, we perceive it in the establishment of
diplomatic relations between our countries and opening a common border
without any precondition. That normalization is in the interest of our
two nations. It is not right to present the opening of borders as a
favor from Turks to Armenians. Turkish side isn’t less interested in
that than we are. None of us does a favor to the other by establishing
diplomatic relations. Both countries need this. There is no necessity
to create artificial obstacles."

"So Armenia is ready to normalize our bilateral relations without
any precondition and we are expecting the same from Turkey. With
this aim we are conducting talks. Not negotiations for negotiations,
but negotiations for concrete results.

"Many neighboring countries have differences, but they have normal
relations and they have open borders, they are open to each other,
and they have appropriate conditions to talk to each other, to talk
over their differences, to discuss all the issues of mutual concern."

Asked about the Armenian chairmanship of the BSEC and whether
or not it would facilitate dialogue between Armenia and Turkey,
Nalbandian replied, "As the very idea and main goal of BSEC is to
boost and promote economic cooperation between member countries,
it’s natural that this organization could contribute to a better
environment among participating states. BSEC is a promising model of
multilateral economic initiative aimed at fostering interaction among
its member states, as well as to ensure cooperation, development and
prosperity in the Black Sea region.

"I don’t think that Armenia was waiting to assume the BSEC chairmanship
in order to start a dialogue with Turkey. But the BSEC is one of those
international organizations, where we have an appropriate framework
to discuss with Turkey our possibilities for cooperation."

Nalbandian has stated his support for the Caucasus Stability and
Cooperation Platform proposed by Turkey. "We’ve welcomed the idea of
the Turkish initiative, as we are in favor of building confidence,
stability, security and cooperation in the region which are in
the basis of this proposal. But we have questions to clarify Ä~^
the mechanism of its implementation, its format, as well as other
aspects. Till now, we haven’t had detailed and serious discussions
on this."

‘South Ossetia shows region’s vulnerability’ Armenia was affected
economically by the August crisis between Russia and Georgia but so
far not by the global financial crisis. According to Nalbandian, "The
events around South Ossetia have shown how fragile and vulnerable is
our region, how weak and undeveloped is its transport infrastructure
and how important it is to have open borders and to join the efforts
of all our countries for the sake of stability, security, cooperation,
development and prosperity of our region.

"The crisis lasted less than a week, but it has created a
very difficult situation in the whole region, it has caused a
humanitarian disaster and huge material losses. We too strongly felt
the consequences of the August conflict. The conflict interrupted
our communication routes, our basic supplies, including energy. We
have suffered hundreds of millions’ worth of losses.

"The developments and impacts of the August events are still to be
carefully studied and assessed, but the first of all they have shown
the most obvious reality Ä~^ war is never an answer. And we want to
believe that those who had illusions about that option will reconsider
their position.

"As for the global financial crisis, for the moment we still have
had no direct serious negative effect on our economy. To resist
the eventual negative impact of the crisis on Armenia’s economic
development, our government has worked out a comprehensive plan in
order to minimize the effect of crisis on the country’s economy and
we hope that this will be effective enough."

The financial crisis that hit Armenia after August has led to
better relations with Iran although they are based on centuries-old
traditions. "We were and are implementing [plans] and we have ambitious
economic projects to be realized, especially in the areas of energy
and transport infrastructures," said the foreign minister. "During
recent events around South Ossetia, as our trade routes via Georgia
were blocked, Iran became an important route for basic supplies to
Armenia. Both our countries are interested in development and the
strengthening of mutually beneficial cooperation."

Yerevan welcomes the election of Obama Speaking about mutually
beneficial cooperation, U.S. relations with Armenia came to mind. Just
what did Nalbandian expect of the U.S. President-elect Barack
Obama? His reply: "Since our independence Armenia and the United
States have very good relations and we are committed to continue
working together with new U.S. administration to deepen, expand and
enrich our friendly partnership.

"The Armenian people are grateful to the United States for the
comprehensive assistance it has provided since our independence and
up to this day. The United States plays an important role in the
resolution of the Karabakh conflict as one of the co-chairs of the
OSCE’s Minsk Group.

"We highly appreciate the President-elect’s awareness and stands
on Armenian issues and we think that the relations between Armenia
and the U.S. will attain a new quality during President-elect Barack
Obama’s term of office and cooperation between our countries will be
enhanced for the sake of our friendly peoples."

You would think that 70 years of communism would have changed the
character of Armenians living in Armenia and made them acquire a
different mentality from the Armenians of the diaspora. The 70 years
of communism also kept them separate from the average Turkish citizen
with whom they have many things in common.

Nalbandian’s views were somewhat surprising. He answered: "The
Soviet era of Armenian history has had less negative than positive
impact. Armenia was known as the ‘Silicon Valley’ of the Soviet
Union with about 200 research centers and scientific institutions,
with a highly educated population and with an extremely large number
of scientists and researchers in proportion to its population.

"That’s true that today two-thirds of the Armenian people lives
abroad, in about 70 countries on five continents of our planet. They
have created ‘Little Armenias’ everywhere they live. Although they
are citizens of different countries and have the common features of
the peoples with whom they are living, almost all of them have kept
deeply their Armenian identity and traditions. Today they are united
by the desire and will to realize the dream of their ancestors –
a prosperous Armenia."

Who is Edward Nalbandian?

To just say that Edward Nalbandian is Armenia’s current Foreign
Minister would be mistaken. The 52-year-old may already have white
hair but he has been very active over the years in promoting the
interests of his country and his people. A professional diplomat,
he is a product of the Moscow school of foreign service and held
various diplomatic posts including almost 10 years in France before
becoming foreign minister in April of this year.

When Nalbandian was asked what his biggest achievement as his country’s
ambassador to France was, he replied, "I had the honor to represent
my country in France for almost 10 years. Today in Armenia’s public
opinion France is considered among the most friendly countries. In
France, Armenia has the same image. This friendship comes from the
depth of the centuries and is a result of common efforts of many
generations of our two peoples. I am happy, if I could bring my modest
contribution to that friendship."

As for the challenges he faces as minister, he said, "For any Minister
of Foreign Affairs the main goal is to create favorable external
conditions for safe and peaceful development and prosperity of his
country." Nalbandian is said to speak excellent French, Russian and
Armenian and good English. He has written numerous studies on the
Middle East and International Relations.

The Armenian National Committee – Political Action Committee (ANC-PAC)
has endorsed Congressman Jim Costa (D-CA). Costa represents
California’s 20th Congressional District, which is nestled in
California’s San Joaquin Valley and includes all of Kings County, part
of Fresno and Kern Counties. The Congressman, who serves as a member of
the House Foreign Affairs Committee, has been a staunch supporter of
his Armenian American constituents since his election to the U.S. House
of Representatives in 2005.

"Our community in the 20th Congressional District is proud to be
represented in Washington, DC by Jim Costa," remarked ANC-PAC supporter
Hilda Santikian. "The Congressman is a man of his word and a true
friend, in every sense of the word. The fact that Congressman Costa
scored an A+ in the Armenian National Committee of America’s annual
Report Card says it all for thousands of Armenian American voters in
his district," she added.

As a member of the Congressional Caucus on Armenian Issues, Costa has
led the charge to ensure that America be represented in Armenia by an
ambassador who does not deny the Armenian Genocide. In a May 8, 2008
letter to Ambassador designate Marie Yovanovitch, Costa shared that "it
is, by any reasonable standard, established history that between 1915
and 1923 the Ottoman Empire systematically killed an estimated 1.5
million Armenians and drove hundreds of thousands of others into exile
from their ancestral homeland." The Congressman has also been
aggressively in support of legislative efforts to end Turkey’s blockade
of Armenia and to encourage freedom for the people of Nagorno-Karabakh.

Prior to his election to the U.S. House of Representatives, Congressman
Costa enjoyed a nearly quarter century career as a member of the
California State Legislature. He is the grandson of Portuguese
immigrants and has had a lifelong long history of friendship with
Armenian Americans in California’s Central Valley. The Congressman has
a Bachelor’s Degree in Political Science from California State
University, Fresno.

In the current 110th Congress, Costa serves as a member of two
influential subcommittees of the House Foreign Affairs Committee; the
subcommittee on the Middle East and South Asia and the subcommittee on
Europe. On these subcommittees and on the House floor, Costa has
energetically worked to counteract the anti-Armenian agenda being
advanced by the multimillion dollar lobbyists employed by Turkey and
Azerbaijan on Capitol Hill.

During a July 21 press conference Serzh Sarkissian made two
important discoveries. He said unwilling to start a dialogue with
the opposition. Besides, he is not going to meet the public demand
to set the political prisoners, says member of the Centre for Popular
Movement Levon Zurabian.

Zurabian sees regress in Armenian mass media. TV channels have again
been instructed not to televise the opposition. Their news resembles
Brezhnev’s propaganda. On the other hand, nothing has been done to
reopen A1+.

The government obviously neglects the PACE resolutions and tries to
delude the Council of Europe imitating to meet the PACE demands.

The government continues not to authorize opposition rallies. They have
stopped releasing political prisoners since the PACE summer session.

The government has no genuine wish to carry out a democratic reform in
the country. In the given situation all people can do is to rise to
protect their rights. The Center for the Popular Movement appeals to
RoA citizens to take part in an opposition rally due on August 1. The
rally will be of great importance in light of establishing civil law,
democracy and constitutional order in Armenia.

Note, the Centre has applied to Yerevan City Hall to sanction
the upcoming rally and march but their application has been turned
down. The City Hall has proposed a strange bargain. They promised to
sanction the rally near the Matenadaran in case it is not followed
by a march. They fear lest the march will show the rebellious mood
of the crowd.

Fresno family. Arthur Mkoian, a recent high school graduate who gained
national attention when he and his family were told they were facing
deportation has been reunited with was dad. For more than two months
Reuben Mkoian was separated from his family, awaiting deportation to
Armenia. After a special intervention from U.S. Senator Feinstein and
Congressman Jim Costa, Reuben Mkoian is back home in Fresno with his

Prime Minister Recep Tayyip Erdogan issued a joint statement after
a meeting in Nakhijevan.

"Our countries enjoy perfect relations which should develop," Aliyev
said. No regional project can be implemented without participation
of Azerbaijan and Turkey, according to him.

For his part, Mr Erdogan said he attaches importance to his first
visit to Nakhijevan. "This meeting is a message to the world and
region," he said. "Positions of Azerbaijan and Turkey coincide in all
spheres. As to the Nagorno Karabakh conflict, Turkey always supported
Azerbaijan. The resolution adopted in the UN was an extra proof that
Azerbaijan is on the right track," he said.

The Turkish Prime Minister informed that groundbreaking ceremony of
Turkish part of Baku-Tbilisi-Kars railway project would be held in
July, the Azeri Press Agency reports.

According to information spread by "Turkish-NY" news agency, based in
USA, the Grandmaster of the Great East Mason lodge, France, declared
that the members of the lodge are to take part in the demonstration
of the Armenians on April 24 dedicated to the Armenian Genocide. The
news agency notes that the French Masons are once against supporting
the Armenians’ claims about the genocide.

Why "again"? The matter is that in February the Grandmaster had given
interview to the Turkish press and said the following, "Two years
ago we visited the Turkish lodge of freemasons, where with all our
courtesy we demanded our Turkish brothers to think seriously on the
matter of the Armenian genocide and not co conceal the responsibility
of the Turkish people. Although our words were strongly argued,
later on some of our Turkish brothers came to me and said, ‘Your’re
right, for no one speaks about the Genocide in this country’. Then
the relations between the two lodges normalized".

Turkish newspaper "Vatan" also addresses this issue in its April
14 publication. According top "Vatan" the Grandmaster said that
although France was late to recognize the Holocaust, he expects
his Turkish brothers to have similar approach to the issue of the
Armenian Genocide.

On April 24, Paris, the Great East lodge Grandmaster is to hold
a speech at the monument of Komitas and take part in the march
organized by the Armenian community of France. The march is to end
with a protest demonstration near the Turkish Consulate in Paris.

"Vatan" also informs that the well known leader of the "Union Against
Genocide", Ali Ertem, is invited to the genocide commemoration events,
which are to take place from April 23 to April 27.

Today in Noravank Foundation a lecture was held on "The face of
poverty in Armenia; its principles" item.

The author of the report is PHD Harutyun Marutyan scientist of the
RA Sciences National Academy.

According to the official web site of the foundation the report is
based on method quality investigation and the author when presenting
the survey did not speak of any figures. The report was based on
"Stories about Poverty" books the author of which is Harutyun Marutyan
himself and his colleagues. The books cover in detailed interviews
done with the poor people and authors’ analysis. And the second book
on the current item published recently covers the same families which
gave interviews in 1994-2000. The mission was to found out the changes
and the dynamic of those 33 families.

The analysis of the material in 1994-2005 about the poor families
showed that there are some changes but what kind of changes they were,
whether they were in the results of the economic growth in Armenia
which is announced.

The author mentioned that the land extension in Armenia does not have
its positive impacts as the immigration process is not stopped and
vice versa it keeps growing.

Astana. March 20. "Kazakhstan Today" – Today on the plenary sitting the
Senate deputes passed the law "About ratification of Agreement between
the government of the Republic of Kazakhstan and the government of
the Republic of Armenia about mutual trips of citizens," the Agency
correspondent reports.

Thus, the law was passed by the parliament and is sent for a signature
to the head of the state.

As it was informed before, the Agreement regulates the right of the
citizens of one state based on the documents, valid for exit abroad,
to enter, go as transit, exit and arrive on the territory of another
state without visas for a period of 90 days since the day when state
border of the state of exit was crossed.

The agreement defines the list of travel documents, approved by both
states, order of visa free exit-entrance, transit crossing of the
state borders.

The agreement was signed in Astana on November 6, 2006.
