Armenia does not prioritize youth problems and policy, member of
the Youth Party of Armenia, Head of the YPA Information-Analytical
Service Artak Khachatryan told a press conference.

According to him, “there are a number of youth NGOs in Armenia,
yet they do not implement long-term and strategic projects, they are
rather PR actions and are not serious.”

The speaker said that they worked out “Strategy 2020” program, with
Cadre Base of Armenian Youth and Armenian Youth Government aiming at
resolving youth problems.

Education and employment are the key problems of the Armenian youth,
Khachatryan said in his remarks.

The moment for Heritage party’s legislative initiative on recognition
of Nagorno Karabakh independence is not yet convenient, RPA member,
parliament member Gagik Minasyan told a press conference.

“That step stays in our arsenal, and we will take it when necessary,”
Minasyan added.

The speaker also touched upon the statements of OSCE Minsk Group
co-chairs on cases of ceasefire violation by Azerbaijan. He stressed
that the co-chairs play up to Azerbaijan by equating the parties in
their statements.

“The Azerbaijani side has so many problems that if the co-chairs
once again mention that Azerbaijan is the cause of bad developments,
the Azeri side can just quit the negotiations,” parliamentarian said.

TBILISI, Sept 8 (Reuters) – Intensified skirmishes around the rebel
Caucasus enclave of Nagorno-Karabakh risk spiralling out of control
at the heart of a key energy transit region, a senior European Union
envoy warned.

Peter Semneby, the EU’s envoy to the South Caucasus, said the ceasefire
between Azerbaijan and Armenian-backed forces in Nagorno-Karabakh
should be strengthened, possibly with the deployment of more
international observers after a summer of intensified skirmishes. Four
Azeri soldiers were killed last week.

Renewed conflict almost certainly would have an impact on energy
supplies to the West, with Azerbaijan host to oil majors including BP,
ExxonMobil and Chevron.

The BP-led Baku-Tbilisi-Ceyhan pipeline ships 850,000 barrels of
Azeri crude daily to the Mediterranean, skirting Nagorno-Karabakh.

“I think that both sides are very much aware of the risks and costs
of an escalation … but there’s always the risk that something can
go out of hand,” Semneby told Reuters late on Tuesday in Tbilisi
after a trip to Azerbaijan.

“You have a lot of people, soldiers, on both sides who are nervous. In
the heat of events, if something happens, it can easily get out of
control and this is something we have to take seriously.”

Clashes have worsened since 2008 around the mountain enclave, where
ethnic Armenian Christians, backed by Armenia, threw off rule by
Muslim Azerbaijan as the Soviet Union collapsed two decades ago.

“It is a precarious situation we have along the Line of Contact,
because it is … a self-regulated ceasefire with the two parties
facing each other without any separation force in between,” Semneby
said.

“I think the ceasefire regime needs to be strengthened.”

Semneby said one possibility would be to deploy more observers,
saying the six-person monitoring mission of the Organisation for
Security and Cooperation in Europe (OSCE) was limited in its ability
to monitor and investigate.

AZERI BACKLASH

Armenian-backed forces have held Nagorno-Karabakh and seven surrounding
Azeri districts forming a land corridor with Armenia since the
ceasefire was declared in 1994. An estimated 30,000 people were killed
and more than a million displaced.

Years of OSCE mediation led by French, Russian and American envoys
have failed to produce a peace deal and Azerbaijan — spending heavily
on its military with revenues from oil sales — frequently threatens
to take the region back by force.

Tensions have been fanned by a rapprochement beginning in 2008
between Azeri ally Turkey and Armenia and the possibility that Turkey
would open their border, which it closed in 1993 in solidarity with
Azerbaijan during the war.

An Azeri backlash led to the collapse of the Russian and Western-backed
deal in April. But diplomats say the process seriously unnerved
Azerbaijan, fearing it would lose leverage over Armenia in the conflict
over Nagorno-Karabakh.

Low intensity skirmishes have killed around 3,000 people, mainly
soldiers, since 1994, but observers say clashes have become more
frequent and intense since early 2008.

“This summer we have seen the most serious skirmishes along the line
of contact for more than two years,” said Semneby.

Military analysts warn that an Azeri military bid to retake the
territory could be disastrous, with Nagorno-Karabakh heavily fortified
since the war and holding the high ground.

“I believe the Azerbaijani leadership is aware of the enormous risks
and potential costs that would be associated with an attempt to
resolve the conflict by military means,” Semneby said.

The funds towards development of the science centers have significantly
increased, told media at today’s press conference Chairman of the
State Committee on Science, Samvel Haroutyunian.

Referring to the projects and works implemented due to enlargement of
fund resources, Haroutyunian said that the committee has a separate
funding for supporting science-related programs. In particular,
these programs include science conferences, Armenian presentations
at the foreign conferences, grants for young scientists, etc.

Among programs a special focus was paid on the Candle Program, aimed
at creation of an accelerator of a new generation which can become
a turning point to many sciences. Samvel Haroutyunian described the
program as “a bold project as Armenia is located in a complicated
geo-political region and has economical difficulties; however it
expressed willingness to realize the project in the near years,
and will provide 25% of financial support.”

In addition, Armenia is ready to host all those countries which are
ready to join the program. To this end, a working group has been
attending a range of countries and is planning negotiations with
France, Germany, the U.S. and China.

“The program is not only of a science importance, but of political
as well, as there are few nations in the world who have both a
nuclear plant and an accelerator,” said chairman Haroutyunian. He
said that through this program of creation of the accelerator of the
next generation, Armenia reaffirmed that is seeking for a regional
leadership in sphere of science.

Armenia’s Military Doctors To Travel To Montenegro

ARMENIA’S MILITARY DOCTORS TO TRAVEL TO MONTENEGRO

Military doctors of the Armed Forces of Armenia will participate
in the military exercises “Doctor-2010” which is being organised by
the Unite States European Command within the framework of the NATO
Partnership for Peace Programme.

For his purposes, 10 Armenian military doctors will travel to Budva,
Montenegro, on September 8.

The exercises have a goal to master medical skills to resist challenges
and states of emergency within the multi-national NATO rescue missions.

Armenian Defense Ministry spokesperson said that some 20 military
signalers are on a travel to Germany and Romania since September 1
for participation in the “Allied Aspiration – 2010” drills.

In addition, two Armenian staff officers along-side with their
counterparts from different nations are participating in the military
US and Ukrainian peacekeeping drills in Yavoriv Center, Lvov. The
exercises started on September 4 and will last until September 17.

Azerbaijani APA news agency spread information that the European
Union Special Representative for the South Caucasus, Ambassador Peter
Semneby announced in Azerbaijan that two circumstances should be
taken into account when signing Nagorno-Karabakh settlement agreement:
maintenance of Azerbaijan’s territorial integrity and the necessity
of the return of refugees.

“If he has, in fact, made such a statement, I think, his statement
is quite far from reality. In terms of NK settlement, the issue of
Karabakh status is primary and this has many times been reflected
in the statements of the Presidents and Foreign Ministers of the
OSCE Minsk Group Co-Chairing states, and, generally, the FMs of the
OSCE member sates,” Armenian NA MP, ARP member Gagik Meliqyan told
Panorama.am commenting on P. Semneby’s statement.

According to him, “Semneby shouldn’t have made such a statement. This
evidences he is unaware of the issue.”

Concerning a liturgy at the Surb Khach (Holy Cross) church on Akhtamar
Island, the Azg newspaper writes that the Turkish Government is
thereby trying to play havoc among Armenians. “During a short period,
it is the third well thought-out step by Turkey, by means which it is
creating confusion among Armenians, reaping the sweet fruits of its
labor. After capturing historical lands and destroying 1.5m Armenians,
Turkey, easily and expertly, is applying various mechanisms among the
victims’ descendants, who are not yet able to shoe national unity
and strong will to oppose its behind-the-scenes intrigues. One of
the first steps was the Armenian-Turkish protocols, which not only
inspired hopes in Armenians, but also deceived the international
community. The second step was the election of the Vicar of the
Armenian Patriarch in Istanbul. Turks supported the formation of two
different commissions (the Spiritual Council and Election Committee)
and, dividing the Istanbul-based Armenians into two opposing camps,
got Aram Ateshyan ‘elected’ vicar. That was an unprecedented event in
the history of Armenian Patriarchate. Although the ‘election results’
are being appealed, Ateshyan is already reaching fruits, dancing to
the Turkish Government’s tune.

According to the newspaper, “Turkey is offering us its third step, a
liturgy in Surb Khach church on Akhtamar Island. By allowing only one
liturgy in this historical church, the Turkish Government is clearly
showing its goals. First, the Government does not recognize this
church as a place of worship. Secondly, it is taking the opportunity
to pretend it is tolerant toward other religions thereby facilitating
its admission to the EU.

Thirdly, the Turkish Government is thus promoting tourism in the
country. Turkey is happiest about the fact Armenians are disunited
about even minor matters and are fighting against one another.

Thus, Armenians are divided into two camps, which are arguing with
and accusing each other, forgetful of Turkish intrigues, the newspaper
concludes.

Karabakh conflict makes it difficult to address a number of issues
in the region, Dutch Parliamentary Speaker Rene Van der Linden told
the journalists today, Trend News reports.

According to him, the Netherlands stands for a peaceful settlement
of the Armenian-Azerbaijani Nagorno-Karabakh conflict.

“Azerbaijani President demonstrates a constructive position on this
issue,” Linden said.

Interestingly, Linden’s statement on Azeri leader’s constructive
position in the Karabakh peace process is at least strange amid the
frequent acts of sabotage by Azerbaijan.

De facto Armenia has recognized NKR independence long ago, but de
jure recognition is not yet convenient, OYP parliamentary faction
member Hovhannes Margaryan told a press conference. He said his party
shares the opinion of their coalition partners that recognition of
NKR by Armenia can have a negative impact on the process of Nagorno
Karabakh settlement. Meanwhile, according to him, OYP has always
supported the process of NKR’s international recognition.

According to the speaker, “for us, recognition of NKR is not a goal
in itself. Recognition is not expedient at this phase of the talks.”

Speaking about Azerbaijan’s resolution submitted to UN General Assembly
the parliamentarian expressed the conviction that Baku will withdraw
the document.

Process of normalisation of relations with Turkey will be continued,
said member of Orinants Erkir Party Hovhannes Margarian.

He said that though Ankara is trying to negotiate with Armenia using
the language of preconditions, the signed protocols are still awaiting
for ratification by the Parliament.

“I believe that talks will continue as the process hasn’t been fully
suspended,” said Margarian.

Referring to the issue of service to be offered at the Surb Khach
(St Cross) Church in modern Turkey’s Akhtamar Island, politician
said that Holy Ejmiadzin’s decision not to travel to Turkey and not
to participate in the mass was a right step.

“We saw here that Turks are stating one thing and doing another. The
Holy Ejmiadzin has taken a right step, as Turkey had refused own
promise. They showed both us and the world that their steps have
political goals,” said Margarian.
