Azerbaijani APA news agency spread information that the European
Union Special Representative for the South Caucasus, Ambassador Peter
Semneby announced in Azerbaijan that two circumstances should be
taken into account when signing Nagorno-Karabakh settlement agreement:
maintenance of Azerbaijan’s territorial integrity and the necessity
of the return of refugees.

“If he has, in fact, made such a statement, I think, his statement
is quite far from reality. In terms of NK settlement, the issue of
Karabakh status is primary and this has many times been reflected
in the statements of the Presidents and Foreign Ministers of the
OSCE Minsk Group Co-Chairing states, and, generally, the FMs of the
OSCE member sates,” Armenian NA MP, ARP member Gagik Meliqyan told
Panorama.am commenting on P. Semneby’s statement.

According to him, “Semneby shouldn’t have made such a statement. This
evidences he is unaware of the issue.”
