Rene van der Linden The president of the Dutch Senate, Rene van der
Linden, has arrived in Baku.

“This is my third visit to Azerbaijan. We will have discussions on
political and economic issues during this trip,” van der Linden told
journalists today.

He touched on the resolution of the Armenian-Azerbaijani conflict
over Nagorno-Karabakh.

“The Azerbaijani president is showing a constructive position on
resolution of this problem,” van der Linden said.

“As regards my country’s position on the resolution of the
Nagorno-Karabakh problem, we consider that the OSCE Minsk Group should
put forward a proposal on resolution of the conflict. The resolution
of a number of problems in the region will remain complicated until
this issue is solved peacefully.”

Rene van der Linden said the role of parliamentary diplomacy had
increased recently with parliamentarians holding various meetings.

“Dear colleagues, today the target of the Azerbaijani hackers has
become the site Henaran.am. Entering the site a black
screen will be opened with a message on it “We never forget Mubariz
Ibrahimov”, the “Henaran” press club informs.

“From the message left by them we can clearly see that the Azeri
are trying to pay the last defeats they had on the battle field with
victory in a hacker war. Nevertheless, we assure Azerbaijan that the
stoppage of Henaran.am site lasting for a few hours is not irreparable
and can never be compared with the loss of their subversive left on
the border,” the message reads.

This is the second time that the internet site Henaran.am is being
attacked by the Azeris.

“It is obvious that the Azeri do follow our activities and probably
they do not like when no Azerbaijani falsification is remaining
unanswered.

Henaran.am will continue working, paying much more attention at
the foreign policy and especially the falsifications spread by the
Azerbaijani propaganda machine,” the club mentions.

The site at present is working normally.

Arte TV French Arte TV channel restricts demonstration of film about
Karabakh in Internet.

According to a statement from the Azerbaijani embassy in France,
a documentary ‘Nagorno Karabakh: Gomehassar’ was demonstrated in
the series of programs ‘All mountains of the world’ on French Arte,
according to the news service for the Foreign Ministry of Azerbaijan.

The correspondents of the TV channel who visited the occupied Nagorno
Karabakh region of Azerbaijan illegally gave interview from local
residents who complained about the hard living conditions and voiced
hope for the soonest restoration of peace in the world.

Immediately after the demonstration of the film, the Azerbaijani
government has sent a letter of protest to the administration of the
Arte TV channel with the protest against covering the documentary
via mass media.

The response letter on behalf of the president of Arte TV channel
Jerom Cleman to the Azerbaijani diplomatic mission says that the
demonstration of programs from the series ‘All mountains of the world’
does not aim at holding geopolitical propaganda, it is just aimed at
demonstration of the panorama and featuring traditions, mythology or
the development of local criteria of mountain regions of the world.

President of the Arte TV channel stressed the impossibility to cover
all aspects of the issue saying the film especially noted that this
self-proclaimed ‘republic’ has not been recognized by the international
community and the regime of temporary ceasefire is applied here. The
response letter says the documentary is not aimed at propaganda,
that he is aware of the official position of the French state and
that the issue of the territorial integrity of Azerbaijan is a very
sensitive topic.

After the operative interference of the embassy with this issue,
the French TV channel cancelled the repeated demonstration of the
documentary and restricted the demonstration of this film on Internet.

Prime Minister Tigran Sargsyan traveled to Artik town of Armenia to
take part in the opening of the new-built house of culture.

Prior to the ceremony, the Prime Minister planted a fur-tree on the
site next to the cultural center.

On cutting off the symbolical ribbon, the head of government addressed
warmest congratulations to the residents of Artik and then took a
short walk round the building.

Answering the questions of media representatives, the Prime Minister
noted: “The premises and classrooms will provide for high-level
organization of events in this center which in turn will give rise
to a cultural tide in the town. This complies with the government’s
program of proportional development of communities. Culture should
be shifted from Yerevan on to the provinces.”

The house of culture was built in line with the will of renowned
artist and sculptor Varaz Samuelyan. This Hayastan AAF-sponsored 550
sq. meter-wide facility features an assembly hall on the ground floor
and the fine art and music classrooms on the first one.

Varaz Samuelyan was born in Yerevan in a family of genocide survivors.

He moved to the United States in 1946 where he grew into a well-known
painter and sculptor. Authored by Varaz Samuelyan, the bronze-cast
monument to Sassountsi David in Fresno is an eloquent symbol of the
Armenian identity in the USA.

The Hraparak newspaper reports that restrictions on some food products
have recently been in effect in the Armenian army. Soldiers are now
“consuming” the pickles produced by the Artfood Company, with their
shelf-life expired. For months soldiers have not been provided with
bedclothes. Moreover, now they do not get their portions of sugar. The
Parliament member and businessmen Samvel Aleksanyan sup[plies sugar
top the Armenian army. It does not mean, however, that he “is consumed
by greed” now.

The newspaper’s source report that the commander and ration store
managers of military units just embezzle the funds provided for sugar,
palming off cheap biscuits on the soldiers.

The OSCE Minsk Group Co-Chairs, Igor Popov (Russia), Robert Bradtke
(USA), and Bernard Fassier (France), as well as Personal Representative
of the OSCE Chairman-in-Office Andrzej Kasprzyk, who are in Azerbaijan
now, have left for the contact line between the Azerbaijani and NKR
armed forces.

On September 8 morning, they arrived in Barda. After a meeting at
the local administration, the French Co-Chair told journalists that
the Co-Chairs’ regional visit will be followed by a final statement,
the APA News Agency reports.

On behalf of the Heads of State and of the three Co-Chairs, Bernard
Fassier told the journalists that the Co-Chairs paid an interesting
visit to that region of Azerbaijan and held meetings with local
officials to get first-hand information on the situation in the
region. He pointed out that the Co-Chairs got information on forcibly
displaced people, regional situation and living conditions. Fassier did
not make any comments, saying it was the first stage of the Co-Chairs’
mission. He said that detailed information will be available in two or
three days, without any comments on all the aspects of the Co-Chairs’
meetings in Azerbaijan and Armenia.

NEWS.am reminds readers that monitoring of the contact line in
northern Karabakh is to be held on September 8. The international
mediators are expected to cross the front line. The NKR’s northern
regions have recently been a target of Azerbaijani acts of sabotage.

The last act was committed on September 4. The international mediators
are to hold meetings with the Nagorno-Karabakh leadership today. On
September 9 they are to arrive in Yerevan.

At a press conference, Oktay Vural, Vice-Chairman of the Nationalist
Movement parliamentary faction, was severely critical of the
constitutional amendments proposed by Turkish Prime Minister Recep
Erdogan. He claimed the draft amendments contain anti-Turkish elements.

The Haberfax news website reports that the nationalist believes the
draft amendments actually recognize the Armenian Genocide and provide
for the withdrawal of Turkish troops from Cyprus.

NEWS.am reminds readers that the Justice and Development Party,
Turkey’s ruling party, drafted 29 amendments to the country’s
constitution, which was adopted after military coup on September 12,
1980. The amendments provides for judicial reforms, particularly
reforms of the Constitutional Court and Supreme Council of Judges and
Public Prosecutors. The amendments also provide for the institution of
criminal proceedings against the military by civil judicial bodies,
a trial of the military coup organizers. The amendments transfer the
right to initiate proceedings on dissolution of political parties
from the Curt of Cassation to Parliament. The draft also institutes
the post of ombudsman and grants civil servants the right to sign
collective contacts and hold strikes.
