TURKISH HISTORIAN COMMENTS ON TURKEY’S DENIAL POLICY

The Economic Academy of Bulgaria hosted a scientific conference
dedicated to the Armenian Genocide. Genocide experts Taner Akcam,
Professor at Clark University, and Raymond Kevorkian, Professor at the
University of Vincennes in Saint-Denis, representatives of political,
public and scientific circles of Romania and reporters were present
at the event.

The conference on “Armenia: The fate of one nation” was opened by Vice
President of the Romanian Academy Dan Berindei. Historian Raymond
Kevorkian, author of “The Armenian Genocide: A Complete History,”
referred to the Young Turks policy of exile and annihilation of
Armenians.

In a report titled “Denial as a National Security Issue” Turkish
historian Taner Akcam commented on the denialist policy of the
contemporary Turkish government and its negative influences on the
domestic and foreign arenas.

Ex-President of Romania Ion Iliescu welcomed the participation of
Armenian and Turkish historians in the conference, noting that it is
very important for mutual understanding on a number of complex issues.

On the same day Taner Akcam and Raymond Kevorkian were invited to
the Romanian TVR Info TV to speak about the Armenian genocide and
Armenian-Turkish relations. The interview was broadcast live.

On May 27 Taner Akcam and Raymond Kevorkian had a meeting with the
faculty and students of the History Department of the Bucharest
University. The Romanian translation of Taner Akcam’s book titled
“Shameful Act: The Armenian Genocide and the Question of the Turkish
Responsibility” was presented at the Museum of the Romanian Peasant.

All attempts by penitentiary officials to extort money from the persons
set to be released under the amnesty are foiled, Rafik Petrosyan of
the ruling Republican Party faction in parliament has told reporters.

According to media reports, families of some of those people claimed
penitentiary officials have demanded illegal payments from them.

Petrosyan admitted such cases took place but said they will do whatever
necessary to thwart them.

Sasun Mikaelyan Freed

Former political prisoner Sasun Mikaelyan who was serving his time
at the hospital for inmates has been released.

Friends had been waiting for him outside the building since Friday
morning.

The people in his native village have prepared a stage for the
opposition activist and are looking for his return to organize a
demonstration.

Another jailed activist – the editor in chief of the Haykakan Zhamanak
daily, Nikol Pashinyan – is expected to be freed later today. A crowd
of people has gathered outside the Artik penitentiary, waiting for him.

Both Mikaelyan and Pashinyan were convicted in connection with the
March 1, 2008 political turmoil that followed disputed presidential
election in Armenia. The decision to release them comes after the
parliament adopted amnesty on the occasion of the 20th anniversary
of Armenia’s independence.

Head of European Integration NGO Karen Bekaryan thinks that the
European Union may substitute France in the OSCE Minsk Group dealing
with the Nagorno Karabakh conflict.

Bekaryan recalled the recent statement by Catherine Ashton, EU High
Representative for Foreign Affairs, on Nagorno Karabakh, in which
she did not exclude the possibility of substituting France.

“The replacement may strengthen the Minsk Group, but drag out the
decision-making process on the Karabakh conflict,” he said.

YEREVAN, May 27. /ARKA/. On Thursday, Armenian Parliament approved
the report on the 2010 government budget performance.

Finance Minister Vache Gabrielyan said that the national economy was
slowly by stably recovering in 2010.

“Economic development was due to global trends and anti-crisis
programs,” he said.

The minister said that some faults found out by the control chamber
didn’t affect the budget performance.

The government budget revenue grew 11.7% or by AMD 79.4 billion to
AMD 755.8 billion in 2010, and expenses totaled AMD 856.8 billion
making up 97.4% of the planned indicator.

GDP grew 2.6% in 2010, compared with 2009, instead of the planned 1.2%
to AMD 3509.6 billion.

Year-on-year inflation was recorded at 8.2% in Jan-Dec 2010.

Armenia’s foreign trade turnover amounted to $4794.3 million or AMD
1786.1 billion in 2010 after growing 18.9%, compared with the previous
year. ($1 = AMD 376.8).

Armenian Lawmakers Amend Law On Trademarks

ARMENIAN LAWMAKERS AMEND LAW ON TRADEMARKS

Armenian National Assembly amended the law on trademarks on Thursday.

The amendments simplify some procedures.

Misha Stepanyan, co-author of the bill, said that the amendment
was prompted by the necessity to specify the procedure of juridical
preservation of trademarks.

He said that equal conditions are created to all the registered
right holders.

Authors of the bill also propose to facilitate paperwork necessary
for consideration of applications for trade mark.

New provisions were added to the law. They state that names of
countries and their acronyms can be included in the trademark as no
persistent elements, if they don’t dominate the trademark and the usage
of the trademark is not insulting or outrageous for this country.

In case of hostilities in Nagorno Karabakh, the U.S. will immediately
interfere to deploy its peacekeepers in the conflict zone, a Russian
expert said.

“In about two hours Americans can relocate their forces from Azerbaijan
and Georgia,” the director of Political and Social Research Institute
for Black Sea-Caspian region, Vladimir Zakharov, told a PanArmenian.Net
reporter.

“The action will be started by international forces, which would be
further replaced by U.S. troops along the Karabakh border. Although
not fatal for Iran, that would be a rather telling blow,” he said,
adding that it is still unknown whether the U.S. will venture open
confrontation with Iran or not.

“It’s hard to predict when changes can occur in the region, but I
think it’s a matter of several months,” Zakharov said.

LONDON, May 20 — Foreign and Commonwealth Office issued the following

I’ve been following with close interest the visit of Her Majesty The
Queen to the Republic of Ireland. It’s extraordinary to think that
the last British monarch to visit was George V, exactly a century ago
when Ireland was still part of the UK. After many decades of conflict,
the visit is evidence of the success of the peace process and the
progress that has been made in recent years.

Living in Armenia, a country with closed borders with two of its
neighbours and caught in an long-term unresolved conflict, it’s hard
not to look for glimmers of hope in the success of the Northern Ireland
peace process. Of course, each conflict is different and you can’t
read across directly from Northern Ireland to the South Caucasus. But
it does demonstrate that a long-running conflict can be transformed. A
small minority are still not reconciled to a constructive, cooperative
relationship. But peace and a healthy political process are the
reality now; the vast majority on both sides want to build a more
positive future, and the relationship between our the UK and Ireland
is now a strong, modern, forward-looking partnership.

The visit has recognised the difficult history for both sides in
the conflict, including the laying of wreaths at both the Garden
of Remembrance for those who fought for independence from Britain,
as well the Irish National War Memorial, commemorating the tens
of thousands who fought for Britain in World War I. And The Queen
addressed these issues in her speech at Dublin Castle on 18 May:

“Of course, the relationship has not always been straightforward; nor
has the record over the centuries been entirely benign. It is a sad and
regrettable reality that through history our islands have experienced
more than their fair share of heartache, turbulence and loss.

“These events have touched us all, many of us personally, and are
a painful legacy. We can never forget those who have died or been
injured, and their families. To all those who have suffered as a
consequence of our troubled past I extend my sincere thoughts and
deep sympathy. With the benefit of historical hindsight we can all
see things which we would wish had been done differently or not at all.

But it is also true that no-one who looked to the future over the past
centuries could have imagined the strength of the bonds that are now
in place between the governments and the people of our two nations,
the spirit of partnership that we now enjoy, and the lasting rapport
between us. No-one here this evening could doubt that heartfelt desire
of our two nations.”

For her part, Irish President Mary McAleese said “The harsh facts
cannot be altered nor loss nor grief erased but with time and
generosity, interpretations and perspectives can soften and open up
space for new accommodations,” She commented that Britain and Ireland
are “forging a new future – a future very, very different from the
past, on very different terms from the past – and I think the visit
will send the message that we are, both jurisdictions, determined to
make the future a much, much better place.”

No one doubts the challenges in transforming the current conflicts
and closed borders in the South Caucasus. But I hope this historic
visit can serve as a healthy reminder to all sides that that even
long-running and seemingly intractable conflicts and division can be
overcome and that reconciliation is possible.

Australia’s Institute for Economics and Peace jointly with the
British “The Economist” magazine published the rating list of the
world peace coefficient.

To define peaceful countries, the experts use a number of factors,
such as the number of armed forces, the national military budget,
conflicts with neighbors, the number of deaths from internal conflicts,
the number of police officers compared to the population, citizens’
educational qualification and the attitude towards human rights.

The most peaceful country of the world in this year’s ranking is
Iceland, pushing New Zealand into second place, the third one is
Japan. Denmark is in fourth place, and the Czech Republic is ranked
fifth-most peaceful in the world. Democratic Republic of Congo,
Afghanistan, Sudan, Somalia, Iraq and North Korea are in the last
places.

Russia is in the 147th place. The most peaceful country in our region
is Armenia. We are in the 109th place in the rating list. Georgia
ranks the 134th place, and Azerbaijan – in 122th place. Iran is in the
119th place, Turkey – in 127th place. In this list that is published
since 2007, 149 countries are included.
