More than 1400 Iranian students are studying in the universities of
Armenia. Head of the State Education Inspection Samvel Harutyunyan
told Armenpress that many of them study here and return to homeland as
highly-qualified specialists.

During the past ten years about 50 candidacy theses have been defended
in the spheres of philology, medicine, sociology, history. “It shows
that the Armenian-Iranian relations in the sphere of education are
equally developing”, he noted.

Harutyunyan said many workshops, conferences are being conducted both
in Armenia and Iran, joint research programs are being implemented.

minister of Culture Hasmik Poghosyan said speaking to Armenpress,
adding that in the fall of the running year Days of Armenian Culture

Hasmik Poghosyan said.

She rated high the sphere of preservation of historic-cultural
heritage in Iran. “Here we always register the careful attitude of
Iran toward them. It must serve as example for the other states”, she
noted.

PanARMENIAN.Net – President of the Armenian National Academy of
Sciences Radik Martirosyan said Armenia can be ranked among those
countries, which do not allocate sufficient funds to the field of
science.

Only 0.24% of the country’s GDP are allocated for the development of
science, Martirosyan told a sitting of the Committee for Science,
Education, Culture and Youth Affairs at the Public Council.

`The state will provide $24mln for the field of science in 2011,’
Martirosyan said, adding that 117 institutions, including 33 at the RA
NAS, are financed by these funds. According to him, 75% of the
allocated sum will be directed for payment of salaries, while the rest
25% – for the development of infrastructure and research complex.
`Meanwhile, the funds for payment of salaries and researches should be
allocated equally,’ concluded Martirosyan.

student stipends competition

YEREVAN, June 3. / ARKA /. The Russian-owned Areximbank-Gazprombank
Group said today it has selected 25 winners of the second competition
announced for Armenian students wishing to win one of its one-time
stipends.

The offer is part of a special program called `For All Country and for
Interest of Each Student. The names of the winners are posted on the
bank’s official website at

The bank had received over 500 electronic applications from students
majoring both at state-run and private universities. They had been
selected by a scoring system and by a special commission in several
categories like excellent academic progress, public activity and
social status. The competition was announced on March 9 and ran
through April 30 for fifth -year students as well as for second-fourth
year bachelors and students seeking master’s degree from state-run and
private universities.

The main goal of this special offer is to help young students who are
demonstrating not only excellent academic achievements but who are
also active in public and research areas.

The amount of one-time stipend is from 40, 000 to 300, 000 Drams. The
300,000 Dram stipend will be awarded to only one applicant. The
official awarding ceremony is scheduled or late June.

obtiendront chacun 50000 drams d’aide financière (contre 16000 drams
payés l’année dernière) a déclaré le ministère de Sécurité sociale de
la république dans une déclaration postée sur son site web.

Le gouvernement du Nagorno-Karabakh a pris cette décision la semaine
dernière disant aussi que les allocations seront payées le 9 mai quand
le Nagorno-Karabakh marque plusieurs dates mémorables celles de la
Victoire au cours de la seconde guerre mondiale, la libération de la
ville de Shushi et la fondation de l’armée du Nagorno-Karabakh.

On les appelait en turc «restes de l’épée». C’étaient des enfants, le
plus souvent des filles ou de belles jeunes femmes, arrachés aux
déportations et marches de la mort lors de l’extermination des
Arméniens de l’Empire ottoman (1915-1917), puis «intégrés» dans des
foyers turcs. Converties à l’islam, épousées légalement ou restées
«secondes femmes», elles ont traversé le siècle dans le silence, «les
lèvres scellées» par la douleur et par la crainte de remuer les
fantômes du passé.

«Que ces jours s’en aillent et ne reviennent jamais», répétait ainsi
la grand-mère de Fethiye Çetin, avocate et activiste des droits de
l’homme qui, à l’ge de 20 ans, découvrit que son «ana», sa Seher
adorée, s’était appelée Heranus dans une vie antérieure, avant d’être
adoptée par un gendarme turc qui la sauva d’une mort certaine
(Libération du 19 décembre 2006). Dans un récit bouleversant, le Livre
de ma grand-mère, elle raconta cette histoire, faisant resurgir une
mémoire enfouie dans une Turquie niant la réalité d’un génocide qui
fit plus d’un million de morts. Mais le tabou était déjà en train de
se fissurer. Ce livre, qui fut un best-seller, contribua à relancer le
débat public. Et, surtout, il ouvrit une brèche. Fethiye Çetin reçut
alors des centaines de messages de Turcs ayant vécu une expérience
similaire. Avec l’anthropologue Ayse Gül Altinay, elle s’est alors
lancée dans la collecte de témoignages sur ces destins tragiques
transmis de génération en génération.

Découvrir qu’ils avaient du sang arménien a été un choc, voire un
traumatisme, pour les petits-enfants qui parlent dans ces vingt-cinq
récits. Assumer d’un coup une identité mixte n’est pas facile quand on
a grandi dans un pays où partout figure la phrase de Mustafa Kemal, le
fondateur de la République sur les décombres de l’Empire ottoman :
«Heureux celui qui peut se dire turc.» Sa fille adoptive était une
orpheline arménienne…

Ces fragments de mémoire échappés à l’oubli ont pour la plupart été
confiés sous le sceau de l’anonymat, avec juste un prénom. La peur est
encore là. Une certaine pudeur aussi. D’une grand-mère qui n’a jamais
rien dit sur son passé, comment savoir si sa survie est le résultat du
geste désintéressé d’un juste ou l’amère récompense d’un esclavage
sexuel ? Ce sont des bribes qui remontent, des pièces d’un puzzle que
chacun de ces petits-enfants tente de reconstituer. Zerdust, la Kurde
zaza de la région de Tunceli (centre de l’Anatolie), a toujours su
cette réalité : «Bon gré mal gré, Arméniens et Kurdes se sont mélangés
et sont liés par le sang.» Dans chaque famille ou presque des villages
avoisinants, il y a eu un ou une Arménienne sauvé du massacre. Dans la
plupart des cas, en revanche, cette origine arménienne a été
soigneusement cachée. Même si souvent, dans les villages, chacun
savait qui étaient ces gens «portant en eux le reflet de la douleur»,
selon les mots d’Ali à qui sa grand-mère, qui s’appelait Seyranus
avant d’être rebaptisée Emine, raconta tout : les tueries, les marches
de la mort jusqu’aux déserts de Mésopotamie, l’homme qui l’adopte
«parce qu’elle a les yeux verts».

Et puis il y a ceux qui ne savaient pas, comme Mehmet qui l’a appris
alors qu’il faisait son service militaire, étant fiché à cause d’une
grand-mère dont il ignorait jusque là l’origine. Nul ne sait combien
il y a aujourd’hui de Turcs ayant à leur insu une telle ascendance
arménienne. Probablement des dizaines de milliers voire encore plus.

PRESIDENTS OF ARMENIA AND AZERBAIJAN WERE PROPOSED TO SIGN MADRID
PRINCIPLES IN JUNE; Azerbaijan and Armenia took the joint statement of
presidents of Russia, US and France Dmitry Medvedev, Barack Obama and
Nicolas Sarkozy about resolving of the Nagorno-Karabakh conflict
released in Deauville positively. The document contains a call for all
participants of the negotiation process to take “decisive actions for
peaceful regulation of the Nagorno-Karabakh conflict on the part of
all its participants” and expresses a hope that this will happen in
June at a meeting of presidents of Russia, Azerbaijan and Armenia in
Kazan.

Azerbaijan and Armenia took the joint statement of presidents of
Russia, US and France Dmitry Medvedev, Barack Obama and Nicolas
Sarkozy about resolving of the Nagorno-Karabakh conflict released in
Deauville positively. The document contains a call for all
participants of the negotiation process to take “decisive actions for
peaceful regulation of the Nagorno-Karabakh conflict on the part of
all its participants” and expresses a hope that this will happen in
June at a meeting of presidents of Russia, Azerbaijan and Armenia in
Kazan.

In their joint statement presidents of Russia, US and France say,
“Further waiting will only cause doubts about decision of the part of
these countries to sign the agreements.” Thus presidents of the
countries of the Minsk group of OSCE hope that significant progress
will be achieved already in Kazan where the leaders of Russia,
Azerbaijan and Armenia are going to meet.

Commenting on the Deauville statement at the solemn reception timed to
the Day of the Republic last weekend President of Azerbaijan Ilham
Aliyev said, “In this statement there are thoughts that the matter
should be settled soon. We also advocate this and Azerbaijan is the
party most interested in the soonest settlement of the matter. Both in
official statements and at conducted negotiations we frequently
expressed our opinions and apprehensions with regard to the fact that
we could not allow the Armenian party to draw out negotiations
artificially and to make the process of negotiations endless.”
According to him, there are no contradictions in the Helsinki final
act between the principles of territorial integrity and
self-determination of nations. The leader of Azerbaijan explains, “On
the contrary, priorities of the principles are listed there, the right
of a nation for self-determination should not infringe on the
territorial integrity of the countries and this is the only formula
for regulation of the conflict.”

In his statement Ilham Aliyev has emphasized once again: the stance of
Azerbaijan is that territorial integrity of the country should be
restored and refugees and forcefully relocated people should return to
their homes.

Yerevan evaluated the joint statement of the presidents positively
too. In its statement the Foreign Ministry of Armenia emphasizes
adherence of the republic to “exclusively peaceful resolving of the
conflict between Azerbaijan and Nagorno-Karabakh.” Armenia provided a
clear answer to the option of the main principles as the basis for
negotiations on resolving of the conflict proposed by the co-chairs.
In his statement the Foreign Minister of Armenia says, “If Azerbaijan
provides its definite agreement, it will be possible to achieve
progress in the regulation process. It is obvious to whom the call
voiced in the statement is addressed.”

Despite the declared readiness of the parties for resolving of the
conflict it is obvious that it will be more difficult to do this than
to declare. It is clear that both parties have seen in the joint
statement of the leaders of Russia, US and France primarily what is
suitable for us. The Azerbaijani party saw a message about territorial
integrity and the Armenian party saw solving of the problem by a
peaceful way alone and the right of a nation for self-determination.

Thus, positions of the countries are far from adjustment still. Along
with this, these are end goals of Baku and Yerevan. However, at this
stage the parties speak about the basic principles and in case of
agreement on them it is possible to try to move further. It is
difficult to forecast if this will happen in Kazan or later because
the negotiations are secret. So far, it is encouraging that despite
the belligerent statements Baku and Yerevan that responds in the same
tone is not interested in restarting of hostilities in reality.

International Atomic Watchdog Urges Armenia to Boost Nuclear Plant’s Safety

Yesterday (2 June) experts from nuclear watchdog International Atomic
Energy Agency’s (IAEA) Operational Safety Team advised the operators
of the Armenian Nuclear Power Plant (NPP) in Metsamor to boost safety
measures at the Soviet-era reactor. The head of the inspection team,
Gabor Antal Vamos, visited the NPP and said at a press conference in
the Armenian capital Yerevan that during their work they did not see
any extraordinary shortcomings, but they made 16 recommendations and
14 suggestions to improve the operational safety of the plant. He
quelled concerns by saying that similar observations have been made in
other countries as well. The operators of the NPP–which has a reactor
similar to that at Chernobyl–are planning to carry out stress tests
later this year. The government has pledged to spend USD25 million in
the next two years to boost the safety of the ageing NPP. Some USD130
million has already been invested in similar projects at the plant.

Significance:The IAEA concerns highlight those shared by many in
Armenia, which sits on one of the most seismically active fault-lines.
In 1988 the then-government of Soviet Armenia closed the NPP following
a devastating earthquake. However, the economic blockade by Turkey and
Azerbaijan forced the Armenian government to reopen the plant in 1993
to deal with a severe energy crisis. The European Union (EU) has long
advocated the closure of the plant. Although the Armenian government
has agreed that it would be safer to close Metsamor, they also argue
that Armenia remains highly dependent on exported energy resources
mainly from Russia, which are often unreliable given the regional
security issue while the blockade by two out of four of its
neighbouring continues prompting the authorities to prolong the
deadline for the decommissioning of old reactors. Furthermore, the
EU’s efforts to incentivise the Armenian authorities by offering a
credit line to build a new plant after Metsamor is closed are also
unrealistic for the Armenian government, which wants to build a new
nuclear plant now before Metsamor is decommissioned.

daily, the Israeli Knesset’s Chairman Rivlin received the delegation
of the Armenian National Committee of Jerusalem and said, “As a Jew
and Israeli, I consider it to be my duty to recognize the tragedy of
the other nations. Though the existing diplomatic concerns, it does
not allow us to disown the other nation’s tragedy.” At the end Rivlin
talked about a project about admitting the commemoration day of the
victims of the 1915’s Genocide in Knesset every year.

By the way, these days in Yerevan world renowned genocide expert Dr.

Israel Charny issued a statement that Israel makes a mistake refusing
recognize the Armenian Genocide.
