“The only reason of postponing Iranian President Mahmoud Ahmadinejad’s
visit to Armenia is failing to prepare the documents.

Iranian President’s visit to Armenia must be effective, and the
documents weren’t ready, thus the visit has been postponed,” Iranian
“IRNA” news agency quotes consultant to Iranian President Mojtaba
Samare Hashem as saying.

Iranian official has rejected any other news in this respect.

PanARMENIAN.Net – Following the meeting with NKR President Bako
Sahakyan, OSCE MG French co-chair Bernard Fassier expressed hope for
the final version of Madrid Principles on Karabakh conflict settlement
to be approved soon.

As he told journalists in Stepanakert, minor amendments are to be
introduced to finalize the document discussed during March 2011
Sargsyan- Medvedev- Aliyev meeting in Sochi.

Russian co-chair Igor Popov, in turn, noted that the work on conflict
settlement principles is in progress, with a number of issues requiring
improvement to be taken care of at June 11 Armenian, Azerbaijani and
Russian FMs meeting in Moscow. Unless the document is coordinated,
the principles will be finalized at June 25 Armenia-Russia -Azerbaijan
presidential meeting in Kazan, he said.

PanARMENIAN.Net – On June 8, the President of the Artsakh Republic
Bako Sahakyan met with the co-chairs of the OSCE Minsk group Robert
Bradtke (USA), Igor Popov (Russia) and Bernard Fassier (France)
who arrived in Artsakh a day before.

Issues related to Karabakh conflict settlement and regional processes
were discussed during the meeting. Commenting on the possibility of
removing the snipers from the line of contact, President Sahakyan
characterized it as an essential step to boost confidence building
and positively impact the negotiation process. The parties agreed
there’s no alternative to peaceful settlement of Karbakh issue.

Mr. Sahakyan once again presented the position of official Stepanakert,
stressing that drastic change in negotiation process is impossible
without Karabakh’s direct involvement in negotiations.

Artsakh Republic foreign minister Georgy Petrosyan, personal
representative of the OSCE chairman-in-office Andrzej Kasprzyk and
other officials partook in the meeting, Central Information Department
at Artsakh President’s Office reported.

La diffusion des passeports biometriques (electroniques) aidera a
empecher les problèmes aux points de contrôle a declare le Chef du
Departement Passeport et Visa de la Police Norayr Muradkhanyan lors
d’une conference de presse.

Les passeports biometriques incluent les memes donnees que les
passeports actuels avec le rajout des empreintes digitales. Les
citoyens pourront egalement obtenir des cartes d’identite en septembre
2011.

Le vieux passeport devient invalide après qu’un citoyen aura recu une
nouvelle carte d’identite et un passeport electronique. Cependant,
aucune date limite n’a ete fixee et les citoyens sont libres d’employer
les vieux passeports autant de temps qu’ils veulent.

Les cartes d’identite seront obligatoires pour ceux qui atteignent
16 ans a dit Norayr Muradkhanyan.

Elle a ete torturee, emprisonnee et interdite de politique. Leyla
Zana n’a pourtant pas renonce a defendre les droits des Kurdes et
s’apprete a faire son retour au Parlement turc, 20 ans après en avoir
ete chassee sous les huees.

A moins d’un moins des elections legislatives du 12 juin, l’activiste
arpente sans relâche le Sud-Est, une region peuplee en majorite de
Kurdes, où elle est candidate dans la province de Diyarbakir.

Mais l’atmosphère a change depuis l’epoque où elle avait echoue en
prison pour avoir prononce une simple phrase en kurde au Parlement.

Desormais, son bus de campagne est barde de slogans dans la langue
autrefois proscrite, et c’est en kurde qu’elle s’adresse aux foules.

“Vingt ans après, vos votes ne vont pas seulement me faire gagner un
siège au Parlement, ils vont aussi soutenir le combat pour la liberte
des Kurdes”, harangue Leyla Zana, 50 ans, lors d’un rassemblement
dans sa ville natale de Silvan.

Les Kurdes ont vu leurs droits progresser ces dernières annees,
notamment dans le cadre du processus d’adhesion de la Turquie a l’Union
europeenne lance en 2005, et le Premier ministre Recep Tayyip Erdogan
a promis d’oeuvrer a la reconciliation.

Le gouvernement n’est cependant pas parvenu a convaincre les rebelles
du Parti des travailleurs du Kurdistan (PKK) de baisser les armes.

L’approche des elections est marquee par un regain de heurts dans les
villes kurdes et de combats avec le PKK dans les montagnes. Douze
rebelles ont ete tues en trois jours lors d’affrontements a la
frontière irakienne, et un soldat a perdu la vie dans l’explosion
d’une mine, a-t-on appris samedi.

Mais Leyla Zana reste optimiste. “Les deux camps -Turcs et Kurdes-
ont atteint un certain niveau de maturite”, a-t-elle declare a l’AFP
peu avant le meeting de Silvan. “Nous sommes arrives a un point où
nous allons voir si nous pouvons avoir un partenariat, et quel sera
le statut des Kurdes.”

Mme Zana est devenue la figure de proue du mouvement kurde après
avoir ete elue en 1991 au Parlement, alors que faisait rage dans le
Sud-Est le conflit entre PKK et forces de securite.

Lors de la ceremonie d’investiture, la nouvelle deputee, arborant
un bandeau jaune, vert et rouge -les couleurs du PKK-, avait seme
l’indignation en ajoutant a son serment en turc une phrase en kurde
appelant a la paix.

Le parti de Mme Zana avait par la suite ete interdit pour collusion
avec le PKK et la politicienne emprisonnee en 1994. Recompensee en
1995 par le prix Sakharov du Parlement europeen pour la liberte de
pensee, elle a ete liberee en 2004.

“Je n’ai jamais cesse de croire au combat democratique”, a-t-elle
declare cette semaine. “Mon moral est au plus haut. Je suis pleine
d’espoir, et c’est mon seul capital”.

Mariee a un cousin a 14 ans après une annee seulement de scolarisation,
Leyla Zana avait peu de chances de devenir une figure politique. C’est
avec son mari, un activiste kurde emprisonne en 1980, qu’elle a
commence a s’interesser a la politique et a s’instruire.

Comme d’autres femmes kurdes, cette mère de deux enfants a connu les
visites en prison a son mari, avec leur lot de d’humiliations par
les forces de securite et les cris des prisonniers tortures. Elle
meme connaîtra la torture.

Première femme parlementaire kurde en Turquie, Leyla Zana a ete une
pionnière de la contestation du système patriarcal dominant dans les
regions kurdes. Les femmes tiennent desormais une place importante
dans la vie politique regionale.

“Je sais qu’elle fera mieux que les hommes (…) J’ai très envie de
la voir a nouveau au Parlement”, a declare Mehmet Nedimdag, un petit
commercant, interroge durant l’allocution de Mme Zana a Silvan.

Armenian-Russian mining company cjsc considers the opportunity of
expansion of its activity by conducting geological exploration not
only in uranium mines but other minerals, said Deputy Minister of
Energy and Natural Resources of Armenia Areg Galstyan to RIA Novosti
in the international forum “Atomexpo-2011”.

The company is established in September 2008 by the initiative of
Armenia in the result of negotiations with Russian uranium holding
“Atomredmetzoloto” which deals with the study of uranium mines
in Armenia.

“The company will possible apply for getting license not only
for uranium mining but other minerals if it will be commercially
interesting for them”, he said.

“Armenian-Russian mining company” is established in September 2008
by the initiative of the Government of Armenia in the result of
negotiations with Russian company “Atomredmetzoloto” for exploration
of uranium mines in Armenia and discovering uranium supplies.

Currently the company is conducting geophysical and geochemical field
studies. The Russian side allocated 3 million dollars for exploration
of uranium mines.

Last week, Hirair Hovnanian, chairman of the Armenian Assembly of
America (AAA), addressed an open letter to Gerard L. Cafesjian,
chairman of the Cafesjian Family Foundation (CFF) following the
recently issued final verdict in litigation between AAA and CFF. Below
is an Open Letter written by Ross Vartian, a Board member of the CFF,
to Hovnanian.

Hirair:

In the interest of moving forward with the project, the Cafesjian
Family Foundation (CFF) will not respond point by point to your
serial misstatements of fact. Anyone interested in an independent and
objective judicial assessment of the truth of the past decade should
review the 190-page initial verdict of Jan. 26 and the 57-page final
verdict of May 9 by Judge Colleen Kollar-Kotelly.

With regard to your disparaging Phase I of the Yerevan Cafesjian
Center for the Arts (CCA), you are presumably unaware that the center
has become a focal point of artistic and cultural life, a visitation
destination for foreign dignitaries, and a preferred location for
official meetings and receptions. Hopefully you will be more supportive
of CCA’s Phase II plans to significantly expand space for collections
of other patrons and more broadly for even greater opportunities for
artistic and cultural expression, appreciation, and education. The
“Cascade” project will never be complete as it will always be evolving
and growing, and the Cafesjian Family Foundation will continue support
for CCA as one of its core missions.

Your refusal to acknowledge Gerry’s crucial role in securing the
site of the future museum and memorial to the Armenian Genocide is
inexplicable. You know that Gerry provided 100 percent of the financing
and 50 percent of the funds to acquire the bank building, followed
by 100 percent of the funds to acquire the adjacent properties. The
record clearly shows that Gerry has never wavered in his support
for the exclusive use of these properties for genocide museum and
memorial purposes.

Before, during, and subsequent to the trial, CFF has repeatedly
committed to joining in a pan-Armenian effort to fulfill the dream of
the first ever museum and memorial in the diaspora about the fact and
ongoing consequences of the Armenian Genocide. CFF remains convinced
that our community will respond generously as soon as it is given an
opportunity to do so.

Hirair, you can make an immediate and significant contribution to
making this project a reality. Accept that a federal judge has soundly
rejected the legal case you authorized and end your appeal. Whether
or not you terminate your fruitless appeal, CFF will fulfill its
obligation to the community by inviting all to participate. It is,
after all, our community that will render the final verdict.

A Yerevan court today ordered the publisher of the newspaper Yerkir
to pay MP Tigran Arzakantsyan 200,000 AMD in slander compensation.

The offensive word in question, according to presiding Judge Apinyan,
was “lakot” (loosely translated as “street urchin” or “riff-raff”).

The publisher was also directed to pay MP Arzakantsyan 80,000 AMD
for legal fees incurred and an 8,000 AMD court fee. The newspaper
must also publish the court’s verdict.

Arzakantsyan had sued for 3 million AMD in compensation for slander
and defamation and 586,000 AMD in legal fees.

The Arabian Spring Was The Key Issue At The Dovile Meeting

THE ARABIAN SPRING WAS THE KEY ISSUE AT THE DOVILE MEETING

We think that the May 26 meeting of the leaders of the Great 8 in
the French city of Dovile is interesting not only because the Minsk
Group co-chairing states~R leaders issued a statement on the Karabakh
settlement, but also because the world powers, though via standard
formulations, underlined the significance of such human values as
human rights and freedoms, which were introduced in the context of
the revolutions taking place in the Arabian states.

The attention of the Great 8 was focused not only and not so much on
the Karabakh issue. The pivotal issue was the ~QArabian spring~R,
or the events in the Middle and Near East and the superpowers’
scheduled steps in this regard. According to the Western mass media,
the policy towards Tunisia and Egypt, with their old administrative
systems thrown off, and the ongoing conflicts in Lybia and Syria
were among the key issues. It should be emphasized that the West
demonstrates peculiar attitude to the public transformations in the
noted regions’ states, which was obviously manifested at the Dovile
meeting. In this context, an exchange of opinions took place on the
scope of the assistance to be rendered to the region and, surely,
the expected political dividends from all this.

So, Egypt and Tunisia need funds and the Great 8 gave a corresponding
promise to the forces, which came to rule. The size of the assistance
is unknown. In this regard, the Western sources fixed an interesting
fact ~V about 5 or 6 years ago, the West promised to render financial
assistance to the African states in $25 billion, but they haven~Rt
got even half of this amount so far. It isn~Rt difficult to understand
that the promise was given to these states before the transformations,
i.e. the collapse of the former administrative systems. The Great
8, focusing on the Middle and Near East region, was also aimed at
showing that the powerful states are especially attentive towards
those in need, but it isn’t a secret for anybody that they are so
far concerned about the chaos and poverty in Africa as establishment
of further relations with the new forces. The leaders of the Great 8
paid special attention to Egypt, stating that the domestic stability
of that country was of great importance for Middle East and Africa,
and besides, Egypt~Rs experience in democratization in a peaceful
way is very important for the Arabian world. You see how the West is
interested in the progress of this experience.

Within the meeting, a separate meeting of the USA and RF Presidents
took place, at which Barack Obama and Dmitry Medvedev discussed issues
related to the air defense sphere.

And finally, a joint statement of the Presidents of the Minsk
Group co-chairing states ~V Russia, USA, and France – was issued,
representing logical continuation of the former statements. At the
same time, it should be appreciated that the conflicting parties were
called upon to prepare their societies for peace, which mainly concerns
Azerbaijan, as it hasn~Rt refused of its militant rhetoric so far.

Much should not be expected from similar meetings. They are usually
paid certain significance for elaboration of some principles and
approaches, though we are not sure that they will come true. It seems
unreal today that the co-chairs can bring the conflicting parties
to agreement on any principle a month later, in Kazan. Besides, we
should take into account that Dovile isn~Rt the appropriate platform
for discussions; similar issues are seriously discussed in other
conditions and in other places.

We consider it necessary to pay attention to another statement made
at the meeting. President of France N. Sarkozy, as the meeting host,
touched upon the traditional issue of human rights and freedoms,
considering it in the context of the Arabian revolutions. As we see,
besides global issues, the Great 8 also discussed democratic values.

It did so, because just via this it is represented as the world
political ~Qelite~R. But, the powers must be very careful, while
speaking of the human values, taking into account their own policy
of dual standards.

So, if they introduce the instigation of a revolution and creation
of instability in any region as rooting of democratic processes and
transformation of the societies, the so-called bearers of high values
must, first of all, respect the right of the people, who have gained
independence by blood, to free life

After all this, we can only say, “Give your promised money to Egypt
and Tunisia and realize the Karabakh conflict settlement on fair
bases, on the basis of the European values, of which you remind
each time”. And for this, the rights and freedoms of the people,
living here, or their right to self-determination and the de facto
independence of Artsakh should be merely recognized.

First Republic Celebrated In Norway

FIRST REPUBLIC CELEBRATED IN NORWAY

OSLO, Norway-On May 29, the Armenians of the greater Oslo area gathered
to observe a Divine Liturgy and celebrate May 28th, Republic Day,
in a church in the city of Asker, near Oslo. Following the Divine
Liturgy by Fr. Sarkis, the organizers from the Armenian Cultural
Association of Norway gave the opening remarks. Fr. Sarkis also offered
a Memorial Service to all the martyrs fallen for the first republic
and for the independence of Armenia, followed by readings from the
Bible. Afterwards, the Board of the Armenian Cultural Association
and the teacher of the Armenian Sunday School, Ashkhen Movsisyan,
presented official certificates of attendance to children who had
completed the course. An official dinner followed.

At the conclusion of the event, Fr. Sargis called for a consultative
meeting to discuss the establishment and registration of the Armenian
Apostolic Holy Church and the Church Council in Norway. Issues
related to registration, formation, administration, and governing,
as well as membership of the two bodies, were discussed. Volunteers
were elected to help implement further projects and activities of
the Armenian Apostolic Holy Church in Norway.

Blessed by the Mother See of Holy Etchmiadzin and instructed by
Very Rev. Fr. Haikazoun Dz. V. Najarian, the Legate of the Armenian
Apostolic Church in Central Europe, Fr. Sarkis was in Norway within
an official visit to establish the Armenian Apostolic Holy Church
and church councils in Norway, Denmark, and Finland. He will have
meetings with representatives of the authorities of Norway and the
Christian Council of Norway to discuss the registration of the Armenian
Apostolic Holy Church and establishment of ecumenical relations between
the Armenian Apostolic Church and Christian communities of Norway.
