“The ANC Leader Levon Ter-Petrosyan Has No Right To Suggest His
candidacy due to the age limit, which means he cannot become a
president,” said the NKR former Foreign Minister Arman Melikyan of
the meeting with the journalists.

According to him they have to change the Constitution for the ANC
leader to be suggested as the president’s candidate, “for such a
change they have to make a deal with the acting authorities again.”

Manvel Badeyan the deputy of the Republican Party in NA said that they
as the representatives of the authorities are the constructors and
the protectors of the law and “will never cooperate with the forces
that present an illegal demand.”

As a response to this A. Melikyan noticed that “the law has been
breached for so many times by the authorities that the latter has no
right to speak about it today.”

Yerevan is running out of burial sites, according to the authorities
in the Armenian capital, who say they lack the money they need to
open new cemeteries.

The shortage of plots has generated a new form of corruption, where
officials are accused of demanding payment for new graves and allowing
the owners of family plots to sell off the space at high prices.

“To build a new cemetery in the capital, we would need to have a
piece of land of 46.5 hectares, which we don’t currently possess,”
said Razmik Harutyunyan, an engineer with the municipal public
services department.

Yerevan has 21 cemeteries, 14 of which are already full, and the
remaining seven have limited space. The authorities say the last
available spaces will be used up by 2020 at the latest. Often the
only spaces left are in family plots.

Bereaved families have to pay for a burial space, although by law
they are supposed to receive two-and-a-half square metres free of
charge as an individual plot, or 12.5 square metres for a family grave.

“When my grandfather died three years ago, I had to pay a large sum to
a man who then helped me buy a plot in one of the Yerevan cemeteries
and fill in the relevant documents,” local resident Karapet Davtyan
said, adding that he paid over 700 US dollars to a cemetery worker
to guarantee a site.

Statistics show that between 550 and 600 people die in Yerevan every
month, so those who control the allocation cemetery plots stand to
make substantial illicit sums out of the shortage.

Officials as senior as Prime Minister Tigran Sargsyan have raised
concerns over illicit dealing in grave sites. Three years ago, he told
a government meeting, “I imagine you have all faced this problem and
will be aware that corruption is simply flourishing. If you want to
receive a better location for your grave, you can do so for money.

There are no bounds to this cynical practice.”

Harutyunyan warned against demonising private owners of graves who
decide to sell up.

“We often receive letters from people who are being asked for big money
for a plot. Whenever we get these letters, we investigate immediately,
and it often turns out that the descendants of someone who bought
a large cemetery plot and was buried there several decades ago have
decided to divide it up and sell it,” he said.

Anna Avetyan has put the burial plots of her grandparents up for sale.

She is asking 3,000 US dollars but is prepared to negotiate.

“My aunt lives in the United States. I once asked her for money,
and she suggested selling the plots where her parents are buried. At
first I was in shock, and then I began to look for buyers,” she said.

allocated for that aim. Mayor Sergey Hayrapetyan told Armenpress

Growing numbers of Syrians are escaping over the border into Turkey
ahead of a feared government assault on the northern town of Jisr
al-Shughour.

About 1,000 Syrians crossed the border overnight, a Turkish official
said, bringing the total number of refugees in Turkey to about 1,600.

Pope Benedict XVI and the UN have urged Syria not to attack its
own people.

It comes after the UK and France proposed a UN resolution condemning
Syria’s suppression of protests.

The draft stops short of authorising concrete action, but even so it
is not clear when or if it might be put to a vote, correspondents say –
with Russia’s attitude still a key uncertainty.

The anticipated crackdown on Jisr al-Shughour is in response to
claims by Damascus that armed gangs killed 120 members of the security
forces there.

It says local residents have requested the army’s intervention to
restore peace and quiet.

But dissenting accounts say the violence was sparked by deserting
soldiers, and that loyal troops have massacred peaceful civilians.

Human rights groups say more than 1,000 people have been killed
since protests began in February against the rule of President Bashar
al-Assad, and it now appears several hundred security forces may also
have died.

Zhirayr Sefilyan is unaware of the political situation in Armenia,
hence he cannot make accurate forecasts, says the leader of the Social
Democrat Hnchak party, Lyudmila Sargsyan.

It comes after the coordinator of Sardarapat Movement and a commander
of a special battalion in Shoushi, Zhirayr Sefilyan said the current
dialogue between President Serzh Sargsyan and the leader of the
opposition Armenian National Congress Levon Ter-Petrosyan is being
brokered by someone.

“No one can dupe the ANC because it hasn’t done anything worth of
such treatment. We perfectly realize the essence of this process,”
she said, disagreeing with Sefilyan’s statement.

Sarsgyan doubted that the ANC’s balanced and pro-government stance
might be the reason behind Sefilyan’s dissatisfaction.

She further noted that a sensible response to the opposition’s demands
is in the country’s interests.

“Even if the authorities do not respond to their proposal, the people
will make their desire come true. The issue here is the sensible
approach of the authorities’ sensibility,” she said, considering the
change of regime a primary issue.

Minas Avetisyan Cultural Charitable Fund representatives, along with a
specialist invited from Italy, today completed the work of removing a
Minas Avetisyan fresco titled “Yerkanq” from the wall of the cafeteria
of Gyumri’s former Galvanometer factory.

Recall, on Apr. 28, 2011, the Armenian government approved the
restoration, removal and transfer of several Minas Avetisyan frescos
in the former factory, citing the purpose of saving them from decay
and destruction. However, residents of Armenia’s second-largest city
have not been too pleased with the decision.

According to Shirak Center NGO, a dozen or so Gyumri residents had
gathered outside the gates of the defunct factory today, in order to
prevent the transport of the frescos to Yerevan.

On Jun. 8, a group of Gyumri artists protesting the government decision
met with Armenian deputy culture minister Arev Samuelyan. The artists
handed over an appeal letter addressed to Armenian culture minister
Hasmik Poghosyan on behalf of Shirak Center written by hundreds of
Gyumri cultural workers and representatives of artistic and civic
agencies, which stated:

“… taking into account public opinion, negotiations with the culture
minister, recommendations by around 1,000 Gyumri intellectuals, as
well as Mr. [Eduardo] Eurnekian’s staff, we ask for your mediation
that all stages of the working group’s restoration work be carried
out in Gyumri, in which Gyumri students will also participate. Your
recommendation to the working group, the Minas Avetisyan Cultural
Charitable Fund and the group carrying out the restoration work
will allow, through public discussions, the controversial issue
to be naturally settled. We will assume the responsibility of not
obstructing the restoration work and technical issues.”

Those protesting the decision note that they have not yet received
a response from Armenian authorities.

The Ministerial Committee of the Council of Europe passed a unanimous
decision in Strasbourg yesterday that the Armenian government
has complied with a European Court ruling on A1+ TV, Armenia’s
representative in the European Court has said.

Deputy Prosecutor General Gevorg Kostanyan told Tert.am that the ruling
consisted of two parts: restoring A1+’s breached right and that the
government should ensure that such breaches not happen in the future.

The participation of the A1+ in the 2010 competition for TV frequencies
“was the fulfillment of the first part of the ruling. The amended
law on TV and radio required that denials for providing frequencies
should be adequately explained,” Kostanyan said.”So the government
has fulfilled both requirements, and that is what the Ministerial
Council confirmed.”

Under a European Court ruling, the Republic of Armenia also had to
pay 20,000 euros to the A1+, and 10,000 euros to its lawyers.

Commenting on this statement, Mesrop Movsesyan, the president of the
Meltex LLC that operates the A1+ TV, disagreed that the government
has fulfilled those requirements.

“Our bureaucrats measure everything by money,” he told Tert.am. “And
because the money was paid, they think the problem has been solved.”

Movsesyan said his company is sending new documents showing that the
breached right has not been restored.

STEPANAKERT.- President of Nagorno-Karabakh Bako Sahakyan received
on Wednesday the OSCE Minsk Group Co-Chairs Robert Bradtke (U.S.),
Igor Popov (Russia) and Bernard Fassier (France) in Stepanakert.

The sides discussed issues related to resolution of the Karabakh
conflict and regional processes noting there is no alternative to
peaceful settlement of the conflict, reports NKR presidential press
service.

Speaking about removal of snipers from the line of contact President
Sahakyan stressed it is one of the key components of confidence
building measures, adding it would have a positive impact on the
negotiation process.

Bako Sahakyan reiterated Stepanakert’s official position underlining
that it is impossible to expect any drastic change in the peace
process without Karabakh’s direct participation at all stages of talks.

NKR Foreign Minister Georgy Petrosyan, personal representative of
the OSCE chairman-in-office Andrzej Kasprzyk and other officials were
present at the meeting.

Electric Networks of Armenia company has allocated about $325,000 to
purchase Microsoft licensed software, said company’s 2011 investment
program.

The company has submitted investment program for approval by the
Public Services Regulatory Commission of Armenia.

It is one of the largest applications for the purchase of licensed
software among the Armenian companies.

On the whole, 2011 investment program of Electric Networks of Armenia
CJSC totals about $50 million. It is one of the largest investment
programs in Armenia.
