A Russian Defence Ministry official has said that surplus weapons
and equipment at its military base in Armenia will be given to the
Armenian army.

Andrey Gusev, the head of the Russian Defence Ministry’s department
for military cooperation with the CIS, made the remarks in the Russian
parliament’s upper house, the Federation Council, during debates on
Tuesday on ratification of a protocol to extend the term of the Russian
military base stationed in Armenia, Interfax-Azerbaijan reports.

The announcement is unlikely to please Azerbaijan, a swathe of whose
territory, including the Nagorno-Karabakh region, is occupied by
Armenian forces.

The subject may be raised at the latest talks on Saturday between the
Armenian and Azerbaijani presidents, mediated by Russian President
Dmitriy Medvedev, to find a peaceful settlement to the conflict
over Karabakh.

The Russian Defence Ministry official told senators on Tuesday that
the base had changed its way of working.

“The Russian military base in Armenia has moved to a brigade system.

Now it has 4,245 people, including 370 military personnel and 500
civilian experts,” Andrey Gusev said.

He said that the improvements did not affect the combat readiness
of the units. “The personnel of the base are ready to meet their
objectives, including those set as part of the joint Russian-Armenian
troops,” the colonel said.

The head of the Federation Council Committee on Defence and Security,
Viktor Ozerov, said that the ratification of the protocol would
further strengthen political and military cooperation between Russia
and Armenia, and met Russia’s interests.

“Our committee recommended that the Federation Council approve the
federal law ‘On ratification of the protocol between Russia and Armenia
on amendments to the agreement on the Russian military base in the
republic, dated 16 March 1995’, adopted by the State Duma,~T he said.

The 102nd Russian military base has been located since 1995 near the
town of Gyumri in line with interstate agreements on the division
of the Soviet-era Red Banner South Caucasus Military District. The
territory of the base was extended following agreements in December
2005.

The protocol to extend the term of the base from 25 to 49 years was
signed in August 2010.

The base is designed to perform peacekeeping tasks and to act as a
deterrent against possible aggression from outside in conjunction
with the Armenian armed forces.

The issue of granting a status to the Armenian Apostolic Church
in Georgia became a stumbling block during the historic visit of
Catholicos of All-Armenians Karekin II to Georgia.

Before his visit, Georgian Armenians expressed hope that Karekin II
would reach agreement on the status of the Armenian Diocese in Georgia,
as well as to regain the Armenian Diocese’s control over their six
churches, which the Armenian side calls their own, but Georgia has
called controversial.

The visit lasted for six days. It became clear that the mission of
Karekin II failed, and the Georgian side tactfully made it clear that
the Armenian claims are baseless.

The Armenians were outraged when Catholicos-Patriarch of All Georgia
Ilia II said at the Cathedral of the Holy Trinity in Tbilisi during
the Sunday sermon that His Holiness Karekin II is a young man.

“Perhaps, he needs more experience,” he said. “He is clever. But he
wants to do everything quickly.”

Armenian media voiced critical remarks against Georgia, stating that
an unenlightened observer may get the feeling that he was attacking
all Armenians living in Georgia.

But the truth is that Armenians want another piece of Georgia’s
territory. Everything is good in the struggle for land. Religious
issues have become a bargaining chip on this course. A mythical Great
Armenia is the prize.

The eternal Armenian issue of “historic motherland” in different
countries rose sharply for all Armenians in Georgia after the collapse
of the Soviet Union. The Georgian region of Samtskhe-Javakheti,
unfortunately, mostly populated by Armenians, gives no rest toYerevan
for twenty years.

Armenia has repeatedly voiced accusations that the Armenian population,
living in the region of Samtskhe-Javakheti, is oppressed by the
Georgian authorities. There were hints that it would be nice to be
maximally independent of the center, that is directly from Tbilisi.

The omnipresent Armenian diaspora has repeatedly accused the Georgian
authorities of all mortal sins committed against the “suffering”
Armenians living in the region of Georgia. According to Armenians,
in fact, it is not Georgian territory, quite the contrary.

According to the Armenians worldwide, in this scenario the Georgian
authorities at least can give autonomy to Samtskhe-Javakheti and
declare the second state language – Armenian, of course, in the region.

As the representative of Azerbaijan, I would like to warn Georgia
of this scenario, as the official Baku is well aware of Armenia’s
specific feature – not to be satisfied with little.

Samtskhe-Javakheti miraculously escaped the fate of Nagorno-Karabakh.

In 1985 when the shapes of USSR breakdown only started outlining,
influential representatives of the so-called world Armenianship,
having gathered at the 23rd congress of Dashnaksutun Party in Athens,
raised the question of expanding Armenia’s borders.

With one-vote majority, those who gathered there voted for
annexation of Azerbaijani, not Georgian territories. The logic
was that Nagorno-Karabakh was an autonomous region in contrast to
Armenian-populated Samtskhe-Javaheti region of Georgia.

However, the presence of territories inhabited by Armenians, and even
in the immediate vicinity of the borders of Armenia, give not rest
to Yerevan and all Armenians. The most important thing for Armenia
now is to maximize the isolation of Samtskhe-Javakheti from Georgia
and the Georgian authorities.

Then with a small margin gathered voted for the capture of Azerbaijani
and Georgian territories are not. Municipality, including Armenians
and Nagorno-Karabakh, which, being autonomy of Azerbaijan, is the
first step towards the restoration of the Armenian mythical “Great
Armenia”. This was the logic, as Nagorno-Karabakh was an autonomous
region, in contrast to the Armenian-populated region of Georgia
Javakheti.

However, the presence of territories inhabited by Armenians, and even
in the immediate vicinity of the borders of Armenia, Yerevan does not,
and all members of the Armenian sleep. And most important for Armenia
now – to maximize the isolation of Samtskhe-Javakheti from Georgia
and the Georgian authorities.

The Armenians think that the autonomy is the correct and successful
start of “amputation” of other countries’ regions inhabited by
Armenians.

Taking into account the above-mentioned, we must admit that there is
a great risk of problems in the south of Georgian region inhabited by
the Armenians. Not only the Armenian diaspora, but also some foreign
players, having advantage from destabilizing the situation in the
country, will do their best.

Israeli’s Knesset is expected to pass a bill on Armenian Genocide
Commemoration Day today in its plenary session, “Ermenihaber.am”
news website informs.

According to the source the bill has been submitted by Arieh Eldad
representing Ichud Leumi party.

A couple of weeks ago Israel’s committee on culture and education
passed the demand to present Armenian Genocide bill in Knesset,
but later it was rejected.

La communaute armeno-americaine a pris une mesure importante la

armenien et mettre fin a la politique de longue date du gouvernement
turc constituant a effacer toute trace de la civilisation armenienne
dans la Turquie d’aujourd’hui.

Allant au-dela de la simple reconnaissance du genocide armenien,
certains membres du Congrès ont introduit une nouvelle resolution
demandant a ” la Republique de Turquie de preserver son patrimoine
chretien et de restituer les proprietes confisquees aux eglises. ”

D’une grande portee, la Resolution 306 de la Chambre appelle le
gouvernement de Turquie a :

” 1) Mettre fin a toute forme de discrimination religieuse ; 2)
Permettre a l’eglise legitime et aux proprietaires des biens des
eglises chretiennes, sans interference ou restriction, d’organiser
et d’administrer les offices religieux, l’enseignement religieux, la
formation du clerge, les nominations, et succession, les reunions de
la communaute religieuse, les services sociaux, y compris subvenir aux
besoins des pauvres et des infirmes, et autres activites religieuses
; 3) Restituer a leurs proprietaires legitimes toutes les eglises
chretiennes et autres lieux de culte, les monastères, ecoles, hôpitaux,
monuments, reliques, sites saints et autres biens religieux, y compris
les biens culturels mobiles, tels que les ~uvres d’art, manuscrits,
soutanes, coupes, et tout autre artefact ; et 4) Permettre a l’eglise
legitime et aux proprietaires des biens des eglises chretiennes, sans
interference ou restriction, de preserver, reconstruire et restaurer,
a leur gre, toutes les eglises chretiennes et autres lieux de cultes,
monastères, ecoles, hôpitaux, monuments, reliques, sites saints et
autres biens religieux en Turquie. ”

Cette resolution bipartite, soutenue par le depute Ed Royce (R-CA) et
le depute Howard Berman (D-CA), a ete immediatement approuvee par 30
de leurs collègues a la Chambre, dont 10 etaient Republicains. C’est
un bon depart, car les Republicains ont la majorite a la Chambre et
leur soutien est crucial pour une adoption reussie de la resolution.

De facon significative, la deputee Ileana Ros-Lehtinen (R-FL),
presidente de la Commission des Affaires etrangères de la Chambre et
opposante de longue date a la resolution sur le genocide armenien,
a ete l’une des premières a soutenir la resolution concernant la
restitution des biens de l’Eglise.

Il n’est pas surprenant que cette resolution obtienne un soutien aussi
grand, car il est difficile de concevoir qu’un membre du Congrès, le
Departement d’Etat ou l’Administration Obama s’oppose a la restitution
d’un bâtiment religieux a ses proprietaires legaux. Selon les normes
sociales contemporaines, personne n’accepterait que l’on convertisse
une eglise en mosquee et vice-versa. Les dirigeants pratiquants de
la Turquie, en bons musulmans, seraient les premiers a reconnaître
et a faire respecter la saintete des lieux de culte.

Au-dela de l’etablissement d’une coalition forte et bipartite au
Congrès, presque toutes les autres confessions religieuses en Amerique,
que ce soit les evangeliques, les catholiques, les orthodoxes, les
juifs ou les musulmans soutiendraient une telle resolution. Tous
les groupes ethniques, tels que les Latinos, les Greco-Americains,
les Irlando-Americains, les Juifs-Americains, les Arabo-Americains,
les Afro-Americains, les Asio-Americains et les Assyro-Americains
apporteraient egalement leur soutien a cette resolution.

Le Comite national armenien d’Amerique a fait remarquer que la
resolution vise ” a souligner, a confronter et eventuellement a
inverser le cours de decennies de politique officielle turque de
destruction des biens de l’eglise chretienne, de profanation de
sites saints, de discrimination contre les communautes chretiennes
et de negation des droits des Armeniens, des Grecs, des Assyriens,
des Chaldeens, des Grecs Pontiques, des Arameens (Syriaques), et
d’autres encore, de pratiquer leur foi en toute liberte. ”

Le droit a la liberte de religion n’est pas simplement une question
turque interne. Ce droit est protege par de nombreux accords
internationaux, y compris par la Declaration Universelle des Droits de
l’Homme, la Convention europeenne des Droits de l’Homme et le Traite
de Lausanne de 1923, dont la Turquie est l’un des signataires. La
Turquie continue de violer les Articles 41 et 42 du Traite de Lausanne,
qui l’obligent a fournir un financement et des facilites aux minorites
non musulmanes dans un but d’education, de religion ou de bienfaisance
et a proteger leurs etablissements religieux.

Malheureusement, la resolution de la Chambre ne mentionne pas ces
violations ni les obligations de la Turquie selon les termes du Traite
de Lausanne.

La Commission americaine sur la liberte religieuse internationale,
qui publie un rapport annuel concernant les violations des droits
religieux dans le monde, a place la Turquie sur sa “Liste de pays
sous surveillance” pour la troisième annee consecutive. La Commission
a conclu que ” Le gouvernement turc continue d’imposer de serieuses
limites a la liberte de religion ou de croyance, menacant ainsi la
vitalite et la survie des communautes religieuses minoritaires en
Turquie. ” Le gouvernement turc ” Continue egalement d’interferer dans
la gouvernance interne et dans l’education des communautes religieuses
et de confisquer des lieux de culte. ”

Ces dernières annees, la Chambre et le Senat ont adopte differentes
resolutions appelant la partie nord de Chypre occupee par la
Turquie, la Lituanie, la Roumanie et le Vietnam a proteger les
lieux de culte et a restituer les proprietes indûment confisquees
aux minorites religieuses. Dans la lignee de ces resolutions, la
Chambre des Representants devrait adopter la Resolution 306, appelant
le gouvernement turc a respecter le droit de culte de toutes les
minorites chretiennes et a leur restituer leurs eglises confisquees
et les autres proprietes religieuses.

Pour information : les Articles 41 et 42 du Traite de Lausanne

Article 41 En matière d’enseignement public, le gouvernement turc
accordera dans les villes et districts où reside une proportion
considerable de ressortissants non musulmans, des facilites appropriees
pour assurer que dans les ecoles primaires l’instruction soit donnee
dans leur propre langue aux enfants de ces ressortissants turcs. Cette
stipulation n’empechera pas le gouvernement turc de rendre obligatoire
l’enseignement de la langue turque dans lesdites ecoles.

Dans les villes ou districts où existe une proportion considerable de
ressortissants turcs appartenant a des minorites non musulmanes, ces
minorites se verront assurer une part equitable dans le benefice et
l’affectation des sommes qui pourraient etre attribuees sur les fonds
publics par le budget de l’Etat, les budgets municipaux ou autres,
dans un but d’education, de religion ou de bienfaisance.

Les fonds en question seront verses aux representants qualifies des
etablissements et institutions interesses.

Article 42 Le gouvernement turc agree de prendre a l’egard des
minorites non musulmanes, en ce qui concerne leur statut familial
ou personnel, toutes dispositions permettant de regler ces questions
selon les usages de ces minorites.

Ces dispositions seront elaborees par des commissions speciales
composees en nombre egal de representants du gouvernement turc et
de representants de chacune des minorites interessees. En cas de
divergence, le gouvernement turc et le Conseil de la Societe des
Nations nommeront d’un commun accord un surarbitre choisi parmi les
jurisconsultes europeens.

Le gouvernement turc s’engage a accorder toute protection aux eglises,
synagogues, cimetières et autres etablissements religieux des minorites
precitees. Toutes facilites et autorisations seront donnees aux
fondations pieuses et aux etablissements religieux et charitables des
memes minorites actuellement existant en Turquie, et le gouvernement
turc ne refusera pas, pour la creation de nouveaux etablissements
religieux et charitables, aucune des facilites necessaires qui sont
garanties aux autres etablissements prives de cette nature.

Une delegation palestinienne du Fatah dirigee par Nabil Chaath,
coordinateur des relations internationales, est arrive dimanche en
Armenie afin d’obtenir des soutiens pour une reconnaissance d’un
Etat palestinien.

La visite s’inscrit dans le cadre des preparatifs pour obtenir un
soutien international pour la reconnaissance par l’ONU d’un Etat
palestinien en Septembre.

La delegation a rencontre des fonctionnaires de haut rang d’Armenie a
declare le porte-parole du Ministère armenien des Affaires Etrangères
Tigran Balayan.

Today one of the most horrifying places in Armenia is the landfill in
Nubarashen community. And the country’s parliament should not currently
discuss the bill “On sanitary purification and garbage disposal”
submitted by the government, Armenian independent parliamentarian
Viktor Dallakyan said in parliament on Tuesday.

According to him, the main problem today is that homeless people
are looking for pieces of bread at the landfill, as poverty in the
country has reached disastrous sizes. Certainly, the sphere of garbage
disposal should be regulated at the legislative level, but not by
the methods offered by the government, he said. Dallakyan pointed
out the provisions of the submitted document, according to which the
garbage disposal system is a priority task, and the whole structure
of garbage disposal does not meet international standards. Here a
question arises whether the salaries, pensions and doles meet the
international standards.

“Earlier only dogs made use of the landfill, while now people are
making use of it. Now the dogs and the people are fighting to get the
bread remnants at the landfill. This problem is the most urgent one for
Armenia”, said the MP and recalled the official data that one in five
in the country is starving, and called on his colleagues to discuss
serious problems. Moreover, at present Armenia has lack of garbage,
because people are starving.

Dallakyan thinks that it is necessary to relieve Armenia of “political
garbage”. Over the past twenty years the first steps seem to be taken
to improve the relations between the authorities and the opposition.

Now Armenia experiences a serious chess game, the key players of which
are the first and the third presidents of Armenia. Armenia has received
a chance to clear the political field from the garbage, he said.

His Holiness Karekin II, the Supreme Patriarch and Catholicos of All
Armenians, will not be responding to the statement about him made by
His Holiness and Beatitude Ilia II Catholicos Patriarch of All Georgia,
taking into consideration the latter’s age and experience.

The Mother See of Holy Etchmiadzin’s position was conveyed by
Chancellor of the Mother See, Bishop Arshak Khachatryan at a press
conference in Yerevan today.

As previously reported, the Georgian patriarch, during his Sunday
sermon, said the Armenian patriarch is a “young man” and “probably
should get more experience”:

“He’s smart, but he wants to do everything quickly, which doesn’t
work. I told him I have more experience, so it is best to stay calm,”
he said.

440 LARGE TAXPAYERS OF ARMENIA PAID 25.9 BILLION DRAMS TO STATE BUDGET IN APRIL

Indicator of paid taxes and other mandatory payments by 440 large
taxpayers to the state budget was about 25.9 billion drams in April
2011 which is 62.3% of tax entries in the budget of Armenia, states
“Analysis of summarized indicators of monitoring of large taxpayers
in April 2011”.

The size of paid taxes by large taxpayers increased by 27.6% in April
2011 compared with March 2011.

In April 2011 tax authorities implemented 89 checks, in the result
of which additional payments of 170.9 million drams were made into
the state budget. ($1 – 373.81 drams).
