Sugar prices have risen by 46,4% in September compared to the same
period in 2010, according to a recent report by Armenia~Rs National
Statistic Service.

Compared to August 2011 the price went up by 20.9% in September,
it added.

The price of sugar went up in Armenian towns in September (compared
to August) from 18,4% to 24,3%.

The highest rise in sugar prices was registered in Martuni town
in Gegharqunik.

In Yerevan the price rose by 21,4%, according to the same report.

German And Italian Specialists To Study Monastery Complex Sanahin

GERMAN AND ITALIAN SPECIALISTS TO STUDY MONASTERY COMPLEX SANAHIN

German and Italian specialists will study the monastery complex
Sanahin, which has been included in the UNESCO World Heritage List.

Deputy Minister of Culture Arev Samuelyan said in a press conference,
Friday, that architects from Venice will arrive in two days to study
the state of the monastery complex and conducts laser scanning. The
monastery is in poor state. Specialists from Germany have visited the
monastery twice to study the fracture in the monastery complex. The
next visit of German experts is scheduled for October. Samuelyan
said an international tender for reconstruction of Sanahin will be
announced till late November.

The Medieval monastery in the village of Sanahin (X-XIII centuries)
is one of the Medieval cultural values of Northern Armenia. The
monastery had a scriptorium.

Last April Prime Minister Tigran Sargsyan visited Sanahin and charged
drafting a program of its restoration. The government has approved
90 mln drams for that purpose.

After his visit to Brussels, Prime Minister Tigran Sargsyan announced
about a new reform during the meeting of government on September 29.

According to him, a salary reform will be carried in Armenia.

According to him, in 2012 the civil servants will be provided with
a social payment package. They can thereby cover medical expenses,
mortgage loans, payment of tuition of fees of students in family
through insurance policies.

“All these events which require additional funding force us to change
the tax-GDP ratio, expect additional finance from the World Bank and
the EU,” Tigran Sargsyan announced.

It is clear that in the pre-election period the salary reform is
highly important for the government. The system of civil service is
the administrative resource which must work for the government in
the elections, therefore this resource needs to be motivated. Without
this administrative resource, it will be impossible to get a desirable
result for the government.

However, it is also obvious that the issue itself is highly important.

The salaries in civil service are too low and therefore not attractive
for highly-qualified specialists. Were the salaries higher, the
quality of employees of the government agencies may rise which may
have a significant influence on the quality of service offered to
the citizens.

Although, the size of salary is important but not deciding. Evidence
to this is the judicial system. The salaries of judges were boosted
significantly with a view to reduce corruption. However, the salaries
did not trigger improvement of the quality of the judicial system. The
system depends on the executive government.

Nevertheless, the problem is on what money their salaries will be
boosted. If the EU or international financial organizations have
promised money, the situation can be different and reassuring. The
point is that they will demand results in return for the money. In
other words, if they give money to boost the salary of civil servants
of Armenia, they will demand improvement of the level of their work
and compliance with international practice.

In this case, not only a civil servant will benefit from boost of
salary and the government waiting for their “shadow” activities,
but also the society.

However, if the government is preparing to boost the salaries
of government administration at the expense of boosting taxes in
Armenia, there is serious reason for concern. No doubt, if the taxes
are collected from the major companies which do not pay their taxes
adequately, a lot can be ensured. However, judging by the form and
content of the so-called “tax reforms”, it seems impossible that tax
collections will be boosted at the expense of major businesses.

However, it is much more realistic that this burden will fall on SMEs.

And from major businesses, they can “press” only those businessmen
whose property is subject to redistribution or who need some chiding
out of political reasons.

WITH THE SUPPORT OF ORANGE FOUNDATION 5330 PEOPLE GOT EYE MEDICAL AID IN SHIRAK REGION

Joint project of free eye screenings and treatment launched by Orange
Foundation and Armenian Eye Care Project (AECP) in Shirak region,
which aimed to provide free eye screening services to the residents
of Shirak region, as well as treatment for socially vulnerable people,
is coming to its end.

In this connection Bruno Duthoit, the Chairman of the Board of Orange
Foundation, today visited Eye care mobile hospital (ECMH) hosted in
Akhuryan to get familiarized with the works done. The mobile hospital,
where treatments and surgeries take place, is equipped with the latest
modern technology. Bruno Duthoit got acquainted with the lasers and
surgical instruments, witnessed eye screenings and surgeries of the
patients, talked to the patients and shared their impressions.

In the frames of the project 4200 adults and 1130 children have
undergone eye screening, around 640 adults have undergone deep
eye screening in the mobile hospital, over 2000 glasses have been
provided. Around 270 surgeries and laser treatments have been conducted
in the mobile hospital. In the frames of the project eye care awareness
special classes have been conducted for around 400 children of nine
schools in Shirak region parallel to eye screenings.

To support the works of the AECP in Shirak region, Orange Foundation
has allotted 9 million drams.

Bruno Duthoit, Orange Armenia CEO, said: ~SPeople with eye diseases
are in the center of the attention of Orange Foundation not only in
Armenia, but also in other countries, where the Foundation operates.

It is a matter of priority for us to facilitate communication among
people and, as all of us know, eyesight has a big role in this
respect. Today we met people whose life has changed thanks to the
Foundation and our partners. We are proud for our partnership with the
Armenian Eye Care Project. Having in view the results we see today,
we have decided to continue our partnership. The next region to host
the mobile hospital will be Aragatsotn.~T

Eye screenings with participation of local ophthalmologists have
already launched in Aragatsotn and will last till the end of November.

It is envisaged to conduct eye screenings for around 1800 adults
and 1000 children, to operate on 180 patients and provide over 500
glasses. Besides, nine schools of Aragatsotn region will host eye
care awareness classes parallel to eye screenings. Orange has allotted
around 5 million drams to the AECP for implementation of the project.

Local ophthalmologists, namely in Talin and Ashtarak regions, actively
support the AECP in eye screenings of the local population. Local
residents and those from neighboring villages should apply to the local
ophthalmologists, who will receive the patients in regional centers
or will visit the villages on certain days. For more information, the
residents should follow the announcements in their community centers,
as well as apply to the local medical center or the Health Department
of the local Marzpetaran. The AECP medical teams will visit Aragats
and Aparan regions within October. Eye care mobile hospital will
host in Tsakhkahovit on October 18-21, in Aparan on October 24-27,
in Talin from October 31 till November 3 and in Ashtarak from November
7 till the end of the project.

The participants of the Eastern Partnership Summit have adopted a
joint declaration that may be have a key role in the Nagorno-Karabakh
conflict settlement.

Speaking to Tert.am, Sergey Miniasyan, an expert of the Caucasus
Institute, said the document contains a clause which calls for settling
conflicts based on the norms and principles of international law,
and the decisions and documents adopted in international organizations.

He said the wording of the clause implies that all the statements
concerning the status of Karabakh (including those adopted in Astana
and L’Aquilla) have to be taken into consideration

“In that respect, the Declaration adopted in Warsaw is crucial to

On 30 September President of the Nagorno Karabakh Republic Bako
Sahakyan chaired a meeting of the NKR Security Council. Issues related
to army building were discussed. Defense Minister Movses Hakobyan
delivered a report.

The President noted that the Defense Army is the main guarantee of
Artsakh’s security and the raising of its fighting efficiency is of
pivotal directions of the state-building process.

Bako Sahakyan gave concrete assignments to the government and defense
ministry for proper realization of the issues discussed.

The Security Council also discussed issues related to organization of
solemn events in connection with the Victory Day, the 20th anniversary
of the Defense Army and liberation of Shoushi.

President Sahakyan assigned the Cabinet of Ministers to form a
governmental commission on the organization and coordination of the
festive events.

Defense Minister of the Republic of Armenia Seyran Ohanyan, other
officials partook in the meeting, Central Information Department of
the Office of the NKR President reported.

The civil hearings of the lawsuit launched by lawyers from Istanbul’s
Armenian community vs. the Turkish state were held in Istanbul on
Sept. 29.

As reported by the Epress.am correspondent in Istanbul, the case
refers to the elections of the Armenian Patriarch of Constantinople
(Istanbul). Due to the current Patriarch’s poor health, the Armenian
community wanted to elect a new Patriarch. Armenian Patriarch of
Constantinople Mesrob Mutafyan has been suffering from dementia for
several years and is unable to perform his duties.

In 2 years, the Armenian community gathered 6,000 signatures, appealing
to Turkish authorities to organize elections for a new patriarch –
which apparently they are able to do, according to Ottoman rules
dating from 1863.

The Turkish state denied this request, stating that as long as Mesrob
II remains alive, a new patriarch cannot be elected.

As a result, the Patriarchate electoral committee decided to take the
issue to court to assert their right to elect a new patriarch. The
first hearings took place yesterday with the presence of several
Armenian attorneys. Spokesperson for the attorneys Sebuh Aslangil said
that’s a pity that they are forced to take the issue up in court but
the community needs to elect a new patriarch.

The committee of Armenian attorneys have declared that they’re against
Turkey’s intervention. They are currently awaiting the court’s ruling.

ANC GRASSROOTS TO FEATURE MOURADIAN PRESENTATION ON TURKEY’S CONFISCATION OF CHURCHES

Dynamic presentation to address key points raised by passage of
Berman-Cicilline Amendment

GLENDALE, Calif.-The Armenian National Committee-Western Region
(ANC-WR) recently announced that Khatchig Mouradian will serve as
a panelist in the ANC presentation “Confronting Truth, Delivering
Justice: Turkey and the Armenian Genocide,” which is part of the ANC
Grassroots weekend that will take place from Fri., Nov. 25 to Sun.,
Nov. 27, at the Sheraton Universal Hotel in Studio City. Mouradian, the
editor of the Armenian Weekly and among the diaspora’s leading public
intellectuals, will speak at ANC Grassroots about the confiscation
of Christian church properties by the Ottoman Empire and the Republic
of Turkey.

Mouradian’s timely presentation comes on the heels of the passage of
the Berman-Cicilline Amendment, which called on the Republic of Turkey
to end all forms of religious discrimination and allow the rightful
owners of Christian church properties to organize and administer prayer
services without hindrance or restriction. It further called for the
return of these properties to the Armenians, Greeks, Assyrians, and
other nations that have lived in the lands of present-day Turkey for
thousands of years. This religious freedom amendment-which came under
attack from Ankara’s surrogates in Washington-drew broad bi-partisan
support, including from both Chairwoman Ileana Ros-Lehtinen and
Ranking Democrat Howard Berman of the House Foreign Affairs Committee,
the influential panel that drafted the legislation. Mouradian’s
presentation will cover the Ottoman era of Sultan Abdulhamid and the
Young Turks through to the present-day Republic of Turkey. Drawing
from a wealth of primary and secondary sources, including recently
published scholarly works, Mouradian will present an overview of the
process through which Armenian property, including church property,
was confiscated from Armenians and transferred to the Ottoman and later
Turkish state, and how the economic wealth stolen from the Armenians
contributed to the creation of the Turkish national economy. Through
a multimedia and photographic presentation, Mouradian will share
a broad overview of the destruction, desecration, and disregard of
Armenian and other Christian church properties, as well as present
a detailed inventory of pre and post-genocide religious properties.

Mouradian will then discuss the Turkish state’s current policy towards
Armenians and Armenian cultural and religious heritage in Turkey. He
will also explore the moral and material remedies available to begin
addressing the damages inflicted upon the Armenian and other victims of
Ottoman and later Republican Turkey’s genocidal campaign to eliminate
the Christian populations within its borders.

In addition to serving as editor of the Armenian Weekly, Mouradian
is a doctoral student in Holocaust and genocide studies at Clark
University, where he is writing his dissertation on the destruction
of the Armenians in the Syrian desert during the Armenian Genocide.

Mouradian has lectured extensively and participated in conferences in
Armenia, Austria, Cyprus, Lebanon, Norway, Syria, Switzerland, Turkey,
and across the United States. He has presented papers on media, human
rights, and the Armenian Genocide at several academic conferences,
including the 5th and 6th Workshops on Armenian-Turkish Scholarship,
held at NYU in 2006 and at the Graduate Institute in Geneva in 2008;
the 2009 International Conference on Genocide and International
Law at Haigazian University in Beirut; the 2009 Middle Eastern
Studies Association (MESA) conference in Boston; the 2010 Armenian
Genocide Research conference at Clark; and the 2010 Armenian Genocide
Reparations conference in Ankara, Turkey.

ANC Grassroots is a three-day program of workshops and panel
presentations that will inform participants about the issues presently
facing Armenian Americans, and educate them about civic leadership
arising from grassroots efforts. ANC Grassroots will bookend the
ANCA-WR’s Annual Banquet, which will take place on Sat., Nov. 26 at

vulnerable psyche is haunted by terrifying visions of the mutilated
and the impaled, and his life is suddenly flooded by a batch of
greenhouse-tending kooky herbalists? In The Night Strangers, New
York Times bestselling author Chris Bohjalian uses a clean-edged
pen to dice, toss, and serve a gasp-inducing plot that is ghost
story-meets-psychological thriller.

Chip Linton wasn’t able to successfully land his commercial jet in a
lake, like the legendary Sully Sullenberger had before him. Having
choked on a flock of geese, Linton’s plane lost both engines and
glided-nose up-into Vermont’s Lake Champlain. A pilot with over a
decade of experience, Linton knew his jet could make a successful
water landing, and his passengers could walk away unscathed. But with
a last-minute twist of events, a mere wave from a nearby boat caused
the jet to flip and cartwheel across the lake, taking the passengers
on a freakish ride in a jet-turned grinder from hell. Four-fifths
of the passengers perished. Bohjalian describes this nightmarish
incident with such poignancy that you may feel the urge to cancel
upcoming flight reservations.

Thirty-nine dead bodies-not souls-weighed heavy on Linton’s
conscience. It seemed there wasn’t a single person who had not learned
about Chip Linton-the man who was not Sully Sullenberger. A move
from their home state of Pennsylvania to Bethel, a remote town in
New Hampshire, seemed like the best course in letting the family heal
and just be-or so believed Chip’s wife, Emily. But their new, quirky
residence offered the feel of a haunted house rather than a home.

Bohjalian takes time to build this eerie three-story Victorian with
its peculiar details, enveloping much of the story line within its
walls and wallpapers: “There was a randomness to the house that
originally had seemed quaint, as if an eccentric old aunt rather
than a trained architect had designed it, but now seemed useless and
disturbing. Why was the third-floor attic inaccessible from the two
third-floor bedrooms? What really was the purpose of those rickety
stairs that ran from a kitchen nook to a shadowy corner of the second
floor? And then there was the Dunmores’ absolutely horrific taste in
wallpaper: Had they chosen it consciously to terrify their two sons?

Good Lord, Emily feared she might have killed herself, too, if she’d
had to grow up near the carnivorous sunflowers in one room or the
viperlike mammals in another.”

The strangest of all, however, was the door in the dank, dark basement,
seemingly leading to nowhere, secured shut with 39 carriage bolts, a
number that screamed conspiracy over coincidence. And the greenhouses,
which had sprouted wildly in nearly every yard in town-including
their own-left the Lintons puzzled, and even suspicious.

The history of the house and its previous inhabitants contributes
to the spook factor, especially after miscellaneous weapons are
discovered tucked away in various corners and closets. Meanwhile,
Hallie and Garnet, the Lintons’ twin daughters, have become the
new attractions in the town’s herbalist community. Emily is left
to shoulder the responsibilities of mother, breadwinner, and Chip’s
support structure. Isolated in a New Hampshire town, without family
or friends, the Lintons need all the help they can get-but will that
be with no strings attached?

The Night Strangers is told through various points of view-including
that of the Linton family cat-in third person narrations. The
traumatized pilot’s account, however, is recounted through a second
person narrative, which is especially powerful in leading the reader
through the disturbing episodes, both the actual and the psychotic:
“You feel a sharp spike in your lower back, as if you have leaned
against a protruding nail, and reflexively you wince. Just in case,
you sit forward and run your hand over the wood behind you. It’s
rough against your fingertips, but there is nothing spiking out from
the beams. This pain is-as you presumed when you felt it-merely one
of those strange, mystery aches that have dogged you since August 11.”

The book has a spellbinding clutch. A melange of horror, thrill,
drama, sex, and gore-juxtaposed against the quiet and solitude of
a small New England town-it will test your courage and resolve. And
you’ll find yourself anxiously scanning your bedroom, fearing to find
the ghost of a child lurking quietly in some corner.

The Night Strangers will invade your world.

Co-Chairs To Continue To Work With The Sides To Delineate The Differ

The Co-Chairs of the OSCE Minsk Group, Ambassadors Bernard Fassier
of France, Robert Bradtke of the United States, and Igor Popov of
the Russian Federation, released the following statement today:

The Co-Chairs of the OSCE Minsk Group (Ambassadors Bernard Fassier
of France, Robert Bradtke of the United States, and Igor Popov of
the Russian Federation) and Ambassador Andrzej Kasprzyk (Personal
Representative of the OSCE Chairperson-in-Office) met on September
29 in Warsaw with Azerbaijani President Ilham Aliyev and then with
Armenian President Serge Sargsian to discuss next steps aimed at
reaching a peaceful settlement of the Nagorno-Karabakh conflict. The
Co-Chairs reaffirmed the commitment made by Presidents Medvedev,
Obama, and Sarkozy in their May 26 Deauville statement to assist the
sides to achieve such a settlement.

The Co-Chairs presented their work plan for the coming months,
leading up to the December OSCE Ministerial Council in Vilnius. They
will continue to work with the sides to delineate their current
differences on the Basic Principles as a framework for a comprehensive
peace settlement. The Co-Chairs also will propose to all the parties
additional measures aimed at strengthening implementation of the
ceasefire, improving the atmosphere on the ground, and promoting
understanding among peoples of the region.

The Co-Chairs plan to visit the region again in the near future to
carry out this work plan.
