YEREVAN, September 30. /ARKA/. Third public beach in the Armenian
Lake Sevan will open next summer, said Deputy Ecology Minister,
Coordinator of public beaches Ashot Avalyan.

In summer 2011, two public beaches were open where about 110 thousand
people had their rest. The first beach can place from 1000 to 1500
people at once. It has a territory of about 1.4 ha stretching 356
meters. The second beach has a territory of 69 ha, stretching 201
meters, can place 1000 people.

“Activities on the establishment of the third beach will start this
year. Urban Construction Ministry of Armenia allocated 65 territories
for beaches, of which selection will be made”, said Avalyan in the
press-conference on Friday.

He said that of these 65 territories in future the most suitable
territories for opening new beaches will be selected.

Lake Sevan is one of the largest mountainous lakes in Europe and Asia
located in the Armenian highland with a height of 1914 meters. Sevan
attracts tourists with its beauty. Sevan is also famous for its
fish, particularly trout which Armenians call “ishkhan”(which means
“prince”).

The lake stretches from north-west to south-east more than 70
kilometers. Its area of water table reaches 1500 square meters. It
is the main resource of drinking water in the region. By 2030 the
lake level will be increased to optimal 1903.5 m.

La Pologne qui assure la presidence de l’Union europeenne accueille
jeudi et vendredi a Varsovie un sommet du “Partenariat oriental”,
avec l’espoir de combler les aspirations europeennes de ses voisins
orientaux, une gageure au moment où l’UE a les yeux rives sur la
Mediterranee.

Lance par l’UE en mai 2009 a Prague a l’initiative de la Pologne et
de la Suède, le Partenariat oriental s’adresse a six pays d’Europe
orientale et du Caucase du Sud : Armenie, Azerbaïdjan, Belarus,
Georgie, Moldavie et Ukraine.

Il se veut un pendant oriental a l’Union pour la Mediterranee chère
a la France et a pour objectif de renforcer les relations economiques
et politiques entre l’Europe et ces pays.

Varsovie voudrait egalement offrir aux pays concernes, issus de
l’ex-URSS, une perspective d’adhesion a l’UE et de suppression,
sous conditions, des visas d’entree.

“Ce qui nous interesse, c’est l’achèvement de negociations concernant
l’accord d’association avec l’Ukraine d’ici la fin de l’annee”,
a declare le ministre polonais des Affaires etrangères Radoslaw
Sikorski dans l’edition polonaise de Newsweek publiee lundi. Une
declaration en ce sens devrait etre publiee lors du sommet.

Pendant ce sommet, “nous allons annoncer l’ouverture de negociations,
deja bien preparees, sur les accords d’association entre l’UE, la
Moldavie et la Georgie. Ces pays doivent comprendre qu’actuellement
le climat n’est pas favorable a l’elargissement de l’UE, mais cela
ne veut pas dire que tout s’est arrete et que ce temps est perdu”,
a-t-il ajoute.

Avec le printemps arabe, l’Union europeenne regarde surtout vers
la rive sud de la Mediterranee. Le projet de Partenariat oriental
n’interesse guère les pays du Sud de l’Europe. “Il s’agit d’un
projet cher surtout a la Pologne et en ce moment on n’en voit pas
trop l’interet”, dit un diplomate de haut rang a Bruxelles.

Le chef de l’Etat francais Nicolas Sarkozy et le Premier ministre
britannique David Cameron ne feront ainsi pas le deplacement pour
ce sommet et seront representes respectivement par Francois Fillon,
Premier ministre, et Nick Clegg, vice-Premier ministre.

Fondamentalement, pour les initiateurs du projet le Partenariat
oriental se veut une passerelle vers une adhesion a terme a l’UE. Mais
pour d’autres en Europe il doit, au contraire, la remplacer.

Et l’actuelle situation politique difficile en Ukraine et au Belarus
constitue un frein au rapprochement

Le procès engage en Ukraine contre l’ancien Premier ministre Ioulia
Timochenko suscite de vives critiques au sein de l’UE.

Mme Timochenko est jugee depuis fin juin pour avoir outrepasse
ses prerogatives de Premier ministre en 2009 en autorisant,
sans l’approbation du gouvernement, la signature de contrats sur
l’importation de gaz russe a un prix juge actuellement trop eleve
pour Kiev.

La finalisation de l’accord de libre-echange avec l’Ukraine ne pourra
intervenir que si le cas de Mme Timochenko est regle, a souligne
le ministre francais des Affaires etrangères Alain Juppe lors d’une
reunion avec ses homologues de l’UE debut septembre a Sopot (nord de
la Pologne).

Avec le Belarus soumis au regime autoritaire du president Alexandre
Loukachenko, les relations de l’UE sont au plus bas.

Le regime de Minsk, sous le coup de sanctions occidentales, a procede
a de multiples arrestations d’opposants depuis la reelection de
Loukachenko en decembre 2010 et plusieurs dirigeants de l’opposition
ont ete condamnes a de lourdes peines de prison.

Comme les autres ministres europeens avant lui, M. Sikorski a reclame
a nouveau vendredi “la liberation de tous les prisonniers politiques
sans exception”, emprisonnes par le regime du president Loukachenko,
“la condition du dialogue avec l’Union europeenne”.

Armeniens de Drôme-Ardèche, millesime 2012 qui sera presente au
public et aux associations, le samedi 1er octobre a 11 heures au
Centre communautaire armenien de Valence.

En couverture de cet ” Annuaire Armenia “, le kiosque Peynet de Valence
avec au fond Crussol ainsi qu’un monastère armenien domine par le
majestueux mont Ararat. Une couverture qui donne ainsi des images
de Valence, de l’Ardèche et de l’Armenie sur un seul et meme espace,
” a l’exemple des Drômois et Ardechois d’origine armenienne dont le
c~ur bat au rythme de notre region et a l’Armenie ” precisent les
membres d'” Armenia “.

Krikor Amirzayan (president d'” Armenia “) a lors d’une rencontre avec
la presse, souligne ” l’importance de cet outil de communication pour
l’ensemble de la communaute armenienne de la region “. L’Annuaire
Armenia dont beneficient les membres de la communaute armenienne
de Valence et de la region est a ce jour le seul dans son genre en
France. Une veritable chance pour cette communaute qui dispose ainsi
par le travail d'” Armenia ” un element de lien important entre
ses membres.

Armenie, nous avons mene un travail très difficile et très lourd en
recherchant dans les dizaines de milliers de noms et les centaines de
communes, les patronymes armeniens ou les noms de personnes d’origine
armenienne. Au total près de 1 400 noms et numeros de telephone
de Drômois et d’Ardechois d’origine armenienne furent extraits et
presentes dans l’Annuaire Armenia “.

a 2005. Depuis plusieurs annees l’edition etait complètement epuisee.

Mais l’association recevait encore des dizaines de demandes. Nous
avons donc decide de nous mettre au travail et de leur offrir un

des membres de la communaute armenienne de Drôme-Ardèche, l’Annuaire

According to Armenia’s economic ministry by the end of 2011
Armenia could have been visited by 800,000 tourists. This is so far
unprecedented. In the best tourist years for Armenia were during
Soviet Union when it attracted around 600,000 tourists. The analysts
estimate that while visiting Armenia tourists spend average 1,000 USD.

So, if the number of tourists by the end of 2011 will be 800,000
they will approximately bring into the country 800 mln USD. This is
an impressive number – approximately the same as the money entering
the budget from exports.

Of course many visitors to Armenia are representatives of the Armenian
diaspora abroad or people with double citizenship. They spend as much
or maybe more than ordinary tourists. However the structure of their
expenditure is different. If so called ordinary tourists spend money
on souvenirs or hotels and tours, diaspora representatives spend
money for presents, visiting domestic attractions and many of them
for medical purposes. There is a tendency in the country for more
traditional tourists to enter the country. Iranian tourists also visit
Armenia. They save on the transportation costs because they travel by
bus and personal transport. The Armenian government facilitates the
process of developing the tourism infrastructure, however prices on
air tickets are expensive, though hotels prices are coming down. There
are many tourists in Armenia from Russia. Many Russians come to Armenia
to gamble in the casinos as such gambling houses are banned in Russia.

Los Angeles City Council members Paul Krekorian and Eric Garcetti
applauded the decision by a Turkish group to call off a scheduled
parade in Hollywood near Little Armenia featuring an Ottoman military
marching band.

The march scheduled for Oct. 3 offended many in the Armenian community
which recently celebrated the 20th anniversary of Armenian independence
Sept. 21.

“The parade’s planning and execution, in a heavily Armenian-populated
community, leaves no question that the Ottoman Military Marching Band
is brazenly taunting the Armenian American community in a blatant
example of hate speech,” the Armenian National Committee of America
said in a statement.

Ottoman Turks perpetrated the Armenian Genocide, in which an estimated
1.5 million Armenians were killed beginning in 1915. Turkey officially
denies that a genocide took place.

The Pacifica Institute, a Turkish-American cultural advocacy
organization applied for a permit to hold a parade in Hollywood
Monday evening centered around the military marching band Mehter. A
representative from the group requested the police department cancel
its permit this morning.

Spokeswoman Hafsa Rai said the group never intended to offend the
Armenian community. “We never wanted to offend anyone. The reaction
by the Armenian community was really a surprise to us,” Rai said.

She said the group cancelled the parade because the band is unlikely to
make it to Los Angeles from Turkey because of logistical difficulties,
including trouble with their contract, insurance and challenges
booking plane tickets.

Rai said the parade was simply to promote the third annual Anatolian
Cultures Festival in Costa Mesa Oct. 6-9. She said the festival
recognizes Armenian heritage, including a scale model of the Akhtamar
Church, an early Armenian church. She said the festival is intended
to celebrate all ethnicities that have lived in the land that is
now Turkey.

Krekorian, the first Armenian to serve on the Los Angeles City
Council, and Garcetti called the parade blatant provocation. “This
planned performance, supposedly to celebrate an event taking place in
Orange County, is a provocation of the Armenian community at a time
when the community celebrates 20 years of Armenian independence,”
the councilmen said in a joint statement.

“While we as council members, support and defend freedom of speech as
guaranteed by the First Amendment, we could not stand idly by as this
planned march was designed to incite and inflame the Armenian community
at a time when it is celebrating a historical milestone,” they said.

Rai said the Ottoman marching band was chosen for the parade because
Turks created the first marching band in history. “The military aspect
was not something we were focusing on,” she said.

“Turan” news agency quotes US Ambassador to Azerbaijan Matthew Bryza
as saying in a meeting with members of Caspian European Integration
Business Club.

“The economy is concentrated in the hands of the authorities. Some
time ago khan ruled here, now Azerbaijan is an independent state. But
some phenomena in the economy still remind me of khan rule. That is
why it’s difficult for the American companies to run business here,”

MOLDOVA AND UNRECOGNIZED REPUBLICS TURNED OUT TO BE IN THE FOCUS OF
ATTENTION OF THE POST-SOVIET SPACE; Interesting events happened in
the post-Soviet space. Moldova sold weapons to Armenia. Meanwhile,
South Ossetia and Abkhazia obtained recognition from Tuvalu.

To be more accurate, this was a mysterious airplane that took off
from local airfields in an unknown direction but with a known cargo
of weapons. There were many presumptions as to where the armament
was transported. There would be even more presumptions if the local
defense minister did not announce that the armament and ammunition
were sold to Armenia.

At first, Armenia denied the information. Afterwards, when the scandal
started growing, it kept silent being occupied with celebration of the
20th jubilee of independence. The military parade in Yerevan dedicated
to this event confused the observers. Besides the commonly known
weapons Armenia also demonstrated various missiles and hinted that
it had something more but demonstration of this required a resolution
of leaders of the country. After this statements of Azerbaijan about
military superiority over Armenia ceased looking definite. In any case,
Yerevan had to turn to the topic of armament purchase from Moldova.

The official comment of the Defense Ministry of Armenia did not
answer the questions because it was aimed rather at disavowing of the
statement of Chisinau that ammunition with expired shelf life was sold
to Yerevan. In a special statement the press secretary pointed out
that Armenia had never bought and would not buy defect armament. The
fact of the deal was moved to the shadow again. It remained unclear if
the Armenian party purchased something from Moldova or if it did not.

If it did buy weapons, there was nothing strange in this because the
country was hearing threats from the neighbor.

President of Armenia Serzh Sargsian dedicated his speed at the
66th session of the UN General Assembly last week to the threats
of Azerbaijan. The main point of his speech was that the matter of
independence of Nagorno-Karabakh was settled, the republic chose
sovereignty, there was no way back and it was necessary to conduct
negotiations to avoid an unnecessary war.

President of Georgia Mikhail Saakashvili was as emotional as Sargsian.

Saakashvili managed to speak about everything and to complain about
occupation of Abkhazia and South Ossetia by Russia and about its
“permanent threats” to Georgia.

Another event unpleasant for Georgia happened while Saakashvili was
complaining about Russia and promising to help the revolutionary
government. Tuvalu recognized sovereignty of Abkhazia and South
Ossetia. This was also unpleasant because Tbilisi grew very active in
establishment of diplomatic relations with “unnoticeable” countries
to prevent broadening of recognition of sovereignty of its former
autonomous and established diplomatic relations with Tuvalu literally
a week before. However, the leaders of Tuvalu were evidently not
impressed by the speech about the Russian occupation and made their own
decision. Besides the gratitude of Abkhazia and South Ossetia Tuvalu
also received a promise of Russia to establish diplomatic relations
with it. Georgian politicians called the actions of Tuvalu another
fiasco of Russia on the international arena but did not explain why
it was fiasco.

Turkey’s Diplomatic War On Israel

TURKEY’S DIPLOMATIC WAR ON ISRAEL

Turkey’s prime minister has called for United Nations sanctions on
Israel at the same time that Turkish prosecutors are threatening
to indict Israel’s prime minister and others in connection with the
2010 Mavi Marmara flotilla raid. Coupled with other aggressive moves,
including threats to break Israel’s Gaza blockade with military force,
Turkey is waging a diplomatic war on its former ally.

Leading the charge is Turkey’s Islamist Prime Minister Recep Tayyip
Erdogan, who has become one of Israel’s most outspoken critics on the
international stage. Erdogan has repeatedly attempted to humiliate and
isolate Israel internationally, while forging military and intelligence
ties with nations sponsoring terrorism against the Jewish state.

On Monday, Erdogan told Time Magazine that “Israel’s cruelty …

cannot be continued any longer,” before calling for U.N. sanctions.

Without an Israeli apology over the May 2010 flotilla raid, “the
relations between the two countries will never become normalized,”
he said.

Turkish prosecutors also compiled a list of 174 Israelis, topped by
Prime Minister Benjamin Netanyahu, Defense Minister Ehud Barak, and
Israeli military officials for possible indictment over the flotilla
incident. Although the Turkish government claims that the list was
drawn up by the Turkish-based group IHH, which led the flotilla, the
Turkish newspaper Sabah claims that Turkey’s intelligence agencies
were involved. Another Turkish newspaper, Zaman, even claimed that
Turkish intelligence agents had operated inside of Israel to discover
the identities of those listed.

Israeli officials challenged the list’s validity, saying the names
“were rather recycled from previous lists that were published on
anti-Israeli websites following Operation Cast Lead” in reference
to the December 2008 incursion into Gaza to take out Hamas missile
capabilities. Military officials added the report is part of a
psychological warfare conducted by Turkey.

Erdogan’s most recent comments and the planned indictment follow a
month of Turkish diplomatic attacks on Israel.

On Monday, Erdogan also accused Israel of manipulating the Holocaust
to inspire international guilt, while carrying out attacks that killed
“hundreds of thousands” of Palestinians. “Israeli people are only
resorting back to the issue of genocide in history. And using that
genocide [the Holocaust] they are always acting as if they are the
victims all the time,” he said.

“So Germany has and is still paying its dues to Israel. But neither
Turkey nor the Muslims in the region have such a problem [of genocide];
they have never exerted such cruelty on Israel. But Israel is very
cruel in that regard. It shows no mercy,” he added.

Turkey is accused of waging genocide against Armenians starting in
1915, with 1.5 million people killed. Government officials refuse to
acknowledge this history and withdrew its ambassador to the United
States last year after a House committee passed a resolution calling
on the president to label the event a genocide.

Erdogan has also been called out for hypocrisy over the Palestinian
issue, when Turkey’s Kurdish community has endured years of repression.

Still, Erdogan pledged earlier this month that Turkish warships
would protect future vessels trying to break Israel’s blockade of the
Hamas-run Gaza Strip, a move sure to raise tensions between the two
nations. “The main mission of Turkish military ships is to protect
Turkish vessels. This is their duty. We will send humanitarian aid to
[Gaza], and this aid will not be subject to any attack like the one
on the Mavi Marmara. If they are attacked, the attackers will meet an
appropriate response,” Erdogan said in an interview with Al-Jazeera
television.

The interview followed the release of a United Nations report on the
2010 flotilla clash, which upholds Israel’s maritime blockade of the
Gaza Strip. Furious that Israel would not apologize for the death
of the nine Turks killed on the Mavi Marmara, Erdogan also expelled
Israeli diplomats and suspended military and defense ties with Israel.

Erdogan supports IHH, the Turkish group which deliberately orchestrated
the violent flotilla clash. IHH is under investigation for possible
designation as a terrorist group by the U.S. State Department and
has ties to Hamas.

“While there may not be any evidence of a direct link here, there can
be no mistake that the Erdogan government is morally and politically
behind this group – the IHH,” columnist Semih Idiz wrote in Turkey’s
English daily Hurriyet after the flotilla clash.

A report published by the Meir Amit Intelligence Center in January
cited IHH statements that the flotilla received direct support from
Erdogan and several ministers. That included money, logistical support,
satellite communications, the use of harbors and political propaganda
support. IHH leader Bulent Yildirim maintains a relationship with
senior government leaders including Erdogan.

IHH “has helped Prime Minister Recep Tayyip Erdogan Enhanced Coverage

of critical elections next year and improve Turkey’s standing and
influence in the Arab world,” the New York Times reported in July,
2010.

Despite Erdogan’s emphasis on the flotilla clash, he was accusing
the Jewish state of murder years earlier. “You shall not kill,” he
said in Hebrew during Israel’s 2009 war to stop Hamas terrorists from
firing rockets into Israeli towns. Israel’s counterterrorism effort,
he said, was “defying the world and mocking the world,” before asking
how the Jewish state dared “to enter the doors of the UN.”

He stormed out of a Davos forum meeting in January 2009 after telling
Israel’s president, “When it comes to killing – you know killing
very well.”

Erdogan declared his support for Hamas during a May interview, saying
it was a sign of “disrespect” to Palestinians to call the group a
terrorist organization.

The struggle against Israel is one facet of the Muslim nation’s new
Islamist foreign policy under the leadership of Erdogan and his AKP
party. Turkey has distanced itself from membership in the European
Union, a former goal of the nation, in order to pursue better ties
with terror-supporting nations like Syria and Iran. Turkey’s efforts
with Syria backfired after a massive crackdown on pro-democracy
demonstrators, leading Erdogan to condemn Syrian President Bashar
al-Assad and predict his downfall.

Turkey’s relations with Iran have also been on display, with
Erdogan openly repeating his intelligence cooperation with Iran in
counterterrorism affairs. In a CNN interview, he brushed off Western
concerns over Iran’s nuclear weapons program, choosing to take Iran
at its word.

“And Iran says that its only purpose is to generate affordable
energy through nuclear power,” Erdogan said. “We don’t want to act on
presumptions. And no sanctions based on presumptions are acceptable
by Turkey.”

Such behavior and more indicates that “Turkey may be, along with Iran,
the most dangerous state of the region,” Middle East Forum president
Daniel Pipes wrote Tuesday. In addition to Turkey’s troubling foreign
policy, Pipes also notes its internal problems, including political
challenges posed by the pro-Kurdish Peace and Democracy Party (BDP),
more aggressive terrorist attacks by the Kurdistan Workers’ Party
(PKK) and a possible economic collapse.

Spokeswoman Hafsa Rai said the group never intended to offend the
Armenian community. “We never wanted to offend anyone. The reaction
by the Armenian community was really a surprise to us,” Rai said.

She said the group cancelled the parade because the band is unlikely
to make it to Los Angeles from Turkey because

of logistical difficulties, including trouble with their contract,
insurance and challenges booking plane tickets.

Rai said the parade was simply to promote the third annual Anatolian
Cultures Festival in Costa Mesa Oct. 6-9. She said the festival
recognizes Armenian heritage, including a scale model of the Akhtamar
Church, an early Armenian church. She said the festival is intended
to celebrate all ethnicities that have lived in the land that is
now Turkey.

Krekorian, the first Armenian to serve on the Los Angeles City
Council, and Garcetti called the parade blatant provocation. “This
planned performance, supposedly to celebrate an event taking place in
Orange County, is a provocation of the Armenian community at a time
when the community celebrates 20 years of Armenian independence,”
the councilmen said in a joint statement.

“While we as council members, support and defend freedom of speech as
guaranteed by the First Amendment, we could not stand idly by as this
planned march was designed to incite and inflame the Armenian community
at a time when it is celebrating a historical milestone,” they said.

Rai said the Ottoman marching band was chosen for the parade because
Turks created the first marching band in history. “The military aspect
was not something we were focusing on,” she said.

TREES BEING CUT IN CENTRAL YEREVAN

Residents on Teryan Street 62 say 16 trees were illegally cut in
their yard. Concerned about what happened, the residents immediately
appealed to the mayor of Yerevan and the police, and the corresponding
bodies have registered it.

The Young Biologists Association NGO has appealed with the following
request by taking into account Mayor of Yerevan Karen Karapetyan’s
policy on the inadmissibility of building structures at the price of
green areas in Yerevan.

The Young Biologists Association NGO appeals to Mayor of Yerevan, Mr.

Karen Karapetyan with the request to reveal and punish the culprits as
soon as possible. To disperse the sense of impunity among the people
who cut the trees, we ask the mayor to express the municipality’s
position on possible construction of a structure in that area.”
