Construction declines by 24.7% in Armenia

Construction has seen a 24.7% decline in Armenia this August compared
to the same period in 2010, with the funds spent in construction
making a total of around 41.4 billion drams (more than $111.4
million).

According to a recent report issued by the Armenian National
Statistical Service the construction, however, increased by 16.3% in
August this year compared to July.

>From January to June in 2011 a total of around 146.5 billion drams
were spent in the sphere of construction which is a 13.8% in
comparison to the same period last year, according to the same report.

Of all the funds spent in construction this August 29.1% was used from
the state budget, 4.7% from community budgets, 10.3% at the expense of
international loans, 7.5% from humanitarian aid, 33.8% from
organizations, and 14.6% from residents.

Armenian fund to launch an all-Armenian national cooperation net

The National Cooperation Fund, established by the support of Armenia’s
government, has said one of its priorities is to create a National
Cooperation Network for all Armenians.

Speaking to Tert.am, Arshak Sadoyan, former MP and the head of the
fund, said the web portal will provide various services to all
Armenians worldwide.

It will include the Yellow Page, as well as data of e-mail addresses.
Another section titled `Through Centuries’ will present the history of
the Armenian people, as well information (also videos), about Armenia,
Artsakh (Nagorno-Karabakh) and all Armenian communities in Diaspora.

This section will also include Armenian museums, galleries, as well as
information about the artifacts kept there.

The website will include also sections of e-trade and public
relations. It will also have sections for internet sociological
research, a section for Armenian farmers, as well as storing and
search engine resources for radio and TV news reports.

Sadoyan further said that the funding part of the project is still
unresolved and expressed hope that Diasporan Armenians will also
contribute to it.

YEREVAN. – `We Will Not Keep Silent’ youth initiative continues to
voice the neglect of Armenian people’s historical heritage, and this
time it reflected on the Kakavaberd Fortress.`Armenians love to
constantly speak about Armenian monuments, located in the territories
of enemy countries, which are being destroyed because of indifference,
but without noticing the same problem under their nose. In the
meantime, particularity of the heritage being destroyed within Armenia
is that it can still be saved,’ the youth initiative’s statement
reads.

`Today Kakavaberd is under utter neglect in the area of Khosrov
Preserve, whose management, under the name of developing ecotourism,
demand 3,000 drams [$8 US] from each trekker just to visit it. It is
unknown as to where that money is going, but it is evident that
Kakavaberd does not `sense that on its skin.”

`We Will Not Keep Silent’ youth initiative also released a video on
the current state of Kakavaberd Fortress. The video was shot on
September 6, 2011.

former General Director Robert Falletta and his wife and Company’s
former employee Farida Falletta filed a petition, with Syunik Region’s
court, demanding the Company pay their salaries, Aravot daily writes.

`Farida Falletta demands from the Company $18,000 Canadian ($17,326
US) (tax-exempt and without other obligatory payments) for
January-June 2011, and Robert Falletta demands 52 million drams
($139,996).

We informed on February 27 that Chief Operating Officer Rick Howes of
the Canadian Dundee Precious Metals company, which owns DGMC, had
visited Kapan and, on the following day, dismissed Robert Falletta

PARIS. – We are having an Armenian week, says Arnaud Leparmentier in
the blog of French Le Monde.

Nicolas Sarkozy makes a state visit to Armenia on Thursday, Oct. 6,
after receiving President Serzh Sargsyan in Paris. He will be
accompanied by two figures of the Armenian community, singer Charles
Aznavour and Chairman of Hauts-de-Seine Patrick Devedjian.

The latter spared no attacks against the President but they need to
take care of the Armenian community six months before the elections.
The bridges were not muted: Devedjian met with the President before
the summer holidays to speak about Hauts-de-Seine.

The trip to Yerevan, in return, should calm the ardor of calling for
criminalizing denial of Armenian genocide, which is currently stalled
in the Senate.

“We have to control those who stand for a memorial laws but we will
not go for war with Turkey. Therefore the President travel to
Armenia,” said the advisor of French President.

At the meeting in Alfortville on September 26, candidate for
Presidency from the Socialists Francois Hollande, inspired by the
victory of the leftists in the Senate, called on the favorite for the
President of the Senate Jean Pierre Bel to return the bill into the
agenda.

Artsakh to express gratitude to the USA Government for financial assistance

On September 30, Acting Foreign Minister of the Nagorno Karabakh
Republic Vasily Atajanian received USA Californian Senator Joseph
Simitian and Executive Director of Paros Foundation Peter Abajian, NKR
MFA Press Service.

On the guests’ request, Vasily Atajanian introduced the pre-history of
the Azerbaijani-Karabakh conflict, dwelling on the reasons and basic
stages of the Karabakh Liberation Movement, as well as informed of the
current stage of the conflict settlement process. During the meeting,
the necessity of resolving the issue in a peaceful way was emphasized.

Vasily Atajanian expressed his gratitude to the USA Government for the
financial assistance rendered to the NKR.

KARABAKH CLAIMS COUP WITH DRONE PLANE HIT

Azerbaijan denies it sent unmanned aircraft, but incident focuses
attention on defence buildup in frozen conflict.

Officials in Nagorny Karabakh are delighted with the shooting down of
a pilotless plane, saying it shows their military could fend off any
potential attack from Azerbaijan.

Some analysts in Armenia, however, are concerned that the use of
aerial drones shows that Azerbaijan is upgrading its defence systems
and is not afraid to use them.

In Azerbaijan itself, defence minister spokesman Eldar Sabiroglu
denied that the pilotless craft belonged to his country.

In both Karabakh – which claimed independence from Azerbaijan when the
Soviet Union collapsed – and in Armenia, there was no doubt that the
drone that came down near the village of Vazgenashen on September 12
was Azerbaijani. The plane was hit about ten kilometres inside the
`line of control’ which separates Karabakh and Azerbaijani forces.

Davit Babayan, spokesman for president of Karabakh, underscored the
significance of downing the drone.

`If our army was somewhat weaker, than our enemy would have attacked
and launched widespread operations long ago,’ he said.

Vitaly Balasanyan, a former general who now sits in Karabakh’s
parliament, said unidentified aircraft have frequently entered the
territory’s airspace.

`Because our anti-aircraft defences are very strong, we have always
been able to fix the location of any object and destroy it if
necessary,’ he said.

Warfare between Armenian forces in Karabakh and the Azerbaijani
military ended with a ceasefire in 1994, leaving the Armenians in full
control of the territory and adjoining areas, and hundreds of
thousands of civilians displaced. A final peace deal has proved
elusive since the sides cannot agree on possible terms. Although the
ceasefire has largely held, there are frequent minor clashes along the
`line of control’.

Officials in Karabakh refused to give details of how the drone was
brought down, or how many others have been knocked out of the sky in
the past.

Video footage released by the Karabakh military showed wreckage from
the drone scattered on the ground. The lack of obvious identification
marks led to some speculation in the Turkish media, in particular,
that the craft was not Azerbaijani.

Mehman Aliyev, editor-in-chief of the Turan news agency in Azerbaijan,
questioned why defence officials in Baku could not just admit they had
lost an aircraft. The suggestion that it might belong to another state
was more troubling, he said, as that would imply that `unidentified
craft are flying along the front line, and that our air defences and
armed forces are doing a poor job’.

Aliyev discounted rumours that the drone had been sent from a third
country, explaining that `because of its operating radius, the
possibility of it belonging to Turkey or Russia is approximately
zero’.

Azerbaijan’s oil wealth has paid for a massive increase in defence
spending, with the armed forces budget now at 3.3 billion US dollars a
year. According to Doktrina, an investigative journalism centre, much
of the increased spend has gone on new weapons systems, including
drone planes. Doktrina’s research indicated that Azerbaijan now has 30
pilotless aircraft, compared with Armenia’s six.

A source in Azerbaijan’s defence ministry told IWPR that the country
had acquired several Israeli-made Hermes 450 drones. `These are
high-end aircraft that can fulfill any role,’ he said.

Neither Armenia nor Karabakh can hope to compete with Baku’s spending
power. But David Jamalyan, who sits on a civilian council attached to
Armenia’s defence ministry, said his country was not trying to match
Azerbaijan’s expenditure, and was instead focusing on ways of
repelling specific threats.

`If we do not attempt to act in symmetry with Azerbaijan, if for
example we don’t buy as many tanks because we don’t have the resources
to do so, then we’re taking the asymmetrical route, which means buying
those weapons that are capable of neutralising Azerbaijan’s
quantitative advantage,’ he said.

In Karabakh, former general Balasanyan made the same point, arguing
that since Armenian forces had won a war against the technically
superior Azerbaijani forces, `we would secure victory now, since we
have a regular army, we have all the technology, and [together with
Armenia] we have two separate states’.

Not all Armenians in Karabakh are so sanguine about the prospect of an
accelerating defence programme in Azerbaijan.

`The Azerbaijani government makes no secret of its desire to launch a
war,’ Masis Mayilyan, a former foreign minister turned political
analyst, said. `Belligerent statements are accompanied by arms
acquisitions, with spending accounting for 20 per cent of the
government budget. Activity by snipers and overflights by spy planes
are manifestations of this policy,’ he said.

Armenian Prime Minister Tigran Sargsyan, accompanied by Minister of
Education and Science Armen Ashotyan, participated today in solemn
event dedicated to 20th anniversary of the American University of
Armenia (AUA).

Governmental press service told Armenpress that congratulating the
guests on the anniversary on behalf of the RA government, Tigran
Sargsyan expressed gratification that the AUA has a certification of
the United States, which proves that today it implements processes
in accordance with standards accepted in the US. Stressing that the
presence of the AUA in the region is one of the relative advantages
of our country, the head of the government said, “We should exert
additional efforts for expansion of the university’s functions,
realizing that in future competition we can win by educating talented
young people.”

According to the Prime Minister, the AUA must be expanded, its
functions must become diverse, and services must be available for
our young people. “Knowledge is the demand of the modern world and
competitive are the nations, which realize that, are armed with
knowledge and produce new knowledge,” he said.

Afterward Tigran Sargsyan met with lecturers, professors and students
of the university.

The goal of foundation of the university is creating an opportunity of
getting education and implementing research work in accordance with the
US system of higher education. As a higher educational establishment in
Armenia, the AUA implements educational research programs and services.

and an Armenian Foundation called “Forward, Russia and Armenia~T,
will hold October 7 in Yerevan a round table discussion on the Russian-
language media in Armenia, its present and future, the Armenian branch
of the Institute told ARKA.

The event will be held with the support of a department in Russian
president~Rs administration in charge of interregional and cultural
relations with foreign countries as part of Days of Russian Language
in Armenia slated for October 3-9.

The roundtable will bring together representatives of the
administrations of presidents of Russia and Armenia, the two foreign
ministers, heads of Russian and Armenian media and experts.

The mission of the round table is to promote cooperation between
Russian and Armenian media. The roundtable will discuss topical
issues of Russian-language media in Armenia and perspectives for its
development. The event will be followed by the official opening of
the Russian Book House in Yerevan.

YEREVAN, September 30. /ARKA/. The current low ratio of taxes to GDP
is among Armenia’s biggest problems, Munawer Sultan Khwaja, senior
public sector specialist at the World Bank, said Friday answering
the question of ARKA News Agency.

At the presentation of his”Risk-Based Tax Audits” book, he said
referring to the International Monetary Fund’s study that Armenia can
collect more taxes and that creation of systems spurring fulfillment of
taxpayers’ commitments would intensify the tax flow to the government
budget. In his book, Khwaja explains key principles for selecting
cases for audits using methods focused on high-risk taxpayers.

He said development of human resources and opportunities in IT area
would strengthen and expand voluntary fulfilment of tax duty.

Armen Alaverdyan, deputy chairman of Armenian State Revenue Committee,
on his side, said that the ratio of taxes to GDP depends on GDP,
its structure, taxable segments of the economy and Armenia’s system
of preferences rather than on timely payment of taxes.

“I don’t find this ratio low,” he said. “I think it is a medium ratio,
compared with European countries. ” He explained that when calculating
the ratio, mandatory social payments should also be taken into account
and with that the figure raises to 20 percent.

According to ARKA News Agency’s data based on official statistical
reports, GDP amounted to AMD 1.4 trillion in Jan-June 2011, while
tax receipts totaled AMD 305 billion. Ratio of taxes to GDP was 21.1%
in Jan-June 2011. ($1 = AMD 371.35).
