Chief Of Regional Police Beat

CHIEF OF REGIONAL POLICE BEAT
Arman Gharibyan

Story from Lragir.am News:

Published: 17:14:19 – 04/11/2011

Mariam Artenyan has been without her family for already 10 months,
because her husband and her sons, Razmik, Samvel and Srapion Artenyan,
are under arrest charged with violence against a police officer. By
the way, Razmik and Samvel Artenyan are former police officials.

Mariam Artenyan told us that the persecution of their family has been
planned since the beginning by the judge of the Court of Cassation
Artak Barseghyan and his brother, Vedi Mayor Varuzhan Barseghyan.

Artak Barseghyan and Mariam Artenyan are shareholder of the same
building, and “Barseghyan always wanted us to present them the adjacent
territories of the building”, she says.

She presented the scenario of the arrest of Artenyan men, according
to which, in 2011 police officers of Vedi Roman Misakyan and Ruben
Saghatelyan provoked a conflict with Srapion Artenyan, beat him up
and then arrested him, his father and brother.

She says that the Chief of Police regional department Margar Melkonyan
personally beat up her other son Samvel Artenyan. According to Mariam,
first the Chief ordered Samvel to get on his knees before him and
when he did not obey, they threw him on the ground and beat up.

Mariam’s husband told her during a meeting that the Vedi police
Chief was ordered by Margar Melkonyan to instruct all the police
officers to give false testimonies against Razmik Artenyan and to
launch criminal proceedings.

A couple of days later, former Chief of Police Alik Sargsyan ordered
to sack Police Lieutenant Colonel Razmik Artenyan and Major Samvel
Artenyan.

The woman notes that her husband is a dignified person, he did not
do subservience so now they revenge on the whole family.

5-10 years threaten Razmik and Samvel Artenyan, while Srapion Artenyan
can pay a fine of 300-500 thousand or pass behind bars up to 5 years.

Mariam says there are good police officers who give true testimonies,
but no one pays attention to them saying that they are our friends.

Lawyer Seda Safaryan has already sent the case to the European Court
on Human Rights to prove law breaches. The lawyer mediated the Court
of Cassation to quash the verdict of the Court of General Jurisdiction
and launch criminal proceedings against Chief of Ararat Police Margar
Melkonyan, Vedi Chief Police Sevan Kocharyan and police officers Ruben
Saghatelyan and Roman Misakyan for beating and illegally keeping the
detainees in the police, and abuse of their official position.

ATTORNEY: ARMENIAN OPPOSITIONIST TORTURED BY POLICE, HELD AS REPRISAL FOR FATHER’S POSITION

A lawyer for an imprisoned oppositionist says his client has suffered
torture at the hands of police, forcing him to make false confessions,
and that he is being held as a political vendetta.

Attorney Stephan Voskanyan represents Felix Gevorgyan, who was arrested
in connection with the violence of March 1, 2008 political uprising in
Yerevan. Gevorgyan was convicted of illegal possession of a firearm. He
was paroled in 2010, but re-arrested on September 29 this year.

Voskanyan says Gevorgyan, 32, has been subjected to torture,
including having his feet burned with a rod. The lawyer alleges that
police tried to get Gevorgyan to take responsibility for one of the
10 deaths during the melee between protestors and police. When he
refused, police then changed the charges to a series of robberies,
Voskanyan claims, to which Gevorgyan confessed after torture.

“Later, when an attorney was involved in the case, Gevorgyan recanted
those testimonies,” Voskanyan said, adding that Gevorgyan appealed to
the Prosecutor General, the Ombudsman, and the Helsinki Association
on grounds of human rights abuse.

Voskanyan says that he has seen injuries on Gevorgyan and has called
for an expert examination of their cause.

“A forensic examination will be done to find out the issue related to
those injuries on the body, their nature, location, how acute they are,
and how they got there,” he says.

Voskanyan insists Gevorgyan is being persecuted because his father
is the head of the Ajapnyak branch of the Armenian National Congress,
the leading party in Armenia’s political opposition.

“There is an attempt to suppress the father’s political activity
through his son. I know that a criminal action against his father
and other members of the family was attempted, however, it did not
happen,” Voskanyan says.

Arts & Entertainment: Armenia To Host A Festival Of Japanese Films O

ARMENIA TO HOST A FESTIVAL OF JAPANESE FILMS ON NOVEMBER 8-12

Mediamax, Armenia
Nov 2 2011

Photo: Yerevan/Mediamax/. On November 8-12,
Armenia will host a festival of Japanese films.

On November 8, 9 and 10 films will be demonstrated in Yerevan’s
“Moscow” cinema and on November 11 and 12 – in the “Hoktember” cinema
in Gyumri. Admission to the film festival will be free.

The festival is organized by the “Hikari” Armenian-Japanese scientific,
educational and cultural center.

In her interview to Mediamax, head of the “Hikari” Center, Karine
Piliposyan, mentioned that the proposal to organize the festival came
from the Japanese Embassy in Armenia (with residence in Moscow). After
this proposition, the center appealed for support to the Armenian
Ministry of Culture, Armenian-Japanese organizations, as well as
representative offices of Japanese companies in Armenia. In particular,
the Festival will be supported by the Armenian representative office
of the Japan Tobacco International (JTI).

During the festival five films will be demonstrated in Yerevan and
Gyumri: “Aiki”, “Header”, “First love”, “Fire” and “What the snow
brings.”

The only example of a classic Japanese movie among those presented
at the festival is the “Fire” filmed in 1958.

“All the films are very interesting and unfamiliar to the Armenian
public. Armenian audience is not acquainted with the Japanese cinema,
but shows a great interest in Japan and its culture, hence, the
festival will be a pleasant surprise to the Armenian public,” said
Karine Piliposyan.

According to the head of the “Hikari” Center, the last festival
of Japanese films took place in Armenia in 2007 and there was a
need to continue this tradition. During the days of the festival,
the newly appointed Ambassador of Japan to Armenia (residence of the
Ambassador in Moscow) will be in Yerevan. The Ambassador is expected
to hand his credentials to the President of the Republic of Armenia
on November 8th.

Within the framework of the festival an exhibition of engravings
of the Japanese Utagawa School will be demonstrated at the National
Gallery of Armenia, also supported by JTI.

The exhibition will be open for a period of one month. During the
opening ceremony on November 8th, the Japanese Ambassador will transfer
modern painting restoration equipment donated by the Government of
Japan to the National Gallery of Armenia.

TBILISI: Armenia Concerned About Possible Economic Crisis

ARMENIA CONCERNED ABOUT POSSIBLE ECONOMIC CRISIS

The Messenger, Georgia
Nov 2 2011

An industrial leader in Armenia, Vazgen Saparian , stated recently
that Armenia should be ready for new global economic crises which
eventually could reach Armenia via Russia. According to Saparian
Armenia’s economy is very closely linked to Russia and economic
problems could be easily transferred to Armenia from Russia. There
are 1200 Russian-Armenian joint ventures in Armenia; in case of a
serious economic crisis they will have acute financial problems, so
Saparian recommends that serious measures be taken by the Armenian
Government to avoid such developments.
