On his own initiative, on June 5, 2026, within the framework of the criminal proceedings initiated regarding the events that took place in Yerevan on March 1-2, 2008, the prosecutor initiated a public criminal prosecution against Gorik Hakobyan, who served as the director of the National Security Service of the RA Government from November 8, 2004 to February 11, 2016 (died in 2017, group) for committing official falsification, as well as organizing official falsification by subordinate employees.

Provocative statements and appeals are regularly made during rallies.
Information was also received that firearms, explosives, metal rods and batons will be distributed to the protesters, which can be used during possible provocative and illegal actions provoked by them.” Then, in order to cover up the fact that the above-mentioned document was false, G.H. held the position of Deputy Head of the Main Department for the Protection of the Constitutional Order and Combating Terrorism of the National Security Service of the Republic of Armenia as of March 2008. T.B. was prompted to organize and manage the process of preparing and submitting false references of an operational nature.
As a result of the above-mentioned actions, on the back dates of February 23, February 24, and February 28, 2008, false references of an operational nature were drawn up and put into official document circulation, the content of which allegedly served as the basis for G.H.’s false note of February 28, 2008.
The prosecutor also initiated a public criminal prosecution against T.B., who held the position of deputy head of the main department for the maintenance of the constitutional order and the fight against terrorism of the National Security Service of the Republic of Armenia in 2008, under the characteristics of part 1 of Article 38-314 of the Criminal Code adopted on 18.04.2003 (by an official for selfish purposes or other personal motivations or based on group interests, evident in official documents organizing the introduction of false information or records), N.M., who holds the position of the secretary of the 4th Department of the department, A.G., who holds the position of the head of the constitutional order department, and the deputy head of the department Against A.B., with the characteristics of part 1 of Article 314.
