Aliyev threatens France and Canada – “Let them mind their own business”

Sometimes countries located at the other end of the world make statements about the processes taking place in Azerbaijan, and this is unacceptable, Azerbaijani President Ilham Aliyev said in an interview with Azerbaijan Television during his trip to Nakhijevan, the local sources reported. 

“I can refer to Canada as an example. I was recently informed that the Canadian Ministry of Foreign Affairs had made a statement on Azerbaijan and our internal affairs. What right does it have to do that? Who gave it such a right? What does Canada consider itself to be? Is it perhaps a superpower we didn’t know of. It is probably a second Luxembourg, a second superpower we didn’t know of. Let them mind their own business,” Aliyev was quoted as saying. 

The Azerbaijani president also rejected the latest statement of France’s Foreign Ministry as unacceptable.

“We have repeatedly expressed our objection to the French side to leave us alone. They should mind their own business. The chairman of the French Senate comes to Yerevan where he declares that the French Senate will recognize Nagorno-Karabakh. When we appeal to the French government over this issue, when we express our protest, we are told not to pay attention to that because it is a legislative body and its statements do not reflect the position of the French government. But what about the Ministry of Foreign Affairs? Doesn’t it reflect the position of the government? What kind of statements are these? Let them go and mind their own business,” Aliyev added.

To remind, Foreign Ministries of Canada and France recently called for releasing all Armenian prisoners of war who are currently held captive in Azerbaijan.

Tigran Abrahamyan: The attacks on army will leave their negative consequences on the new system for the coming time

The Head of "Henaket" analytical center Tigran Abrahamyan writes on Facebook: "The war and the processes that followed it, putting the blame of the defeat and the whole responsibility on the army, the command staff, servicemen, reservists and volunteers pursues two main goals for the authorities  – to clear the political leadership of all guilt and ensure reproduction through snap parliamentary elections." 

Abrahamyan reminds that the process discrediting the army and the military was launched in 2018 and continues today, transforming in line with realities and demands of the current days. 

"The security system with all its components has not been built in one day, and it is natural that the internal resistance has always been there over this period. However, the war accelerated the processes and the system faces major immune challenges. Whatever army we build in the future, either through reforming of transforming it, professional military will be at the foot-front of it, while the attacks on army will leave negative consequences on the new system for the coming time." 

In Abrahamyan's words, despite the severe reality on the ground and conditions, including lack of border infrastructure, issues with military equipment, the servicemen of the Armed Forces continue performing their service with dignity and high spirit. 

Lavrov: All humanitarian issues, including return of POWs, must be resolved urgently

Russian Foreign Minister Sergey Lavrov called for urgent measures to resolve all humanitarian issues in Nagorno-Karabakh (Artsakh), including the repatriation of prisoners of war (POWs).

"All humanitarian issues must be resolved as quickly as possible and without preconditions," Lavrov told a joint news conference with his Azerbaijani counterpart Jeyhun Bayramov in Baku on Tuesday, referring to the issue of minefield maps.

"This includes the return of the victims’ remains, the ascertainment of the fate of missing persons, the return of prisoners of war and the settlement of problems associated with remnants of the war,” the Russian diplomat stressed.

Lavrov said the issue was discussed in Yerevan a few days ago, adding the Armenian side has an understanding of the need to solve this issue and preliminary steps have been taken. He expressed hope that the issue will be resolved completely.  

Ombudsman sends Aliyev’s Armenophobic statements to international organizations

Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan has sent the Azerbaijani president’s recent Armenophobic statements to the UN, CoE and other international organizations.

The ombudsman’s official letter addressed to the UN Committee on the Elimination of Racial Discrimination, the Council of Europe Commission against Racism and Intolerance, the UN and the CoE human rights commissioners and a number of other organizations includes Ilham Aliyev’s speeches, which are evidence of Armenophobia and a policy of enmity towards Armenians.

“This time it refers to the statements of the Azerbaijani president made in April 2021. In his speeches, the leader of Azerbaijan speaks in the language of force and threats, uses words that hurt the dignity of the Armenian people, the entire population of Armenia and Artsakh. These speeches are intimidating, cause tensions in the Armenian society and highlight the advantages of the Azerbaijani people,” Tatoyan wrote on Facebook on Tuesday.

The process initiated by the human rights defender will be continuous and the speeches and messages of the Azerbaijani president are subject to special monitoring, he added.

“The aim of the Armenian ombudsman is to show the genocidal policy of the Azerbaijani authorities, which is the cause of gross human rights violations and a serious threat of new atrocities, endangering peace and security,” Tatoyan said.

Edgar Ghazaryan: Armenia’s ‘pro-Turkish’ authorities will hand over minefield maps to Azerbaijan

The current “pro-Turkish” authorities of Armenia will hand over the maps of minefields in Artsakh to Azerbaijan, former Chief of Staff of the Constitutional Court Edgar Ghazaryan said on Tuesday.

“After the meeting of the Russian and Azerbaijani foreign ministers in Baku and the news conference that followed, it became clear to me that in the near future, the pro-Turkish authorities of Armenia will hand over to Azerbaijan the maps of the minefields that fell under the control of Azerbaijan to save the lives of Azeri soldiers,” he wrote on Facebook.

“Armenian prisoners of war are being tortured to death in Azerbaijani prisons, whereas the Armenian authorities are making efforts to ensure a safe and secure life for Azerbaijanis who freely move around the territories of Artsakh occupied by their fault,” Ghazaryan said. 

Asbarez: Artsakh’s Humanitarian Crisis Discussed with U.N. Secretary-General

The ongoing humanitarian crisis in Artsakh was the main topic of discussion on Monday when Armenia’s Acting Foreign Minister Ara Aivazyan held a telephone conversation with United Nations Secretary General Antonio Guterres.

The conversation mostly focused on the steps to be taken to alleviate the humanitarian, socio-economic situation in Artsakh following the recent developments in the Nagorno-Karabakh conflict zone.

Presenting Armenia’s work with relevant UN agencies during the Azerbaijani aggression against Artsakh to ensure uninterrupted humanitarian access, Aivazyan stressed that Azerbaijan continues to politicize the issue of access and undermine the efforts of the international community.

In the context of urgent humanitarian issues, Aivazyan stressed the urgency of repatriating Armenian prisoners of war and civilians held hostage by Azerbaijan.

Aivazyan and Guterres also touched upon the need to introduce effective international mechanisms in the direction of protection and preservation of historical and cultural and religious heritage in the Nagorno Karabakh conflict zone.

Aivazyan considered unacceptable the behavior of the Azerbaijani side in blocking the implementation of the international expert mission to endangered cultural sites.

He said resumption the Nagorno-Karabakh peace process mediated by the OSCE Minsk Group co-chairmanship is important, emphasizing the role of the co-chairs in addressing the consequences of the war.

Asbarez: Kocharian’s ’Armenia Alliance’ Kicks Off Campaign Efforts

An election alliance headed by Armenia’s former president Robert Kocharian and including the Armenian Revolutionary Federation and the newly-established “Reborn Armenia” Party kicked off its campaign on Sunday with an official ceremony where a declaration was signed between the parties. The event was followed by a rally at Yerevan’s Freedom Square where thousands of supporters cheered on the alliance, which hopes to garner seats during the upcoming June snap elections in Armenia.

The political alliance held its first public event at Yerevan’s Grand Hotel, where Kocharian explained the genesis of the alliance with the ARF and the Reborn Armenia parties.

“The country is facing severe challenged, which are primarily tied to threats to its security,” explained Kocharian. “The nation is in a governing and economic crisis. It is also evident that the country is facing an existential crisis.”

“Forces and people that have enough experience are needed to confront these crisis,” explained Kocharian, who said he possessed vast experience in governing in crisis, has amassed experience and knowledge within the defense-security infrastructure, as well as history in overcoming economic crises.

Kocharian explained that he chose the ARF because the it is the party that has fought for preserving the Armenian identity around the world.

“This is the party [the ARF], with which I have a long experience of cooperation. The ARF has been part of the government when I was president, even when a coalition was not formed. This experience had beneficial results and all of you have witnessed those results,” said Kocharian.

In discussing the newly-formed Reborn Armenia party, which was founded by a group of Syunik Province residents, Kocharian said “Syunik is at the epicenter of the threats.”

“Whether we remain an active entity in the region or will become follower depends on Syunik,” said Kocharian. “There are real dangers facing Syunik and today Syunik is the symbol of our struggle.”

ARF Supreme Council of Armenia chairman Ishkhan Saghatelyan said that the campaign the party began six months ago must come to its victorious fruition with the removal of the current authorities.

Saghatelyan emphasized that the upcoming elections are not regular election. “They are the most consequential elections of our life and are detrimental because they will determine whether we have a country or not,” said Saghatelyan.

The chairman of the Reborn Armenia Party, Vahe Hakopyan, discussed the issues facing Syunik, adding that the security issues of Armenia and Artsakh begin in the province but don’t end there.

Following the presentations, Kocharian, Saghatelyan and Hakobyan signed the cooperation declaration of the political alliance. The three leaders and their supporters began walking toward Freedom Square where thousands had gathered for the “Armenia Alliance’s” first rally, which coincided with the 29th anniversary of the liberation of Shushi.

“Today, from this stage, we are counting down the days whether the government that surrendered Shushi should remain the leaders,” Kocharian said to the thousands of supporters who turned out for the rally. He urged them to start the countdown on social media every day. “This must become the growing anticipation for the entire republic.”

“Today is Shushi liberation day, however today the symbol of our victory, Shushi, is being occupied,” said Saghatelyan when took the stage for the rally.

“Today you are here alongside the winners of Armenia—with people who have won victories,” said Saghatelyan. “We are going to bring new victories for Armenia. We have come to secure national dignity in Armenia, to secure development and social justice, to bring together the potential of Armenia, the Diaspora and the all Armenians for the future of the Armenian people.”

Parliament expected to dissolve with second round of vote

YEREVAN, MAY 10, ARMENPRESS. Parliament is in session for the second and final round of vote to elect a prime minister, a formality required to dissolve the legislature to hold snap election.

Caretaker PM Nikol Pashinyan is the only candidate nominated by the ruling bloc. He was voted down in the first round a week ago.

Prime Minister Nikol Pashinyan resigned on April 25 to trigger the snap election of parliament. The entire Cabinet also resigned. Holding early elections requires the dissolution of parliament, which in turn can happen when the legislature twice fails to elect a prime minister after the incumbent steps down. Pashinyan said during his resignation that his bloc will formally nominate and subsequently vote him down during both votings in order to maintain the technical requirements to disband the legislature.

Government has no overdue debt to businesses: number of jobs increased by over 85,000 – Pashinyan

YEREVAN, MAY 10, ARMENPRESS. The Armenian government has no overdue debt to businesses as of May 1, 2021, Caretaker Prime Minister Nikol Pashinyan said during the special session in the Parliament, added that the government has returned around 500 million USD to businesses within 3 years.

Pashinyan noted that in 2018, when he assumed the office of the Prime Minister, the government had 274 billion drams in debt to businesses. He stated that this debt problem has been solved within those three years not only de facto, in the form of factual payments, but also from institutional terms.

Pashinyan also highlighted the institutional change made by the government in income tax. Starting from 2018 a three-degree income tax – 36%, 28% and 23% has started to operate. The caretaker PM reminded that they have set a flat income tax 23%, and according to the legislation, the income tax will reduce by 1% every year, and as a result the flat income tax will be 20% starting from January 1, 2023. At the same time, the government has also lowered the profit tax from 20% to 18%.

Then, Pashinyan presented the results of all those changes. “In fact, we have solved and continue to solve from institutional terms the issues of shadow workplaces and shadow wages. And as of March 2021, compared to March 2018, the jobs increased by 85,038 or by 15.5%. Those are the workplaces which receive a concrete salary”, he said.

Enmity with Turkey must be managed, says Pashinyan

YEREVAN, MAY 10, ARMENPRESS. Caretaker Prime Minister Nikol Pashinyan says managing the enmity with Turkey is a necessity.

“Turkey is our foe, but also our neighbor,” Pashinyan said in parliament during the debates ahead of the second round of vote which is expected to disband parliament.  “Today, only superpowers have foes outside their regions. We say, after all, the time has come to note that this enmity must be managed because when this enmity gets heated it leads to an explosion at some point,” Pashinyan said in response to MP Sergey Bargratyan’s question.
