Ombudsman of Armenia Arman Tatoyan has made a statement, noting that the presence of the Azerbaijani armed servicemen in the communities or on the roads connecting the communities of Syunik Province, moreover, any of their movement through that roads must be ruled out.

“They appeared there at the expense of the gross violations of the rights of peaceful civilians and servicemen of Armenia and Artsakh, ethnic cleansings and mass destruction of peaceful settlements, constant institutional Armenophobia, torture and ill treatment, illegally holding the prisoners of war, new war threats, the “determination” of borders with mechanical approaches through the gross violations of the international rules.

With the presence of the Azerbaijani servicemen, first of all the rights of the border residents of Armenia have been grossly violated or are seriously endangered (violations of ownership, shots, etc).

Therefore, no matter what happens, any of their presence or movement is illegal, has no legal title and contradicts the foundations of human rights system in the international law.

The activity of the Ombudsman of Armenia is carried out with this fundamental concept at all platforms”.

YEREVAN, FEBRUARY 10, ARMENPRESS.  The European Union notified the Republic of Armenia about the completion of the ratification process by the EU and its Member States of the Armenia-European Union Comprehensive and Enhanced Partnership Agreement. The Agreement will fully enter info force on March 1, 2021, ARMENPRESS was informed from the press service of the MFA Armenia.

The agreement, which was signed in the framework of the Eastern Partnership Summit held in Brussels on 24 November 2017, takes the bilateral relations between Armenia and the European Union to a new, partnership level and regulates the dialogue in the political and economic spheres, as well as sectoral cooperation and trade relations.

The CEPA is an inclusive document, which creates a solid legal basis for the Armenia-EU partnership, outlining cooperation in various spheres, spanning from justice, security, economy, agriculture and infrastructures to environment and climate, education and science, culture, health, etc.

 The effective implementation of the Agreement will bring tangible results to our citizens by promoting democracy, political, economic and social stability through extensive reforms, thus improving quality of life of our citizens.

It should be emphasized that the CEPA addresses the issue of the peaceful settlement of the Nagorno-Karabakh conflict, reaffirming the EU's stated commitment to support the efforts and approaches of the OSCE Minsk Group Co-Chairs on the settlement of the Nagorno-Karabakh conflict, particularly on the basis of equal rights and self-determination of peoples.

The Government of Armenia has constantly reaffirmed its commitment to the effective implementation of the Armenia-EU Comprehensive and Enhanced Partnership Agreement, which is fully in line with Armenia's broad reform agenda.

"Yes, we will build. We will build as soon as the weather conditions allow, "Papikyan said.

After the large-scale war unleashed by Azerbaijan against Artsakh, the problem of some roads in Syunik still remains unsolved.

‘’Preparatory works for a population census had started back in 2019, but was impossible to implement due to the cornavirus. If the problems are solved in 2021, I think we will manage to carry out population census, if not, it will take place in 2022’’, Avinyan said.

''As refers to the issue of the return of the Armenian POWs, we work with both the Azerbaijani and Armenian partners, including through the Russian peacekeeping unit stationed in the conflict zone. In general, we proceed from the fact that the optimal solution to this issue is the exchange of "all for all", Zakharova said, reminding that a few days ago another act of exchange of prisoners took place through the mediation of the Russian peacekeepers.

The presence of Azerbaijani armed forces (flags and signs) in the communities of the Syunik region of the Republic of Armenia, or on the roads connecting the communities, and especially any movement on those roads by these elements should be ruled out, Armenia’s Human Rights Defender Arman Tatoyan says.

“They have deployed troops there as a result of gross violation of the rights of the civilian population of Armenia and Artsakh, by military and ethnic cleansing, mass destruction of peaceful communities, continuous institutional hatred towards Armenians, torture, inhumane treatment, threats of a new war, and gross violations of international rules in the process of border determination through mechanical approaches,” the Ombudsman said.

According to him, the mere presence of the Azerbaijani military continues to grossly violate the rights of the border residents of Armenia, or seriously endanger their peaceful life.

Therefore, he added, irrespective of circumstances, their presence or any movement is devoid of any legal basis, and contradicts the foundations of human rights under international law.

“The activities and operations of the Human Rights Defender of Armenia at all platforms are carried out according to these fundamental concepts,” Tatoyan concluded. 

Armenian PM congratulates Iranian leaders on 42nd anniversary of Islamic Revolution
