Ex-Armenian minister Seyran Ohanyan unveils plans to run for parliament

Armenia’s former Defense Minister Seyran Ohanyan on Thursday unveiled plans to run for the National Assembly in the proposed snap elections.

“It is the constitutional right and at times, especially in this difficult situation, also the obligation of each individual to join the elections. I, as a citizen of Armenia, will have my participation in the process, but I still have to decide with which political team or in what format,” he told a program aired on Kentron TV.

Ohanyan reiterated the opposition claims that fair elections cannot be held under the current regime, which will use “all administrative resources” to win them.

“That is why the Homeland Salvation Movement, all 17 parties comprising it call for the election of a new person to organize the electoral processes,” the former minister said. 

Ombudsman presents important historical fact about Artsakh Armenians’ right to self-determination

Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan has presented an important historical fact regarding the right of Armenians of Artsakh to self-determination.

“During the sovietization of Armenia in 1920 the Revolutionary Committee of Azerbaijan issued a statement on November 30, 1920 stating that there was no longer a border issue between Soviet Azerbaijan and Soviet Armenia, Zangezur and Nakhichevan passed to Armenia, and the mountainous part of Karabakh was given the right to self-determination. The decree was published in the Baku "Communist" newspaper on December 2, 1920. Moreover, the Revolutionary Committee of Azerbaijan thereafter announced: "From today, border disputes between Armenia and Azerbaijan are non-existent. Nagorno-Karabakh, Zangezur and Nakhichevan are considered parts of the Soviet Armenia." The decision-application was published in the 1920 issue of the Yerevan "Communist" newspaper in its December 7th issue,” he wrote on Facebook.

“It is an interesting fact that the Caucasian bureau of the Central Committee of the RC (b) on June 3, 1921, instructed the government of Soviet Armenia to declare "Nagorno-Karabakh belonging to Armenia" in a declaration. The decision of the Bureau was made unanimously, the chairman of the Revolutionary Committee of Azerbaijan N. Narimanov was among those who supported it.

“In fulfillment of the decision of the Caucasus Bureau, the People's Council of the USSR, Prime Minister A. Myasnikyan, adopted a corresponding statement on June 12 1921: “Based on the declaration of the Revolutionary Committee of the Soviet Socialist Republic of Azerbaijan and the agreement between the governments of the Soviet Socialist Republics of Armenia and Azerbaijan, it is announced that Nagorno-Karabakh is now an integral part of the Soviet Socialist Republic of Armenia”,” Tatoyan said.

Polish politician sends letter to Biden over Armenian POWs, Azeri war crimes

Polish politician Tomasz Lech Buczek has sent a letter to U.S. President Joe Biden regarding the Armenian prisoners of war (POWs) held in Azerbaijani captivity and Azerbaijani war crimes against the Armenians of Artsakh (Nagorno-Karabakh) during the 2020 war. The letter reads:

"I am writing to you, first of all, as an ordinary person, a Polish citizen by chance born on July 4, on a day so special for the history of the United States.

I am fighting for the truth to prevail. Artsakh, who fought for Independence, this small piece of Armenian sacred land.

On February 3, I received a very personal letter from Mrs Armine of Stepanakert, Mother of the Armenian. During the Nagorno-Karabakh war, she lost her son and husband, and the youngest son, 19, was taken prisoner and imprisoned in Azerbaijan. In this letter, she stated that this letter was a Great Hope for Her, because as a simple woman she did not know who to turn to for help. Then I remembered the letter. The Bixby letter a brief, consoling message sent by President Abraham Lincoln in November 1864 to Lydia Parker Bixby, a widow living in Boston, Massachusetts, who was thought to have lost five sons in the Union Army during the American Civil War.

Dear Madam,

I have been shown in the files of the War Department a statement of the Adjutant General of Massachusetts that you are the mother of five sons who have died gloriously on the field of battle.

I feel how weak and fruitless must be any word of mine which should attempt to beguile you from the grief of a loss so overwhelming. But I cannot refrain from tendering you the consolation that may be found in the thanks of the Republic they died to save.

I pray that our Heavenly Father may assuage the anguish of your bereavement, and leave you only the cherished memory of the loved and lost, and the solemn pride that must be yours to have laid so costly a sacrifice upon the altar of freedom.

Yours, very sincerely and respectfully, Abraham Lincoln

I replied to Ms Armine quoting this letter and added one sentence – only one that I would do anything to free the Armenian prisoners of war imprisoned in Azerbaijan.

In the twenty-first century, the world cannot accept the violation of fundamental human rights as regards their dignity. The world must take steps to free the Armenian prisoners of war imprisoned in Azerbaijan.

To this letter, I attach my evidence-based publication on the Azerbaijani War Crimes against the Armenians in Karabakh 2020."

The politician has authored a publication about Azerbaijani war crimes against the Artsakh Armenians in the recent war and has sent its first copy to Azerbaijan’s President Ilham Aliyev.

Earlier in January, Tomasz Lech Buczek said that Azerbaijan had offered him $50,000 for canceling the publication of the brochure.

ALMATY, FEBRUARY 5, ARMENPRESS. Almaty Digital Forum 2021 has launched in Kazakhstan with the maintenance of all COVID-19 related rules.

The Forum is attended by the prime ministers of the member states of the Eurasian Economic Union (EAEU), as well as international experts, Armenpress correspondent reports from Almaty.

The Forum will focus on discussing the formation of digital agenda at regional and global level, new digital transformation strategies and technological trends. The participants will touch upon the future steps and prospects of the international cooperation.

The agenda of the Forum this year has been formed taking into account the global changes which emerged due to COVID-19.

President of Kazakhstan Kassym-Jomart Tokayev, who also serves as the Chairman of the Supreme Eurasian Economic Council, addressed the Forum participants in a video message at the plenary session titled “Digital Uploading: Flight to New Reality”. He stated that the coronavirus on the one hand left a negative impact on the economy, the public health, but on the other hand the use of technologies, digital tools had a drastic growth worldwide.

“Remote medicine, remote learning, digitization of services, etc: a major work has been done in this respect. 90% of the state services in Kazakhstan are online. The future belongs to innovation and new technologies. On the other hand, we should also take into account the fact that digital opportunities also suppose responsibility for their smart use”, the Kazakh President said.

Digital communication is no longer a luxury, it’s a mandatory component in our daily life, President of the World Economic Forum Børge Brende said in his video address. He said business and government must work very closely, adding that there are still a lot of people in the world who are offline due to the absence of the internet. Mr Brende added that in this respect the states have a lot to do.

Google Vice President Vint Cerf in turn noted that in line of the drastic technology development not everyone has yet an opportunity to use the internet. He stated that this weak side was especially seen during the pandemic when people had to use the internet, mobile apps for using services.

Digital technologies are one of the most developing directions in Armenia. Prime Minister Nikol Pashinyan presented the results and the digital data in his remarks at the Forum.

“The Armenian government views digitization, innovation and new technologies as important tools for ensuring the efficiency of public administration, favorable conditions for the business climate. In 2020 the turnover of IT companies in Armenia comprised over 400 million USD, which increased by 20% compared to the previous year. In 2020 the number of people working in this sector has increased by 22%. Currently, 1200 companies operate in this sphere”, Pashinyan said.

According to him, the pandemic put a complex task before the government. The solution of such problems lead to the broad use of digital technologies, the formation of a new culture. Pashinyan said digital technologies, e-government tools have been used in Armenia. He added that Armenia is going to introduce and develop a policy of electronic services, e-government systems, digital processes.

“I would like to praise the fact that the member states of the Union managed to use the digital technologies for overcoming some of the problems caused by the pandemic. The talk is about “I Am Travelling Without COVID-19” digital platform which in fact resumed the free movement of citizens between Armenia, Russia and Belarus. From the very beginning Armenia has supported the Eurasian Development Bank’s “Digital Initiatives Fund” project, and we want to thank our partners of the Fund and the Russian and Belarusian governments for the active joint work within the frames of this program”, the Armenian PM said.

Armenian, Kyrgyz PMs meet in Kazakhstan, discuss bilateral cooperation

ALMATY, FEBRUARY 5, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan met on February 5 with new Prime Minister of Kyrgyzstan Ulukbek Maripov on the sidelines of his working visit in Kazakhstan, the Armenian PM’s Office told Armenpress.

Nikol Pashinyan congratulated Ulukbek Maripov on appointment, wishing success in his future activities. Pashinyan said Armenia and Kyrgyzstan have a close cooperation at bilateral and multilateral formats, on the sidelines of the integration unions, adding that Armenia is interested in deepening the partnering ties.

The Kyrgyz PM thanked his Armenian counterpart for high appreciation and stated that Kyrgyzstan attaches great importance to the intensification of partnership with Armenia. He said both countries are connected with traditional warm relations, adding that works must be done to deepen both the commercial and the cultural-humanitarian cooperation.

The sides highlighted the high level of the political dialogue and reaffirmed their interest to deepen the mutual relations.

The Armenian and Kyrgyz PMs also exchanged views on the development of the trade-economic cooperation. In this context they touched upon the opportunities to be available as a result of the reopening of transportation communications and the unblocking of roads in the region. The officials agreed to intensify the high-level mutual contacts.

On the margins of his working visit to Kazakhstan, Prime Minister of Armenia Nikol Pashinyan today attended the Almaty Digital Forum 2021, which is held under the motto: “Digital Reset: The Leap To The Next Normal.” Among the participants are the heads of government from EAEU-member states, Eurasian Economic Commission Board Chairman Mikhail Myasnikovich, CIS Executive Committee representatives, the PM’s Office told Armenpres.

A ceremonial video session was held prior to the plenary session, after which the Armenian Prime Minister joined the heads of government of other participating countries to get acquainted with the exhibits displayed in the Museum of Digital Projects.

The Prime Minister of the Republic of Armenia delivered a speech at the plenary session of the Digital Conference, in which he stated:

“Dear Colleagues,
Ladies and gentlemen,

I would like to start my speech by thanking Kazakhstan for hosting this digital conference. The conference has become a traditional platform for discussing issues relevant to the digital economy.

It is obvious that high technologies play a decisive role in enhancing the state’s competitiveness and security, as well as in raising people’s living standards. The highly technological nations are at the forefront of the international arena.

The Government of Armenia considers digitization, innovation and the latest technologies to be the most important tool for engineering an efficient and representative system of public administration, a favorable business environment and ensuring progressive economic growth.

The high-tech sector and digital technologies are the fastest growing sector of our economy. The turnover of IT companies in Armenia amounted to more than USD 400 million in 2020. It grew by about 20% as compared to the previous year. Staffing has grown by 22% in this area. More than 1200 operating IT companies are registered in our country at this point of time. Tangible tax benefits are available in accordance with the policy pursued by the Armenian government.

The pandemic posed highly challenging problems for society, businesses and the state, in general. They had to be addressed in conditions of quarantine or all-out lockdown. The need to work under such conditions led to the introduction of both a new management culture and the widespread use of digital technologies and solutions. The latter turned out to be the most important amid limited opportunities for physical contact practically along the entire chain of government and socio-economic activity.

We have been using digital technologies, electronic document management systems and e-government tools in Armenia. I would like to note that the social groups in need of support were identified with a high degree of accuracy and transactions on support measures were completed in the shortest possible time thanks to the use of appropriate technologies.

We provide for the implementation and development of government data policy, electronic services, e-government systems, coordination of digital processes, creation of common standards and digital environment. The government encourages the use of electronic tools to facilitate the introduction of digital technologies in the private sector.

The digitization process goes in tune with the common EAEU digital agenda. A platform for interaction between databases is being created, which optimizes data exchange processes between different systems and the digitization of a large number of public services.

I am pleased to state that the EAEU countries were able to use digital technologies in overcoming some of the problems caused by the pandemic. I mean the “Traveling without Covid-19: digital platform, which kicked off on February 1, and actually restored the free movement of citizens between Armenia, Russia and Belarus.

Armenia supported the EDB Digital Initiatives Fund project from the very outset, and we are grateful to our colleagues from the Fund and from the governments of Russia and Belarus for the joint work done under this project.

We need to move actively towards the implementation of other joint digital projects by using the capabilities of supranational institutions and development institutions. In addition to implementing joint projects, we should also work to scale successful solutions. There are many of them in each of our countries.

We should strive to achieve full-fledged and all-encompassing digitalization of services provided to citizens by the state. To this end, we need to use the entire range of electronic services – mobile phones, network services, cloud technologies, and so on.

We should strive to ensure that the borders between the EAEU states disappear at the digital level, and that existing restrictions are minimized. We see that the opportunities opened up through digitization can be used to increase the efficiency of free labor movement. The appropriate mobile application can collect and store within a one-stop-shop all information on available jobs throughout the EAEU, enabling people to fill out and submit the necessary documents to get the job of our choice.

I am confident that our joint work and exchange of experience will help us move confidently forward in all sectors of digital technology, to achieve success and the desired results. Thank you.”




Artsakh resumes search operations for war casualties after two-day Azeri ban

STEPANAKERT, FEBRUARY 5, ARMENPRESS. Rescuers of Artsakh resumed their search operations for bodies of the 2020 war casualties and MIAs in Hadrut, Varanda (Fizuli) and Jrakan (Jabrayil) after a two-day halt.

Hunan Tadevosyan, a spokesperson for Artsakh’s State Service of Emergency Situations, told ARMENPRESS that 5 detachments are dispatched for the operations.

On February 3, the Azeri authorities had indefinitely banned the Artsakh rescuers from resuming their operations without giving any explanation.

Armenia reports 158 new cases of COVID-19 in one day

YEREVAN, FEBRUARY 5, ARMENPRESS. 158 new cases of the novel coronavirus (COVID-19) have been confirmed in Armenia in the past one day, bringing the total number of confirmed cases to 167,726, the ministry of healthcare said today.

305 more patients have recovered in one day. The total number of recoveries has reached 159,350.

2 more patients have died, raising the death toll to 3109.

2858 tests were conducted in the past one day.

The number of active cases is 4488.

The number of people who had been infected with COVID-19 but died from other disease stands at 779.

Artsakh reports 4 COVID-19 daily cases

46 tests were conducted on February 4, the ministry of healthcare told Armenpress.

The number of active cases is 27.

The ministry of healthcare has again urged the citizens to follow all the rules to avoid new outbreaks and overcome the disease.

Eurasian Intergovernmental Council session kicks off in Kazakhstan

YEREVAN, FEBRUARY 5, ARMENPRESS. The session of the Eurasian Intergovernmental Council has kicked off in Almaty, Kazakhstan, Armenpress correspondent reports from the scene.

The session is attended by the Prime Ministers of the member states of the Eurasian Economic Union – Russia, Armenia, Kazakhstan, Kyrgyzstan and Belarus.

Kazakhstan assumed the EAEU chairmanship on January 1, 2021.

The session will firstly be held at a narrow and then at an extended format where the participants will discuss the issue of eliminating the barriers in the EAEU domestic market, the macro-economic situation in the EAEU states, etc. Proposals on the countries’ sustainable economic development will be made. The PMs will also touch upon a number of issues relating to the integration agenda and the tariff regulation within the Union.
