Artsakh extends coronavirus-related state of emergency

STEPANAKERT, JULY 11, ARMENPRESS. President of Artsakh Arayik Harutyunyan signed a decree on July 11 on extending the state of emergency which has been declared in the Republic since April 12 and has been extended until July 11, the Presidential Office told Armenpress.

The coronavirus-related state of emergency is extended for 32 days, from July 11, 22:00, to August 12, 22:00.

According to the latest data, the total number of confirmed coronavirus cases in Artsakh has reached 146.

The total number of recoveries is 19.

The number of active cases is 27.

Azerbaijan made over 150 ceasefire violations at Artsakh line of contact within a week

YEREVAN, JULY 11, ARMENPRESS. During the period from July 5 to 11 the Azerbaijani forces violated the ceasefire regime at the Artsakh-Azerbaijan line of contact more than 150 times by firing nearly 1800 shots from various caliber weapons at the Armenian positions, the defense ministry of Artsakh told Armenpress.

The Artsakh Defense Army forces adhere to the ceasefire regime and continue confidently fulfilling their military tasks.

Armenian MP, daughter recover from coronavirus

YEREVAN, JULY 11, ARMENPRESS. Ruling My Step faction MP of the Armenian Parliament Tsovinar Vardanyan and her daughter have recovered from the novel coronavirus (COVID-19), she said on Facebook.

“Dear friends, the results of my test and that of my daughter are negative. I want to thank doctors who helped us to overcome the disease, as well as my friends and relatives”, Vardanyan said.

There are several lawmakers infected with COVID-19 in the Armenian Parliament.

Armenia presents 2nd UN SDGs Voluntary National Review Report

YEREVAN, JULY 11, ARMENPRESS. Armenia presented the 2nd Voluntary National Review Report on UN Sustainable Development Goals during the online High-Level Political Forum held under the auspices of the UN Economic and Social Council on July 10, the Armenian foreign ministry told Armenpress.

This year the Forum was being held under the title “Accelerated action and transformative pathways: realizing the decade of action and delivery for sustainable development”.

Armenia’s Permanent Representative to the United Nations Mher Margaryan was chairing the part of the Forum relating to the presentation of the voluntary reports as Vice Chairman of the UN Economic and Social Council.

Armenia’s report was firstly presented via a video, showing the actions taken in the country since 2018 for the implementation of the SDGS, the achievements recorded, as well as the innovative solutions aimed at overcoming the existing challenges. It also touched upon the situation caused by the novel coronavirus in the country and the government’s measures aimed at eliminating its consequences.

Then, the presentation was followed by a Q&A session. Armenian deputy foreign minister Artak Apitonyan answered to the questions of the online Forum participants.

AMULSAR a Would-be Disaster

To review and understand what is involved in Amulsar, one must watch the documentary “Amulsar. State of Indifference”.

Lydian International Ltd. discovered gold in Amulsar, Armenia, back in 2006. With its Armenian counterpart, it began luring villagers of Gndevaz and surrounding villages, with promising jobs and enterprises, at times exploiting their naivety and desperateness. Bought their lands at low prices, via their corrupt mayor, against whom, a court case is currently in progress.

Lydian acquired its mining license from the previous corrupt government. Following land acquisition, it proceeded to destroy all the villagers’ lifework of apricot orchards, to build its own mine facilities. Some villagers even had to sell their cattle because these lands had become useless for grazing.

The company presented a simplified foolproof picture of “clean mining” to the authorities, in a short-animated film, and started construction work, without the consent of the local communities: Gndevaz, Saravan, Saralanj, Kechout and Gorayq communities… and most importantly without even consulting Jermuk community, the most crucially impacted town. This created a terrible alarm among the residents of Jermuk, who were quick to collect over three thousand signatures to confirm their rejection of any mine in their neighborhood.

And despite all the contrary scientific evidence:

  1. The site’s critical location at the heart of Armenia.
  2. Proximity to critical drainage systems, connected to important reservoirs and rivers, which directly connect to Lake Sevan. As well-known, Arpa river is connected to Lake Sevan by a tunnel, and which was being renovated and scheduled to re-open in late March of this year.
  3. Proximity to the famous spa town of Jermuk, well-known for its geysers / hot water springs, connected to the hot subterranean volcanic structures. It is worth noting that there is a special building code for this area, to avoid explosions.
  4. Existence of uranium, proven in the fifties and harmful to human health if exposed.
  5. Very strong winds, characteristic of the area, that can transport the dust produced to vast distances.
  6. Snow during winter stays a long time in this area, which is a slow and sure way of infiltration and recharging ground water. Meaning any contaminant can easily infiltrate into the ground water through melting snow.
  7. Cyanide, a dangerous chemical was planned to be transported uphill along a “rugged mountainous region” leading to the site.

Thus, when the construction phase began, many tragic incidents were reported:

  1. Loud and noisy explosions were heard and visible from spa town of Jermuk,
  2. Blackish turbid water started running from tap water inside houses,
  3. Snow color turned into pinkish,
  4. Heavy dust settled on people’s cars just after one rainfall,
  5. Arpa – Vorotan rivers were rapidly polluted,
  6. Small baby fish were killed in fisheries.

After such incidents, the residents of Gendevaz and Jermuk confirmed that this project was a disaster in progress, even at its launching phase. Though some people were initially not complaining, turned absolutely against it after these incidents occurred.

Concerned voices which were raised long ago by the environmentalists, during the previous government, unfortunately continued with the new administration. They had great hopes that after the revolution, all corrupt schemes, including Amulsar project would be halted. But surprisingly, the new government took a different stand! No drop of water will be affected, the Prime Minister said. In disbelief, the residents thereupon resorted to blocking all the roads leading to the mine site.

Meanwhile, many independent studies were conducted through private means, numerous pleas, expert opinions, including my open letter to Prime Minister Nikol Pashinyan, all pointing to the defects and faults in Lydian’s claims. Nevertheless, the new government preferred to conduct its own investigation, commissioning Lebanese ELARD, for an assessment, which also lead to similar conclusions. But the investigative committee appointed by the government for this reason, was dubiously coordinating with Lydian, and cleverly added a last page to the report prepared by ELARD, to misinform the Prime Minister that the report was in fact positive. Soon after, corruption charges were also laid on the head of this investigative committee.

It was apparent that the mining company and its shareholders were a stronger clan than the state. Lydian continued its arrogant and aggressive tactics. It even sued the environmentalists for defamation, spreading false narratives about them, misleading the new government, that the environmentalists were standing in the way of development. Always maintaining that the blockage was illegal, peeping into the protesters’ private information, publishing propaganda articles in various Armenian and non-Armenian journals, and even threatening the republic of Armenia with international arbitration court.

As events came to demonstrate, the new government was under tremendous pressure by ambassadors of the UK and USA , who were either being influenced by Lydian story, or had a direct interest in Amulsar! An impression was created that if you are against mining in Amulsar, you are against big foreign investments in the country. Thus, no human rights were recognized from human rights defenders themselves.

Sadly, encouraging mining, increasing its production, and giving out new licenses, also became a priority of this government. A recent plea to suspend issuing of new mining licenses for the next two years, was refused by a committee of parliament.

Standing firm and blocking the roads, defending the land, the habitat, against aggression and against the destruction of Mount Amulsar, remains the only option for now, until this government takes a firm decision, to stop mining in Amulsar and elsewhere in the country. You cannot open a mine, start destroying nature, harming your own citizens, letting them migrate, and then decide that it is harmful and put it back again. It is just not possible.

As a result of more than a year’s blockage, Lydian began losing its share value in Toronto Stock Exchange and was eventually delisted from the market. See also Ontario Superior Court informed about misleading information in mining company Lydian’s affidavit.

And the struggle continues …

On April 8, 2020 Armenian environmentalists, Armecofront, issued an open letter to large investors of the diaspora:

Stay Away from Amulsar: Open Letter to Big Capital Owners and Businessmen in the Armenian Diaspora”

In this letter, diaspora’s investors were alerted about a dangerous process of buying Lydian shares by big Armenian investors. This, after the company was delisted from Toronto Stock Exchange. In the mentioned open letter, certain personalities were revealed, some of whom, in the name of benevolence, were in fact doing great harm.

In the early morning hours of June 30th, 2020, a private security company claiming to have replaced the previous one, rushed to Amulsar posts with their cars and guns. While doing so they also overran and killed 3 puppies, creating heartache, chaos and large gatherings during a pandemic. The story was that they were sent to protect Lydian properties. But they had not previously notified the Amulsar guardians, making it look more like an invasion. Later, government security forces came to control the situation. There was finally an agreement between the two parties that legal documents would be handed over to the lawyers, the security men/cars representing Lydian, would be identified and reduced to a minimum, without carrying arms and showing off. I was searching for Amulsar in both Google Maps and Google Earth, and this is what I found: the word “Gora Kysyr” instead of “Amulsar”. And a bunch of other Turkish names all over Armenia … I wrote a feedback to Google Earth, but one person is not enough.

It was only natural to expect Azerbaijan’s encouragement to exploit Amulsar: Ադրբեջանը ողջունում է Ամուլսարի շահագործումը

But they went a step further and revealed their true intentions to annihilate the rest of Armenia. Let this be a notification, a registered proof, to the appropriate world organizations and negotiators that Armenia now is under cyber-attack. Just go to Google Earth and Google Maps and check for yourselves … and what will Google do about it?

Regulators Clear Armenian Telecom Giant’s Sale

State regulators have allowed the Amsterdam-based telecommunications company 
VEON to sell Armenia’s oldest fixed-line and mobile phone networks to a recently 
established Armenian firm.

VEON asked two Armenian regulatory bodies to clear the sale in early June one 
month after pulling the plug on the planned takeover of its Armenian subsidiary 
by one of its two local rivals, Ucom. The latter is also the country’s largest 
cable TV and Internet service provider.

Ucom was on course to buy VEON until being thrown into turmoil in April 
following the sncdalous resignation of its chief executive, Hayk Yesayan, and 
his deputy and brother Aleksandr. The brothers, who hold a nearly 6 percent 
stake in Ucom, tried unsuccessfully to buy the rest of the company controlled by 
the extended family of Gagik Khachatrian, a former finance minister arrested 
last August on corruption charges denied by him.

Gurgen Khachatrian, the ex-minister’s son heading Ucom’s board of directors, 
claimed later in April that the Armenian authorities are illegally trying to 
force the family to sell its controlling stake at a cutdown price. Khachatrian 
went into hiding in early May shortly after the National Security Service 
brought new criminal charges against him. He strongly denied them.

A few days later, VEON informed anti-trust regulators that it is pulling out of 
the planned deal with Ucom. The telecom company went on to reach a similar deal 
with the Yerevan-based tech firm Team set up by the Yesayan brothers.

The two entities asked the State Commission on the Protection of Economic 
Competitition (SCPEC) and the Public Services Regulatory Commission (PSRC) to 
clear VEON Armenia’s sale to Team. Both regulatory bodies approved the deal in 
separate decisions made on Thursday and Friday respectively.

“I think that we will bring the deal to an easy conclusion very soon,” Hayk 
Yesayan told RFE/RL’s Armenian service. He again refused to reveal how much his 
newly created company will pay for VEON Armenia, formerly called ArmenTel.

VEON paid $376 million to buy ArmenTel from a Greek firm in 2006. The company 
was headquartered in Moscow and known as VimpelCom at the time. Russian 
billionaire Mikhail Fridman’s LetterOne fund remains VEON’s largest shareholder.

VEON’s Beeline mobile phone network has the second largest number of subscribers 
in Armenia after the VivaCell network owned by Russia’s MTS operator. VEON 
Armenia is also a major Internet service provider.


Armenia -- Hayk Yesayan speaks to RFE/RL, July 7, 2020

The anti-trust regulators’ approval of the proposed acquisition was conditional 
on Team pledging not to lay off more than 10 percent of VEON Armenia employees 
for at least six months. Many of those employees are reportedly worried about 
losing their jobs as a result of the takeover. Some of them protested outside 
the PSRC offices in Yerevan on Friday.

Yesayan insisted that the new owners are not planning staff cuts or other 
layoffs. “We need them,” he said, referring to the telecom operator’s current 
workforce.

The regulators gave the green light for the deal despite strong objections 
voiced by the Ucom management. In a statement issued earlier this week, the 
company said that for almost a year the Yesayan brothers had negotiated with 
VEON in their capacity as top Ucom executives and exploited that experience to 
negotiate a similar deal for their new company in a matter of weeks. It claimed 
that this amounted to unfair competition.

Yesayan shrugged off the Ucom objections when he spoke to RFE/RL’s Armenian 
service on Tuesday. He also said he and his brother have yet to decide whether 
to sell their minority stake in Ucom.

Icelandair to Operate Charter Flights Between US and Armenia

Starting this month, Icelandair will begin operating a limited number of charter flights to transport about a thousand people from Los Angeles, US to Yerevan, Armenia, RÚV reports.

The initiative is being undertaken in order to repatriate Armenian citizens and residents who have been stranded in the US as a result of the COVID-19 pandemic and is a collaboration between Icelandair, the Armenian government, the transportation company Cross Line, and the Icelandic consul in Armenia. Almost a million people of Armenian origin live in and around LA.

Per armeniatourinfo, the charter flights will be open to Armenian citizens, as well as foreign nationals who have the right of permanent residence in Armenia and/or a close relative (spouse, parent, or child) living in the country. Economy class tickets will be priced at $1,350 [ISK 189,067; € 1,191].

The exact number of flights has not been set yet, but the first will depart from LA on July 11. Each flight can accommodate 260 passengers and will be staffed with 9 – 12 crew members, according to Icelandair’s current operating procedures: two to three pilots and six flight attendants.

Icelandair CEO Bogi Nils Bogason remarked that the contract is a welcome addition to the airline’s cargo flights from China to Europe and North America: “Projects like this bring this company increased revenue and create work for employees, as the preparations and organization take place in Iceland. This is a good example of the flexibility that Icelandair and its subsidiaries have to take on short notice.”

Robert Kocharyan held videoconference with supporters

Armenia’s former President Robert Kocharyan held on Thursday a videoconference with around 70 supporters from Armenia, Artsakh, Germany, France, US, Canada and Russia. As the Facebook page of the second president reports, President Kocharyan thanked his supporters for their struggle over the past two years for justice, against attempts to distort the history, the violation of Constitutional and laws.

During an hour-long meeting hosted on Zoom platform Kocharyan sincerely answered number of questions about the internal and external politics in Armenia, the Artsakh issue, state security, socio-economic situation and prospects, the future steps of his supporters and personal matters. The former president also promised to cover all issues in detail during a planned interview soon.

Due to technical restrictions, not all supporters were able to join the meeting, and the president promised to use the format again and continue the meetings.

Summing up the online meeting, President Kocharyan expressed hope that in the foreseeable future, after the lifting restrictions over the coronavirus pandemic the possibility for face to face meetings. Kocharyan encouraged the attendees, noting our country and people have the experience of overcoming even more complex and fatal situations.


Italy bans entry from 13 countries, including Armenia, due to coronavirus fears

Italy on Thursday banned entry to people coming from 13 countries, including Armenia, that it said presented an excessive rate of COVID-19 infections, Reuters reported.

The list compiled by the health ministry comprises Armenia, Bahrain, Bangladesh, Brazil, Bosnia and Herzegovina, Chile, Kuwait, North Macedonia, Moldova, Oman, Panama, Peru and Dominican Republic.

The ban affects anyone who has stayed in or travelled through these countries in the last 14 days, Health Minister Roberto Speranza said in a statement.

“Around the world the pandemic is in its most acute phase. We cannot waste the sacrifices the Italians have made in recent months,” Speranza said.

The number of confirmed coronavirus cases in Armenia has risen by 557 to 30,903 on Friday. So far, 18,709 people have recovered, while 546 others have died from the infection in the country. 177 patients with COVID-19 have reportedly died from other causes.
