Melkumyan: SMEs will get concessions in case of persistent struggle

At the time Prosperous Armenia (BHK) parliamentary faction voted in
favor of the Law on Turnover Tax for lowering the tax rate from 3.5%
to 1%, but the party also stated its conditions, deputy of BHK faction
Mikael Melkumyan told reporters today.

According to him, their party voted in favor of the law in the first
reading on condition that changes would be made to the law in second
reading, which was not done.

“As you know, we conducted negotiations with the government for two
days, but they stuck to their opinion, proposing only one solution.
The finance minister signed an order to refrain from unfounded checks
at SMEs, except for risky cases,” Mekmukyan noted.

In his words, estimates show that SMEs will exceed the threshold of
100 million drams and in this case they will have to pay VAT. As a
result, turnover tax will reach 8% and many enterprises will close.
“If interested people persistently struggle for their rights and
demands, they will achieve results,” he said.

Another speaker at the press conference, Heritage faction secretary
Tevan Poghosyan said the government is currently unable to admit its
mistake.

“The government declares it improved the law and reduced the tax from
3.5% to 1%, but the problem lies in document circulation, not in
percentages. The same happened to the law on accumulative pensions
when people were not informed properly, and we saw what happened,”
Poghosyan said.

According to T. Poghosyan, when presenting a law, the government
speaks only about its positive aspects and keeps silent on the risks
so as to tell the opposition later that the opposition does not vote
for a good law.

We would remind you that small and medium businessmen have staged
protests recently against the Law on Turnover Tax that took effect on
October 1. They demand that the Armenian government should revoke the
law. By amendments to the law, turnover tax was reduced from 3.5 to 1%
for traders, but a circulation of documents is made mandatory.
