Armenia’s cognac production drops in first half of 2014

YEREVAN, July 31. /ARKA/. Armenia’s cognac production dropped 18.2% to
a total of 6,649,700 liters in the first half of this year 2014,
compared to the same period the year before, ArmStat reported.

Wine production declined by 5.8% to 2,330,900 liters in the reporting period.

Vodka production rose by 4.9% to 4,448,400 liters in January-June.

A total of 145,400 litres of champagne was produced in the period, a
24.4% increase against January-June 2013.

Beer production totaled 11,333,500 litres, which is a 77.8% increase.

A total of about 30,172,900 litres of non-alcoholic beverages was
manufactured in the period, an increase of 44.5% compared to
January-June 2013. -0–

RA Prime Minister Hovik Abrahamyan received Ambassador Extraordinary
and Plenipotentiary of the United States of America to the Republic of
Armenia John Heffern and the head of Armenian Office of U.S. Agency
for International Development (USAID/Armenia), Karen Hilliard.

Stressing the importance of continued development of U.S. – Armenian
relations, the Prime Minister highly valued the U.S. Government’s
support for Armenia reforms and reiterated his government’s
willingness to further them ahead. In this context the Premier
highlighted the reforms made in the sphere of Civil Aviation.

Ambassador John Heffern stressed, in turn, the importance of
implementation of new projects aimed at extending the cooperation
between the two countries. In this context, Karen Hilliard gave a
detailed outline of the ongoing projects and upcoming assignments in
the domains of justice, territorial management, health, labor and
social affairs, tourism and other areas.

The interlocutors also made a reference to u number of issues related
to Armenian-American cooperation.

Before starting today’s government sitting, Prime Minister Hovik
Abrahamyan referred to the 2014 Human Development Index published by
the UNDP, noting that Armenia has not bettered its position.

“Armenia continues to remain 87th in UN Human Development Index,” he said.

The prime minister said he expects great changes and progress in the
education system. Hovik Abrahamyan instructed the Minister of
Education and Science to follow and monitor developments and see to it
that the updated statistics be included in the 2015 report.

The Prime Minister also instructed the cabinet to sum up the 100 days
in office and present to media representatives the government’s
programs and activities.

Sebastian James has recently published a book titled “Expected
Awakening”, one of the central ideas of which is that “without facing
with the Armenian Genocide, Turkey won’t find rest.”

As “Armenpress” reports, in an interview to “Agos” Sebastian James
said that last 12 years of his life he spent distributing Bible in
Turkey, Pakistan and Palestine, explored the lives of Christians in
these countries and tried to understand why the number of Christians
previously constituting one-third of the population in those areas,
now is insignificant. “After Afghanistan the least number of
Christians currently lives in Turkey among those countries, when 100
years ago 33 percent of the population were Christians. Such decline
of the Christian population gave me a reason to think on discovering
the cause of that. In Turkey people are taught wrong things. These
lies are also connected with Christians living previously in this
country, with Christianity and with Bible. Many lies are about
Armenian Genocide. The purpose of that is not only to disguise their
sins but also to slander Armenians by saying “We didn’t do that, they
did it” and commit another new crime,” Sebastian James noted.

Armenia’s civil society will continue to demand solutions to problems
of vital concerns, but discussions about how to organize this
continued struggle in the most effective way will also be added to its
agenda, activists say.

During the past few years, Armenia’s active, demanding citizens have
managed to register a number of victories. In particular, they did not
allow an increase in bus fares in capital Yerevan or that citizens be
compelled to join the new pension system. But in some cases struggle
is still on, such as in efforts to conserve a historical Yerevan
building that belonged to Afrikyan brothers early last century.

Participant of numerous civil initiatives, member of the Civil
Contract group Lena Nazaryan says struggle is needed always – be it in
saving a building, a park or a tree from destruction or in solving
social issues like pensions, electricity prices, transportation, etc.

“In short, there are lots of urgent issues, now I can even name them,
but focusing on specific cases will not allow us to see the global
issues that have a systemic nature. The historical building in Yerevan
is being demolished because for many years it has not been renovated,
controversial mining projects are started communities because for
years no other investments have been made there,” she says.

In Nazaryan’s opinion, however, the civil society is now facing a more
conceptual problem.

“What should the civil society do? Raise questions and start
negotiations with representatives of the government or establish that
the government is unjust from the beginning, which would mean that
cooperation with it won’t result in anything and that one needs to put
an end to injustices and establish justice. One cannot avoid this
question,” she adds.

The biggest success recorded by civil society this year was the fact
that a movement managed to get a case against the new controversial
pension reform to the Constitutional Court and see some of the
provisions of the law ruled unconstitutional. But participants of the
movement do not consider it to be a complete success, since only a few
months later the government made changes in the law and turned
mandatory contributions into mandatory social payments. For now, only
public sector employees will have to make the payments, while the norm
will become mandatory for all in three years’ time.

Gevorg Hayrapetyan, a member of Dem.am, the group that has campaigned
against the mandatory elements of the reform, tells ArmeniaNow that
some concessions had been made, but they were only formally adjusted
to their demands, while essentially the mandatory norm has not been
removed for certain groups of citizens.

“We will surely continue our struggle, but it will be clear in autumn
how we do it. It will also depend on public sentiments and the level
of determination of the government to make money,” he said.

According to the activist, the struggle will be continued if some of
the public sector employees decide to stand up for their rights,
“manage to overcome the atmosphere of fear and indifference among
them.”

Hayrapetyan emphasized that while as a group Dem.am, which was formed
for campaigning against the controversial reform, has become more
passive, the civil activism of its members has remained as strong as
before and in issues of priority for the public these people are as
active as they were in opposing the pension law.

Despite certain achievements in certain areas, overall Armenia’s civil
society still finds it difficult to achieve consolidation in its
general struggle against the authorities and become fully fledged
because of being ‘disoriented’. This opinion has repeatedly been
voiced in his public speeches by director of the Armenian Center for
National and International Studies Manvel Sargsyan.

The political analyst suggests that in order to achieve success civil
society should come out not only against the authorities, but also
against all political forces and parties.

Armenia sees its population dwindle by another 7,300 people this year

YEREVAN, July 31. / ARKA /. Armenia saw its population dwindle by
another 7,300 people as of July 1, compared with the beginning of the
year, to 3.009.8 million, according to the latest numbers released
today by the National Statistical Service (NSS).

Some 1.911.9 million lived in urban areas and 1.097.9 million in rural
areas. The latest population census in the country was conducted in
2011.

The drop, according to the official figures, resulted from negative
migration balance when the number of people leaving the country was
higher than the natural population growth.

Nonetheless, the number of babies born in January – June 2014 was said
to have increased by 3.2% compared with the same period in 2013,
amounting to 19,401. The number of deaths also increased by 4.3% to
14,929. The resulting natural growth was 4, 472 people.

According to official number, provided by the border management
system, 2.243 million people crossed the Armenian border in both
directions in the first half, up from 1.938.9 million trips in the
same period in 2013.

It was said that 1.078.202 million entered the country (an increase of
almost 17 percent over the same period in 2013), while the number of
departures upped by 14.5 percent to 1,164,071. -0-

Australia (ANC Australia) has labelled a recent
statement by Australia’s Foreign Minister, Julie Bishop on the
Armenian Genocide “unacceptable”, and called on the Australian
government to reverse this error in judgment. As reports “Armenpress”,
in reference to Armenia Online, ANC Australia calls into question
Australia’s recent policy change and calls on the Australian
government to review its position.

ANC Australia Chairman, Greg Soghomonian, remarked: “The Australian
Foreign Minister must immediately reverse this critical error of
judgment and listen to the will of the Australian Parliament in
recognising and honouring the victims of the Armenian Genocide.” It
was noted that such actions not only denigrate the memory of genocide
victims but also disrespect Australia’s very own history and the
heroic of ANZAC prisoners of war who witnessed this crime against
humanity.
In a letter addressed to the Australian Turkish Advocacy Alliance,
Julie Bishop extraordinarily denies the historical reality of the
first genocide of the 20th century by stating “we, do not however,
recognise these events as ‘genocide’.”

Bishop’s statement comes in stark contrast to fellow senior government
ministers who have actively called for the recognition of the Armenian
Genocide by the Australian Parliament. As recently as April of this
year, Treasurer Joe Hockey stated: “Today we gather to remember the
1.5 million people who perished in the genocide… there is no other
word for it.”

Communications Minister, Malcolm Turnbull, and Immigration Minister,
Scott Morrison, along with ranking members from Labor, the Greens,
minor parties and Independents have in the recent past called on the
Australian Parliament to officially recognise the events of 1915 as
genocide.

The US Department of State’s 2013 Religious Freedom Report on Armenia
is estimated as biased and untrue by religious circles and national
minority representatives.

What particularly raises controversies is the allegation that minority
religious groups face discriminations against the backdrop of wide
privileges granted to the Armenian Apostolic Church.

“Religious organizations are obliged to preserve and protect their own
belief instead of engaging themselves in soul hunting. Nobody prevents
them from pursuing their own belief. Such a statement could have been
made only by individuals, circles and groups that are interested in
destabilizing of Armenia and contributing to the Armenian nation’s
internal splitting. What is mentioned there is absolutely untrue,”
Archimandrite Komitas Hovnanyan told Tert.am, expressing his strong
disagreement with the findings.

He said he is more than convinced that increased privileges to
religious organizations are a major national security threat. “There
are, so to say, religious minorities whose propaganda is based on
plans to split the state institution. The youth, for instance, are
called upon to avoid serving in the military, using weapons or
protecting their country,” he noted.

Commenting on what the report described as privileges to the Armenian
Apostolic Church, Mr Hovnanyan said, “The Armenian Apostolic Church
does not actually have any privileges at all. It just follows that the
publications on the Armenian Church contain no wrong records. The
history of Armenian church is taught in schools by secular [teachers]
not priests,” he added.

Hovnanyan said he believes that countries publishing such reports
pursue specific interests, adding that Armenian state in turn is
obliged to protect its own interests in such circumstances. “We must
not let anyone speculate the concepts of freedom of conscience or
speech by distorting their meaning. Freedom of conscience implies
freedom of individual, not violence and coercion into adopting a
belief of which the nation is not a follower,” he added.

Alexander Amaryan, the president of the Rehabilitation Center for
Victims of Destructive Sects, agreed that granting wide privileges to
the non-traditional religious groups is a threat to national security.

“All the data the Department of State publishes in the report are
provided by local rights institutions which submit biased reports in
an effort to extort grants. No other country is as tolerant as
Armenia, as the laws here never place restrictions on religious
organizations,” he added.

Amaryan said he thinks that restrictions exist in Europe not in
Armenia, adding that the national churches in all countries enjoy
certain privileges. “They all have begun assisting religious
organizations and later complain about intolerance. That’s a bluff,”
he said, describing the findings as an attempt to exert pressure on
the Armenian authorities.

Aziz Tamoyan, the president of Armenia’s Yezidi community, also
disagreed with the allegation that ethnic and religious minorities
experience discrimination in the country. “We are free; nobody
prevents us from preserving our national holidays and traditions. On
the contrary, we here have our own schools, and it is thanks to
Armenia that our culture develops around the world,” he said, adding
that the Armenian Apostolic Church demonstrates respect for the
Yezidis’ traditions.

“Why doesn’t [the United States of] America care about the
disappearing Yezidi and Asyrian populations in the north of Iraq? Let
them think of measures to prevent their Yezidis from changing their
religion, as they are physically exterminated by Muslims,” Tamoyan
noted.

The Jewish community’s president, Rima Varzhapetyan, also denied the
reports about restrictions or violations against minority groups in
Armenia.

Asked whether the community is concerned about the privileges granted
to the national church, Varzhapetyan replied, “The Armenian Apostolic
Church has always proven that it is very tolerant and progressive.”

According to Avetik Iskhanyan, Chairperson of the Helsinki Committee
of Armenia, the report is based on objective evaluations.

“Religious tolerance is really quite a serious issue in Armenia, as
the media all the time conduct a one-sided propaganda. In secondary
schools, the history of Armenian church is taught in an effort to
conduct an anti-propaganda against other religious organizations. The
children who receive such kind of education develop intolerance to
other religious organizations,” he noted.

Asked whether it isn’t normal that the Armenian Apostolic Church has
privileges as opposed to other religious groups, Ishkhanyan said,
“International standards allow for granting privileges to a church,
but that should not amount to a discriminatory attitude to other
religious organizations. Our laws give the Apostolic Church
monopolistic rights,” he added.

Asked whether higher privileges for other religious organizations
would not be a national security threat, Ishkhanyan said he thinks
just the other way about. “Religious intolerance is a real threat to
Armenia’s security, as it splits up the nation on religious grounds,”
he noted.

“Representatives of other religious organizations are oppressed in
Armenia, because they never see themselves as full-fledged citizens.
This is really a national security threat, because identifying an
Armenian with the Armenian Apostolic Church really splits up the
nation.”

The newly-appointed EU Special Representative for the South Caucasus
and the crisis in Georgia Ambassador Herbert Salber met with Serzh
Sargsyan and Edward Nalbandyan and said Azerbaijan hinders peace
settlement.

On the eve of the EU official’s visit Azerbaijan attacked the
southeastern borders of NKR. Besides, the border villages of Tavush
were fired, and the Red Cross has even announced to suspend its
mission in those areas during the harvest season.

Despite these obvious steps by Azerbaijan, the international reactions
always keep the “parity”, and no statements are made that condemn any
of the sides. Even the statement by the Red Cross on suspending its
“mission” in Chinari village does not specify which side fired though
even the plants growing there knew from which direction the firing
came.

Judging by the ongoing international developments, there will hardly
be a large-scale war in the nearest future. Currently, however, Moscow
is not in the position of being able to initiate and control the
process and result of this war.

Experts say that recent armed actions by Azerbaijan are part of some
“international concept” and are intended for venting “vapor”. Russia
has deposited a lot of weapons in that country. Besides, the internal
rhetoric in Azerbaijan has been enhanced to a level that the weapon
must shoot.

Armenia also acts within this “logic”, insisting on the Minsk
Group-mediated peace settlement. Thanks to the tough position of the
Armenian armed forces Armenia has recently rejected the stationing of
Russian peacekeepers in the region, which did not pass unheeded by
interested states which hurried to support this step in one way or
another.

On the other hand, however, there is another “logic” according to
which Azerbaijan creates problems for the great powers who take
interest in the regional issues, including for Russia, with different
configurations. Hence, Azerbaijan may take steps stemming from this
logic, such as in Nakhidjevan.

Recently it has become known that Russia intends to follow the U.S.
example and set up private armed forces which will obey the Russian
Federal Security Service. Those armies are doing what may cause
problems for government agencies in terms of tasks and international
law.

Armenia has little resources and has to use every opportunity. For
example, the veterans of the Karabakh war who could be employed
instead of sending them to prison, at the same time resolving their
social problem.

Recently Tavush Union of Compatriots has made a statement calling for
organizing defense through their efforts, noting that the big
Azerbaijani villages and towns that are located close to the border
with Tavush should be hit, and a security area should be created.

These opportunities must be used, creating armed units which will be
at the disposal of the Armenian army. These units must be funded by
oligarchic circles and rich generals.

Besides, the oligarchs and other similar people have armies of
bodyguards who serve them by beating and killing people, including
veterans. They must be saved from their humiliating status, grouped
into separate units and sent to the border to save the homeland.

Hence, the oligarchs will do at least one good thing for Armenia.

The defense of Armenia, especially in the current period of
transition, requires centralization of resources and regular
destructive strikes to Azerbaijan, which fits in the current logic of
international politics.

Armenia cannot continue the policy of “both- and – ” in conditions
where these two parts are mutually exclusive, the leader of Union for
Self-Determination (AIM) Paruyr Hayrikyan said at a press conference
today.

In his words, Armenian President should become conscious of his
failure, resign and cede power to pro-European forces. The AIM leader
added that the only such force is the party led by him.

“The Ukrainian political figure failed to implement his programs and
had to resign. Serzh Sargsyan experienced a double fiasco,” Hayrikyan
noted. According to him, Serzh Sargsyan should follow suit of the
Ukrainian leader and step down.

When discussing the Ukrainian events, the AIM leader said Armenia
should draw a lesson from them. “In particular, it is an important
lesson to realize that Armenia and Ukraine have one common enemy.
Today Russia is using its arms against Ukraine, while tomorrow when
Armenia resolutely states about its sovereignty, it will do the same
with us by using Azerbaijan,” Paruyr Hayrikyan declared.
