YEREVAN. – The head of parliamentary faction of Armenia’s ruling party
predicts heated political fall in the country, especially after the
parliament resumes its work.

Galust Sahakyan, head of the Republican Party of Armenia’s
parliamentary faction, the rumors about constitutional amendments
spread in media will make a stir in political circles. However,
activeness in politics will not lead to change of power, he added.

Sahakyan is confident that existing political forces would be unable to
change the power, as they lack an alternative program for the country.

“Therefore, the public movement will do things halfway,” he emphasized.

It is the law enforcers, not the ministries or the Municipality that
should tackle the problem of the Indoor Market in Yerevan, says the
statement of Karen Andreasyan, Human Rights Defender of Armenia.

He says that the ongoing construction in the area of the Indoor Market
is illegal and this has repeatedly been stated by the Ministry of
Urban Development, Ministry of Culture and the Municipality of Yerevan.

Andreasyan says that according to the latest statement of the Yerevan
Municipality, the director of “Yerevan Market No.1” LLC was informed
of the need to remove the illegal structures in the market area in
Mashtots Avenue. However, the demands of the Municipality have not
been satisfied and the illegal construction has been completed.

“In this context, the position of the law enforcers is not clear. The
Criminal Code of Armenia provides for criminal responsibility both
for the failure to stop the illegal construction by an individual or a
legal entity following imposition of a double administrative penalty
and for the relevant officials’ failure to stop the unauthorized
construction of the buildings. The law enforcers have refused to
institute a criminal case in relation to both the specified cases
and the cases of demolition of the historical and cultural monuments.

However, the reasonableness of these decisions will be put in issue”,
says Andreasyan.

To recall, despite the vehement public protests, the construction in
the area of the Indoor Market is still going on. According to media
reports, the Indoor Market has turned from a historical monument into
an ordinary supermarket and will open on September 15. The owner of
the Indoor Market is oligarch- parliamentarian Samvel Alexanyan.

“Haykakan Zhamanak’ writes citing its sources that Samvel Aleksanian,
deputy of HHK faction of the Armenian parliament, complained privately
that some officials are making critical statements about the situation
related to Closed Market in Yerevan. According to the paper, the
deputy did not expect such criticism.

According to the daily, Aleksanian has taken all his steps,
including major reconstruction of the Closed Market, only after he
‘coordinated those steps with leadership’. Perhaps for that reason
Samvel Aleksanian, sensing danger, has mobilized the well-known
‘contingent’ of hysterical women and thick-necked guards under his
influence who are currently holding rallies, assaulting activists who
demand restoration of the historical appearance of the Closed Market.

Members of the ‘contingent’ are quite aggressive: for example,
yesterday one of those women attacked a correspondent of Radio Liberty
Armenian service, threatening ‘to cut his throat’.

Armenian Side Bought More Armament In Last 3 Years Than Over 20 Year

ARMENIAN SIDE BOUGHT MORE ARMAMENT IN LAST 3 YEARS THAN OVER 20 YEARS BEFORE

STEPANAKERT, September 3. /ARKA/. Armenian side purchased more
armaments in the last three years than over the precedent 20 years,
Armenia’s prime-minister Tigran Sargsyan said during his visit to
one of the military units of Nagorno-Karabakh Army of Defense Monday.

Armenian premier is in Karabakh for the 22nd anniversary of declaration
of Nagorno-Karabakh Republic (NKR).

The premier said one of the most important aims of the government is
to ensure the country’s security.

This implies a modern army and modern armaments, Sargsyan said

“We will never allow the balance being broken”, the premier said as
quoted by the government press office.

He also said Armenia’s strategic partners contribute to the country’s
arming.

But the most important is the soldiers, their level of preparedness
and the extent of their courage, the premier said.

Sargsyan congratulated soldiers on the 22 anniversary of NKR’s
declaration.

“Here not only NKR’s future is being built, but also the future of
all Armenian people because this is the fight for Armenian identity”,

Action Of Protest Against Parking City Service

ACTION OF PROTEST AGAINST PARKING CITY SERVICE

The Chorrord Ishkhanutyun Newspaper reported that an action is being
planned against City Parking Service running the paid parking in
Yerevan. The authors of the action have inquired whether a driver
can pay several months ahead and leave the car parked in the same
place for those months running. The company confirmed, and afterwards
the initiators of the action have chosen an interesting option. They
will collect old and broken cars from the villages and park them at
the center of Yerevan. They will occupy the parking places on the
central streets while those who will have paid the fee and will not
find a place to park will have to protest.

"Armenia" Fresco Of Minas Avetisyan Needs Restoration

“ARMENIA” FRESCO OF MINAS AVETISYAN NEEDS RESTORATION

GYUMRI, SEPTEMBER 3, ARMENPRESS: The fresco “Armenia” of Minas
Avetisyan, kept at the cultural house of the Vahramaberd Village,
needs to be restored and preserved. This was reported to Armenpress
by the son of the famous painter Arman Avetisyan, noting that
notwithstanding the fact that by the funds of the state budget the
cultural house was built in 2012, no means have been provided for
the preservation of the fresco. “”Armenia” is one of the frescos,
which needs urgent recovery. Before the building of the house the
fresco had been damaged during the years. By the way, in the course
of the construction as well the fresco was damaged.

This is the most valuable work of Minas Avetisyan”, – said the son
of the Armenian painter.

To save the fresco from destruction, the cultural house was built by
the Government’s decree and with state funds, leaving the “Armenia”
fresco inside the building.

Minas Avetisyan – the Armenian painter, theatre artist, honored artist
of Armenia (1968) – was born on July 20, 1928, in the Armenian village
Djadjur. Fortunately, in 1915 the parents of the artist escaped the
massacre, when not far from Djadjur thousands of people were killed
in the gorge. Often in winter evenings, sitting near the hearth of
his country house the painter heard stories of witnesses who had seen
those terrible events with their own eyes.

The historical paintings by Avetisyan became a silent tribute to the
innocently dead. Among the most famous canvases of this series is
the painting “Road: Memories of My Parents” (1965-1967). The first
exhibition of the painter took place in 1960, but Avetisyan became
wellknown in 1962, after the exhibition “Five Artists”, which was
held in Yerevan. Numerous specialists and visitors estimated his
paintings at their true worth.

Minas traveled about Armenia a lot looking for historical monuments,
he studied Armenian miniatures and works of the greatest Armenian
painters, above all, those of Martiros Saryan. Saryan was the spiritual
father of Minas. The young artist was the real heir to the works of
the great artist and a symbol of new growth of the national art.

Brightness and dramatic passion of color playing of Minas is dictated
by the nature of Armenia, cliffs, singed with bright rays of sun,
which seem to represent mysterious eternity.

Following the national traditions in painting, using the means of
expression found in ancient miniatures and the work experience of
famous artists, however, Minas never turned to blind copies. In his
works he expressed the reality by his own perception and interpretation
of life.

Unfortunately a lot of works by the artist were lost in 1972 in a
fire. During the night of January 1, when Minas was in Djadjur with
his family, his studio located in Yerevan was burned along with most
of his best canvases. Three years later, in 1975, Minas Avetisyan
died under the wheels of the car, which stopped off at the sidewalk.

Fate seemed to be against him even after his death, when the earthquake
destroyed a part of his frescoes in Leninakan (Gyumri) and leveled to
the ground the museum of Minas Avetisyan in his native village Djadjur.

The name of the painter is pronounced in Armenia with special
affection. He devoted his whole tragically short life to art. Between
1960 and 1975, Minas created 500 large and small canvases, almost
500 paintings, 20 large frescoes and projects for about a dozen of
theatrical performances.

The United States’ possible intervention in Syria is not going to be
as easy as was in Iraq, an Armenian analyst has said, commenting on
the continuing tensions in the country.

According to Artak Skakaryan, a regional expert specialized in Turkish
studies, President Barack Obama is not powerful enough to undermine
Bashar al-Assad just within a day.

“[President] Bush had a thesis, which served as a guideline for him;
Obama doesn’t have an approach. He is trying to undermine Syria with
the help of domestic forces. ôhe region won’t be facing serious
tensions in case of a pointed strike; for the Armenian population
in Syria, that would mean yet another massacre. The big problem
for Armenia is the problem of the Syrian -Armenians. What Aleppo is
facing now is anarchy causing harm to the Syrian Armenians,” he told
a news conference.

As for Iran, Shakaryan said the country realizes well that the
strikes are against it as it may face a total isolation in case of
Syria’s collapse.

“The Syrian collapse also harms Russia. So Russia will fight up to
the last ditch to prevent an attack. Russia is not that powerful in
the Middle East, while Turkey will keep arming its contract killers
and militants more aggressively,” he added.

Shakaryan noted that Turkish Prime Minister Recep Tayyip Erdogan has
elaborated anti-Syrian strategies over the past couple of years in
an attempt to increase the number of Sunni forces in the country.

“Erdogan is exaggerating the foreign policy problems today to leave
the domestic problems in oblivion. But Erdogan is going to face
problems domestically. The upcoming local government elections are
going to see a fight for Istanbul. The constitutional debates and
the presidential and parliamentary polls will come next,” he noted.

Who Will Recognize Karabakh The First?

WHO WILL RECOGNIZE KARABAKH THE FIRST?

Karabakh has never been as close to recognition as now, 22 years after
the proclamation of the republic. However, recognition has never been
as dangerous as now.

In the past year NKR was recognized by four American states, one
Australian state, friendship groups were created in the parliaments
of France and Lithuania which chairs the EU. The speaker of the
parliament of Uruguay and a lot of European members of parliament
visited Karabakh.

Ahead of pre-signing the Association Agreement with the EU Armenia
has institutionalized its relations with Artsakh. In particular,
the minister of defense has announced that Armenia guarantees the
security of Karabakh. Europe has not objected to this somehow, which
allows supposing that Karabakh is not put outside the area of Armenian
influence in the text of the Association Agreement.

Recently a Russian delegation has visited Karabakh who also discussed
actively the accomplishment of Karabakh and the time of recognition.

The impression was that Russia has decided to run after the train
that has already moved.

The recognition of Karabakh may be a plus for any state fighting for
its influence over one big region. Recognition will reserve the right
to deploy troops, guard the borders, the right to control the future
communications. And it is not ruled out that at some moment recognition
may take place synchronically not to give anyone an advantage.

Recognition is a priority of the foreign policy of the Karabakh
authorities. However, it is necessary to evaluate carefully all the
positive and negative aspects, all the “efforts” that will lead to
recognition of independence. Recognition cannot be an ultimate goal.

What’s the use of recognition of Abkhazia and South Ossetia by Russia,
Venezuela, Nicaragua and three islands?

The best will be the recognition of independence by Armenia and
unification of two countries in one state. The current foreign
political setting is optimal for such an action. Armenia is trying
to separate from the empire where it was separated from Karabakh and
to integrate with the European community. And the only condition of
Armenia must be unification with Karabakh.

The protests against illegal actions are evidence of anarchy in the
country, Armenia’s ex-Ombudsman Larisa Alaverdyan told journalists
on Tuesday.

“What measures are the authorities taking against the offenders that
have been fined or warned, but they continued their actions to the
end? This is the evidence of anarchy and impotence of the authorities,”
she said.

With respect to the women that gathered in front of the Covered
Market and called Samvel Alexanyan “a benefactor,” Alaverdyan noted
that they were brought with a view to “far reaching designs.”

Sukias Avetisyan, a Republican Party of Armenia (RPA) parliamentary
group member, said he was glad about the renovation of Yerevan’s
Covered Market because people will be employed at a market “with
new foundations.”

“As regards its cultural and historical value, its appearance will
be preserved, which will enable people to work in better conditions,”
he said.

Avetisyan is glad about civil society’s activity. However, their
behavior shows the “client’s style.”

“I want civil society to be active, but without claiming they are
architects,” he said.

In response, Alaverdyan said that “civil society does not have to be
an architect. I must know laws and defend them.”

YEREVAN. – Armenian and Russian presidents Serzh Sargsyan and Vladimir
Putin will hold a working meeting with positive results fro Armenia,
head of ruling party’s faction said.

“Do not expect a sensation. The further steps will be discussed, and
the results will be positive for us,” Galust Sahakyan told reporters
on Tuesday.

As reported earlier, Serzh Sargsyan will meet with Vladimir Putin on
Tuesday within the framework of his working visit to Moscow.

The presidents will exchange views on key issues related to political
ties, economic and energy cooperation, humanitarian contacts.

The leaders are supposed to touch upon issues related to the
integration issues in CIS area, as well as security and stability in
the South Caucasus.
